HOUSING AND DEVELOPMENT BOARD
STANDARD SCHEDULE OF RATES FOR BUILDING TRADESMEN AND REPAIR WORKS
(JAN 2020) GENERAL PREAMBLES INTRODUCTION
1. The clauses in the General Preambles shall apply to all work items contained in the Standard Schedule of Rates.
2. The Particular Preambles, if any, to each Trade shall be read in conjunction with the respective Trade in the Standard Schedule of Rates.
3. All Rates include the allowances for complying with the General Preamble and Particular Preamble, if any.
4. All Rates contained in the Standard Schedule of Rates are fixed basic rates (in Singapore currency) and no amendment whatsoever shall be made to such rates. The tenderers shall be deemed to have closely studied all rates contained herein and duly noted their implications.
5. All Rates contained in this Standard Schedule of Rates are exclusive of any Goods and Services Tax. Any such Goods and Services Tax shall be borne by the Employer as and when the same becomes due and payable.
6. All works, materials and goods described in this Standard Schedule of Rates shall be of the respective kinds described in the Contract and shall conform to the relevant Statutory Requirements and to be approved by the Superintending Officer (S.O.) or the Superintending Officer's Representative.
7. All Rates in the Schedule shall include all necessary materials and waste, plant, equipment, stagings and scaffolding unless otherwise specified.
8. The Rate for items that are “in replacement” is deemed to include all labour and equipment cost for removing all existing items to be replaced including disposal of debris and/ or all unwanted materials from site.
9. All materials to be used shall be new and unused even for items that are “in replacement”.
10. Headings to groups of items shall be read as part of the descriptions of the items to which the headings apply.
11. Where brand/trade names are given in the descriptions, they are solely intended for fixing the rates of the items. The products and materials to be used in the Contract shall be governed by the Specifications, Drawings and other documents forming the Contract (and not this Schedule of Rates).
12. The definition of “Solid Waste” shall mean to include all construction debris, furniture, appliances, wooden crates, pallets and other items destined for disposal.

13. Unless otherwise specified in this Standard Schedule of Rates, all measurement shall be based on the Standard Method of Measurement of Building Works (Second Edition) published by the Singapore Institute of Surveyors and Valuers. In the event of any discrepancies between the Standard Method of Measurement of Building Works and this Standard Schedule of Rates, the latter shall take precedence.
14. The following abbreviations shall be adopted for the units of measurement throughout this Standard Schedule of Rates unless otherwise provided:-

15. Dimensions used in calculating quantities shall be taken to the nearest 10mm (i.e. 5mm and over shall be regarded as 10mm and less than 5mm shall be disregarded). This rule shall not apply to any dimensions stated in the discrepancies.
16. Quantities measured in tonnes and quantities less than half a unit shall be given to two places of decimals. Other quantities shall be given to the nearest whole unit (i.e 0.5 and over shall be regarded as 1).
17. Words in the singular shall include the plural and words in the plural shall include the singular according to the context. Words importing the masculine gender shall include the feminine or neuter as the case may require.

1. Dimensions stated in item descriptions are generally in the sequence of length, width and height.
2. Headings to groups of items shall be read as part of the descriptions of the items to which the headings apply.
3. The descriptions and rates in this document are applicable to work on or in a new or existing building including working outside the building but within the Site.
4. Horizontal surfaces and vertical surfaces stated in the item descriptions found in this document refer to sloping surfaces not exceeding 15o from the horizontal and exceeding 15o from the horizontal respectively.
5. Unless otherwise stated, the term "as specified" means as specified in any of the documents forming part of the Contract.
6. Where an item is described as "Add to (or deduct from) .... For each 5mm thickness over (or under) .....", the difference for any thickness less than 5mm shall be paid/deducted based on 5mm thick.
7. Where an item is described as "Add to the last item for the increase in stages of 150mm deep", the difference of any depth less than 150mm shall be paid on 150mm depth.
8. Unless otherwise stated, rates in the Standard Schedule of Rates are applicable to works at horizontal surfaces exceeding 300mm wide.
9. The rates for skirtings shall be applicable to the following:-
(a) drops, risers, sides of plinths and kerbs and other vertical surfaces not exceeding
300mm high.
(b) treads, top of kerbs and other horizontal surfaces not exceeding 300mm wide.
10. Where materials, products or works in this Standard Schedule of Rates are stipulated as
“proprietary”, “approved”, of “specific quality” or by their origins of which properties
and/or performance standards are specified without their brand names, authentication
document on such materials, products or works including certificates of origins, technical
literatures and catalogues, compliance test reports, manufacturers’ guarantees or
warranties (refer to the List of Warranties), samples and mock-ups of these materials,
products or works and other documents as required by the Superintending Officer
should be submitted before purchase, delivery and execution. If any of these materials,
products or works delivered without the Superintending Officer’s prior written approval
or are not carried to the Superintending Officer’s satisfaction, they should be removed
or reinstated by the Contractor at his own expense.

11. The Standard Schedule of Rates shall be deemed to include for all cost in connection therewith including equipment, storage, tools, plant, labour in unloading, transferring, setting, hoisting, fitting of materials and goods in position, including materials required for lapping, jointing and the like, preparing surfaces to receive new finishes and all costs in connection therewith such as conveyancing, duties and taxes, delivering, unloading, storing, returning packings, handling, hoisting and lowering; for all cutting and waste of materials; for all incidental materials such as nails, screws, spikes, plugs, putty, tow, solder, etc. whether or not specifically mentioned in the Standard Schedule of Rates; cleaning up on completion and making good all work disturbed, for all establishment costs, overheads and profit; compliance with laws, regulations and government departments' requirements, access such as staging, professional engineer's certification for safe access.
12. The Standard Schedule of Rates shall be deemed to have included for all costs in
respect of all time delays caused by workmen as applicable, for annual and public
holidays, rest days, traveling time, expenses, fares and transport, government levies,
non-productive time and other incentive and bonus payments, and any other costs or
disbursement arising from employment of labour.
13. Unless otherwise stated, all items in the Standard Schedule of Rates specifying
materials, fittings etc. are to be read as implying that such materials, fittings are to be
provided and fixed by the Contractor.
14. In the event that special scaffolding, machinery and equipment are required just to
execute the variation work, these shall be paid separately.
15. The term “taking down and clearing away” or its equivalent used throughout this
Standard Schedule of Rates shall mean the execution and completion by the Contractor
of the Work of taking down, taking up or taking out of an existing article, fitting or material
either in whole or in part and removing from Site and disposing of the same.
16. The term “taking down and set aside for re-use” or its equivalent used throughout this
Standard Schedule of Rates shall mean execution and complete by the Contractor of
the Work of taking down, taking up or taking out of an existing article, fitting or material
either in whole or in part and setting the same aside on Site or transporting to stores for
subsequent re-use.
17. The term “fixing only” or its equivalent used throughout this Standard Schedule of Rates
shall mean execution and complete by the Contractor for the Work of fixing, laying,
setting, jointing, re-fixing, re-laying, re-setting and re-jointing an article, a fitting or a
material made available free of charge to the Contractor or it has been previously taken
down.
18. The term “making good” or its equivalent shall be mean for all labour and materials
necessary to bring the disturbed area to the same face, colour, texture, etc., in the same
materials as the surrounding work and shall include for painting, colouring and/or
varnishing any new work to match the surrounding existing work to the entire
satisfaction of the Superintending Officer.

