Corpus Christi motion to form a committee to amend the
bylaws and all official documents in the NPAGA bylaws,
guidelines and agreements and remove the term "Minimax"and replace it with the term "Handicap Service Provider". And

National Tournament Director's Report

In an effort to reduce our expenses, the National Board has instructed Minimax to only provide the handicap report viaemail until further notice. Minimax will continue to process handicaps twice monthly, in accordance with USGAguidelines on the 1st and 15th of each month. The handicap report will be posted on the Minimax website atwww.minimaxgolf.com.
On March 21, 2012, National PAGA President, Jesse Pena, ordered all chapters to submit application to be licensed bythe USGA. Chapters were further directed to provide a copy of the application to the National Secretary.
Saginaw, Michigan is currently the only PAGA Chapter not in compliance with this directive. The Saginaw Chapter iscurrentfy suspended from submitting scores to Minimax for handicap purposes, and their members will not be eligible tocompete in National events.
The USGA has initiated an audit program for golf clubs to ensure the integrity of the USGA Handicap System is beingmaintained. The USGA randomly selects licensed golf clubs to complete the audit program and to provide evidence thatthey are using the USGA's formulas and service marks correctly in connection with the USGA Handicap System. A few ofthe points the USGA focuses on include:
• Handicaps must be posted following the USGA revision schedule (1st & as" of. each month)
• All acceptable scores must be posted
• All scores must be adjusted using equitable stroke control
Numerous concerns have been brought to my attention over the understanding of Handicap Index, Course Handicap,and Equitable Stroke Control. Explanations follow:
A "Handicap Index" is the USGA's service mark used to indicate a measurement of a player's potential ability on a courseof standard playing difficulty. It is expressed as a number taken to one decimal place and is used for conversion to aCourse Handicap.
Once a player has a handicap index, this can be converted to a "Course Handicap" using the USGA's Course HandicapCalculator: http://www.usga.org/playing/handicaps/calculator/course handicap calculator.aso. The calculator takesinto consideration the slope rating ofthe tee box being played on a given course to convert the handicap index to acourse handicap. This "Course Handicap" is a whole number (no decimal) and is what players use during an outing fornet scoring and determination of maximum score per hole for Equitable Stroke Control (ESe).
Over the years, many refinements have been made to the USGA Handicap System including the procedure of adjustingindividual hole scores for handicap purposes. Equitable Stroke Control (ESe) sets a maximum number that a player canpost on any hole depending on the player's Course Handicap.

Competing From Different USGA Course Ratings
Question: How do players adjust their Course Handicap when competing from different tees, which have a different
Course Rating and Slope Rating?
One of the commonly misunderstood topics of the USGA Handicap System" is the additional adjustment that needs to
be applied for a competition in which players are competing from different tees/USGA Course Ratings. A common
misconception held by many golfers is that a Course Handicap?' represents the number of strokes a player needs to
shoot par. This is not the case. A Course Handicap represents the (rounded) number of strokes a player needs to shoot a
score equal to the USGA Course Rating of the tees being played. In most cases, par will remain the same for each gender
from one tee to the next as it is based on the effective playing length of each hole. However, look at any scorecard and
you will note that the USGA Course Rating and Slope Rating" will vary from one set of tees to the next.
Since different tees have different Ratings, as well as different ratings for both men and women, for any competition in
which players are competing against one another from different sets of tees, or men and women competing from the
same set of tees, an additional adjustment needs to be applied in order to put all players on an equal playing field. To
compensate for the difference in USGA Course Rating from one set of tees to the next, the rounded difference in USGA
Course Rating between the two sets of tees is added to the Course Handicap of the player(s) competing from the higher
rated set of tees.
If a majority of the players are competing from the higher-rated set of tees, it is acceptable for the rounded difference in
USGA Course Rating to be subtracted from the players competing from the lower-rated set of tees. (See Decision 3-5/1.)
The USGA Handicap Department has received many inquiries in regard to this topic as players often feel as if they are
being penalized for playing a shorter set of tees. However, this adjustment is necessary so players can compete on an
equitable basis. Since a Course Handicap gives a player the whole number of strokes needed to shoot the USGA Course
Rating of the tees being played, a player competing from a set of tees with a USGA Course Rating of 70.3 is expected to
shoot a net score that is two strokes fewer than his opponent who is competing from a set of tees with a USGA Course
Rating of 72.7.
The opponent competing from the higher-rated set of tees needs two additional strokes to compete on equal footing
(72.7 - 70.3 = 2.4, 2 rounded). Without this adjustment, the player competing from the lower-rated set of tees is at a
distinct advantage.

