TOUCAN & PEGASUS PEDESTRIAN CROSSING PLACES
NOTICE is hereby given that in exercise of their powers under the Road Traffic Regulation Act 1984, West Sussex County Council, proposes to install toucan and pegasus crossings on the A264 Crawley Road east of the signalised junction with Rookfield Road and, introduce permanent Orders, the effect of which will be to:-
(i) introduce a 50mph speed limit on a length of the A264 Crawley Road & A2220 Horsham Road; and
(ii) introduce a 20mph speed limit on residential roads in Kilnwood Vale; and
(iii) prohibit vehicles travelling westbound on the A264 from turning right into Rookfield Road; and
(iv) prohibit all vehicles on the A264 from making a U-turn at the signalised junction with Rookfield Road
Full details of the proposals in this Notice can be viewed on our website www.westsussex.gov.uk/tro. The website includes a response form for comments or objections. The documents may be inspected at West Sussex County Council, County Hall, Chichester during normal office hours, and at the Crawley Public Library, Southgate Avenue Crawley during normal library opening hours. STATEMENT OF REASONS FOR PROPOSING TO INSTALL THE CROSSINGS AND MAKE THE ORDERS
The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, propose to:
(a) install toucan and pegasus crossings on the A264 Crawley Road east of the signalised junction with Rookfield Road; and
(b) make permanent Orders the effect of which will be to:- (i) introduce a 50mph speed limit on a length of the A264 Crawley
Road & A2220 Horsham Road; and (ii) introduce a 20mph speed limit on residential roads in Kilnwood
Vale; and (iii) prohibit vehicles travelling westbound on the A264 from turning
right into Rookfield Road; and (iv) prohibit all vehicles on the A264 from making a U-turn at the
signalised junction with Rookfield Road Horsham District Council granted planning permission for the Kilnwood Vale development at Holmbush Landfill site on the A264 Crawley Road. In accordance with the Section 106 planning obligation, toucan and pegasus crossings will be installed on the A264 as part of the signalised junction with Rookfield Road that serves as the secondary access to the Kilnwood Vale development. The crossings are designed not only to serve the new development but also to create safe crossing points for existing users of the public bridleway and to provide a safe alternative to the uncontrolled crossing point near the Sullivan Drive roundabout junction. The toucan crossing on the westbound carriageway of the A264 will be located 20 metres east of the junction with Rookfield Road and the pegasus crossing will be located 29 metres east of the junction with Rookfield Road. On the eastbound carriageway of the A264 the toucan crossing will be located 24.5 metres east of the junction with Rookfield Road and the pegasus crossing will be located 33.5metres east of the junction with Rookfield Road. The A264 is a dual carriageway currently subject to the national speed limit. As it is not recommended to install crossings on roads with speed limits of more than 50mph, it is proposed to introduce a 50mph speed limit to enable the toucan and pegasus crossings to be used safely. The 50mph speed limit will extend from a point 270 metres west of the Calvert Link roundabout junction on the A264 Crawley Road, eastwards to a point 183 metres south-west of the Breezehurst Drive roundabout junction on the A2220 Horsham Road, Crawley. Due to the layout of the signalised junction it will also be necessary to prohibit westbound vehicles on the A264 from turning right into Rookfield Road and prohibit any

vehicle from making a U-turn at the junction. A 20mph speed limit will apply to the residential roads within the Kilnwood Vale development including Beeches Way, Bricklayer Close, Brickyard Way, Illett Way, Kilnwood Close, Millpond Lane, Mole Crescent and Rainbow Field with a Gateway feature on Rookfield Road. The Orders are proposed to avoid danger to persons or other traffic using the roads or for preventing the likelihood of any such danger arising, and to facilitate the safe passage of traffic. West Sussex County Council in exercise of their powers under Sections 82 and 84 (1)
(a) of the Road Traffic Regulation Act 1984 ("the Act"), and Part IV of Schedule 9 of the Act and of all other enabling powers, and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:- 1. This Order shall come into operation on the x day of x 2016 and may be cited
as "West Sussex County Council (Colgate & Crawley: A264 Crawley Road, A2220 Horsham Road & Kilnwood Vale Various Roads) (50mph, Restricted Road and 20mph Speed Limit) Order 2017”
2. This Order shall supersede any previous speed limit Order relating to the
lengths of roads specified in the Schedules to this Order 3. The Orders in the First Schedule to this Order are hereby revoked.
4. The lengths of restricted roads in the Second Schedule to this Order shall
cease to be restricted roads for the purpose of Section 82 of the Act.
5. No person shall drive any vehicle at a speed exceeding 20 miles per hour in the lengths of roads specified in the Second Schedule to this Order.
6. The lengths of roads in the Third Schedule of this Order shall be restricted roads for the purpose of Section 82 of the Act.
7. No person shall drive any vehicle at a speed exceeding 30 miles per hour in the
lengths of roads specified in the Third Schedule to this Order.
8. No person shall drive any vehicle at a speed exceeding 50 miles per hour in the legnth of road specified in the Fourth Schedule to this Order.
4. Nothing in Paragraphs 5, 7 and 8 shall apply to a vehicle being used by naval, military or air force purposes while being driven by a person for the timebeing subject to the orders of a member of the armed forces of the Crown on an occasion when –
(a) the person driving the vehicle is a member of the special forces as defined by the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011; and
(b) the vehicle is being driven-
(i) in response, or for practice in responding, to a national security
emergency by a person who has been trained in driving vehicles at high speeds; or
(ii) for the purpose of training a person in driving vehicles at high speeds.

(PROHIBITION OF TURNS) ORDER 2017 West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2) and 4 (2) of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-
PART I GENERAL
Commencement & Citation 1. This Order shall come into operation on the * day of * 2017 and may be cited as
"West Sussex County Council (Colgate: A264 Crawley Road) (Prohibition of Turns) Order 2017."
Interpretation 3. (1) In this Order – “vehicle” has the same meaning as that assigned to “motor vehicle” in
Section 136(1) of the Act. (2) Except where otherwise stated any reference in this Order to a numbered Article or Schedule is a reference to the Article or Schedule bearing that number in this Order.
PART II PROHIBITION OF U-TURN & RIGHT TURN PROVISIONS
4. Save as provided in Article 7, no person shall cause or permit any vehicle
travelling westbound on the A264 Crawley Road, to make a U-turn at the traffic light controlled junction with Rookfield Road so as to travel eastbound on the A264.
5. Save as provided in Article 7, no person shall cause or permit any vehicle
travelling eastbound on the A264 Crawley Road, to make a U-turn at the traffic light controlled junction with Rookfield Road so as to travel westbound on the A264.
6. Save as provided in Article 7 of this Order no person shall cause or permit any
vehicle proceeding westbound along the length of road specified in the First Schedule of this Order to make a right turn at the junction specified in the said First Schedule.
7. Nothing in Articles 4, 5 and 6 shall apply in respect of a vehicle:-
(a) proceeding under the direction or with the permission of a police constable in uniform; or
(b) being used by the Police, ambulance or fire brigade in the event of an
emergency. 8. The prohibitions imposed by this Order shall be in addition to and not in
derogation from any restriction imposed by any regulations made or having effect as if made under the Act or by or under an enactment.