19. Rates for “taking down and clearing away” or its equivalent shall deemed to include for
taking down, taking up or taking out of an existing article, fitting or material either in
whole or in part together with any associated plugs, holdfasts, lugs, brackets and other
fixings and all necessary cutting out and disposal; making good any works disturbed
and any damage to surrounding surfaces and filling up all mortices, holes, etc. or
alternatively leaving the same open and clean to receive readily new articles, fittings or
materials; preparing edges, ends or surfaces of remaining material to receive junction
with new; taking up or removing covers, access doors, etc. and the like for the execution
of the Works and re-fixing the same on completion; and payment of all fees and charges.
The articles, fittings or materials taken down shall become property of the Contractor.
20. Rates for “taking down and set aside for re-use” or its equivalent shall deemed to include
for carefully taking down, taking up or taking out of the article, fitting or material together
with associated plugs, holdfasts, lugs, brackets and other fixings and all necessary
cutting out and disposal; making good any works disturbed and any damage to
surrounding surfaces and filling up all mortices, holes, etc. or alternatively leaving the
same open and clean to receive readily new articles, fittings or materials; thoroughly
cleaning, oiling and adjusting the article, fitting or material ready for re-use, dismantling,
re-assembling again as necessary, moving and stacking or putting into stores on Site
or alternatively leaving the same open and clean to receive readily re-used or new
articles, fittings or materials; preparing edges, ends or surfaces of remaining material
to receive junction with re-used or new; taking up or removing covers, access doors,
etc., and the like for the execution of the Works and re-fixing the same on completion,
repairing or replacing at Contractor’s own cost any damage caused to the articles,
fittings or materials during taking down, taking up, taking out, etc., and transit; and
payment of all fees and charges.
21. Rates for “fixing only” or its equivalent shall be deemed to include for taking delivery of
the articles, fittings or materials at stores or other designated suppliers, loading,
transporting to Site, unloading, checking and examining the same and storing on Site
and returning any crates and other packings to stores, if required; taking the articles,
fittings or materials from stores on site, sorting, cutting and fitting, fabricating,
assembling, moving, hoisting, distributing at locations, fixing, laying, setting, jointing, re-
fixing, re-laying, re-setting and re-jointing in new or existing work, opening or position;
providing all fixing and jointing materials such as nails, bolts, washers, screws, gaskets,
mastic, adhesive, mortar and the like or other fixing and jointing materials made
available from taking down.; executing all plugging and screwing, jointing, cutting all
mortices and grouting the same, and executing all cutting, fitting, easing or adapting
necessary to the articles, fittings or materials to the positions in which the same are to
be fixed, and oiling and leaving in good working order; making good any damage caused
to the articles, fittings or materials and surrounding surfaces and making good new or
existing finishes up to the same; and payment of all fees and charges.

22. Unless otherwise stated, all work shall be measured net as fixed in its place.
23. Unless otherwise stated, pipes are described by their internal diameters.
24. Where minimum deductions of voids are dealt with in this document they shall refer only to openings or voids which are within the boundaries of measured area. Openings or voids which are at the boundaries of measured area shall always be the subject of deductions irrespective of size.
25. Where rates with descriptions pertain to the same purpose are listed in more than one Standard Schedule of Rates incorporated in the Contract; the rate as listed in the following schedules (in the stated order of precedence) shall prevail: 1st Precedence - Standard Schedule of Rates for Building Tradesmen and Repair Works 2nd Precedence - Standard Schedule of Rates for Sanitary & Plumbing Works 3rd Precedence - Standard Schedule of Rates for Painting of Road Marks

1.0 DEMOLITION AND ALTERATIONS
1.1 The rates for demolition of whole building or part of structure shall include for carrying out survey of building or structures prior to demolition and preparation of record drawings and survey reports where required including taking photographic records and measurement; submission of demolition proposals, method statement, sequence of demolition, all necessary design and calculations for all temporary works including certification and endorsement by Registered Professional Engineer for approval before commencing demolition work; providing all precautionary and protective measure, scaffolding, canopy nettings, warning signs and other measures proposed by the Contractor in the method statement that are required for the execution of the demolition work; given notice to relevant utility undertaker(s) and identify utilities that will affected by the proposed demolition and arranging utilities undertaker(s) for disconnection of services, disconnecting and sealing utilities and marking and recording position of sealed utilities including liaising with relevant Authorities; taking down and clearing away all structures, finishes, fittings and the like from the structural floor level; watering debris as necessary to reduce dust nuisance to a minimum; removing off site all materials, debris and other arisings which shall become the property of the Contractor; making good to buildings, structure, paving, etc. and the like caused by the demolition of adjacent building or structure; providing resident technical officer when required for the demolition work and executing works to comply with statutory requirement.
1.2 The rates for alteration work shall be held to include for executing the work in such a
way as to ensure the safety of, and cause as little inconvenience as possible to, adjoining properties and occupants, the public in general, passing vehicles and workmen; wedging and pinning up, cutting to line remaining portions, making good any component which collapses or is pulled down in excess of requirements, and preparing surfaces of floors under, ceiling over, and abutting surfaces of columns or side walls to receive new finishes, facing up or flushing up existing surfaces after cutting to match the surrounding work and cutting back old plaster and pavings etc., for joints with new; removing all old materials, debris etc. off Site including paying all dumping fees, charges etc.; covering up and protecting the Works from damage by dust, sun, rain and similar hazards and protecting the occupants and the general public from dust nuisance, falling rubbish and the like and all other work necessary or implied to complete the alterations work in a proper and workmanlike manner in accordance with the Contract Documents and Drawings.
1.3 No allowance shall be made for large or small quantities, narrow widths, easy or
difficult locations or any other exceptional circumstances. 1.4 Rates for cutting into and taking down concrete or brickwork etc. including cutting
chases, sinkings, grooves, holes and similar items shall be held to include for removal of debris. All material arising from these operations shall become the property of the Contractor.
1.5 The term "taking down" or "taking up" or "taking out" and "setting aside for re-use"
shall mean the execution and complete by the Contractor of the work of taking down or taking up, or taking out an existing article, fitting, or material, and setting same aside on Site for subsequent re-use and, notwithstanding the requirements of the Standard Method of Measurement clause 3.01(d).

