Beginning Stage Preparation for nuclear energy in 1960s

Manpower training abroad- 237 trainees were dispatched abroad by Government for 10 years with partial supports of the USA and IAEA for research reactor and RI utilization

- Many of them returned and have played key role in nuclear energy development in Korea Enactment- Laws for RI Handling License was enacted in 1962

Establishment of research laboratory and nuclear training center- KAERI was established in 1959 - Nuclear Training Center in KAERI was established in 1967 and then education for nuclear power was set forth earnestly

Nuclear educations in university - Hanyang U. in 1958, Seoul U. in 1959

In 1969 the KNS was established and the plan for the 1st NPP was promulgated

Introduction of the 1st nuclear power plant in 1970sManpower training for the first nuclear power project- NTC in KAERI was designated as a training organization for nuclear power project to

provide basic and specialized nuclear power training courses- Oversea training by reactor supplier’s country with contract for efficient TT- Bilateral technical cooperation program and IAEA technical assistance programs

Training by Industries- Vocational training for providing O&M staffs at high-school and Junior-college level - Utility nuclear training center at NPP site was established for post-experience education

in1978Enactment- Laws for RO License was enacted in 1970

Nuclear educations in university - Kyeong Hee U. in 1979

Developing Stage

Promoting a localization of Technology in 1980sDesign staffs training for efficient localization of technology- Joint Design work for NSSS and Fuel design with Suppliers (On-The-Job Training)

Extend manpower supply from university to meet an wide spectral demand of nuclear industries- KAIST in 1982, Jeju U. in 1984, Chosun U. in 1985

Strengthening the international relationship for nuclear training and education of foreign people- Starting IAEA/KOICA Regional Training Course in 1988

Technology self-reliance in 1990sThanks to the successful technological self-reliance, IAEA and KAERI signed MOU for Fellowship Training in 1996, and then IAEArecognized NTC in KAERI as an ‘International Center for Excellence’IAEA and Korean Government signed MOU for Regional TC

Advanced Stage

Contribution to an international HRD for expanding nuclear technology utilization worldwide

Suggestion of INU Network Concept to IAEA in 2000Open INTEC at NTC/KAERI in 2002Open RCA-KAIST Master Course in 2003Provide UST-KAERI Campus in 2004MOU with WNU in 2006Development of the ANENT Web-portal in 2006WNU Summer Institute in Korea in 2007The 1st annual WNU RI school will be held in Seoul in 2010

10

Beginning Stage issues from Korea’s Experience The stage of overseas and basic training

Difficulties Solutions

Need of qualified instructors

Danger of brain drains

- Invitation of foreign instructors- Overseas training of specialists and students (including scholarship programs) - Use of specialists from KAERI anduniversities

- Obligatory regulations- Provide improved working conditions(benefits and privileges)

Lack of equipment and materials

- Strong budget support from theGovernment- Use of foreign training materials - Domestic preparation throughinternational cooperation

11

Developing Stage Issues from Korea’s Experience The stage of advanced training and on-the-job participation

Difficulties Solutions

Increased needs for the diversification oftraining organizations

Need for technological self-reliance

Sharing of responsibilities between Organization (play role controlled by the Government)Specialization of NTC programs-Enforcement of future technology-Enforcement of international cooperationMaintaining coordination and complementary role

HRD of specialized courses for:- Technology transfer (including know-why)- Technical assistance- ContractStrengthening of international cooperation