National President's Report
USGA License mandate for all PAGA Chapters: Congratulations to those last eight chapters whoacquired their USGA License. It was taken over two years but we are finally down to only oneremaining chapter to reach 100% compliance.
USGA Rules and Formula: Each chapter must commit to following the USGAHandicap System.Encourage members to post all scores and use the equitable stroke control formula.
New vendor proposal for Handicapping Services: Consider and act on the Handicap Committee
recommendations and guidelines in deciding best plan of action.

. NPAGA constitution, Bylaws and official documents: These documents must be updated.
Specific amendments to each Article and section with reference to Minimax must be replacedwith a more generic term.
NPAGA Website: A completely new website has been created and is up and running. There arestill many more enhancements to be made and more pages to add.
NPAGA Financials: We are still under a heavy burden to meet our financial obligations. Wehave not recovered from the large invoices paid to Minimax the previous years. One of our
CD's has been withdrawn and deposited in our savings account. A review has been conducted
on the previous 18 months of transactions.
Communications: We must create a one point of contact with each chapter and maintain the
accuracy of that list.

Recognize parents, who have to incur the extra expense to bring Jr's as they have moreexpenses for lodging and food. Thanking parents publicly and by recognizing theirchildren as this will encourage parents to make the sacrifice and bring them to compete.
Jr. Hall of Fame: Established a Who's Who on the website for Jr's that have becomepositive role models and participated in the PAGA JR Program. Quotes from Jr's whoare now adults stating what being a Jr in the PAGA teach them as adults. Nationalboard will make all final decisions.

Diabetes Is Increasing Worldwide:The number of people living with diabetes is estimated at 382 million and is expected to grow to 592million by 2035 (International Diabetes Federation). Over 26.8 million Americans are affected by diabetes.Approximately 86,000 people in the Coastal Bend in Texas feel and battle the effects of diabetes and manyofthem don't even know it. It is estimated that one in three Americans will have diabetes by the year 2050.
Glucose;When you get a blood test, check the Glucose readings. These readings should be between 70 andlOO. Ifyour readings are over 100 you are considered to be pre- diabetic.
Special Days and Events:Throughout the year you have many opportunities to participate in local or worldwide events that providefurther community awareness and outreach.
Diabetes Recreational Camps:Texas Lions Camp, located in Kerrville, Texas and sponsored by Lions Clubs in the state of Texas, have atwo-week camp for children with Diabetes. Children attending will make new friends and will learn how tomanage their diabetes .. The Lions Camp provides recreation and diabetes education with supervision byMedical and Professional Staff.
Diabetes Awareness Month: NovemberEach year during November, Lions worldwide join together to promote awareness of diabetes. This monthhelps to keep Lions and their fight against diabetes firmly in the public spotlight. World Diabetes Day: November 14The world Diabetes Day campaign is led by the Intemationai Diabetes Federation and its memberassociations. It engages millions of people worldwide in diabetes advocacy and awareness. The theme is"Diabetes Education and Prevention."
Diabetes Alert Day: USADiabetes Alert Day, sponsored by the American Diabetes Association, is held every fourth Tuesday in March.It is a one-day Wake-up Call" asking the American public to take the Diabetes Risk Test to find out if theyare at risk for developing type 2 diabetes. You can distribute the risk test to family and friends, or chooseother diabetes service projects to commemorate this day. American Diabetes Association does not have anoffice in the Rio Grande Valley.
There is a lot of information on Diabetes from the International Diabetes Federation, American DiabetesAssociation and from your local clinics and newspaper.