1.6 The rates for cutting new openings or enlarging existing openings shall be held to
include for all needling, propping and temporary shoring as necessary to support the surrounding structures, for altering and adapting as necessary and for removing when no longer required and for making good all work disturbed and for leveling for sills, cutting toothings and providing and bonding in any new bricks required, and preparing jambs and head ready to receive new plaster or other finish, cutting and pinning in ends of new sills, lintels, fixing lugs, cramps, bolts etc. and clearing away all debris.
1.7 The rates for asbestos survey and asbestos investigation report shall include for
designing, and directing bulk sampling and analysis of work; carrying out of asbestos investigation reports, asbestos abatement plan; providing labelling asbestos containing materials and obtaining endorsement from Ministry of Manpower on the report.
1.8 The rates for removal of asbestos containing materials shall include for works carrying out by an approved NEA registered asbestos contractor in compliance with statutory requirements; all preparation work, air monitoring by approved registered asbestos laboratory, safety precaution, giving statutory notices, disposal of waste or other works as required by relevant legislation and Codes of Practice issued under Workplace Safety and Health (Asbestos) Regulation; removal of asbestos containing materials using glove bag method.
2.0 PILING WORKS
Generally
2.1 Piling work shall be executed in accordance with the relevant Specifications and the instructions of Superintending Officer's Representative. Description
2.2 The description of each type of piling work shall be deemed to include removal of underground obstructions together with all work in connection therewith unless specifically otherwise provided.
2.3 The description of each type of piling work shall be deemed to include extending piles,
dollying and connections unless specifically otherwise provided. 2.4 Redriving or intermittent driving necessitated by lengthening or upheaving of piles or
by the removal of obstructions under piles or other causes including moving and repositioning the piling frame shall be deemed to be included with the items of piling.

2.0 PILING WORKS (CONT’D)
Measurement 2.5 Payment for treated timber piles shall be the product of the relevant rate per metre run
and the penetration depth (measured from tip to cut-off level). 2.6 The pay length of each reinforced concrete pile after it is driven into the ground is
measured from the cut-off level of the pile to the end of pile show. Notwithstanding the provisions of the Billing of Quantities contained in the General Preambles, the pay length of reinforced concrete piles shall be billed to the accuracy of nearest of 10mm. Rates
2.7 The rate of each item of piling shall be deemed to include:-
(a) Handling, pitching, heading, pointing and bracing and providing protective wrought iron ring or helmet to pile.
(b) Cutting off surplus and heads of piles, preparing and integrating reinforcement into pile caps where applicable, extra excavation, backfilling and disposal of debris.
(c) Piling through all types of sub-soil strata encountered in the ground as found.
(d) All standing time for or removal and re-establishment of equipment except where work is suspended due to a Superintending Officer’s Instruction.
(e) Disposing of materials displaced arising out of driving the piles.
2.8 The rate of each item of treated timber piles includes the application of wood preservative to cut off surfaces of piles.
2.9 The rate of each item of reinforced concrete piles includes moulds, reinforcement,
extra labour and materials to receive pile extensions, preparing heads and integrating reinforcement to pile caps.
2.10 The rate of each item of pile tests includes provision of temporary pile caps, all
anchors, platforms, loading and unloading of materials, instruments and monitoring of the tests.
2.11 Movement of piling frames into position and about the site, any necessary excavation
or filling required to place the frames, raising or lowering the frames and any staging, barges or the like required to support the frames, shall be deemed to be included with the item of piling.

3.0 EXCAVATION
Definitions
3.1 Ordinary Ground - includes spoil or rubbish of every description, rubbish tip material etc. sand gravel, decomposed granite, red or white earth, loamy or gravelly clay, gravelly laterite, mud, bog or any other information of pick and shovel and at any depth.
3.2 Rock – shall mean hard material whose geological nature is to be regarded as such and individual boulder exceeding 0.20m3 or other hard natural material which necessitates the use of blasting or approved pneumatic tools for its excavation and removal.
Measurement
3.3 The measurement of all excavation and filling is based upon the average existing ground level.
3.4 The quantities of excavation and filling shall be measured on the assumption that the gradient of the existing surfaces between the nearest adjacent spot levels and/or between contours is constant. No quantity adjustment shall be made for any additional excavation or filling required due to variations of the existing surfaces differing from a constant gradient between spot level.
3.5 The measurement of all excavation and subsequent disposal shall be those before excavating. The increase in bulk and any extra excavation required for earthwork support, planking and strutting, formwork for concrete and working space under various circumstances shall be deemed to be included in the rates.
3.6 No allowance for working space shall be made in the measurement of all excavation unless the method of construction requires workmen to operate from outside of the structure. In such cases, a working space of 600mm shall be measured from the external face of the structure.
3.7 Filling shall be measured as equal to the void to be filled. Any thickness stated shall be deemed to be after compacting.
3.8 Soil treatment for Pre-treatment of Soil against Subterranean Termites shall be measured flat on plant and the method of measurement shall be up to the perimeter of the building line (excluding the apron areas). Link buildings, linkways and other structures shall also be similarly measured.
3.9 No deduction to soil treatment shall be made in the measurement for plan areas occupied by the column stumps.

