HisCouncilofMinistersVijayawada, Andhra Pradesh: Andhra Pradesh Chief MinisterChandrababu Naidu constituted his council of ministers tonight,considering their experience and social equations, giving duerepresentation to women as well as backward castes.In all, 19 ministers, including two ministers from Telugu DesamPartys (TDP) ally BJP, were sworn in along with Mr Naidu at a publicfunction at Nagarjuna Nagar, which is 18 km from Vijayawada.Governor E S L Narasimhan administered the oath of office andsecrecy to the ministers.Senior legislators K E Krishna Murthy,Yanamala Ramakrishunudu, Ayyannapatrudu, DevineniUmamaheswara Rao, N China Rajappa, Palle Raghunath Reddy,Pattipati Pulla Rao, and Bojjala Gopalakrishna Reddy, whoremained loyal to the TDP through thick and thin, were inductedinto the new states first cabinet.Ganta Srinivasa Rao, who served as a minister in the erstwhilecabinet of Kiran Kumar Reddy and returned to the TDP on the eveof the recent elections, has also been made a minister.Women legislators Paritala Sunita, Kimidi Mrunalini and PeethalaSujatha found place in the council of ministers.Educationist P Narayana, who is not a legislator yet, has also beensworn in as minister. ChiefMinisterNaraChandrababuNaidu,isbeingheldinVisakhapatnamon

Thursday.TheCabinetmeeting,scheduledinthepremisesofAndhra

UniversityinVisakhapatnam,islikelytoformacommitteeonfarmercrop

loanwaiverschemeonprioritybasis.

NaidufirstsignedthefileofloanwaiverwhenhetookoverastheChief

Ministerofthestateattheswearing-infunctionheldnearGunturon8June.A

20-memberCabinetofministers,includingNaidu,tookoathonthatday.

publicenterpriseswithhim.Alltheseportfolioshavemajorstakesinvolved

inthecontextofstatebifurcation.AccordingtoTDPsources,theCMis

likelytokeepthesedepartmentswithhimforsomemoretime,unlessthere

ispressurefromdissidentswhodidnotgetberthsinthecabinet.

Interestingly,Naiduretainedthecinematographyportfoliothathehadheld

whenhefirstbecameministerattheageof28inTAnjaiahsCongress

governmentin1978.

WhileNaidu,itissaid,hasmadesurethatministerswithbusinessinterests

inacertainfieldarenotallottedtherelatedportfolio,politicalobserversfeel

thatsomepostingsarestilllikelytodrawcriticism.Hehasalsodirectedall

ministerstoshowresultsinthenext100daysorfaceseriousreviewof

theirportfolios.Intheirfirstreporttheyareexpectedtohavemetwithat

least80%oftheexpectations.Meanwhile,GantaSrinivasRaofrom

Visakhapatnam,whobroughtmanyCongressleaderswithhimintotheTDP

fold,hasbeenrewardedwithalltheeducationdepartments.Aftermerging

primaryeducationwithsecondary,higherandtechnicaleducationtoform

thehumanresourcesdevelopmentdepartment,Naiduhandedoverits

chargetoGanta.Hehasnotbeengivenindustriesandports,ashehas

KeepinginmindthattheirrigationministryinneighbouringTelanganais

headedbyfirebrandTRSleader,THarishRao,Naidugavethe

correspondingportfolioinAPtohisloyalist,DevineniUmaMaheswaraRao.

Rao,asheiswellawareofwatersharingbetweenthetwostatesbecominga

muchcontestedissueinthefuture.

Amonghiswomenministers,theAPCMallottedcivilsuppliestoParitala

Sunita,whilePSujata,aformerteacher,wasgivenwomenwelfare

departmentalongwithmines.ThethirdwomanministerinNaiduscabinet,

KMrunalini,managedtogetruraldevelopmentaspartoftheBCequationin

thecabinet.WhilespeculationswererifeaboutSunita,widowofTDPleader

ParitalaRavindra,beinggivenhome,sourcessaidthatsherequestedtheCM

toinsteadgiveheradepartmentthatwouldallowhertoservethepublic

directly.Further,firsttimeminister,KolluRavindra,walkedawaywiththe

prizedepartmentofexcise,thoughhejoinedtheTDPonlyin2009.

Apparently,hiscaste,aBCfishermanfromKrishnadistrict,playedakey

roleinhimgettingtheplumppost.AnotherfirsttimeMLA,aformerIRS

officer,andrecententrantintotheTDP,RavelaKishorefromGunturdistrict,

gotwelfaredepartment.HehappenstobeacloserelativeofformerDGP,B

PrasadRao.Thesurpriseelementofthecabinet,however,wasBGopala

KrishnaReddy,saidtobeaconfidantofNaidu.Hegottherelativelyeasy

departmentsofforest,environmentscienceandtechnology,whichTDP

sourcessaidwasbecauseofhisillhealth.

