Operation Outreach 2004 Strategy
• Under then Deputy Chief Suhr, a strategy to do something different
• Officers to work in partnership with the Homeless Outreach Team, Human Services Agency, and Department of Public Health
• Creation of the 70 Units
• Development of the Homeward Bound Program
• Development of the Homeless Resource Form - SFPD 507
Strategy to Address Homelessness
1. Enforcement is not the primary strategy.
2. Respond to complaints from the public by addressing encampments.
3. Providing resource information or connecting individuals with the Homeless Outreach Team.
4. Working in close partnership with Department of Homelessness and Supportive Housing, Department of Public Works, Department of Public Health, and the Homeless Outreach Team.
5. Development of the Problem Solving Team
6. Create a 311 liaison position
7. Update the SFPD Homeless Resource Sheet Quarterly
8. Participate in a daily conference call, led by the Department of Homelessness and Supportive Housing (HSH)
9. Participate in the Mission District Homeless Outreach Program - Daily Meetings
10. Participate in the weekly Encampment Resolution Working Group
11. SFPD to be last layer in strategy - Enforcement is last option
12. Participate in policy development meetings.
13. Host Bi-monthly citywide 70 Unit Coordination meetings.
14. Participate in 72 hour tent resolution.
15. Participate in Interagency Council on Homelessness.

• Six Officers 0600-1600 Mon - Thurs
• Concentrated and Strategic effort in resolving encampments
• Provide Resource Support on homeless related calls in the Mission District
• Coordinate daily with Stakeholder City Agencies
