Though foreclosuresearch engine RealtyTrachas determined that thenumbers have been de-clining since 2010, dis-

tressed housing seems inevidence in many of theplaces I visit each week.

Thereareenoughshortsales — in which a lenderagrees to accept less thanis owed on the mortgage

—that theyarementionedin my conversations withreal estate agents.

Thegovernment, alongwith lenders’ growingwillingness to limit lossesby avoiding foreclosure

expenses, has pushedshort sales to the fore-front, although the juryremains out on whetherthat process moves morequickly now than it haspreviously.

Anyway, I cautionedmycolleague against buy-ing a foreclosure, an en-deavor still best left to thepros, especially experi-enced investors.

Donald Sepety of Pru-dential Fox & Roach inCollegeville, Pa., who spe-cializes in foreclosures,maintains that his biggestjob is getting prospectivebuyers to understand thatthey’ll be acquiring theproperty as is.

The lender is going todo nothing to bring a fore-closed house up to code,for example; the buyerhas 60 to 90 days to havethe necessary work doneto get a certificate of oc-cupancy before movingin. Soan inspectionbeforepurchase is critical, al-lowing the buyer to nego-tiate with the lender tolowertheprice,accordingto Sepety and other ex-perts.

“Buying a house for$30,000 belowmarket val-ue doesn’t mean much ifyouhave$40,000 inneces-sary repairs,” says ToddHills, CEO of pawn-storewebsite Pawngo.com.

Use the home inspec-tion to calculate howmuch the repairswill costand to be certain you canpay for them, especiallyrepairs that can’t wait,Hills says.

Avoid buying morehouse than you can affordby preparing ahead oftime, he adds. Determinethe maximum you willpay for the property be-fore you go to an auction.Also check howmuch of adownpayment you shouldhave on hand, typically 5percent to 10 percent of

the asking price.Hills suggests dealing

with Fannie Mae andFreddie Mac, which havea large inventory of fore-closed homes.

“They also have the ca-pability to offer a varietyofmoney-saving benefits,including down paymentsas low as 3 percent, nomortgage insurance eventhough the down is lessthan 20 percent, no re-quired appraisal, and youcan have a credit score aslow as 580,” he says.

If you're planning tomake a killing by buyingand flipping foreclosures,though, think twice.

As the area’s housing and construction activityimproved in 2012, the Tallahassee BuildersAssociation (TBA) went to work growing itsmembership.

I am proud to report that last year TBA addedover 100 new members to its membership rolls.Overall, we increased membership by 31.9percent, making us one of the fastest-growingbuilders associations in America, and thesecond-fastest growing in Florida, behind onlythe Northeast Florida BA in Jacksonville.

Under the leadership of builder Alan Weekleyof Alan Weekley Homes, TBA’s MembershipCommit tee conducted two successfu lmembership drives in 2012, including a Fall drivethat brought in 40 new members (see list).

Partially built and the

size of a tiny motel room,the two-room structuresare a huge improvementoverthetatteredtentsandtin shacks where 347,284Haitians still linger threeyears after the devastat-ing Jan. 12, 2010, earth-quake.

But as Haiti’s govern-mentmoves to resolve thebiggest reconstruction is-sue—permanent housing— officials are facing alack of funds to solve theproblem and getting criti-cized over the size and lo-cation of the houses thatare being built.

“It’s better than a tent,but it’s not the real aspira-tions of the people,” saidLeslie Voltaire, an urbanplanner who worked onhousing issues after thequake. “They want re-spect and you are down-grading them.”

But Patrick Rouzier,housing adviser to Presi-dentMichelMartelly, saidthe 344-square-foothouses aremore than dig-nified.Theyconsistof tworooms, akitchenandbath.

“We cannot cross ourarms and say we won’t doanything for the peopleunderneath the tents,”said Rouzier, a business-man. “I rather help themand at least for the nexthurricane season theywon’t be in the tents.”

At a cost of $48million,the 3,000 houses beingbuilt on the outskirts ofCroix-des-Bouquets areonly part of the govern-ment’s housing fix. Theplan also includes revital-izing quake-damagedneighborhoodsandurban-izing slums and undevel-oped areas.

Internationally, therehas been a low successrate for the type of con-tractor-built, govern-ment-sponsored post-di-saster projects the newcommunity represents.

Even before the quakeleft more than 300,000

dead and wiped out410,000 homes acrossPort-au-Princeanditssur-rounding cities, Haiti’shousing stock was sub-standard. The poor livedmostly in deplorableslums scattered aroundthe capital.

But after promising tohelpHaiti “buildbackbet-ter,” donors hesitated topour money into perma-nent construction. In-stead, they financed re-pairs for homeowners,rental subsidies for tentdwellers and the con-struction of 160,000 tem-porary shelters for a half-million people.

Nowhere are the failedpromises of reconstruc-tion as glaring as in theempty model homes sit-tinginsideZorange,apub-lic housing village nearthe Port-au-Prince air-port. Designed mostly byforeign architects andbuilders, the homes werepromoted as part of ahousing expo championedby former President BillClinton.

“It was hoped that ei-ther a private sector ormaybe an investor, ormaybe a large donorwouldpickupandscaleupone of these models. Butthis is where the moneyhas run short,” said Jessi-ca Faieta, the United Na-tions Development Pro-gram’sdeputyregionaldi-rector for Latin Americaand the Caribbean.

