Introduction Today, continual improvement and promption of develoment indices from different aspects, especially continual economic development, is one of the main duties of the government and their officials in the provinces and the major concern of the economic directors. It is believed that achieving social justice and raising the welfare and income level of the society is provided by the social and economic development indices. In the social and economic development process, investment is of significant importance in a way that economic growth at the regional and national level cannot be reached without paying attention to the investment.

For the efficient and practical organization, facilitating and speeding up foreign investment affairs in Iran, also, to centralize the foreign investors who refer to different organizations in one place, and finally, according to the Ar cles (16 and 20) of Execu ve By‐Law of Foreign Investment Promotion and Protection Act, foreign investment services center is established in the Investment Organization. The duties of the foreign investment services centers are specified in Ar cle (20) of the Execu ve By‐Law of the mentioned Act.

Through proper organization, these centers are supposed to be a place where investment applicants refer to. All the investor’s affairs such as obtaining establishment license, environment certificate, machinery and equipment order of registration, customs entry permit issuance, etc. are accomplished in three phases, i.e. before obtaining the license, after obtaining the license, and the executive investment affairs. In other words, these centers are the representative of the investment organization in the provinces and act as a mediator between the investor and the relevant executive organization, and a coordinator in issuing the licenses required by the investor.

With numerous capabilities and potentials and strong infrastructures such as Shahid Rajaee and Shahid Bahonar ports, dock shipyards for ship building, free trade‐industrial zones of Kish and Qeshm and five special economic zones in the province, two large oil refining companies, and gas treating plants, Hormozgan province is a convenient area in which all the affairs related to the investment in three main dimensions of the abovementioned duties are pursued and operationalized in the investment services center.

1.1. A Brief Overview of Hormozgan Province

Hormozgan Province is one of the seven coastal provinces of Iran. The province has 900

kilometers coastlines of Persian Gulf and Oman Sea. Taking into account the 600 km coastline

of the 14 islands which belong to this province, this coastline reaches 1,500 km. Due to this

feature, this province has a top status which provides a suitable basis for an active coastal

management.

The cultural and economic activities of the province are “coastal” and completely influenced by

the sea. For instance, 80% of the urban popula on and 40% of the total population reside

within 20 km from the coastline. All the ac vi es related to the fishery, port, mari me

transportation, and also most of the industrial, trading, and service‐related activities, together

with the most significant fundamental issues have developed in such space. With 14 islands,

Hormozgan Province has the highest number of islands amongst the coastal provinces in Iran.

Two major cities, Abu Musa and Qeshm, are comprised of islands. Qeshm Island is comprised

of Hormuz, Hengam, and Qeshm. Abu Musa Island, together with five other islands which

include Tonb‐e‐kochak, Tonb‐e‐bozorg , Siri, Faror‐e‐kuchak, Faror‐e‐bozorg comprise Abu

Musa. 3 other islands including Kish, Hendarabi, and Lavan are close to Bandar Lengeh.

Therefore, from among 21 ci es of the province, 13 of them are coastal cities and 2 ci es are

dominated by them. As a result, only Bastak, Fin, Roodan, Fareghan, Janah, and Haji Abad are

developed at the center and far from the sea.

1.2. Geographical Situation of Hormozgan Province

Hormozgan Province is like a strap from the North West to the South East and is located on the

northern part of the Persian Gulf and the Oman Sea between 25 30 and 28 53 North (La tude) and 52 44 to 59 16 East (Longitude) and dominates the Strait of Hormuz.

Kerman Province located on the North and the North East, Fars and Bushehr Provinces located

on the North West and the West, Sistan and Baluchestan Province located on the East, and the

azure waters of the Persian Gulf and the Oman Sea located on the South encircle this province.

The area of the province is 71,650/72 km2 which covers about 4% of Iran and is the 8th biggest

province.

As men oned earlier, Hormozgan Province has 14 big and small islands with different func ons

and more than 1,500 km water border. Consequently, a considerable part of its geographical

structure and therefore, political and administrative divisions is based on these special

geographical conditions.

Topographically, Hormozgan Province is comprised of three mountainous areas, foothills, and

plains.

The mountainous areas which include two‐third of this province are located on the West,

North, and also the East part. The West‐side Mountains are the extension of the Zagros range

whose height reduces when it reaches the South. The Northern Mountains, also, include the

South East of the Zagros range which extends from near Shiraz up to the Strait of Hormuz. The

East‐side Mountains extend from the Strait of Hormuz to Pakistan.

The foothills and the plains are located in the middle of the mountains and valleys and cover a

wide area from the North and the West.

In this province, Fareghan Mountain with the height of 3,268 m is the highest Mountain of the

Province and Genow Mountain with the height of 2,347, 20 km from Bandar‐e‐Abbas, can be

observed from Iseen plain.

1.3. State Divisions

According to the latest state divisions, Hormozgan Province has got 13 major ci es, 37 districts,

32 municipali es, and 85 villages, all of which, except Roodan, Bastak, and Haji Abad, have

water borders.