TheCMsdecisiontoallotthekeydepartmentsofhealthandmedical

educationtoBJPs,KSrinivas,wasaclearindicationofthestate

governmentsintentiontomaintainagoodrapportwiththeNDAgovernment

attheCentre.PManikyalaRao,anotherBJPMLA,wasgiventhe

endowmentsdepartment.

TDPsourcessaidthatNaidusdelayinannouncinghiscabinetwasrootedin

thetoughtaskofbringingdownthetotalcountofdepartmentsto25froma

staggering50.


APchiefministerNChandrababuNaiducouldhavetakenthree

longdaystofinalizetheportfoliosofhiscabinetministers.But

theextracautionnotwithstanding,someofhisappointments

haveraisedmanyaneyebrow.Infact,politicalanalystsfeelthat

duetoconflictofinterestincertainportfolios,Naidumayfind

ithardtodefendhismantrisinthecomingdays.

Takeforinstance,PrattipatiPullaRaoofGunturwhohasbeen

designatedasagricultureandmarketingminister.Considering

PullaRaobeganhiscareerasacottonmerchantandowns

multiplespinningmills(whicharetechnicallyhandledbyhis

relativesafterhejoinedpolitics),analystsfeelthathemight

influenceofficialsoftheagriculturemarketyardswherethe

priceofallagriculturalproduce,broughtinbythefarmers,is

decided.Giventheministerstraderbackground,marketing

officialsmaynotsupportfarmers.Thatwillbebadnewsforthe

poor,ananalystexplained.TDPleaderMSubbaRao,however,

maintainedthatitwasunlikely.Instead,hisexperiencein

cottonbusinesswouldhelphimformulatefarmer-friendly

policies,hesaid.

SimilarconcernswereraisedoverPNarayanasappointmentas

MA&UDminister.This,asheisalsoowneroftheNarayana

educationalgroupthathasinstituteslocatedacrossmunicipal

towns.Whenofficialsdonotactagainstcorporateschoolsand

collegesowingtotheirmoneypower,howcanyouexpectthem

tobeimpartialagainsttheminister,wonderedsenioradvocateP

GouthamReddy.Interestingly,thelatestreportsubmittedby

VijayawadaRegionalInspectionOfficer(RIO)ofIntermediate

Board,revealsthatmanyofNarayanascollegesdonothavefire

safetycertificates.Somearenotstructurallysoundeither.

Mr Shiv Kumar Rungta, ManagingDirector, Rungta Glasstech Pvt Ltd was today unanimously electedas President and a renowned Industrialist and Technical Directorin plastic industry. Anil Reddy Vennam elected as Senior VicePresident of FAPCCI for the year 2014-15. Both were elected at the97th Annual General Meeting of FAPCCI held at FederationHouse here today. Shiv Kumar Rungta, who received a Bachelor ofScience (Hons) degree from BITS, PILANI and Post GraduateDiploma in Management (MBA) from reputed Indian Institute ofManagement, Ahmedabad, has been associated with FAPCCI formore than 12 years as Managing Committee Member.

ChiefMinisterN.ChandrababuNaiducalledforabanonbeltshopsduring

hisswearing-inceremonyonJune8atGuntur,andhemadeitclearthatthe

banwasbeingimposedasmanyfamiliesintheruralareasareindoldrums

duetotheliquormenace.Butthevitalquestionsthatcometoforeare:why

thereisaneedtobansomethingthathasalreadybeencategorisedasan

illegalbusiness.HastheProhibitionandExciseDepartmentnottakenitsjob

seriouslyorhadtheearliergovernmentsencouragedtheflourishingofillegal

beltshopswiththeinterestofearningmorerevenue?InExciseparlancebelt

licensedshops.TheaveragesaleofliquorisaboutRs.100crorepermonth

andofwhich80percentisremittedbacktothegovernmentintheformof

formoflicencefeeannually.Withthebanonbeltshops,therevenueis

expectedtodropby30to40percent.RoleofsyndicatesSyndicatesplaya

majorroleintheflourishingofbeltshopsandtocheckmatethesyndicates,a

limitonthesalepershopshouldbefixed,saysaseniorExciseofficial.There

isnolimitonsalepershop,butthereisaceilingonindividualprocurement.A

personcannotprocuremorethansixfullbottles,12halfbottles,24nips(180
