› Q: 1) Are those KPIs just a technical question?

› A: The KPIs are used by operators as means of measuring the network performance, which will impact the end users’ satisfaction. Understanding the KPIs requires in-depth knowledge about statistics, technology and vendor. For vendors, KPIs are the key factor in commercial negotiations, as well as in the project delivery phase. Commitment to high KPI values may bring potential risk of being subject to penalties. Based on above opinions, we regard KPIs are not just technical related issues. They are of enormous significance to both operators and vendors.

› Q: 2) Can we achieve certain level or not?

› A: There is no straight answer to this question. It depends on the network maturity, enabled features and customer’s predisposition for network investments. We recommend having an audit of the network to check current performance and any potential problems before agreeing to any thresholds. The customer expectations are for the same or better performance after the swap out. It could be that a swap out is not the best way to fix the customer’s problem.

› Q: 3) Why Huawei has committed to all KPIs and we are not?

› A: We can regard “Huawei has committed to all KPIs” as a rumor. Technically speaking, no vendor can commit to all KPIs that operators require. If so, operators will raise their demands from time to time until they are impossible to be achieved. Huawei is in ‘break-in mode’ to increase their footprint, hence taking higher risks. This doesn’t mean that they will meet all the commitments. “Always say ‘Yes’ to customer” also brings lots of troubles to Huawei. Now they don’t always do like that.

› Huawei maybe does something different from other vendors. It classifies its customers and projects in to “A, B, C, D” four classes and distribute its resources in accordance with the priority class. For the most important projects, Huawei will assign a R&D team to the field to help dealing with customized requirements. As the R&D team is available to contact, customer’s problems and questions can be well solved or replied. And Huawei has very strict procedure and time control to solve the customer’s problems. All the questions from customer are well traced online until it’s closed. These customer care measures may increase customer’s trust to Huawei and release some commercial risks of KPI commitments. After all, both sides are seeking for win-win solution instead of trapped in dispute resolution.

› Q: 4) Can we state that we are compliant with all KPIs and later on discuss it?

› A: It is not recommend to state that we are compliant with all KPIs, especially for swap out project. KPI definitions are different from vendor to vendor; it is worthwhile to adopt expertise and carefully discuss with customer before making the compliance reply. If we state we are compliant with all KPIs, the customer will not see the need from their side to discuss it later on.

› A: Yes, we can. It is a matter of network complexity. Expert advice will be required.

› Q: 6) Can we say partially compliant instead of not compliant for e.g. Max throughput?

› A: In fact, for KPIs indicating the max performance of the equipment, it is hard to avoid. We should make the compliance reply based on the statistics from field test reports of our equipments.

› Q: 7) Why can't you match all KPIs one to one?

› A: Different vendors have different KPI models, counters and different reference points for data measurements. For this reason KPIs from different vendors cannot be 100% comparable.

› Q: 8) Why you want to reduce the number of KPIs? Are you afraid that you will not reach it?

› A: Rather than following on a large number of KPIs we prefer to combine these into higher level KPI’s for few reasons:

- Transparency between vendors at higher KPI level is easier (i.e. DCR, CSSR…),

- Cost - the number of measurements and statistical analysis is reduced and

- Time - quicker delivery.

› Q: 9) Can you achieve better or equal performance than the existing vendor or not?

› A: Usually to achieve better or equal performance than the existing vendor is the basic requirement from customer. We must spare no effort to achieve this requirement. But the methods and criteria to compare network performance before and after swap out are matters need to be carefully studied. Lots of detailed items should be taken into account, e.g. KPI calculation formulas, cluster definition, drive test routes selection and etc.

› Q: 10) Are there any differences between Ericsson RAN and Huawei RAN?

› A. Feature difference between Ericsson RAN and Huawei RAN

RAN features and functionalities of these two vendors are quite similar. However, there are different approaches on some algorithms. For instance, in HSDPA Huawei defines different user types for HSDPA users: gold, silver, copper. The goal is to grant users with different scheduling priority and throughput thresholds. Operators can control users behavior by assign them with different user types. This feature can help operators with their marketing strategy. Therefore, different set of counters are available in each vendor (for instance, speech drop call reasons).

› B. Tools used for Huawei RAN operation and maintenance

There are 3 ways to make network operation and maintenance.› LMT (Local Maintenance Terminal): Used to perform local/remote

operation, maintenance, real time monitoring, trace management and configuration for NodeB or RNC.

› M2000: Used to manage all the mobile network (2G and 3G) elements. Similar to Ericsson OSS, it can manage the radio and core network elements or complete the operations. It can also be used to perform trace management and real time monitoring.

› CME (for WRAN): Used to make or change the XML format Script in offline mode. The script could be graphically read on CME. It can also be used to export the MML files (network configuration dump). This tool is accessed through M2000.

› D. KPIs for acceptance after Huawei swap to Ericsson

Usually, the statistics KPIs are easy to get and measure after the counters verified before

swap. (Please refer to the KPI Library.)

The more fair way is to compare with the driver test results collected from the same route

before and after swap.

– HW & SW release– Pay attention Huawei HW & SW release. For example, RNC version:

BSC6800; software: V200R009. But V200R009 is just the big version of RNC, this release may contain a lot of sub versions (Full version example: V200R009C01B072SP01).

– Usually Huawei delivers different HW & SW releases (sometimes special releases with special service package) to different operators in some countries.

– Different SW release usually changes some KPI or counters information, take care the release information! The small release, such as software patch, might also impact the value of counters.

– KPI Formula– Huawei has different KPI family definitions and does not have call completion

KPI area. Complete KPI mapping between Ericsson and Huawei is not possible is several areas.

Ericsson Huawei

See above, Huawei CCSR Speech does not multiply the “1-DCR” (Abnormal release). This calculation is different with Ericsson and it will make Huawei CCSR better than Ericsson even in the same network.
