ROMANIA, A COUNTRY WITH A TRADITION OF MORE THAN 150 YEARS
OF ACTIVITIES IN THE OIL & GAS INDUSTRY
- ● First oil production recorded;
- ● First oil refinery;
- ● Bucharest was the first city in the world illuminated by lamp oil in 1856,
- followed by Vienna, where the first lamps were installed in 1859;

- ● In 1861, the first well drilled in Romania, at a depth of 150 m, using
- wooden rods and auger type bits.

● Poor maintenance and no upgrades (‘breakdown philosophy’);
● Very old mud pumps and other equipments;
● No HSE culture;
● Bad access roads and conditions;
● No inspection or certification for equipments and rigs (since 1989);
● Weak personnel training, as after 1989 the main educational training center have been closed: Campina Research Institute, Tool Pusher School
in Targoviste;
● No STOP work policy, no safety tools (PTWS, JSA).
EXAMPLES OF ENCOUNTERED PROBLEMS

● Implement the ‘Safety Observation’ program;
● HSE management system audit on drilling contractors with a score card;
● Rig inspections to check application of HSE management system;
● Monthly HSEQ meetings with all stakeholders;
● Sharing E-Room;
● Prepare and issue safety alerts to the drilling community;
● Set up safety KPIs (leading and lagging indicators);
● Prepare and issue yearly HSE plans with quarterly reviews.

4. Where We Are Now (2012)
…AFTER 4,68 MILLION MHW (~ 22 MONTHS) WITHOUT ANY RECORDABLES (MAY 2009 – APRIL 2011)
AND ONE FATALITY (DECEMBER 2011)…
● New tendered rigs with contracts having dedicated chapters on HSE;
● Full implementation of International Standards (i.e.LOLER, API, DS1, ISO);
● 3rd party inspection company (Moduspec) involved in rig inspections;
● Trained drilling personnel in international HSE best practices and working procedures (by a 3rd party company IADC accredited);
● Dropped objects prevention scheme;

● Periodical steering committee meetings with contractors;
● Improved communication with the rig site (i.e. daily online morning meetings organized by all drilling teams);
● Monthly HSEQ meetings organized with the drilling contractors (170 attendants in average each month).

● Continue with TEAM WORK and WALK THE TALK;
● Zero incidents;
● Increased (improved) leadership presence and the staff engagement in the rig site to create the proper and efficient safey culture;
● Perform more rig inspections and increase the level of standards implementation;
● Working only with modern drilling rigs (safe rigs);
● Promote juniors from the training academies with a strong backround in operations and HSE as drilling supervisors;
● Implement an effective action tracking system.