3.0 EXCAVATION (CONT’D)
Terms
3.10 The term "getting out" includes for all wheeling, basketing or hoisting out, multiple handling and/or placing excavated material in temporary spoil heaps as may be necessary and preparatory to backfilling or disposal.
3.11 The term “backfilling” or "disposal" shall mean either return, fill and ram selected excavated material around foundation and/or remove surplus excavated material off Site to a tip provided by the Contractor.
3.12 The term "planking and strutting" shall mean providing everything requisite to uphold the face of all excavation.
Rates
3.13 The rates for each item of the excavation shall include for excavating around piles and confined areas, excavating in stages, multiple-handing between excavation and final positions, getting out, removing of bakau piles, trimming, leveling and compacting bottoms of excavations, making good any subsidence, slip or denudation, keeping sides plumb, planking and strutting (note: timber steel works required to be left in shall be paid for, if directed by Superintending Officer’s Representative in writing) and keeping the Site and all excavation free from all water by pumping or baling and providing any temporary drains if required.
3.14 The rates for disposal of excavated material shall be held to include the provision for transport, loading and unloading and a shoot, dump or tip.
3.15 The rates for filling to make up levels, embankments or terraces shall include for all multiple-handling, spreading and leveling, watering if required, filling in layer, well compacting, temporary retaining boards and for consolidated quantities.
3.16 The rates for instrumentation and monitoring works for various types of instrumentation shall be deemed to include for drilling and for movement of equipment around site including monitoring and reading and reporting to the Superintending Officer’s Representative; maintenance, protection and recording of data during the Contract duration including the Defect Liability Period and handover of the instrumentation and the records in good order to the main building works contractors.

4.0 CONCRETE WORK Description
4.1 The description of each item of reinforcement shall be deemed to include:-
(a) Allowances in the weight of reinforcement for rolling margins.
(b) All cleaning, cutting, bending, fabricating, placing, typing and provision of all necessary distance blocks, typing wires, spacers or chairs, temporary fixings and supports.
4.2 The description of each item of formwork shall be deemed to include:-
(a) All necessary boardings, supports, erecting, framing, cutting, perforations for pipes, angles, cleaning, wetting and treatment with mould oil, mould liquid or limewhite and the like.
(b) All splayed edges, notchings, allowance for overlaps and passings at angles, battens, strutting, bolting, wedging, easing, striking and removal.
4.3 The description of each item of precast concrete shall be deemed to include concrete, reinforcement, formwork including the formation and filling of pockets, holes, chases and recesses for anchors, bolts and the like, grouting, pointing of joints, surface finishes, delivery, unloading, hoisting, erecting, fixing including all necessary temporary erection gear, bracing and working platforms.
Measurement
4.4 No deduction shall be made in the measurement of concrete work for:-
(a) Voids of 0.05m3 or less.
(b) Volume of the reinforcement and steelwork.
(c) Openings in walls, floor, roof slabs and the like of 0.10m2 or less.
4.5 The conversion factor for the various steel reinforcement bars shall be as follows:-

10mm diameter - 0.616 kg/m
13mm diameter - 1.042 kg/m
16mm diameter - 1.579 kg/m
20mm diameter - 2.466 kg/m

4.6 Formwork shall be measured to the surface of work sloping more than 15 degree from the horizontal.
4.7 No deduction shall be made in measurement of formwork for:-
(a) Openings less than 1m2.
(b) Intersection of main and secondary beams.
(c) Intersection of beams and stanchion casing or columns.
4.8 The measurement of precast concrete vents and grilles shall be taken by volumes without deduction of voids.
Rates
4.9 The rates for each item of concrete shall be held to include the following :
(a) Forming, cutting grooves, chases, mortice, holes and making good any other sundry items of a like nature.
(b) Extra labour for laying to falls, or cambers and preparing surfaces to receive screeds or pavings also to be included.
(c) All tests on concrete, cement and aggregate etc, as required and compliance with the strengths as specified.
(d) Tamping and/or vibrating to give thorough compaction; working between and around reinforcement.
(e) Laying on any type of sub-base, preparing and leaving surfaces to receive screeds or paving.
4.10 The rates for each item of fabric reinforcement shall be held to include for extra material at laps, tying wires and all bending, cutting and notching around obstruction. Only the net area covered shall be measured and no deduction shall be made for opening less than 1.00m2.
4.11 Unless otherwise stated, rates for concrete, reinforcement and formwork shall be applicable to all work irrespective of locality, positions, shapes and height.

5.1 All wall thickness given in the Standard Schedule of Rates are nominal thickness.
Rates
5.2 The rates for each item of blockwork and brickwork shall be held to include for all special made blocks, bricks and in-situ concrete in lieu, all rough and fair cuttings, over-sailing and receding courses, rough relieving and discharging arches, wedging and pining, raking out joints for and pointing flashings, bedding plates, bedding and pointing for frames, parging and coring flues, labour eaves filling, plumbing angles, forming square and rebated reveals, cut squints or birdsmouths, notches, forming, leaving or cutting chases, holes and mortices, cutting and pining and making good and any other sundry items of a like nature.
5.3 The rates for blockwork and brickwork shall be applicable to all work irrespective of positions, shapes and height.
Deductions 5.4 Deductions shall be measured the net sizes of the openings and recesses, including
the extra width or rebated reveals. No deductions shall be made for openings of 0.50m2 or less.
5.5 Deductions shall be made for strings, sills, lintols and the like only when exceeding
100mm in height.

