After several few weeks of high temperatures, Aug. 11 marks the last day of the dog days of summer, known as “mal bok,” in Korea. We look forward to declining temperatures, especially as we gear up for the 2017 Ulchi Focus Guardian Exercise Aug. 21-Sept. 1. You will notice an influx of troops arriving at our garrison, so please be patient as some of our services, facilities and roads may be impacted by exercise preparation efforts. In particular, all service members must be aware that General Order Number 1 starts Aug. 20, prohibiting alcohol consumption for the duration of the exercise. Driving on the installation may also be affected with the influx of personnel, so please exercise caution and note driving privileges will be suspended for violations (pages 5-11) per Command Policy #108. In particular, under the provisions of USFK Regulation 190-1, a DUI will result in automatic revocation of military and POV driving privileges. August is anti-terrorism awareness month, but every day should be focused on operations security. Please see the enclosed OPSEC smart sheet for an important list of DOs and DON’Ts on how you can help protect our community from hackers and terrorists (page 12). With summer comes mosquitos, which pose the risk of malaria to our community (page 13). Please see the attached on how to protect yourself from contracting this dangerous infectious disease. With the new school year start date just around the corner (Aug. 28), it is time to revisit some basic safety rules with regard to dropping off children, school bus traffic and crosswalks (pages 14-15). Please make eye contact with pedestrians at all crosswalks, and always be alert when sharing the road with bicyclists. The schools would also like to remind you to pick up bus passes for your children (page 16). You may have noticed changes taking place throughout the garrison with transformation and unit moves to USAG Humphreys. We have included notes on our base closure progress (page 18) to keep our community informed. You should also be aware of upcoming road work to take place along Eighth Army Drive starting Sept. 2 until Nov. 15 (page 19-22). Enclosed are maps of each phase of the road work, much of which takes place in front of schools. Please follow the detour signs, and be aware of pedestrians as children go back to school. Aug. 15 is Korea’s National Liberation Day, or “Gwangbokjeol.” This means most of our local national employees will enjoy the day off, resulting in closures like the on-post banking facilities. Going into the exercise, the Central Issue Facility will close Aug. 17-20, and again Aug. 31 – Sept. 3 (page 23). There is also a great rollup of MWR activities for the next few weeks, and I encourage everyone to take advantage of these opportunities in Area II. When off-post, please be aware of your surroundings at all times, and don’t forget to say something if you see something. Together, we can make the summer of 2017 a fun and safe time for USAG Yongsan.

• Vivax Malaria is a serious; but rarely fatal infectious disease. The National Center for Medical Intelligence (NCMI) assess the risk of malaria in South Korea as “INTERMEDIATE.”
• What is Malaria? Malaria is an infectious disease that’s transmitted to humans by the bite of an infectedAnopheles mosquitos which commonly bite during dusk and dawn. The peak season is typically from 1 May to 1 November.
• What are the symptoms? For approximately 30%of individuals Malaria symptoms appear within in 7-21 days. In 70%, symptoms are delayed and appear between 6-18 months after being bitten.
• How can I reduce my risk?
• Ensure proper wear of Permethrin treated Army Combat Uniforms (ACUs) or OperationCamouflage Pattern (OCP) Uniforms while in field environments (sleeves rolled down, pantstucked into boots, undershirts tucked into pants and loosely fitting).
• Apply an Environmental Protection Agency (EPA) insect repellent (DEET, Picaridin,Bayrepel, IR 3535) on exposed skin.
• Use Permethrin treated bed nets (check for holes in netting and keep loose edges off of theground by tucking them under the sleeping bag).
• Ensure that all Soldiers training near the DMZ receive a Medical Health Threat Brief, prior to training that includes malaria risks, preventive measures, and signs and symptoms of disease.
• Unless conducting PRT, DO NOT wear PRT uniforms outdoors when mosquitoes are biting.

New School Year Safety MessageTeam, as we begin a new month, I want to remind you that our children are about to begin a new
school year this month. School days bring congestion: School buses are picking up students, kids on bikes are hurrying to get to school before the bell rings, and parents are trying to drop their kids off before work.
It's never more important for drivers to SLOW DOWN and PAY ATTENTION than when kids are present – especially before and after school.
Here are a few reminders from the National Safety Council and our Garrison Safety Professionals:
§ If You're Dropping Off
Schools often have very specific drop-off procedures for the school year. Make sure you know them for the safety of all kids. More children are hit by cars near schools than at any other location, according to the National Safe Routes to School program. The following apply to all school zones:
•Don't double park; it blocks visibility for other children and vehicles•Don't load or unload children across the street from the school•Carpool to reduce the number of vehicles at the school
§ Sharing the Road with Young Pedestrians
According to research by the National Safety Council, most of the children who lose their lives in bus-related incidents are 4 to 7 years old, and they're walking. They are hit by the bus, or by a motorist illegally passing a stopped bus. A few precautions go a long way toward keeping children safe:
•Don't block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to
go around you; this could put them in the path of moving traffic•In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or
intersection•Always stop for a school patrol officer or crossing guard holding up a stop sign •Take extra care to look out for children in school zones, near playgrounds and parks, and in all
residential areas•Don't honk or rev your engine to scare a pedestrian, even if you have the right of way •Never pass a vehicle stopped for pedestrians •Always use extreme caution to avoid striking pedestrians wherever they may be, no matter who has
the right of way

