1.0 Introduction

1.1 This report provides information on housing completions in Sheffield1 in 2017/18 and 2018/19.

2.0 Housing Requirement

2.1 For the years 2004/05 to 2014/15 the Core Strategy housing requirement has been used. However, as the Local Plan is now more than 5 years old and the strategic housing policies are out of date2 national guidance now requires us to measure housing supply using a different approach. This means that, from 2015/16 onwards, we have measured delivery against the requirement figures used in the Government’s Housing Delivery Test3. For 2015/16 to 2017/18 this is the household projections figure but for 2018/19 we have used the local housing need figure calculated using the Government’s standard methodology4.

3.0 Dwelling completions in 2017/18 and 2018/19

Gross Completions in 2017/18

3.1 Table 1 shows that 2,386 dwellings (gross) were completed in Sheffield in 2017/18. This represents a 3% decrease on the previous year. 2,090 of the dwellings completed (88%) were on large sites (10 or more units) and 296 dwellings (12%) were on small sites.

3.2 Table 2 shows the breakdown for the different housing market areas in Sheffield (see map on page 4). It shows that almost 68% of dwelling completions were in the City Centre and City Centre West housing market areas.

3.3 House types and size of dwellings completed are shown in Table 3 and 4. The largest proportion of total completions were for apartments (39%), followed by student accommodation (34%), with houses or bungalows representing the smallest total completions (27%).

3.4 Compared to previous years, the proportion of student flats has increased and apartments decreased. This is largely because the definition of ‘purpose-built student accommodation’ previously used in the Strategic Housing Land Availability Assessment (SHLAA)5 has been amended. The new definition includes apartment schemes within the City Centre that are marketed at students (for example, 1 bed/studio schemes, offering a desk space with wash facilities). These schemes would previously have been counted as apartment completions.

3.5 Annual completions have increased significantly since the low point in 2010/11 (following the 2008 recession). In 2017/18, a number of schemes were delivered sooner than had previously been assumed, signalling an overall improvement in the housing market in Sheffield.

3.7 Gross Completions in 2018/19

3.8 Table 1 shows that 2,000 dwellings (gross) were completed in Sheffield in 2018/19. This represents a 6% decrease on the previous year. 1,846 of the dwellings completed (92%) were on large sites (10 or more units) and dwellings (8%) were on small sites.

3.9 Table 2 shows the breakdown for the different housing market areas in Sheffield (see map on page 4). It shows that 65% of dwelling completions were in the City Centre and City Centre West Housing Market Areas.

3.10 House types and size of dwellings completed are shown in Table 3 and 5. The largest proportion of total completions were for student accommodation (42%), followed by houses or bungalows (31%), with apartments representing the smallest total completions (28%).

3.11 A full list of sites that delivered completions in 2018/19 is attached in Appendix 2.

Gross and Net housing delivery since the Core Strategy base date

3.12 Table 1 shows gross and net housing completions since the Sheffield Local Plan Core Strategy base date of 1 April 2004. It shows that 21,396 dwellings have been added to the housing stock over the last 15 years (an average of 1,426 dwellings per year).

3.13 Almost 95% of homes completed since 2004 have been built on previously developed (brownfield) sites. This exceeds the 88% target set by the Core Strategy.

version of the Sheffield Plan and will take account of completions up to and including 31 March 2019.