1.4. Population

According to the population census carried out in 2006, the population of the province was

1,403,674 which comprised 1/99% of the popula on in Iran. Therefore, the population density

was 19/59 individuals per km2 when, in the same year, this index was 43 individuals per km2 in

Iran. The maximum popula on density belonged to Qeshm Island with 64/78 individuals per

km2 and the minimum popula on density belonged to Haji Abad with 6/81 individuals per km2.

1.5. The Population Growth and the Age/Sex Composition

The percentage of the population growth of the province is based on the 1996 and 2006

census. According to the population census in 2006, the population of the province is

comprised of 51/66% male and 48/33% female popula on. Therefore, the sex ra o is 106. In

other words, there are 100 females for 106 males. Considering the age groups, 30/9% are

categorized under the age group below 15, 65% are 15‐64, and 4/06% are 65 or more.

1.6. Human Resources and Employment

Based on the work force plan, with an unemployment rate of 6/9%, Hormozgan Province has

had the lowest unemployment rate among 30 provinces. From the total employed popula on

of the province, 17% worked in agriculture sec on, 27/5% worked in the industry sec on, and

55/4% worked in different service‐related sectors.

1.7. Economic Characteristics of Hormozgan Province

1.7.1. Regional Accounts of the Province

The latest estimation of the regional accounts of the province refers to 2008 based on which

the gross domes c product (GDP) of the province in the men oned year has been 63,806

billion rials that forms 1.74 percent of the total gross domes c product of the country; so the

growth of the gross domes c product of the province has increased to 27.3% in comparison to

the last year (2007). In 2008 the services related sec on with the growth of 29% formed 76.4%

of the total gross domestic product. In the same year, the growth of agriculture section and

also the industry and mine sec on were 19% and 23.6% respec vely whose shares in the gross

domes c product of the province would be 8.4% and 15.2% respec vely. Also per capita gross

domestic product of the province for each single person of the province popula on was 43

million rials in the same year.

1.7.2. Unemployment in the province

Unemployment rate is the number of unemployed population on the number of total active

labor force popula on (unemployed or employed) by 100. Unemployment rate of the country

in 2009 was 11.9% which was equivalent to 6.9 percent in Hormozgan province. Since 2007 the

unemployment rate has declined. The following table represents the unemployment rate in

Hormozgan in 2006‐2009:

Strategic significance of the province with 900 km maritime boundary and settlement

of 14 different islands and totally 14 coastal towns with various func ons such as

commercial, tourism, industrial and oil use.

Enjoying the powerful substructures and infrastructures like Shahid Rajaee and Shahid

Bahonar Port Complex with transnational functionalities, multi‐purpose ports, specific

shipbuilding, steel, and oil‐products export docks.

Establishments of Qeshm and Kish free trade‐industry zones, and also Shahid Rajaee

special economic zone, Persian Gulf mining and metal industries special economic zone,

and Persian Gulf shipbuilding special economic zones.

Establishments of grand industries like Persian Gulf shipbuilding, gas refinery,

Aluminum, Ferro Chrome, Ferromanganese industries etc.

The possibility to establish other industries and supporting infrastructures for the

Southern Pars gas field

Access to all four types of land, maritime, rail and air transportation networks; because

of these capabilities Hormozgan province is considered the vital lifeline of the country.

develop fishery activities in form of shrimp aquaculture and industrial fishing.

Beautiful beaches, islands and ports with ecotourism capabilities and other tourist

attractions any of which can be considered the long‐term oriented development of

Hormozgan.

Merchandise transit operation which connects southern Asia to Eastern south Asia and

Caucasus to Central Asia.

Vast sources of gas, Chromites, Ocher and other mines.

Ability to construct marine vehicles with the capacity of 80 thousands tones in Fara

Sahel Iran shipbuilding complex

Therefore, Hormozgan province can be considered one the most important economic

hubs and the head bridge of economic, cultural, and political ties in Iran and other parts

of the world.

1.9. Advantages of Free and Economic Zones of Hormozgan Province

A) Advantages of Kish Free Zone:

1. Enjoying the advantage of special geographic posi on as the interface between

newly independent states of the former Soviet Union and central Asian countries and

Persian Gulf countries and also as an important connecting passageway between

Europe and Asia.

Southern Persian Gulf countries markets.

5. Interna onal airport and regular local and international flights to UAE and also other

countries in the future.

2. Having mari me boundaries with Persian Gulf and enjoying Pahlavan Takh 6th port.

3. Enjoying the rail way connected to the whole country and central Asia with the

capacity of 6 million of impor ng and expor ng goods and being surrounded by Bafq‐

Bandar Abbas railway and Bandar Abbas‐Shahid Rajaee railway.

4. Owning desalina on unit with the capacity of 1800 cubic meter a day and execu ng

the project of 2500 cubic meter fresh water a day.

E) Advantages of Persian Gulf Shipbuilding Economic Zone:

The operator of this area is ISOICO shipbuilding complex company. This company has

nearly 3000 kilometers of mari me boundary in the country. Regarding its developing

exploitation, improving oil products transportation, and increasing the traffic of

maritime vehicles in the strategic area of Persian Gulf and Oman Sea, it is the largest

factory in Iran for shipbuilding, ship repairing, and maritime structures which has been

established with the investment of 500 million dollars.