6.0 CARPENTRY AND JOINERY
Generally
6.1 Unless otherwise stated, all timber sizes stated are finished sizes. 6.2 Where a door thickness is stated, such thickness is inclusive of any plastic, metal or
other facings unless otherwise stated. Measurement 6.3 No deductions shall be made for in the measurement of joinery work for openings of
0.50m2 or less. 6.4 Nominal sizes are stated for wrot timber and an allowance of 2.5mm is permitted for
each wrot face. 6.5 Proprietary compact laminate panel as constituent components forming part of a
composite item like toilet cubicles, lockers and the like shall not be measured separately, unless otherwise specified.
6.6 Drawers units, plywood doors or sliding doors, shelving units and the like forming part
of the cabinets, cupboards, sink cabinets and the like shall not be measured separately but shall be deemed included in the rates of joinery fittings. Glazed doors or glazed sliding doors are measured separately.
6.7 Proprietary solid surfacing materials shall be measured as the net plane area inclusive
of fittings. The area of any backsplash, bullnose, front apron and inlay of the like shall not be measured. No deduction shall be made for openings not exceeding 0.50m2, backsplash, bullnose, front apron and inlay or the like shall be measured as “extra over” solid surfacing material in which they occur. The rates for such items shall include the labour and material and other costs necessary for the items.
Rates
6.8 The rates of each item of carpentry work shall be deemed to include for cutting,
notching, boring, sinking, pelleting, fittings, trimming, mitring, halving morticing, tenoning, dovetailing, scarfing, wedging and all ends, splayed edges, short lengths and temporary supports and any other sundry of a like nature and also all labour in forming, drilling for bolts and fixing in position complete with nails, screws or adhesives.
6.9 The rates for wallboard, hardboard, plywood and other sheet materials of a like nature
where used for lining ceilings and walls, dados, jambs, fittings, fitments, and the like shall be held to include for narrow widths, small quantities, all cutting and making holes for pipes, nails, screws or adhesives.
6.10 The rates of each item of joinery work shall be deemed to include all nailing, gluing,
screwing, plugging, cutting, notching, holes, housing ends, mitring ends and shaped ends, angles, junctions, heading joints, short lengths, tongued angles, splayed or rounded edges, chamfers, rebates, grooves and any other sundry items of a like nature including stops and working cross-grain, fitting and hanging and the like.

6.11 The rates for carpentry and joinery work shall be held to include fitting, hanging, fixed
in position, wedging, plugging to adjacent structure including all screws, nails, pins or
brads, short lengths, cleats, sprockets and the like.
6.12 The rates for proprietary compact laminate panels shall further include for supply,
fabrication and installation of a compact laminate panel formed homogeneously under
high pressure and high temperature with cellulose fibres or multiple layers of kraft
paper of various colours and patterns to form wall panels, partitions, cladding or other
usage; all necessary supporting framework and fixing accessories; pointing, jointing,
and sealing edges with approved sealants.
6.13 The rates for proprietary solid surfacing materials shall further include for all
accessories necessary for the work; pointing, jointing and sealing edges with sealant,
forming holes for pipes, taps, building services installations; basin, sink and the like;
providing and fixing all necessary brackets for sinks, basins and the like
6.14 The rates for notice boards and the like shall include for fixing with adequate fixing
brackets etc. to ensure a safe and secured mounting.
6.15 The rates for windows and doors include hanging and fixing.

Rates
7.1 The rates for each item shall be held to include for supply, delivery to site and fixing complete with all matching screws of the same finish as ironmongery, nails, pins or brads, cutting sinking and boring and morticing as required, oiling and easing and adjusting all moving parts, taking off and refixing after painting where necessary.
7.2 The rates for each item of lockset or new locks include handling 3 keys properly
labelled to the Superintending Officer's Representative etc unless otherwise described. 7.3 The rates for each item for fixing ironmongery shall not vary if the type, size, etc. of
ironmongery items varies during the Contract. 7.4 The rates for ironmongery shall also include for all housing, sinking, drilling and similar
labour required to timber or other surface to which the article is being fixed; all plugging in concrete, brick, stone or other floors, walls, columns, soffits and the like; cutting and grouting all mortices, pockets, etc., for bolts, bolt sockets, floor spring boxes and the like; oiling, easing and adjusting, and leaving the ironmongery in perfect working order and making good disturbed surfaces.
7.5 The rates for taking down and clearing away of ironmongery shall include for piecing
out and filling all old housing, sinking, screw holes, mortices and the like; finishing surface fair and spot painting, polishing and making good.
7.6 The rates for repairs to ironmongery shall include for replacement of any compatible
parts, fittings and fixing accessories, if required; rehanging door or windows; carrying out oiling, easing, adjusting and re-securing of ironmongery in perfect working order and provision of any ancillary works as may be necessary.
7.7 Labour for taking down and clearing away of ironmongery shall not be measured separately where the same is taken down together with the removal of doors, windows and/or frames.

8.0 STRUCTURAL STEELWORK Measurement
8.1 No deduction shall be made in the measurement of structural steelwork for drillings, holes, notchings, splay cuts and the like.
8.2 No allowance shall be made in the measurement of structural steelwork for rolling
margins and the weight of welding materials. 8.3 Weights in the Standard Schedule of Rates shall be net theoretical weights. Rates
8.4 The rates of each item of structural steelwork shall be deemed to include:-
(a) Allowances for rolling margins and the weight of welding materials.
(b) Shop and site fabrication including drilling, cutting (including holes and openings for other trades), welding, notching, mitring, splicing, riveting, bolting, machining ends and bearings, delivery, unloading, handling, assembling, hoisting, erecting, fitting and fixing in position, bedding, filling in solid, polishing and pointing including necessary lugs or other attachments.
(c) Provision of all necessary construction equipment, temporary bracing supports and the like required for erection, providing samples and tests required by the specification, the inspection of welds including the use of any special radio-graphic techniques.
(d) Nuts and any type of washer which may be required.
(e) Protection such as wrapping finished work with paper, coating with grease or carrying out such other protective measures as may be required and removing and cleaning on completion.
(f) Preparation of shop drawings and samples.
(g) One coat of approved red lead primer for steelwork.

