    The body of a fisherman was found floating near Altona boat ramp last Wednesday.

    Police say the body is that of a 65-year-old angler who went fishing on Tuesday afternoon at Werribee. He had told his family he would be home about 5pm.

    Victoria Police spokeswoman Creina OGrady said the mans 5.3-metre fibreglass boat was located on Tuesday and his body was found on Wednesday morning.

    A full search commenced [Wednesday] morning involving the police air wing, water police, local police, SES and coast guard and his body was located just before 11am, floating in Altona Bay.

    It sounds like hes fallen from his boat.The boat was located about half a mile from

    the mans body.Sergeant Scott Petch of the Williamstown

    water police said the apparent cause of death was drowning but the circumstances were yet to be ascertained. He said the mans disappearance was not reported until Wednesday morning.

    Were only as good as the information we receive and we were contacted 9.35am [Wednesday] morning, Sergeant Petch said.

    Probably the big message here is that a lot of people, fishermen being fishermen [say], Oh, Ill be back later on tonight, darl.

    But then the fish will be biting and youll go, You know what, Ill just wait one more tide change. And the tide change occurs every six hours and 20 minutes or whatever.

    As a result, now youre eight hours, 10 hours behind when you should have been home.

    The message for us is, if youre going to go boating, tell somebody what time you intend to be back and if you change your plans, let them know.

    A former Point Cook real estate agent has been convicted and fined for attempting to bribe a public official following an investigation by Victorias anti-corruption watch- dog.

    Simon Khouri was charged with bribery and attempted bribery after a probe by the Independent Broad-based Anti-corruption Commission found he had attempted to bribe Greater Metropolitan Cemeteries Trust employees to secure additional gravesites, over and above what is permitted under cemetery rules.

    Khouri pleaded guilty to the charge of attempting to bribe a public official and was fined $10,000.

    IBAC commissioner Stephen Bryan said Khouris conviction sent a clear message that corrupt conduct will not be tolerated in Victoria.

    Bribery and other forms of corruption undermine peoples trust and respect in government services and damage the reputation of the public sector, he said.

    IBAC is committed to exposing, investigating and preventing corruption to help ensure the community can have confidence in our public sector.

    Rivers to RecognitionRivers to Recognition will have Williamstown flowing with music

    on Sunday 7 December with the award-winning artist Archie Roach as well as Radical Son, Frank Yamma, SKIN CHOIR, and Nancy Bates. The idea for the concert, taking place at Commonwealth Reserve, began when a group of local residents, through GetUp OutWest, thought about the concept of a Rock for Recognition concert for the western suburbs. The conversation began and soon Reconciliation Victoria and five other councils were on board. The aim of the concert is simple: to celebrate good music, to celebrate culture, and to celebrate the recognition of Aboriginal and Torres Strait Islander Peoples as the First Australians. Entry is free and entertainment begins at 1pm.

    Vernon StreetThe tender has now been awarded for construction of shopping strip improvements in Vernon Street, South Kingsville. Improvements will create more generous and attractive pedestrian spaces with all new paving, street furniture, public lighting, garden beds, and tree planting. Road resurfacing and linemarking will also be undertaken to establish a one way street between Brunel and Aloha streets with additional parking.     Cherry Lake Ward Altona Altona Meadows Altona North Brooklyn SeaholmeCarols by CandlelightThe festive spirit is, among other things, a good time to explore your singing voice. Carolling, the preserve of magpies for the rest of the year, will no doubt be popular among Hobsons Bay residents over the next few weeks. Carols by Candlelight Altona, presented by Altona Laverton Council of Churches, will take place in Altona on Sunday 14 December from 7.30pm at Logan Reserve, moving to St Marys Catholic Church, Railway Avenue North in the event of inclement weather.

    Pier Street Stage 3Council has prepared a draft concept plan for the next stage of improvement works to Pier Street and we invite your feedback on the concept design. The proposed next stage of improvements will include a practical and attractive

    paving design, lighting improvements, designated pedestrian crossings, tree planting and new furniture. A drop in session, open to all, will be held on Thursday 4 December between 6.30pm and 8pm at the Altona Civic Centre with the consultation period open until Friday 19 December 2014.     Civic Parade Pier Street roundaboutWhere would you find fiddlesticks and chalksticks in Altona? Anyone passing through the northern end of Pier Street may have noticed the freshly landscaped roundabout at the Civic Parade intersection. The works were completed on 26 November and landscaped with barrel cacti, geraniums, fiddlesticks (a native grass), and the hardy succulent known as chalksticks.

    Greek Church, Millers RoadThere was, to use a prefix of Greek origin, a mega-crowd at the opening of the Greek Orthodox Church on Sunday 16 November. Many locals turned up to celebrate the completion of the three year construction project on Millers Road, the biggest Greek church in Melbournes west.

    ACNGGThe Altona Complex Neighbourhood Consultative Group i(ACNCG). a group of representatives from community, industry and government, work together to discuss, monitor and resolve issues relating to the health and safety of the local community.     Wetlands Ward Altona Meadows Laverton Seabrook Carols by CandlelightResidents of the Wetlands ward have a choice of three locations if they wish to join the carols this season. Laverton P-12 College, Bladin Street hosts carols from 6.30pm on Sunday 7 December, Laverton Community Hub does the same from 10.30am on Friday 12 December, and Trafalgar Avenue Community Park, Altona Meadows welcomes carollers from 7pm on Sunday 21 December.

    Pipeline Reserve, SeabrookFootpath works are no longer just in the pipeline theyve begun. Excavation has started along Pipeline Reserve to prepare for the construction of a new path. The

    project involves the construction of a new 2.5 metre wide concrete path and this will run along the south side of the reserve. All things to plan, the shared path should be ready by early December.