§ Sharing the Road with School Buses
If you're driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the lights start flashing. It is illegal in all 50 states and here at USAG Yongsan to pass a school bus that is stopped to load or unload children.
•Never pass a bus from behind – or from either direction if you're on an undivided road – if it is
stopped to load or unload children •If lights are flashing and the stop arm is extended, traffic must stop •The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow
them space to safely enter and exit the bus •Be alert; children often are unpredictable, and they tend to ignore hazards and take risks
§ Sharing the Road with Bicyclists
On most roads, bicyclists have the same rights and responsibilities as vehicles, but bikes can be hard to see. Children riding bikes create special problems for drivers because usually they are not able to properly determine traffic conditions. The most common cause of collision is a driver turning left in front of a bicyclist.
•When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist
•When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass •If you're turning right and a bicyclists is approaching from behind on the right, let the rider go
through the intersection first, and always use your turn signals•Watch for bike riders turning in front of you without looking or signaling; children especially have a
tendency to do this •Be extra vigilant in school zones and residential neighborhoods •Watch for bikes coming from driveways or behind parked cars •Check side mirrors before opening your door
By exercising a little extra care and caution, drivers and pedestrians can co-exist safely in school zones.

USAG Yongsan Transformation & Base Closure NotesThe purpose of this message is to provide you with some information on the events surrounding the vacating of North Camp Coiner,
known as the New Embassy Compound (NEC) site. As most of you already know, the Department of State (DoS) will build their new embassy on the northern portion of Camp Coiner. Please refer to the attached map of the site for reference. The NEC site is contained within the solid black line circling the northernmost part of Camp Coiner from buildings 1001 in the northwest to 1059 in the northeast, 1059 to Gate 19 in the southeast, Gate 19 to the western perimeter wall south of Gate 18, and again back up to building 1001. We are in the process of vacating the portion of Camp Coiner where the NEC will be located. Plan is to have this footprint vacated by December of this year barring any delays in construction at USAG Humphreys.
The embassy is going to construct a temporary construction fence to separate the NEC from the rest of Garrison Yongsan sometime this winter. The dashed red line on the map shows the approximate location of the temporary construction fence that will separate the construction site from the remainder of Camp Coiner. The construction fence will have two gates; one on the western side, located approximately at the building 1094 (AAFES) parking lot. The fence on the eastern side will run across the road near the intersection of Beard and Bates Streets, near building 1164. As the fence is constructed, the Garrison will have to close the visitor's center in building 1050 to allow completion of the fence as it is built near Gate 19. The fence will cut off access to the visitor's center and parking lot. The Garrison will announce this closing in advance through various communications channels and social media outlets. Once the construction fence is in place, on a date mutually agreed upon by the Garrison and the Department of State, the garrison will close Gate 19 and open Gate 20 at the top of Coiner Hill near building 1408. Gate 20 will have both pedestrian and vehicle access. The Garrison will also close pedestrian Gate 18 in advance of turning the NEC area into a construction site. When the DoS takes control of the NEC site, USAG Yongsan will close off the construction fence access gates to isolate the area from the rest of the post. Until then, the gates will be open with unrestricted access.
Units residing outside the NEC site, will not move until their schedule move date to USAG-Humphreys. All units within the NEC site that are vacating before the end of the year have scheduled move dates to USAG Humphreys before the end of the year or have been assigned swing space on Yongsan main post.

Repaving of the Eighth Army RoadUSAG Yongsan Directorate of Public Works (DPW) is scheduled to repave 8A Road and X Corps Boulevard by
the Fire station up to the traffic intersection leading to Dragon Hill Lodge area near the Hartell House in three phases starting from Sept. 02, 2017 to Nov. 15, 2017, on post. DPW will be repairing and replacing old roads in the area.
Detour signs will be clearly marked around the area to guide all vehicular traffic. School will be in session at the start of the construction, so please plan accordingly. USAG Yongsan PAO will advertise through social media, but please assist also in disseminating to all units.
