Today’s communication landscape is changing quickly. Voice communications alone cannot satisfy enterprise
requirements for staff interaction and information sharing, and data services are increasingly critical for
meeting strategic objectives.
Emergency response and public safety: � A single network with advanced technology providing both
traditional Private Mobile Radio (PMR) and broadband services, including images, data, and video, speeds
responses and saves lives.
Metro: � With the development of the metro industry, operators need faster, more efficient, and safer
travel, and passengers expect a more comfortable trip. Train-to-ground broadband networks providing
Closed Circuit Television (CCTV), Wi-Fi, Passenger Information System (PIS), and a Communication-Based
Train Control System (CBTC) carrier have become imperative.
Airport authorities and port areas: � Guaranteeing the quality of ground or yard services and minimizing
delays, through the delivery of simultaneous voice, data, and video, are urgently required to reduce
operating costs.
Other industries: � In oil and gas, the smart grid, and mining, smart data terminals are often dispersed
in remote areas where real-time wireless data acquisition and on-site video are more convenient and
effective than wired technology to ensure staff and product safety.

data, video surveillance, and other broadband services on a single network with 100 Mbit/s throughput and
low-latency transmission. It enhances operational efficiency and safety and opens up a variety of services not

Enhanced Voice Dispatching Services
Group call is point-to-multipoint call between a
UE and multiple independent dispatching consoles
which enables a UE or a dispatching console to
establish point-to-multipoint calls.
Broadcast call is a point-to-multipoint (P2MP) call
initiated by the dispatching console only and the
floor can’t be preempted. Broadcast group calls
include network-wide broadcast groups and area-
specific broadcast groups. All UEs in a specified
area can receive broadcast calls.

Private calls (P2P calls) in full-duplex mode are
enabled between trunking users, between
trunking users and dispatching console users, or
between dispatching users. Private calls are in
point-to-point full-duplex mode, which ensures
that only the two parties in a private call can
hear each other.

Emergency calls have the highest priority. With
this feature, information is reported to predefined
users promptly in emergency. User can press the
emergency call button on top of a terminal to
start an emergency call without dialing or pressing
the PTT button.

DMO is a supplementary function and can be
used for communication when an area has no
LTE signal. In DMO mode, a user can talk to
other users on the same frequency after pressing
the PTT button on the UE. When the speaker is
talking, other users cannot preempt the floor.
After the floor is released, other users can press
the PTT to talk.

This basic feature enables UEs to preempt the
floor based on their priorities after a group call is
set up. When a UE applies for the floor but the
speaker already exists, the dispatching system
compares the priority of the UE applying for the
floor with that of the speaker.
If the speaker has a lower priority, the dispatching
system releases the floor and allocates it to the UE
applying for the floor. If the speaker has a higher
priority, the dispatching system does not release
the floor. During the floor release, the UL voice
resources of the former speaker are also released.
The former speaker then becomes a listener.

Videos can be transmitted to the dispatching
console from the handset terminal through a
backhaul over the LTE wireless network. Both the
dispatching console and handset terminal can
initiate video upload, and sound can be enabled
or disabled based on customer requirements.
The dispatching console also can send one line of
video to one or multiple specified terminals. The
user can play the received video and choose to
enable or disable sound.

Enhanced GIS
With GIS feature, handset terminals can report
real-time GPS location data to geographic
information system (GIS) through eLTE network,
and the dispatching console can display the
location data on GIS map.
The handset terminal can enable or disable GPS
location according to the command from the
dispatching console.

A dispatch person can circle a certain range on
the map and initiate a group call to all terminals
within this circle.

Playback
Dispatch console can select a terminal to perform
real-time tracing. The traced terminal reports
its GPS location information in real time. The
dispatching console can display all GPS locations
of traced terminals after automatic tracing is
enabled.
Dispatch console also can query the GPS data
of a terminal within a specified period, and play
back the track on the GIS interface. The search
criteria include: terminal ID, start time and end
time. Dispatch console can play back the track of
a terminal over the last 30 days.

Video uploaded by onsite staff can be forwarded
to other terminals or Telepresence system by
dispatcher.
EP820 with Telepresence client can access video
conference for quick decision making.

Interoperability
PSTN gateway connects to the PSTN through the
E1/EXO interface, each gateway's specifications is
90 channels.
TETRA gateway supports connecting to TETRA
network through TETRA cab radio, and the
gateway supports a maximum of four channels of
group calls (four groups) concurrently.
PLMN gateway supports eight GSM or CDMA P2P
calls on the condition that customers provide SIM
cards of gateway. Each SIM card supports one
P2P call.

Emergency communication vehicle and isolated
sites can be configured in hierarchical mode to
expand network coverage for the enterprise
network or to fill coverage holes.
In hierarchical mode, one dispatcher serves as
the upper-level dispatcher and other dispatchers
serve as lower-level dispatchers. Voice or video
service exchanged between two lower-level UEs
served in different lower-level dispatchers must be
transferred through the upper-level dispatcher.

eNodeB sharing refers to the RAN partially or fully
shared by multiple private network CNs.
With this feature, carrier and base station
resources are shared by operators, overcoming
the difficulty in applying for frequencies and
saving the investment cost. In addition, these
operators run their own independent service to
isolate service data. For example, production data
and management data can be isolated in the
electric power industry.

interfaces (NBI) for managing resources and

End-to-End Encryption can encrypt PTT voice
stream, private call voice stream and short
message to prevent eavesdropping on the sensitive
communication. The terminal that supports E2E
encryption should be equipped with a TF encipher
card, which be authenticated by the KDC. When
initiating an enciphered call, a caller obtains a
session key from the KDC through the eAFE, and
the KDC distributes the session key to the callee.
The caller will encipher the voice stream by the
TF module, and the callee will decipher the voice
steam with the same session key. The network
only transmits the stream that can’t be decrypted.

The VPN feature allows customer to share
the network infrastructure with functions of
private networks for special group users in the
dispatching system. Physically, different groups
share one network infrastructure. Logically, users,
groups, dispatching server, audio and video server,
and gateways are divided to different network
permissions.

In the situation that a UE in a private network is
lost, system can remotely deactivate or activate
the UE to guarantee the safety of the network.

Fallback mode allows the eNodeB disconnected
from the CN to support basic functions of PTP
calls and group calls within its coverage area to
improve system reliability.

This feature implements NE-level 1+1 cold
redundancy of CNs by reuse the S1-flex load
balancing algorithm in case of regional disasters.
The active and standby NEs will periodically check
the status of each other using handshaking. If
handshaking is normal, each NE considers that the
peer NE is normal. If the active NE becomes faulty,
the standby NE detects the fault by heartbeat
detection, and switches to the active state within
3 minutes.
CN Geographical Redundancy
If an LBBP is faulty or its resources are insufficient,
the cell served by the LBBP can’t be dynamically
reestablished on the LBBP. With inter-LBBP
redundancy, the cell can be reestablished on
another LBBP with available resources or on a
backup LBBP. In this way, services in the cell can
automatically recover and service interruption
duration is reduced.

The eCNS, eSCN, and eNodeB support bearer-level QoS control to ensure end-to-end (E2E) QoS in eLTE network. The QoS Management
feature involves radio resource processing over the air interface, and provides dynamic scheduling, semi-persistent scheduling, and adaptive
modulation and coding (AMC). The QoS Management feature can guarantee QoS for GBR(Guaranteed Bit Rate) and non-GBR services and
achieve an optimal tradeoff among throughput, fairness, and QoS.