    Railway Avenue treesWeve mentioned in previous editions about the need to remove a number of very mature Sugar Gums (Eucalyptus cladocalyx) that have come to the end of their life along Railway Avenue. Nine trees, located on Railway Avenue between Grace Street and Donald Street, have been indentified for immediate removal with works scheduled to commence on Saturday 13 December. The remaining 25 mature gums will

    be removed in March 2015 to allow replacement during the autumn planting season.

    Laverton CoHealth at the HubThere is good news with CoHealth signing a fifteen year lease to provide GP services from Laverton Community Hub. Services include bulk billing, allied health services and pathology. CoHealth is one of the largest community health organisations in Australia, servicing a broad area of high-growth communities across Melbournes northern, western and inner suburbs. We are anticipating services to begin early 2015.

    Lynne Kosky has been remembered as a daughter of the west and a courageous woman bursting with determination to improve the lives of others.

    The former Altona MP and Labor minister died at her Williamstown home last Thursday after a long battle with cancer at age 56.

    She is survived by her husband Jim Williamson, daughter Hana and son Jackson.

    Ms Kosky was a councillor and mayor of the former city of Footscray in the late 1980s and was on the Coode Island review panel set up to improve community safety after the 1991 fire.

    Labor leaders paid tribute to Ms Kosky, who was a member of political network Emilys List, as a role model and mentor for women.

    Victorias only female premier, Williamstown resident Joan Kirner, said Ms Kosky had pushed the door wide open for other women.

    I first met her when she was a community education worker and was impressed then with how vibrant she was, how full of life she was and how determined she was to change things in terms of social and economic justice.

    Ms Koskys contributions to educational reform, including introduction of the Victorian Certificate of Applied Learning as a vocational alternative to the Victorian Certificate of Education, led Victoria University to award her an honorary doctorate in 2010.

    Lynnes connections with the western suburbs, education and VU specifically were deep, long-lasting and impactful, said vice-chancellor and president Professor Peter Dawkins.

    Former premier Steve Bracks said Ms Kosky, a community activist since her early 20s, had been especially committed to the west.

    She was a reformist, she was about change

    and about improving the lives of people more broadly, he said. Most of what she did was in Melbournes west. Shes had an abiding commitment to the people in this region and she took that into Parliament.

    Western Bulldogs Football Club mourned the passing of a good friend, former director and No.1 ticket holder. Lynne played a critical role in the fightback of 1989 which saved our club from a merger with Fitzroy, taking a leading role in the negotiations with the VFL to facilitate our independent survival, said president Peter Gordon, a long-time friend.

    Lynne was our first female director and one of the first women to open the way for the many women who serve on AFL boards today. Lynne was a bright, intelligent, committed and passionately concerned daughter of the west.

    Ms Koskys family has requested that in lieu of flowers, people make donations to The Substation, the community arts centre at Newport which she chaired.

    Substation vice-president Dominic Arcaro said Ms Koskys grace, humour and guidance would be missed around the board table.

    Hobsons Bay and Maribyrnong councils expressed their deep sadness at the loss but also their gratitude for Ms Koskys legacy.

    Maribyrnong mayor Nam Quach credited Ms Kosky for saving Maribyrnong College from closure and transforming it into the start-of-the-art Maribyrnong Sports Academy.

    A state funeral will be held at Williamstown Town Hall on Friday at 11am.

    Maribyrnong and Hobsons Bay artists will have their work displayed at Federation Square as part of an exhibition celebrating the 10th anniversary of the ArtAbility program.

    Hosted by Action on Disability within Ethnic Communities (ADEC), ArtAbility was established to exhibit art created by people with disabilities from diverse cultural backgrounds.

    Art teacher Claire Hynes, who hosts workshops at Williamstown Community Centre for adults from Yarravilles David House, said her students had contributed a yarn-bombed bicycle and paintings for the Transitional Spaces exhibition.

    Theres a lot of fun to be had in working towards a group project, she said.

    It provides us with an avenue to show their talents and abilities. They really enjoy participating in the community.

    ADECs artistic co-ordinator, Christopher Lawrence, said the groups included children with moderate to severe autism.

    When we did an evaluation, some of the parents said that in a regular 24 hour period, these workshops were the only time their child had actually stopped to focus for up to an hour, Mr Lawrence said.

    More than 160 artworks will be on display and for sale in the Atrium of Federation Square until December 21.

    The free exhibition is open every day.

    Fears of problems caused by the dumping of chemical and industrial wastes have escalated in the Western Suburbs in the past week. Defence Support Minister Brian Howe this week released details of a pilot study costing $100,000 to try to resolve doubts about the safety of land used by munitions manufacturers over the past 50 years. Sites being examined in the West are the munitions factory in Gordon Street, Footscray, the explosives and ordnance factory sites in Maribyrnong and the Albion explosives plant in Ballarat Road, Deer Park.

    The Urban Land Authority plans to build a 135-unit retirement village in Williamstown. It would be similar to the popular Port Phillip Village in Altona and is likely to feature a hydrotherapy pool and nursing home care. Three prominent locations have been mooted as possible sites the Rifle Range estate, the Melbourne Road site of a proposed shopping centre and Point Gellibrand. The ULA is expected to provide the land for the village, appoint a developer to build it and sell the units off privately.

    Police have arrested a man wanted for questioning over a vicious tomahawk attack in Altona in which two police officers were wounded. The officers, from Altona North police, responded to a call in Queens Street, Altona, early on Monday morning after a report of a rock smashing a car windscreen. Police stopped their divisional van to speak to a man sitting under an electricity pole near Kooringal Golf Club about 1am. They said he produced a tomahawk and struck the passenger side of the vehicle several times, shattering the window and injuring both officers.
