1 This booklet tells you how to complete your Single Application Form (SAF) 2012. Please read it and the Notes for Guidance IACS(1) carefully before you start to fill in your SAF, so you understand what you need to do. It is your responsibility to fill in your SAF accurately. This booklet tells you how to complete your Single Application Form (SAF) 2012. Please read it and the Notes for Guidance IACS(1) carefully before you start to fill in your SAF, so you understand what you need to do. It is your responsibility to fill in your SAF accurately. Changes and Important points to note

• The Rural Development Contracts: Rural Priorities annual recurrent claim form (RP1) has been replaced by question 7 of the IACS(2). If you have a RDC-RP contract with annual recurrent options you must declare the land on which you undertake these options using the permanent land data sheet(s) IACS(3) and complete question 7 of the IACS(2). If you do not do this, we cannot pay you.

• Land use codes

• 33 new or changed options under Rural Priorities

• 7 new LMO options

• 9 new or changed options under general crop codes

• Make sure you understand the land eligibility rules for each scheme you claim under and deduct any ineligible land from your land parcels.

Single Application Form (SAF) 2012

Your Scottish SAF consists of,

• An IACS(2) 2012 for general information about you as an applicant and all of the land that your IACS business has in 2012.

• IACS(3) 2012 Permanent Land and IACS(4) 2012 Seasonal Land data sheets to record specific information about all the individual land parcels you have on 15 May 2012.

A permanent land parcel is one which you own or take on a let for 365 days or more. You need to tell us about any permanent land parcel you let to others. A seasonal land parcel is one you let for 364 days or less, whether or not the lease is renewed annually.

You must fill in one IACS(2) and as many IACS(3)s and IACS(4)s as you need to show all the Scottish land that your single IACS business has. Please fill in separate Permanent Land and Seasonal Land data sheets for Less Favoured Area (LFA) land and non-LFA land.

We recommend you complete your data sheets first and then your IACS(2) form.

Land in more than one country?

If your IACS business has permanent or seasonal land in England, Wales and/or Northern Ireland, you will have to declare all that land separately on the forms issued by that country (for example, English land on Rural Payment Agency forms) if it is agricultural land and/or you claim Rural Development aid on it. Return all the forms to the office that deals with your main holding. If your main holding is in Scotland this will be your SGRPID area office, if it is in Wales this will be the Welsh Assembly Government etc.

If you declared land in another country last year we will send you the forms relevant to that country in your IACS pack. If we have not done this please contact the Cross Border Unit in our Galashiels office and they will arrange for the forms to be sent to you. You can find their address and phone number in the Notes for Guidance booklet IACS(1) 2012 at Annex 6.

Pre – printed forms

If you submitted a paper SAF in 2011 we will send you pre-printed forms in 2012. The IACS(2), IACS(3)s, IACS(4)s, and LMO(2), where relevant, show,

• information relating to your IACS business

• SFPS entitlements

• some land parcel information you supplied on your data sheets in 2011.

Whilst we make every effort to ensure that the pre-printed data is correct, we cannot be held responsible for any errors which may occur. You must check that you claim the correct areas for your land parcels and that you are entitled to claim or declare them on your SAF, especially land parcels on IACS(4) seasonal data sheets. If your seasonal land parcels are different this year, score through the parcels not in use and enter the new parcel details on a blank line.

The pre-printed areas in column I for SFPS/LFASS and column M for LMO existing commitments on the data sheets should correspond to the areas you claimed in 2011 less any deductions for ineligible areas. Changes or deductions made to land parcels after December 2011 may not be reflected in the areas we pre-print. You must check that the area you claim is correct.

Land areas may change because the land parcel boundary has been changed or an inspection has discovered a different area.

If you disagree with the areas we provide for your land parcels you need to complete a Land and Business Change Form (LBCF) and supporting map to show the relevant area(s). Please submit your LBCF form and map(s) now – please do not wait until you submit your SAF 2012.

We will use the pre-printed areas to validate your claims (unless they are changed by an existing or new LBCF). It is your responsibility to fill in the forms accurately.

Blank forms

There is one blank IACS(3) and IACS(4) in your pack. If you require more blank forms please contact your area office. Area office addresses and phone numbers can be found in the Notes for Guidance booklet IACS(1) 2012 at Annex 6.

Farm Computer Data Sheets

You may use data sheet printouts from your computer if,

• they match exactly the same layout and headings shown on the IACS(3)s and IACS(4)s 2012 forms.

• they are easy to read and photocopy; and

• you sign and date each sheet.

A computer generated Single Application Form IACS(2) is NOT acceptable. You may use a printout of the forms from the templates we provide on the Scottish Government website:

Using this booklet

The text on the left hand pages overleaf will guide you on how to fill in your IACS(3) and/or IACS(4) data sheets and the various questions of your IACS(2).