9.0 METALWORKS Measurement
9.1 No deduction shall be made in the measurement of metalwork for drillings, holes,
notchings, splay cuts and the like. 9.2 No deduction shall be made in the measurement of metalwork for openings of 0.50m2
or less. 9.3 No allowance shall be made in the measurement of metalwork for rolling margins and
the weight of welding materials. 9.4 Weights in the Standard Schedule of Rates shall be net theoretical weights.
Rates
9.5 The rates for each item of metalwork shall be held to include for cutting, notching, mitring, welding, fabricating, drilling, delivery, unloading, handling, assembling, hoisting, fitting and fixing in position, bedding, filling in solid and painting including necessary lugs or other attachments; protection such as wrapping finished work with paper, coating with grease or carrying out such other protective measures as may require and removing and cleaning on completion; providing samples and testing as required; priming with two coats of red lead primer prior to fixing/ installation and preparation of shop drawings.
9.6 The rates for balustrades and handrails shall be held to include running lengths,
mitring, ramps, wreaths, bends, terminals, scrolls and the like. 9.7 The rates for wire netting, wire mesh, welded wire mesh, expanded metal and chain
link fencing shall further include for all bending and notching required; allowance for side and end laps; allowance for spot weld, staples, tying wire, strained wire and the like as required.
9.8 The rates for aluminium windows and doors shall further include for fixing lugs; water
bars; weather strips; treatment on surfaces in contact with concrete or dissimilar metal with one coat of bituminous paint on aluminium surface; bedding frames; raking joints, pointing, masking.

10.0 WALL AND CEILING FINISHES Measurement
10.1 No deduction shall be made for openings of 0.50m2 or less. 10.2 In the measurement of plastering, no deduction shall be made for casings for pipes
under 300mm wide or angles which are finished in a different material if these do not exceed 100mm girth.
10.3 "Within the building" shall mean surfaces within the internal of buildings/flats, corridors,
staircases and the like which normally do not entail scaffolding or mechanical cradles to carry out the works.
10.4 "External face of building" shall mean surfaces such as gable end walls, front/back
external walls and any other surfaces which are constantly exposed to weather and/or which normally require the use of scaffolding or mechanical cradles to carry out the work.
Rates
10.5 The rates for each item shall be deemed to include for raking out joints, provision of
keys to receive finishes, all temporary rules, temporary grounds, temporary screeds and the like, cramps, dowels, ties, special metal supporting brackets and the like, cutting holes, notching and the like, masking, labour to internal angles other than coved angles, making good around pipes, sanitary fixtures and the like, work in narrow widths and small quantities, joints between different types of work, joints between new and old work, internal angles, fair edges, rounded or chamfered edges or angles, quirks, grooves, V-joints, groin points and other intersections of curved surfaces, rounded coves and external angles not exceeding 25mm radius, mitres, stops and the like on cornices, mouldings, architraves, coves, skirtings, gutters, strings and all making good and any other sundry items of a like nature.
10.6 The rates for each item shall also be deemed to include protecting surfaces from the
weather or building operations. 10.7 The rates for each item of wall tiling shall be deemed to include for narrow widths and
small quantities, fittings around air bricks, pipes and the like and any other sundry items.
10.8 The rates for each item of terrazzo shall be deemed to include for narrow widths and
small quantities, and for all temporary rules, internal angles, arises, joints between different types of terrazzo, quirks and all making good and any other sundry items of a like nature on in-situ terrazzo, fitting around air bricks, pipes and the like and any other sundry items of a like nature on precast terrazzo.
10.9 The rates for cutting cracks, chases and the like on existing wall and ceiling finishing
shall be held to include chisel and diamond cutting, all necessary tools and appliances, temporary lines, clearing away debris and preparing substrate.

10.10 The rates for each item of proprietary suspended ceilings shall be held to include for
installation complete with linings and including the whole of the suspension system (i.e. suspension framing, edge trims, hangers fastenings, anchors, connectors, clips, grips, cleats, etc. and fixing to soffits); laying to approved patterns all cutting, small quantities, narrow widths, trimming around pipes, conduits, power points, sleeves, sprinkler and detector heads, openings, grilles, registers, light fittings, access panels and the like, including extra supports and trimmers for same and additional framing and supports, etc. to bridge across ducts, stiffeners to linings, etc.
11.0 FLOOR FINISHES
Generally 11.1 Unless otherwise stated, the Standard Schedule of Rates are applicable to internal
and external work. 11.2 Unless otherwise stated, the Standard Schedule of Rates are applicable to work at
horizontal surfaces exceeding 300mm wide. 11.3 The rates for skirtings shall be applicable to the following:-
(a) drops, risers, sides of plinths, kerbs and other vertical surfaces not exceeding 300mm high.
(b) treads, top of kerbs and other horizontal surfaces not exceeding 300mm wide. Measurement
11.4 All works except as hereinafter provided, shall be given in m2 and unless otherwise
stated shall be measured the net area covered. 11.5 All vertical surfaces exceeding 300mm high shall be measured under “Wall And Ceiling
Finishes” Section. 11.6 Screed backing to receive finishes shall be measured separately. 11.7 No deduction shall be made for openings of 0.50m2 or less.

11.8 The rates for each item of floor finishes shall be held to include for preparing surfaces
to receive finishes such as hacking concrete or screed backing to form keys. 11.9 The rates of each item of floor finishes shall be deemed to include all temporary rules,
temporary grounds, temporary screeds and the like, cutting holes, notching and the like, all normal bedding and pointing materials, providing all necessary samples, cleaning down and making good around pipes, sanitary fixtures and the like, work in narrow widths and small quantities in areas interrupted by seatings, channels and the like, all internal angles, quirks, grooves, throats, drips, coves and rounded external angles not exceeding 25mm radius, angles, stops, intersections, fair ends junctions, wreathed corners and the like on cornices, mouldings, enrichments, coves, skirtings, gutters, channels, strings, kerbs and similar or other sundry items of a like nature.
11.10 The rates for each item of skirtings, risers, moulded edges, channels, curbs and the
like shall be held to include for all short lengths, formed, cut and purpose made angles, junctions, end, necessary UPVC trimming pieces, etc and making good and other sundry item of a like nature.
11.11 The rates for each item of floor tiling shall be held to include for laying to approved
patterns, narrow widths, small quantities, raking or circular cuttings, fitting around bars, pipes and the like, rounded edge tiles, coved internal angle tiles, rounded external angle tiles, all short lengths cut and special made angles, junctions, ends and making good and any sundry items of a like nature and soaking tiles in water, forming keys in existing or new substrate and cement slurry where necessary.
11.12 The rates of each item of floor finishes shall be deemed to include protecting surfaces
from the weather or building operations.

