No. 46l{3/2019-jHBII- Whereas the Governor of Haryana is satisfied that the State of Haryana

is tfueatened with a possible outbreak of a dangerous epidemic disease namely Influenza A

H1N1, and the ordinary provisions of law for the time being in force are insufficient for the

purpor.. Now, therefore, in exercise of the powers conferred by Section 2.1,3 &4 of the

,pidemic diseases Act 1897, the Governor of Huryunu is pleased to make the following

regulations for the 3 Years (ie. F.Y, 2019'20,2020'21 &,2021'2022).

1. These regulations may be called the Haryana Epidemic Diseases, Influenza A HlN1

Regulation, 2019 and shall remain valid for three years from the date of publication'

2, In these regulation, unless the context otherwise requires, "Epidemic Disease means

Influenza A HlNl3, All Hospitats (Govt. iPrivate) will follow the categorization of Influenza A H1N1 issued

by the Government of India and available at the website of NCDC (National Centre for

Disease Control, New Delhi).

4. Isolation Centre means any place which may be declared by concerned Civil Surgeon

where Influenza A HlN1 Suspected/Confirmed cases may be admitted for Treatment and

Sample Collection for Influenza A HlNl

5. A11 Hospitals (Government and Private) to inform the Health Department of Haryana

through respective Civil Surgeons immediately about all cases of ILI (Influenza like

illness) in category -B of Influenza H1N1 and about a Confirmed Case of Influenza A

H1Nl being reported in their institution should be put on treatment as per Protocol and

Guidelines of Government of India without waiting for the laboratory results of such

cases.

6. All cases of Influenza A HlNlwhether Suspected or Confirmed should be kept in

isolation to avoid any spread ofthe disease.

7, All Hospital/Medical Colleges should have Screening Centres (Flu corner) so that the

ARVlLl patient is screened at the earliest'

8, The recommended test for confirmed diagnosis of Influenza A H1N1 by RT PCR method

will onty be accepted to be done by Government designated Labs'

g. No person/institution or Organization will spread any information or material for

management of Influenza A H1Nl without prior permission from Health Department

10. No person/Institution or Organization will use any print or media in any form for

11.Notice for disobeying the notification: A committee under the Chairmanship of Civil

Surgeon will be constituted in each District, which will have Medical Specialist,

Daediarnician Anaestlretist and District Epidemiologist as member to review any

{t disobeying/deviation done by any person/ /rnstitution or organization against regulation

or order made under this act. If disobeying is proved, a notice will be issued by the civil

Surgeon of the concerned District against the Persor/Institution or organization

indicating the offence/inegularity conducted as lu.this

12.ThereplyofthePersorr/Institutionororganizationreceivedagainstthenoticewillbe.reviewedbytheabovesaidDistrictCommittee'Ifreplyisnotreceivedwithinstipulated

time of receipt of the notice or if the ,.1u fould unsatisfactory by the committee

membersanditisconfirmedthatthePersorr/|s|tutionororganizationhasdisobeyedthe

regulations under this notification, The civil Surgeon of the District is to take action

against the concerned Personllnstitution or Organization as per section 3 of Epidemic

Disease Act and section 11 of these regulations'

13. Penalty: Any personl institution or organization disobeying any regulation or order made

under this act shall be deemed t9 have committed an .ffence punishable under section

1gg of Indian penar code (45 0f 1g60). District Administration can penalize Persorr/

Institution or organization found disobeying the regulations or orders made under this