To help you, copies of the relevant questions on the forms are included on the right hand pages.

The annexes at the back of this booklet list the codes you need to use when completing columns H to O on the data sheets.

If any of the pre-printed details are incorrect carefully cross them out, enter the correct details and initial your changes.

Land Classification: If you are using a blank data sheet please tick the appropriate box to show the land classification of your land parcel; Less Favoured Area (LFA) or Non-Less Favoured Area (Non-LFA). Use separate data sheets if your parcels fall within both land classifications. If you do not know the classification of your land parcel, treat it as Non-LFA.

Sheet numbers: Use these boxes to record the number of data sheets you submit.

Column A: This column is for your use, but you don’t have to use it. If you do use it we will not pre-print the information provided on your data sheets next year. But if you submit your claim electronically you will see this information on the online system next year.

Column B: Each land parcel must have a location code. If the printed location code is wrong carefully cross it out and enter the correct one. If you complete a blank data sheet you must enter the location code for each land parcel put on the form.

Land Parcel information in columns B to D: Please check all the pre-printed information is correct and that you still have the use of the parcel. We take this information from our Land Parcel Register but it may be incorrect if land has been sold, boundaries altered or eligible areas have changed. If it is incorrect carefully cross it out, enter the correct details and initial them, then read Annex 5 of the IACS 1 Notes for Guidance.

Column C: Asks for the unique 14 character identification number for each land parcel. Please check or enter the identification number of each land parcel you are claiming or declaring. You can find this number on the maps we give you when you register land parcels for the first time. If you claim or declare a land parcel for the first time in 2012 and do not know its identification number, please ask the current or previous owner/tenant.

If the land has not been registered with us before you will have to complete a Land and Business Change Form (LBCF) so that we can give it a unique land parcel identification number. In the meantime either enter the Ordnance Survey map sheet reference number, followed by a forward slash (/) and the four digit field number printed on the 1:2500 series map (for example NN 3450/4567), or your location code number/sequential parcel number (for example 123/4567/1). Guidance on how to register land with us is given in the Notes for Guidance IACS(1) 2012 at Annex 5.

Column D: The total parcel area (to 2 decimal places) must be entered here if it is not pre-printed or you are using blank data sheets.

Column E: As a guide, this column shows each land parcel’s potential eligible area for land based support schemes recorded in our land register at the time of printing. The area shown is the total parcel area less any permanent ineligible areas we know about. Because there may be more ineligible areas within the parcel we don’t know about, you must ensure that you deduct all ineligible land from each parcel you claim. Examples of ineligible areas include rock, scree, ponds, water courses, forestry, buildings, hard standings, roads, impenetrable gorse and stands of only bracken.

Column F: Is not in use.

Column G: LFASS land column: Use this column if you hold permanent or seasonal LFA land and wish to claim under the Less Favoured Area Support Scheme (LFASS). When you complete your LFA data sheet(s), enter Y (for yes) opposite the land parcel(s) that support your LFASS activity and you want to claim. If you do not use the LFA land to support your LFASS activity, or do not wish to claim it, enter N (for No) against the land parcel. If part of a land parcel is not eligible for LFASS but eligible for SFPS (e.g. a water margin with stock exclusion) you will need to split your parcel and enter Y against the area you wish to claim and N against the ineligible area using the LIEM code. Please leave column G blank on Non-LFA land data sheets.

If there is no entry against a land parcel and you are unsure of the eligible area, or feel that the pre-printed information is wrong, you should contact your SGRPID area office for clarification. Do not alter pre-printed information in column E or fill it in if it is blank. The presence of “*********” in the box indicates we cannot print an area because we still need to verify the size of ineligible area(s) found in the land parcel.

To be eligible for LFASS 2012 you must have use of the land for 7 months in 2012 (including 15 May 2012), it must contribute to your LFASS activity and you must actively farm it. Abandoned or inactive land parcels are not eligible. Please read Annex 1 in the Notes for Guidance IACS(1) 2012 for more details on claiming LFASS.

Column I: Enter the area (to 2 decimal places) you wish to claim for.

Column H: Please select a compatible code from Annex 1 in this booklet that matches the use of the land parcel on 15 May 2012.

Column J: Enter the land use code from Annex 1 in this booklet which matches the use of the land parcel on 15 May 2012.

Column K: Enter the area (to 2 decimal places) for the use declared in column J.

If the parcel was claimed using the PGRS, RGR or WDG codes on your SAF 2011 we have pre-printed these codes in column H along with the area claimed in 2011 in column I. We reduce claimed areas to exclude ineligible land we know about but you may have to further reduce the area you claim to meet the eligibility rules of the scheme(s) you want to claim for. If changes have been made to the parcel since your 2011 claim, the column may be blank.