12.0 GLAZING
Generally 12.1 All glass thickness given in the Standard Schedule of Rates are nominal thickness. Measurement 12.2 Glazing works shall be measured the net area as glazed. 12.3 Window and door films shall be measured the net area covered.
12.4 Glazing to timber doors including glazing to vision panel/ openings is included in the
respective timber door item and will not be measured separately.
12.5 All finished works shall include for cutting to the required sizes. No measurement shall
be made unless glass is not supplied by the Contractor himself.
12.6 Forming holes through glass shall be measured separately. In the case of forming hole
through existing fixed glass, “taking down and set aside for re-use” and “fixing only”
shall be measured separately.
12.7 Forming holes exceeding 0.20m2 through glass shall be measured as straight or
circular cutting.
Rates
12.8 The rates for glazing shall generally include for panes or sheets in any size unless otherwise stated, fixed in any positions and including all colours; all cutting and waste, breakage and replacing scratched or cracked pane; painting to wood or steel beads and rebate surfaces with one coat of painting before glazing; providing all putty or glazing compound, plastic sheeting and location blocks, pointing and sealing junctions between glass and glazing beads or the like with approved sealant materials; painting cut edges of wired glass with bitumastic paint; protecting and cleaning and fixing in accordance with the manufacturer’s instructions.
12.9 The rates for each item of glazier shall be held to include for cutting and rounded
edges, putting, fixing panel pins, clips, brass screws and cup and neoprene strips where necessary and leaving the glass clean on completion.
12.10 The rates for glazing of louvre blades shall be further include for fixing in adjustable
metal lips, including adjusting and oiling clips; fixing in fixed metal clips and making good surfaces disturbed.
12.11 The rates for forming holes through glass shall further include for cutting holes in any
size and polishing all edges and forming holes in any size. 12.12 The rates for window or door films shall include for cleaning of bonding surface and
coating with a solvent based adhesive prior to applying films and providing technical information, test certificate as required by the Superintending Officer for approval.

13.0 PAINTING AND DECORATING Generally
13.1 Unless otherwise stated, the Standard Schedule of Rates are applicable to internal
and external painting. 13.2 Surfaces described as “walls and soffits” include all vertical, horizontal, sloping or
curved walls, columns, soffit of slabs, beams and the like, of concrete, brick or concrete blocks, or smooth or rough plastered or rendered, or un-plastered or un-rendered surface of any type, regardless of texture or porosity.
Measurement 13.3 All works shall be measured flat on plane and edges. No allowance shall be made in
the measurement for moldings, paneling, sinking, corrugations, carvings, enrichments and the like unless otherwise described.
13.4 No deductions shall be made in the measurement for openings of 0.50m2 or less.
Works on grilles and the like shall be measured flat overall on both sides. 13.5 Glazed windows and door and the like for opening edges and all surfaces of frames,
mullions, transoms, sills and the like shall be held to be included in the items. 13.6 Metal work for all surfaces of frames and the like for mesh covered or ornamental
fencing, gates and the like shall be held to be included in the items. 13.7 Wood sashes, glazed wooden doors, windows, panels, decorative panels and the like
for opening edges and all surfaces of frames, mullions, transoms, sills and the like shall be held to be included in the items.
13.8 Louvred panels and the like for painting shall be deemed to be included in the sashes,
doors or panels if it forms part of the construction. 13.9 Railings and balustrades with balusters for all surfaces of frames, posts, braces, rails
and the like shall be held to be included in the items. Rates
13.10 The rates for each item of painting shall be held to include for all necessary preparation
of surfaces including cleaning off, sandpapering woodwork, wire-brushing metal and leaving all surfaces free from dust, rust, grease and oil before painting, narrow widths, etc.
13.11 The rates for painting include allowance for the use of different colours.

13.12 The rates for painting shall generally include for the application of low volatile organic
compound (VOC) paint; execution of work either internally or externally and in any
position at any height; working to flat, curved or sloping surfaces; all preparation work
to surfaces; multi-coloured works and cutting to lines; painting on associated beads,
hinges and other fittings, brackets, bolts, nuts and the like; painting all surfaces with
approved primer; removing all articles of ironmongery, hardware and the like before
painting and replacing after painting has been completed; rubbing down smooth with
sand paper on hardened coating before subsequent coating is applied and touching
up coated surface on completion.
13.13 The rates for painting metal windows and doors shall further include for painting
opening to edges and all surfaces of frames, mullions, transoms, sills, guard bars,
glazing beads and the like, sealing putty with primer and paint as required.
13.14 The rates for painting wire mesh, expanded mesh, chain link and the like in gates,
fencing, door and partition panels, etc. shall further include for painting to edge framing,
posts, braces, rails and the like.
13.15 The rates for painting general surfaces of woods including wood panels and flush
doors, wood sashes etc. shall further include for painting opening edges, mouldings,
glazing beads and the like.
13.16 The rates for painting louvre panels in doors and the like shall further include for
painting all frames, stiles, rails, edges, louvre blades and the like.

14.0 SPALLING CONCRETE
Measurement
14.1 The area for concrete repair by patch repair shall be measured as net area
overcracked, spalled or bulged surface and agreed by the Superintending Officer.
Where the shortest distance between two isolated patches does not exceed 300mm,
the total area of these isolated patches shall be added together and measured as one
whole patch area. No deduction shall be made for any voids.
14.2 Injection type of concrete repair work shall be measured the net length of the crack
where drill-holes or injection ports are placed along the crack exceeding 150mm long
at 150 – 200mm centres. Only crack with drill-hole(s) or port(s) placed along shall be
measured. The net length of cracks not exceeding 200mm shall only be measured
when at least one drill-hole or port is placed along the crack. All continuous cracks
without any drill-hole or port shall deem to be covered by the measurement of the crack
with drill-hole(s) or port(s).
14.3 The area for patch repair to proprietary roofing system and floor waterproofing system
shall be measured net over the exposed finished top surface of the patch to be
repaired. No deduction shall be made for any voids and openings not exceeding
0.50m2. Patch repair under this Section shall not apply in the case of complete re-
application of new roofing and floor waterproofing of which the measurement shall be
made under the relevant section.
Rates
14.4 The rates for concrete repair by patch repair shall include for marking out of the identified areas of bulged, spalled or cracked concrete to be repaired and obtaining agreement of the Superintending Officer prior to commencement of repair work; preparation of a sample area to be patch repaired; hacking back defective concrete areas and cutting back all loose or defective concrete including saw cutting into the required depth and into neat rectangular shape, to the extent as directed by the Superintending Officer; preparation of concrete substrate after breaking out defective concrete, roughening surfaces to expose aggregate of concrete areas and removing loose materials, ready to receive repair mortar; applying admixtures for use in any type of mortar; applying curing compound to the repair mortar in accordance with the manufacturer’s instructions; applying approved epoxy resin, polyesters or cementitious based materials as grout to dowel bar installation; preparation and cleaning exposed length of existing steel reinforcement as directed by the Superintending Officer; applying primer and bond coat to concrete substrate and steel reinforcement.