Not far from the failedexpo is one of the few do-nor-financed permanenthousing projects that didhappen.

The houses, however,remained unoccupied forabouteightmonthsbeforequake victims like MarieTheresePierrewere iden-tified by a governmentagency and allowed tomove in. For Pierre, thesparsely furnished two-roomhousewithakitchenand bath, is a big upgrade.

With every crisis or economic downturn you see an increase in fraud andscam artists seeking to prey on the individual who already is in a weakand vulnerable position. The property manager needs to be keenly awareof what is happening in the online world and how it can affect them andthe property owner. The popular website craigslist.org and others havebeen a fertile breeding ground for scammers, and with the increase inforeclosures and vacant homes, new and improved scams are appearing.Ads for your rentals at a lower rent amount!Some property manager have actually found photos, descriptions,addresses and prices of the homes they have on the rental market appearonline on other classified ad websites. Often the rent price listed is lowerthan on the property manager’s site. The scammer takes action when anindividual interested in the home contacts them. They have the interestedparty send money to them for the deposit, first month’s rent, last month’srent, etc. Some scams involve the “landlord” being out of town, and theprospective tenant is asked to send a small sum to the landlord for the keysto be overnighted so the tenant can check out the property for himself.The scammer then simply takes off with the money, and the prospective“tenant” finds out he has been ripped off. Some of the scammers even goas far as physically showing the home to the prospective tenants, takingphony applications, deposits, etc., and do this multiple times on the sameproperty. Beside the fact that there is fraud, you are now competing withphony ads making it appear your prices are inflated.The problemIf an individual is ripped off by a scam artist, it is really not your problemor that of the property owner, UNLESS the “tenant” goes as far as movinginto the home. Fake landlords seek out vacant homes and are actuallyplacing tenants in these homes. You discover there is a family residing inthe home, call the police, and the police refuse to get involved.

Why will the police not get involved?While the police may be interested in the fraudulent aspect of the matter,you cannot depend upon them or expect them to remove the tenant, whoas far as you are concerned is trespassing in the unit. Law enforcementis extremely cautious not to get involved with being “used” by a landlordto evict a tenant, and the standard response is, “It is a civil matter,” whichmeans you have to hire an attorney to file some type of dispossessionaction.Protecting your ownersSome desperate owners, upon discovering that there is a tenant in theirhome, will actually seek to cut a deal with the tenant and have the tenantsign a lease with them, thinking that at least they now have a tenant. Weadvise against this. The owners have no idea whether the “tenant” hasbeen scammed or is in fact a scammer himself. The simple act of tryingto cut a deal validates the tenant’s occupancy in the unit and complicatesthe issue further.

Although it may seem burdensome, it is crucial that you constantly inspectyour vacant homes for signs of entry or lock tampering. Some propertymanagers have increased their charges to their owner, due to the necessityof the homes being checked more often. The faster it is determined thatsomeone has entered a unit or has taken up residence in a unit, the easierit will be to have them removed. Although law enforcement does not wantto get involved, they will be of some help, especially if it can be proventhat the person has not been in the unit for any length of time and hasabsolutely no legal right to be there. Being able to show clear and conciserecords and inspection reports to law enforcement will assist in havinglaw enforcement at least question the tenant in the unit, and they mayencourage the tenants to leave without the necessity of legal action. Keepan eye on craigslist.org for your area and notify them and law enforcementimmediately if you see your homes posted on the website.

SEATTLE — “We call itCraig’s house, in fact,”says David Henderson,stay-at-home dad, first-time general contractorand,more to the point, acehunter-gatherer.

And it is. From the fir-plykitchencabinets to theold-growth, clear-fir ceil-ing; from the stainless-and-copper bathroomsink to the live-edge ma-dronabar.There’salso theWolf kitchen exhaust fan,the fir stairs (once twomassive warehousebeams), the cedar bath-room ceiling (from aswimming-pool room)and fir doors (fell off atruck) remade into barn-door sliders.

Craig is all over thisplace.

“There are so manythings in this house thathave a story,” Hendersonsays.

“Karen found thehouse looking online dur-ing a typhoon in Vietnam.We had lots of time on ourhands,” he says, speakingof his wife and the tripthey tookwith their two 5-year-olds in 2008.

“We lived on the bluffover Shilshole Marina,but the housewas old, andwe needed more room.But we wanted to find ahouse that had an equallyamazing view. This househad that. But it was justugly.”

Leaping to the end ofhis adventure in BlueRidge, he adds, “Every-thing from your feet up isnew” — 14 months fromripping off the roof andgutting what lay beneathto completion. With asmuch of it as possibleculled from Craigslist.

“The guys would say,‘Dave, what are we gonnaput here?’ And I’d say, ‘I

don’t know yet. I haven’tfound it.’”

Going shopping withHenderson means pullingyour chair up to the com-puter.

He figures he spent anhour a day trolling thesite’s “materials” depart-ment. It was a habit thatpaid off over and overagain.

He found a guy fromSnoqualmie Pass whobuilt a timber-framedhouse. “I got a lot of tim-ber from him. We’d meetat the park-and-ride to

make the swap.“Ecco Haus had a

Bellevue store, but theyclosed. They had thiswhole kitchen advertised;the cabinets, the counter.It even came with plansfromtheirkitchendesign-er.”

The main floor holdsthe living spaces. Thefamily opened the down-stairs with a wide set ofsteps to a family roomandkids’ art/play room.
