The US Congress questioned many aspects of the proposedbudget. Many astronomers met congrsssmen and senators inperson.
Funding issues led NASA to collaborate with European Space
Agency.ESA provided first generation instruments and solarcells in return for European astronomers being guaranteed atleast 15% of the observing time on the telescope.
Congress eventually approved funding of US $36,000,000
And finally the construction of large space
telescope started...

By early 1986, the planned launch date of October that yearlooked feasible, but the Challenger accident brought the U.S.space program to a halt
The telescope had to be kept in a clean room, powered up and
purged with nitrogen, until a launch could be rescheduled.This costly situation (about $6 million per month) pushed theoverall costs of the project even higher.
STS-31 was the thirty-fifth mission of the American Space
Shuttle program which launched the Hubble Space Telescopeastronomical observatory into Earth orbit. The mission usedthe Space Shuttle Discoverywhich lifted off from Launch Pad39B on 24 April 1990 from Kennedy Space Center, Florida.

So,Hubble cant last long in its orbit
Hubble can be de-orbitted safely using space shuttle but it istricky and very risky mission,so NASA is hesitating for safe de-orbiting missions.
Finally NASA has decided that Hubble wont retire but it will diebecause its difficult to maintain it in space and it is also difficultto bring it back.
