COMMISSIONE INDUSTRIA, RICERCA E ENERGIA – ITREPer preparare il lavoro del Parlamento europeo in Aula, i deputati si suddividono in commissioni permanenti,ciascuna delle quali è specializzata in determinati settori. Esaminano le proposte della Commissione e delConsiglio e redigono le relazioni che saranno presentate in Aula.La commissione ITRE del Parlamento europeo esamina le proposte legislative della Commissione Europeaconcernenti : la politica industriale dell'Unione, comprese le misure relative alle PMI; la politica dell'Unione nelcampo della ricerca e innovazione; la politica spaziale; la politica energetica; Euratom; la tecnologiadell'informazione.

PARTIAL GENERAL APPROACH - ORIENTAMENTO GENERALE PARZIALEAccordo politico raggiunto in sede di Consiglio in attesa della posizione in prima lettura del Parlamentoeuropeo. Un orientamento generale è detto parziale se copre solo parti dell'atto legislativo proposto.

QUADRO FINANZIARIO PLURIENNALEIl Quadro finanziario pluriennale fissa gli importi annuali massimi che l'Unione europea può spendere nei varisettori d'intervento in un determinato periodo. TRILOGONegoziazione informale tra il Consiglio, il Parlamento europeo e la Commissione (DG Ricerca & Innovazione perHorizon 2020) avviata tra la prima lettura del testo legislativo al Parlamento e l'adozione da parte del Consigliodella propria posizione. I triloghi consentono di identificare i punti essenziali di divergenza tra il Parlamento e ilConsiglio e di effettuare così una prima valutazione della possibilità di giungere un accordo sul testo in primalettura. 46

Phase 1:

Valutazione e fattibilità

Le PMI beneficeranno di finanziamenti per esaminare

la fattibilità scientifica o tecnica e il potenziale

commerciale di una idea nuova (proof of concept) al

fine di sviluppare un progetto di innovazione.

In caso di esito positivo di tale valutazione, il

finanziamento proseguirà anche nella o nelle fasi

successive.

Phase 2:R&S, dimostrazione, prima applicazione

commerciale

La ricerca e lo sviluppo beneficeranno di un sostegno incentrato in particolare sulle attività dimostrazione (prove,

prototipi, studi di ampliamento di scala, progetti pilota di processi,

prodotti e servizi innovativi, verifica delle prestazioni ecc.) e la prima applicazione commerciale.

Phase 3:

commercializzazione

Questa fase mira a facilitare l'accesso al capitale privato e ad ambienti propizi all'innovazione. Sono previsti collegamenti con

gli strumenti finanziari (cfr. parte II, sezione "Accesso al capitale di rischio del presente allegato") ad esempio accordando alle PMI che

hanno superato le fasi 1 e/o 2 priorità nell'ambito di una

dotazione finanziaria riservata. Le PMI beneficeranno inoltre di misure di sostegno come messa in rete, formazione, tutorato e consulenza. Inoltre questa fase

può comportare misure di incentivazione degli appalti

Duration of support: 1-12 months

Secondments may be split into several stays not exceeding 12 months in total and not going beyond the project duration. The splits must be justified and considered beneficial for the transfer of knowledge activities.

The exchanged staff members* should be guaranteed full reintegration into the sending institution thus maximising the impact of the action for knowledge sharing and long-term collaboration.

* Staff members in RISE are researchers (ESR and ER), innovators, administrative, managerial and technical staff supporting the research and innovation activities of the project. They shall be actively engaged in or linked to research and/or innovation activities for at least six months (full-time equivalent) at the sending institution prior to the first period of secondment. Secondments in RISE are not subject to the mobility rules.
