HOK’s planning process generates location-specific solutions for mixed-use villages based on local context as well as regional economic vitality and market potential. Our approach is guided by our established principles of urban design:

• Concentrate development and mix uses: Promote compact, pedestrian-friendly and mixed-use neighbor-hoods with the many necessities of daily life available within walking distance.

• Design for the human scale: Design neighborhoods for people and their perceptions to create a sense of com-munity with appropriately scaled streets that acknowl-edges local traditions.

• Create public open spaces: Create high-quality parks and public spaces which coheres to local and regional destinations through an interconnected open space network.

• Provide transportation choices: Establish convenient connections to public transit as well as safe bicycle and pedestrian facilities. Concentrate living, shopping, enter-tainment and employment opportunities and pedestrian amenities within walking distance of transit stations.

• Develop an interconnected street network: Align streets to establish an urban grid with short block lengths, to provide pedestrian comfort, and frequent intersections, to encourage successful street level retail.

• Use natural resources wisely: Promoting increased transit usage helps reduce the number of auto vehicle trips, vehicle miles traveled (VMT) and dependency on petroleum. Optimize land value with appropriate densi-ties while discouraging large parking lots with impervious surfaces.

• Increase job and business opportunities: Placing em-ployment opportunities near transit stations creates bet-ter access to jobs for transit-dependent workers, elderly and disabled. The daytime population created by these jobs provides a customer base for retail, restaurants and entertainment—supplementing the residential customer base typical of evenings and weekends.

• Promote safety and civic engagement: Establishing a relationship between buildings and streets encourages safety and stability by providing “eyes on the street.” This also encourages interaction and community identity.

• Encourage citizen and community involvement: Public engagement is a fundamental part of successful placemaking and community building efforts. We engage residents, neighbors, civic leaders, politicians, regula-tors, developers and local institutions throughout the planning process to determine strategies and solutions most appropriate for the specific location.

CHEVY CHASE CENTER

HOK provided master planning, architecture and landscape architecture services for the expansion and redevelopment of offices, restaurants and retail stores in one of the country’s most successful neighborhood shopping centers.

The project, which expanded the Center from 98,000 sq. ft. to 412,000 sq. ft., included design of a two-story retail building, a three-story office and retail building, an eight-story office building and a two-story neighborhood retail center. Two public parks and a wide streetscape with specialty lighting and high-quality street furnishings appeal to pedestrians. The space is defined by adjacent buildings and a large wall of water surrounded by trees and flowers, which create an enclosed feeling. Additional plantings complement a pre-existing buffer between the site and an adjoining neighborhood.

BAY MEADOWS MIXED-USE DEVELOPMENT

HOK is working to create the mixed-use commercial heart for the new 83.5 acre part of the San Mateo Rail Corridor Transit Oriented Development Plan. By virtue of providing a commercial development within a new five city block area, the intent is to initiate a pedestrian friendly environment with a ground plane that connects train station access, public plazas, courtyards, and streetscapes.

All buildings are anticipated to be LEED Silver or higher. The Bay Meadows program includes 1.25 million square feet of office use, 1,250 multi-family residential units, 150,000 square feet of retail, and 15 square acres of public parks and open space.

HOK created a permeable framework of streets and passages which extends into the watershed. The ground plane is designed to absorb run off rather than direct it into the storm/sewer system.

KENTLANDS BOULEVARD

Kentlands, a Traditional Neighborhood Development, was designed and built beginning in 1988. Its Town Center consists of mostly single-story retail with a sprinkling of live/work units, office space and open field parking. The initial plan wisely arranged the typically suburban uses in a grid of streets, envisioning a future time when much more development could be accommodated in a more urban form.Additionally, the Maryland Transit Authority (MTA) is considering a transit line that will eventually link Shady Grove metro Station and Urbana, Maryland – relieving traffic from the I-270 corridor.

HOK’s scope included a vision for the future character of a 3-12 story Kentlands Boulevard Commercial District (based on market demand and other influences), a recommendation for the transit station to be located within the Town Center, and a series of short-term changes that better link the southern sector of the KBCD (Market Square) with the northern sector (Kentlands Square), “taming” Kentlands Boulevard.

BROADWAY ARTS CENTER

Working in conjunction with a developer, The HOK Planning Group completed a Main Street Urban Redevelopment for a plan that focuses on existing arts and entertainment venues and seeks to create an active, pedestrian-friendly mixed use community in the urban district of the city. The Concept Plan illustrates the Team’s desire to re-establish the cultural center of the urban district; to create enough residential density to sustain a vibrant urban community and support a retail street; and to provide beautiful and permanent architecture that reflects diversity within a specific local context.

The Concept Plan is the first step toward revitalizing and restoring the cultural center of the urban district.