Do not enter any common grazing land, land in crops or uses which are incompatible with SFPS or let out land that is claimed or declared by others in columns H & I.

Using your land parcel for more than one crop type?

If your land parcel has more than one crop type you will need to split your claim information by entering the 2nd crop type and area immediately below the 1st. If your land parcel has more than 2 different crops in the same column, you will need to copy the land parcel details to a blank data sheet line, or new data sheet, and enter the 3rd and any subsequent crop type(s) and claim area(s). Please be careful not to over claim your eligible land parcel area where your land parcel has split uses.

Other Land on the Holding:

Use columns J & K to declare all other land on your holding which you did not enter in columns H & I. You should include:• Land which is let out to others (remember if you let land out seasonally you must show the use

of the land as well as declaring that it is let out. Do this by pre-fixing the land use code with LLO, for example LLO – TGRS);

• Land in uses not compatible with SFPS (see table 1.5 in this booklet);• Land you do not wish to claim for SFPS;• Land uses ineligible for SFP but used to support your application/claim for LMO or RDC-RP.• Land parcels smaller than 0.1 hectares in size.• Land you intend to sell or build on before midnight 31/12/2012.

Your 2012 SFPS claim

We will use the land details you enter in columns H & I to pay,• SFPSusingyourstandardentitlements• LFASS(ifbeingclaimed)

To be paid for all your SFP standard entitlements you must declare a number of hectares of eligible land equal to the number of entitlements you hold. You can only claim SFPS on land parcels sown/planted with compatible crop types shown in Annex 1 in this booklet. If you claim and are eligible for LFASS, we will use the area you enter in column I to calculate your LFASS payment. Land parcels with a gross area smaller than 0.1 hectares are not eligible for SFPS. Please declare these areas in column K. You can claim cropped areas under 0.1 hectares where the land parcel is 0.1 hectares or greater.

Column N: Check or enter the appropriate code from Annex 3 or 4 against the land parcel in which the option is situated.

Column O: Enter the appropriate area, length or units of the option in this column.

Land Managers Options (LMO) - Columns L and M - permanent land only.

If you applied or claimed for area based options under LMO in 2011 we will print the option/scheme code(s) in column L and the land area in column M for the land parcels you claimed. We will not print the land area in column M if,• a rotational code option was used

• the land parcel was subject to inspection and has outstanding issues

If you wish to claim a rotational option in the same land parcel for 2012 enter the area in column M you want to claim. If you want to claim your rotational option in another land parcel, score through the code against the old land parcel and enter it and land area against the new land parcel in columns L & M.

If you wish to apply for more options for LMO in 2012 enter the relevant information in columns L and M. You will also need to complete the appropriate question(s) of the LMO(2) 2012.

Rural Development Contracts – Rural Priorities (RDC-RP); Annual recurrent options - permanent land only.

If you have annual recurrent options eligible to claim in 2012, you must declare the land on which you undertake these options using the permanent land data sheet(s) IACS(3). If you claimed annual recurrent options in 2011 we have printed the relevant option code(s) in column N against those land parcel(s) on which your 2011 claim was based. You will need to declare the amount (ha, metres or units) in column O to support your 2012 claim.

Please declare rotational options in accordance with the Schedule of Work enclosed with your RDC-RP contract. You may need to score through pre-printed codes and re-enter the code and areas against the rotated land parcels in columns N and O respectively. For options not attached to a specific parcel of land (e.g. traps or nests which may be moveable), you must declare the option against a single land parcel, inserting the code in column N and the total number of units on column O.

If you submit your claim on paper you must complete question 7 of the IACS(2) to summarise the information you enter on your data sheets (question 7 replaced the RP1 annual recurrent claim form which has been discontinued). If you submit your SAF electronically, our online system will complete question 7 for you using the information you put on your data sheets.

You must have an approved Rural Priorities contract for the option(s) you intend to claim and must ensure you declare these options against the correct land parcel(s). It is your responsibility to ensure that any pre-printed information is correct.

If the front page of your SAF is pre-printed we will show the entitlements that you held on 30 January 2012 according to our records. Transfers (either in or out) that took place after this date will not be shown. If you think your entitlement information is wrong please contact your SGRPID area office. If this page is blank it may be that you do not hold any entitlements.

If you only have entitlements with special conditions (PESC) you do not need to claim land to be paid on them. You must however fill in other relevant questions (such as cross-compliance) and sign and date the form.

Front Page

If you submitted a SAF in 2011 the front page will show your business name and address, business reference number (BRN), main location code and your contact details. If these details have changed or are wrong, please amend the front page and we will alter our records when we process your form. We may have to speak to you about requests for certain changes.