Midland, Texashas inquired about membership to the National Pan American GolfAssociation. The city is 2 hours drive from San Angelo and about 15 miles from Odessa.
Presently they have 20 members from Midland, Stanton, Alpine and Marfa and theyplay together once a week.
Monica Quiroga Maldonado contacted our President David Tovar and expressedinterest in becoming part of NPAGAin this meeting. An application and requirementsfor membership was e-mailed to Monica and I was copied with that information.
I e-mailed Monica and offered our help and assistance with her request. She wasgrateful that we had responded and explained the procedure in a timely manner. Shealso mentioned that they would complete the paper work and would mail it forconsideration for membership.

Our National President, David Tovar, appointed a committee during the National PAGAWorkshopto recommend a revision to our Constitution and By-Laws for future National Meetings.
Article V, Section 6 of our National PAGA Constitution reads: itA quorum must be present at anynational delegate meeting in order to transact business. A quorum shall consist of a simple majorityof fifty percent plus one (50% +1) chapters of the governing body. (Amended May 23.1998).
The committee recommends the following: "A quorum must be present at any national delegatemeeting in order to transact business. A quorum shall consist of the chapters present."

Appendix A: Questionnaire
The National PAGA organization has been in existence for over fifty years, promoting golf for men,
women and juniors, through community involvement and fund raising activities. The National PAGA isestablished in 9 states with 44 Chapters and a membership of over 2600.
Our organization is currently seeking a handicap service / software application for our member chapters.
Key Requirements:
1. Must be USGA compliant. As defined in section two of the USGA handicap system each chapterof the NPAGA is licensed with the USGA and are registered with they're state or regional golfassociation. The handicap service select by the NPAGA must comply with all USGA handicapguidelines.
2. Support multiple methods of recording scores. Example: Define entry options for individualmembers verses entry options for administrators / handicap chairman.
3. Provide reports for peer review. Reports should be available both online and available for print.
4. National administrators must be able to review all member chapter rosters for the purpose ofbilling membership dues and qualifying members for National events. Can your applicationautomatically send roster reports to the National board during each by monthly calculation.
Additional features:
1. Smartphone / tablet support. Does your service have apps that would allow members to enterscores and be able to review they're handicap records with a smartphone or tablet. Please listsupported phone / tablet OS's.
2. Equitable Stroke Control (ESq control during data entry of scores. If using hole by hole entercan your application adjust for ESe.
3. Tournament management support. Ability for National Tournament director to select memberfrom each chapter for National Tournaments and use member data to generate flights andpairings. At the end of the tournament can score results be posted to members handicaprecords.

2. Provide a detail description of the application and features ofthe product. Outlineimplementation timeline for product setup / configuration. If your application is a softwarebased solutions that must be loaded on a computer for each chapter please list computerrequirements and operating systems supported

4. Define terms of contract including contract start and renewal dates. Define renewal optionsincluding support costs. Provide billing options for adding new members between annualservice renewal.

THE RESULTS

• Golfnet was the 3rd choice of the committee.Good product but committee favored theother 2 solutions over Golfnet.
• MyScoreCard was rated 4th by the committee.Lacked features of the other 3 products andconcerns about company stability
THE FINAL SELECTION
• Golfsoftware was selected over Handicomp.Both companies offered comparable productsbut Golfsoftware was $1.45 less thanHandicomp per member.
• The Golfsoftware tournament product wasalso a factor in the selection. For $190.()Odollars all chapters can use the softwarevs$395.00 dollars per chapter from Handicomp
OUR RECOMMENDATION
• Handicap Committee recommends theGolfsoftware Company as the PAGA officialhandicap service.
• The delegates are asked to direct the board tonegotiate a contract with Golfsoftware for theagreed upon cost of $3.00 dollars permember. The length of the contract andpayment terms to be approved at the NationalTournament in EI Paso.
THE PILOT PROGRAM
• 160 members from Austin, Kansas City, andSan Antonio will be used in a pilot programwith Golfsoftware.
• Objectives of the program will be to teachHandicap administrator's and golfer's how touse the application.
• Knowledge gained from the pilot program willbe used to help chapters convert over to new

