Foreword

The BP Zhuhai Chemical Co., Ltd (hereinafter refer to as BP Zhuhai) is committed to effective management of health, safety, security, and environmental (HSSE) issues including responsible stewardship of the environmental and natural resources.

This commitment is demonstrated through the day-to-day emphasis on employee safety, process safety and protection of the environment. This emphasis is realized through the implementation of the Operating Management System (OMS) and widespread communication of BP’s vision of “no accident, no harm to people and no damage to the environment”.

Introduction

The BP Zhuhai site has adopted the BP Group Health, Safety, Security and Environment policy. This policy is a broad statement of BP’s commitment to outstanding HSSE performance and is the foundation of the philosophy employed at the BP Zhuhai site. Copies of this policy are posted throughout the plant. The Operating Management System (OMS) describes the systems used to manage and improve performance at BP Zhuhai, including environmental performance. The BP Zhuhai local OMS has been externally verified to meet the requirements of ISO 14001:2004 international standards. OMS details the responsibilities of management, employees, and contractors for managing risks and improving performance. The overall responsibility for HSSE performance lies with the Works General Manager, while the HSSE Manager is responsible for oversight of the OMS and the compliance program. As is made clear in the OMS documentation, all employees and contractors working at the BP Zhuhai plant are directly responsible for HSSE performance. The Operating Management System follows the Performance Improvement Cycle of “Intent, Risk Assessment and Prioritization”, “Planning and Controls”, “Implementation and Operations”, “Measurement, Evaluation, and Corrective Actions”, and “Management Reviews and Improvements.”

The training and awareness requirements of the OMS help to ensure that all employees, whether administrative, manufacturing, or support staff, consider the potential health and safety risks, environmental impacts and legal requirements of their particular jobs (as applicable), and what to do to minimize impacts and deliver compliance. This awareness is achieved through education, training, and experience, and is supported by HSSE and operational procedures, work practices, monitoring and measuring, and auditing. The effectiveness of these systems is verified through internal and external audits.

Environmental Management System

In order to meet the goals of the BP Zhuhai Environmental Policy, the plant has implemented an Environmental Management System that is aligned to ISO 14001. The site was re certificated in July 2015 and successful surveillance audits were performed in 2012, 2013 and 2014. The relevant procedures in the local OMS (LOMS) Handbook are OMS 1.1 Scope of LOMS.

Description of our operations

BP Zhuhai is the first Sino-foreign joint venture in producing and selling PTA product in China. BP owns 85% of the shares and Zhuhai Port Co., LTD. owns 15% of the shares. BP Zhuhai, located in Zhuhai Gaolan Port Economic Zone, Guangdong Province of China, produces a single product, Purified Terephthalic Acid (PTA), which is the primary and preferred raw material in the production of polyester fibers, resins, films, and container resins. Customers are primarily located in the South and East China. China and worldwide demand for PTA is growing and is expected to be strong in the foreseeable future. The facility occupies 400,000m2 with an approximate of 280 BP staffs. BP Zhuhai’s #1 plant was started up successfully in Jan 2003. The #2 plant started construction in June 2006 and began operation in December 2007. BP Zhuhai’s #3 project was in operation in Q1 2015. At full operation rate, the total annual production capacity is 2,700,000 tons, making BP Zhuhai one of the largest PTA plants in China, in terms of capacity. The manufacturing activities conducted throughout the site are included within the scope of the Operating Management Systems which is certified to the ISO 14001:2004 international standard.

Brief of environmental management

HSSE impacts at the BP Zhuhai site are identified in several ways. These include identification of environmental aspects through OMS, requirements imposed by national and/or provincially issued permits and programs, corporate requirements, review of past incidents to identify recurring problems or trends, and other established safety, process safety and environmental programs.

The local OMS (LOMS) conforms to the ISO 14001:2004 international standard and includes a procedure for the identification and significance assessment of environmental aspects and impacts. The procedure in BP Zhuhai LOMS Handbook is LOMS 2.2 Environmental Aspects Identification and Significance Ranking Procedure. The ISO 14001 process is used to annually evaluate the environmental aspects of site operations and to set objectives and targets. Management programs are established to achieve targets. The site monitors performance to ensure delivery of results.

National and/or provincial issued legislation, regulation, and/or permits and programs set minimum compliance expectation for BP Zhuhai. A Compliance Management System was implemented. The relevant procedures in the LOMS Handbook are LOMS 2.3 Identification of Legal, BP and Other Requirements and SOP-HSE-QSC-0002 Legislated Laws and Regulations Collection & Applicability Identification.