1. Land in other countries.

If your IACS business has land in another country please read this section and answer either question 1a) or 1b). Answering question 1a) will require your business to fill in the other forms belonging to the country where you have land. Remember to only put Scottish land on your Scottish SAF.

You should submit your 2012 application (which may consist of Scottish, English, Welsh and Northern Ireland forms) to the area office in the country which deals with your main holding. Under IACS rules a business must submit only one SAF for SFPS and SBS. If the other country’s form(s) are not included with the IACS pack we send you, please contact our Cross Border Unit. You can find their address and phone number in the Notes for Guidance IACS(1) 2012 at Annex 6.

2. About your Business

You need to answer all 3 parts of this question.

Question 2a) – Please tell us if your business is registered for VAT.

Question 2b – We are required by Treasury financial reporting to account for expenditure by economic classification. Most IACS businesses will be trading, however if you are a non-trading person /organisation, please tick this box. Non trading person /organisations may be private households or not for profit organisations; for example registered charities or village hall committees or other community groups.

Question 2c – We have a legal requirement to publish details of agricultural support payment for certain types of business. Please tick the box which best describes your business.

3. Cross Compliance

Cross-Compliance applies to all land and/or animals/birds held by a business. We need details of the various types of livestock on your holding during 2012.

Please identify the species that have been or may be on your farm during 2012 by ticking the relevant box in column A. Enter the numbers for each category of animal/bird on your holding at 1 March 2012 in column B. In Column C enter the number on LFA land at 1 March 2012 which you have economic responsibility for. Leave column C blank if you do not farm LFA land.

7. Rural Development Contract – Rural Priorities: Annual recurrent claim

Use this part of the form to claim the annual recurrent options you declared on your data sheet(s). You can only claim for options approved in your Rural Priorities contract.

9. Checklist

Using the data sheet codes

When you complete your data sheets enter the code that most closely matches the use of the land parcel on the 15 May 2012. If the land parcel has not yet been cropped or you have yet to take a final decision on its use, tell us as best you can what you think the land use will be on 15 May 2012.

You can record multiple use codes across a single row on the data sheet e.g. a crop code in column H, a LMO use code in column L and a RDC–RP code in column N. If the land parcel has more than one use in the same column, you will have to split the land parcel by entering the details below, on a blank line or on a new data sheet e.g. you are growing two crops in the same land parcel in column H or you have two or more Rural Priorities codes in use in the same land parcel in column N (see examples at page 9 and 11).

For column J only

You need to tell us if you let land out seasonally. Enter the land let out prefix (LLO) followed by the crop type code in column J describing the actual land use on 15 May. Enter the area let out in column K. For example, if you let out a 10.00 hectare land parcel to a contractor who is using it to grow carrots you will enter LLO-CARR in column J with 10.00 ha. entered in column K. If you don’t supply the crop code we will have to contact you and this may slow down the processing of your SAF.

Woodland Creation Options

To allow the specific permutation of potential annual recurrent grants to be correctly coded into the SAF for payment, the Woodland Creation codes shown in your RDC-RP Contract’s Schedule of Works (SoW) have been extended as shown in the tables below.

For the Woodland Creation options’ annual recurrent grants, the codes available for SAF data capture are made up of a Maintenance annual recurrent grant code per option and a further 4 Farmland Premium annual recurrent grant codes per option.

Please choose the corresponding option(s) and enter them in the data sheet(s) against the land parcel(s) you wish to claim. For example, if the option code RP22301A is shown in your RDC-RP contract SoW and you wish to claim the associated Maintenance annual payment, then do not enter this code on your SAF but instead enter the Maintenance code of RP22301AM.

If we have pre-printed your codes, please check they show the new code(s) correctly. It is your responsibility to submit a correct claim. When you make your claim please make sure that you claim,

• LFA options on LFA data sheets

• Non–LFA options on Non LFA data sheets

Land classification

If you are using a blank data sheet please tick the appropriate box to show the land classification of your land parcel; Less Favoured Area (LFA) or Non-Less Favoured Area (Non-LFA). Use separate data sheets if your parcels fall within both land classifications. If you do not know the classification of your land parcel, treat it as Non-LFA.

Using your land parcel for more than one option?

If your land parcel has more than option type you will need to split your claim information by entering the 2nd option and area immediately below the 1st e.g. one line for a ‘Maintenance’ code and another line for a ‘Farmland Premium’ code. An example of a multiple entry can be found at page 11.

If your land parcel has more than two options in the same column, you will need to copy the land parcel details to a blank line in the data sheet, or a new data sheet, and enter the 3rd and any subsequent option(s) and claim area(s). Please be careful not to over claim your eligible land parcel area where your land parcel has split uses.