14.5 The rates for concrete repair by chemical injection shall include for marking out the locations and extent of cracks to be repaired and obtaining agreement of the Superintending Officer prior to commencement of repair work; preparation of cracks by removing all loose debris by brushing or blowing out with clean compressed air, removing defective concrete and making good all reinforcing bars before injection; carrying out drilling of injection holes into concrete and applying chemical injection in accordance with the manufacturer’s instructions.
14.6 The rates for patch repair to proprietary roofing system and floor waterproofing system
shall include for carrying out the repairs in patches and isolated areas; roofing or
waterproofing to flat, sloping or curved roofs or floors; inspection, preparing, cleaning
and drying surfaces including removing all contaminants, dusts, loose stones, debris
and the like; dressing to sides or ends of upstands, gutters, flashings, skirtings, edge
coverings, steps and the like, including angles, junctions, turn-in edges, welted drips
and the like all in accordance with the manufacturer’s recommendations; making good
surfaces of substrate including cracks with bitumen, emulsion or any other materials
recommended by the manufacturer.
15.0 KITCHEN APPLIANCES 15.1 The rates for each item shall include cost of removal and implementation of
precautionary and/or safety measures where necessary. 16.0 ROADS AND CARPARK WORKS
Generally 16.1 The relevant preambles in the preceding sections shall apply to all work in this section
unless otherwise provided herein. Rates 16.2 The rates for each item of granular sub-base materials shall be held to include
trimming, levelling, rolling, grading and compacting subgrade to required density. 16.3 The rates for each item of precast kerbs shall be held to include moulds and formwork,
forming holes, rebates, notchings, sinkings, mortices and recesses, reinforcement, laying in trench or open ground, jointing and pointing in cement mortar.
16.4 The rates for each item shall include cost of removal and cost of implementation of
precautionary and/or safety measures where necessary unless otherwise stated.

17.0 EXTERNAL WORKS

17.1 The relevant preambles in the preceding sections shall apply to all work in this section unless otherwise provided herein.
Rates 17.2 The rates for each item of fencing shall be held to include excavation, formwork and
disposal of excavated materials for concrete base, drilling and cranking top of main steel with one coat of red lead primer and two coats of enamel paint.
17.3 The rates for each item of precast concrete drains and pipes shall be held to include
moulds and formwork, forming holes, rebates, notchings, sinkings, mortices and recesses, reinforcement, laying in trench or open ground, jointing and pointing in cement mortar.
17.4 The rates for each item shall include cost of removal and implementation of
precautionary and/or safety measures where necessary.
18.0 MISCELLANEOUS 18.1 The rates for each item shall include cost of removal and implementation of
precautionary and/or safety measures where necessary. 19.0 DAYWORK 19.1 In the case of claim under dayworks, the Contractor shall keep proper records of the
names, occupations and working hours of all workmen employed for such work and the quantities and descriptions of all materials and plant employed. Such records, receipts or vouchers must be verified by the Superintending Officer's Representative before payment can be effected. Provided always if the Superintending Officer's Representative shall consider that for any reason the keeping of such records, receipts and vouchers by the Contractor as required was impracticable, he shall nevertheless be entitled to authorise payment for such work either as daywork (on being satisfied as to the time employed and plant and materials used on such work) or at such value thereof as he shall consider fair and reasonable.
19.2 The rates for dayworks are inclusive of 15% establishment charges, supervision
overheads and profit. The percentage adjustment to the Schedule of Rates as entered into the Contract shall apply for these items.

Rates
19.3 The rates for labour shall be deemed to include all wages, costs and allowances
payable to or in respect of labour including travelling time, expenses, fares and transport, non-productive time, incentive and bonus payments, payment of or contributions as required towards Foreign Workers Levy, Central Provident Fund, Mosque Building Fund, Skills Development Fund and any other payments mandated by law, together with all other costs, liabilities and obligations whatsoever arising from the employment or engagement of labour and shall also be deemed to include for the use of tools, appliances and non-mechanical equipment such as ladders, trestles, stages, benches, scaffolding, temporary track, wagons, skips, tarpaulins and all similar items together with all supervision, overheads and profit.
19.4 The time of gangers or charge hands working with their gangs shall be paid for under
the appropriate items, but the cost of foreman and walking gangers shall be deemed to be covered by the rates entered for the labour under their supervision.
19.5 The rates for plant/construction equipment shall be deemed to include transportation costs for plant not already available on the site. Such rates shall also be deemed to include overhead charges and profit, site supervision, hire charges, consumable stores, fuel, maintenance and insurance.
19.6 Mechanically operated plant shall be paid for at the rates for the net working hours during which the plant is engaged on daywork and excluding any standing or idle time.
19.7 In the case of building up fair rates (“STAR" rates), the dayworks’ items shall not be
subjected to percentage adjustment to the Schedule of Rates as entered into the Contract.
19.8 The rates for scaffolding shall generally include for scaffolding generally provision
and erection on Site of all materials including poles, uprights, rails, bracings, etc., timber, lashings, struts, wedges, boarding, toe boards, spikes, screws, bolts, straps, brackets, clamps and the like and any safety nettings, safety fans, sloping catch fans, protective canopy all as specified in the Specification in the Contract; making good any damage caused to walls and other surfaces during use, erection and taking down; repairing and maintaining throughout the period of use in first or subsequent positions; providing all necessary inspection report(s) as required by the Construction Site (Safety) Regulations and certification by authorized persons or registered structural engineers.