OMS, BP Group Policy, BP Code of Conduct and BP Group Defined Practices ensure consistency of practices in BP worldwide. Zhuhai site strictly followed these requirements with proper resources allocated. These include:

A dedicated HSSE team with 13 professionals in Personnel Safety, Process Safety, Environment, Emergency Response, Incident Investigation, OMS system management, Regulatory Compliance

A full time Environmental Engineer was assigned to focus on the environmental day to day management and long term management

A dedicated Process Optimization Engineering team to provide the technical support to assure the emissions is within control.

Dedicated Operations Engineers focusing on the day to day operational control and monitoring.

A set of well-defined and developed SOP for operations to follow to assure the emissions are within the limit

Environmental Incidents and any emission excursions are investigated to determine the root causes, with actions taken to prevent recurrence. Lessons-learned from incidents at other sites are also assessed and actions completed, as appropriate, to prevent occurrence at BP Zhuhai site.

Employee involvement is critical to deliver HSSE results with programs directed to promote visible leadership and engagement of the entire workforce in HSSE programs. Site involvement programs include Contractor Management Committee (CMC), Behavioral Safety Technology (BST), Pre Task Program and HSSE Policy.

Site management also takes a very active role in the delivery of HSSE results. The Extended Leadership Team (ELT) performs audits, has membership in the Contractor Management Committee and participates in safety observations and conversations.

Site ELT conduct the monthly management review on the KPIs of Environmental performance. This ensured the performance does not deviate from the expectations.

Environmental performance

Environmental Management Scope

Our environmental management system provides a framework to manage and minimize the impacts. The BP Zhuhai environmental aspects covers noise emission at the boundary, underground water, waste water final effluent, air emission, soil contamination in Z1, Z2 and Z3, including canteen and administrative area.

Objectives and targets: The goal for Reportable Environmental Events is, naturally zero. Numerical targets are established to focus on improvement. Our objective remains: “…no damage to the environment…” Objectives and targets progress were communicated via email to all employees monthly and posters posted in locations throughout the plant. The Essential Compliance Task Management System (CTM) is the BP Zhuhai management system that helps ensure the site is in compliance with all legal and regulatory tasks. This tool can effectively measure, track, and notify management when compliance and legal tasks are not completed by their due date. Essential Compliance Tasks completed are monitored by the site Leadership Team as a key performance indicator (KPI). Release to the environment and reportable events to agencies are tracked through the BP petrochemicals business unit matrix called Reportable Environmental Events (REEs). Reducing these types of events directly leads to our goal of reducing our impact to the environment. There was zero Reportable Environmental Events (REEs) in 2014 vs a site target of zero.

Future plans

BPZ Zhuhai will continue to pursue reductions in impacts to the environment. This will be adhered through the following planned activities and programs: Continue to improve awareness of environmental aspects and impacts and use the normal channel to communicate (Operations and Maintenance tailgate meetings, Maintenance meeting, Contractor Management Committee meetings, HSSE bi-weekly team meetings, Extended Leadership Team Meetings and other meetings). Implementation of Opportunities for Improvement from the ISO 14001 Certificate Audit.

Further Information

BP Zhuhai maintains an ongoing dialogue with surrounding residents and communities through the local government of Harbor Industrial Zone (HIZ). In 2014, BP Zhuhai kept organizing Corporate Social Responsibility (CSR) activities in Environmental Protection and Road Safety promotion and education in school students as before. Through an essay contest with theme of “Build Ecological City Together” in middle schools of ZH, 40 students were selected to take part in the 10th BPZ Environmental Protection Summer Camp, where students can learn by themselves about the environment protection. The 2nd “ with theme of road safety involving 200 students from 20 Zhuhai middle schools helped delivering road safety knowledge and skills to middles school students

and enhancing the safety culture in middle schools.

Issue: Greenhouse gases – Carbon dioxide (CO2) and methane (CH4)

Greenhouse gases contribute to global warning and the ‘greenhouse’ effect

Methane has approximately 22 times the global warming potential than carbon dioxide

Impact

Main sources of carbon dioxide at BP Zhuhai are from fuel burning for process heating and turbine emissions during power generation. Methane is generated from production processes. All figures for atmospheric emissions and energy usage are calculated based on fuel use and chemical consumption.

Management

Reduce the steam consumption to control fuel use.

Optimize the WWT process to reduce sludge incineration rate to control fuel use.

Performance

Atmospheric emissions from BP Zhuhai decreased during 2014 due to the reduction of the fuel demands with the optimization of WWT process and steam process. The amount of fuel gas used and greenhouse gasses emitted have therefore decreased. There has been a decrease in carbon dioxide emissions (153,462 tonnes during 2014 against 255,901 tonnes produced during 2013).

Plant reliability has improved with dedicated work from the reliability team.