Tournament Director will have the final ruling in any adjustments made by the Tournament Committee.Please confirm your Chapter's players have entered the optional wagering if they wish to compete for
the net places within the flights. Number of places will be based on a percentage of players competing
in the wagering for each flight. In case of a tie: All players will divide the wager monies for each place
equally. (Example: if 3 players tie for 2nd place, they will divide equally the money for the 2nd, 3rd

Below is a detailed list of what Miguel Bautista and I will do to help the El Paso Chapterin conducting the National PAGA Tournament.
-TPP Online Tournament Software: Originally we were going to use the IWanamaker softwareprogram, however all clubs are not proficient in running this program. We are now goingto use the Tournament Pairing Program from the USGA that all clubs have on their ClubHandicap computer.Miguel will be the central workstation for all event needs in registration and set-up.From there all courses will be emailed their pairings, scorecards and cart tags for theevent. Course personnel will print and score the event from their computer and allresults will be live for tournament participants to view after each round.
-Scoresheets: All scores will be individually posted at the hotel headquarters for alltournament participants to view. Respective chapter logos will be displayed next to the 4& 7 Man Teams. On Thursday night all score sheets will be re-located to the site of theParade of Colors.
-Skins: All tournament participants will be able to view the results of their score aswell as skins won on their computer or smartphone within minutes after their completedround.

GUEST ROOM RATESThe following rates will be honored for the Group for traditional room types related to the above roomblock.
The above quoted room rates are also subject to any applicable city, county, state or federal taxes, whichcurrently total 15%. Check-in time beings at 3:00pm and check-out time is 12:00pm. The Group Rateabove will be made available to attendees three (3) days before and after the Group's event, at the Hotel'sdiscretion and subject to rate/space availability. Deluxe Hospitality and Deluxe Comer Suites guestrooms will be an additional $40 and $50 to the group rate respectively, based on availability.
COMMISSIONGuest room rates are net non-commissionable.
STARGROUPSIf requested, the Hotel will create a free customized website for Group's event or meeting through aproduct known as StarGroups. This customized website will allow attendees to book their hotelreservations online, and may also include personalized information about the event or meeting, includingContent, links to Group's website, and dining, entertainment, and city information. This website will alsoallow you to access group reports which show the number of individuals that have booked guest roomsusing the website. The website's unique URL will be distributed to Mike McLaughlin or to such otherperson designated by Group, for distribution to members and other attendees.
RESERVATION PROCEDURES AND CUT-OFF DATEA cut-off date of 12:00 P.M. CST on Monday, July 06, 2015 (<<Reservation Cut-Off Date") applies forguest room accommodations. Group shall remain responsible for payment of the remainder of the RoomBlock, less any allowed attrition. Reservations and substitution requests received after the ReservationCut-Off Date shall be handled on a space/rate available basis.
All guests shall make reservations on an individual basis by contacting the Hotel ReservationsDepartment at 888-627-8556 and must identify themselves as members of your Group to receive theGroup rate.
RESERVATION TERMSAll rooms included in the Room Block require a guaranteed method of payment prior to acceptance of thereservation, either by guest check, money order, valid credit card, direct bill or prepayment. Group roomreservation cancellations will be accepted with no penalty up to seventy-two (72) hours prior to arrival.
PARKINGOvernight parking rates are $20.00 per day for Valet and $12.00 per day for Self Parking. Parkingaccommodations are not guaranteed and are subject to availability and rates are subject to change.
