Core HRIS Project Manager
Fixed Term Contract – up to 18 months
The Human Resources Department is currently seeking a Core HRIS Project Manager for
an 18 month fixed term contract.
Background
Dublin City University (DCU), St Patrick’s College, Drumcondra (SPD), Church of Ireland College of Education (CICE) and Mater Dei Institute of Education (MDI) are actively engaged in a formal process leading to the full incorporation of SPD, CICE and MDI with DCU by September 2016. This is a significant programme of change for the four institutions.
Implementation of the Incorporation is organised in a series of work-streams, each of which has responsibility for a specific area of activity within the Incorporation Programme.
The People and Organisation Workstream is responsible for supporting the staff of the four institutions in transitioning to the new organization, and for the development of systems, policies and procedures required for the integrated HR function.
The Strategy and Business Planning Workstream is responsible for the development of the systems, processes, policies and procedures required for the intergrated finance function.
Together these two workstreams are responsible for the tasks and actions required to deliver the HRIS change management programme, including payroll and expense systems, in preparation for Incorporation
Role purpose The purpose of this role is to support the HR and Finance/Payroll teams and their stakeholders, in the delivery of key tasks and actions required to deliver the HRIS change management programme, including payroll and expense systems in preparation for Incorporation. This role will report to the ‘’Core Project Steering Committee”, will collaborate with
Information Systems and Services (ISS), and on a day-to-day basis will report to the Senior
HR Manager.
Duties and Responsibilities:
The main responsibilities of the role are:
Project manage the tasks and activities of the Integrated Core project team, ensuring
that the planned improvements are complete, tested and ready at the agreed timelines,
but especially in advance of the Incorporation go-live.
Managing the clean-up of existing DCU data, the implementation of process review
changes, on-boarding of all transferring staff to DCU, updating of incorporating staff data,
process and platform planning.
Responsible for identifying the optimised Core Product Configuration to meet both the
University and HR/Payroll needs.
Responsible for Core Product Implementation of agreed configurations, ensuring efficient
and quality end to end processes and reporting solutions delivered.
Liaise with the software providers to develop the core suite and integration between
systems, and the documentation of existing and new and improved protocols.
Communicate complex information to stakeholders through meetings and workshops
with manager and staff groups.
Support the implementation of the HR administration/personnel module configuration,
the Payroll module implementation.
Act as the coordination lead for resourcing e-recruitment implementation, coretime, core
personnel, core expense and pensions modules.
Deliver a solution that includes all core change requirements and is configured optimally
for the University and the two responsible workstreams.
Ensure that all key decisions are recorded and appropriate sign-offs given.
Qualifications and Experience:
Relevant HR / IT / Project Management skills / qualifications
Experience of working in a challenging IT / HR / Finance project environment with a wide
range of stakeholders and proven delivery to multiple fixed deadlines
Experience of large scale HR change projects / business transformation
Strong interpersonal, relationship and networking skills
Excellent communication, time management and organisational skills
Excellent attention to detail
Advanced IT skills particularly Word, Excel, Outlook and PowerPoint
Experience of working on own initiative and as part of a team
Strong interpersonal, relationship and networking skills
Professional accreditation(s) in project management methodologies would be an
advantage, but is not essential.
Knowledge of Core or similar systems would be an advantage

Salary scale: €49,967 - €68,393*
*Appointment will be commensurate with qualifications and experience and will be made on
the appropriate point of the Administrator I salary scale, in line with current Government pay
policy.
