Chief Minister N Chandrababu Naidu said t planting of 500

The Union Minister inaugurates Container Freight Station Union Min-
ister of State for Commerce and Industry Nirmala Sitharaman on 20-
08-2015 said that the Centres plans to develop the Visakhapatnam
Chennai Industrial Corridor and the Bengaluru Chennai Industrial Cor-
ridor would help Andhra Pradesh become a logistic hub. She was speak-
ing after inaugurating a Container Freight Station CFS built jointly by
the Vizag Profiles Group and the Integral Trading & Logistics here at
Kaniti. The CFS is operational in 11 acres out of 40 acres and the pro-
moters propose to expand it in the unused land to make it one of the
largest CFS in the country with seamless connectivity. “With
Visakhapatnam and Gangavaram ports, good highway, and flight con-
nectivity, the city is emerging as a happening city,” she said, adding that
for the first time, Visakhapatnam would become venue for International
Seafood Trade Fair.

RINL will invest around Rs.25,000 crore in the nextphase of expansion to become the single largest locationintegrated steel plant in the country in the next six toseven years. Speaking at a function attended by UnionMinister Nirmala Sitharaman, CMD P. Madhusudansaid on Thursday that they had already completedwork on expanding the capacity from three milliontonne to 6.3 million tonne. He said they were trying toramp up the units installed under the 6.3 million tonneexpansion and modernise the blast furnace and otherunits to raise the capacity by another one million tonne.

Housing for all: 305 towns identified
New Delhi, August 30
Two days after announcement of 98 Smart Cities, the Centre today identified305 cities and towns for building houses for urban poor under the Housing forAll scheme. The cities and towns have been identified after 15 states signedmemorandum of agreement (MoA) with the Ministry of Housing and UrbanPoverty Alleviation committing to implement six mandatory reforms essentialfor making a success of the housing mission in urban areas, sources said.By signing the MoA, the states have taken up the responsibility of implementingthe six reforms, which include doing away with the requirement of separatenon-agricultural permission (NAP) in case land falls in the residential zoneearmarked in the master [lan of city or town; amending master plans earmarkingland for affordable housing; putting in place a single-window time-boundclearance system for layout approvals and building permissions; doing awaywith approvals below certain built-up area in respect of economically weakersections and low income groups; amending existing rent laws on the lines ofthe Model Tenancy Act circulated by the Ministry of HUPA and to provideadditional floor area ratio.States that have agreed to implement the above reforms include: AndhraPradesh, Bihar, Chhattisgarh, Gujarat, Jammu and Kashmir, Jharkhand, Kerala,Madhya Pradesh, Manipur, Mizoram, Nagaland, Odisha, Rajasthan, Telanganaand Uttarakhand.

Tata Trust chairman Ratan Tata will unveil a development plan for 264 villages
under Vijayawada Parliamentary constituency on Monday. Tata Trust has
decided to adopt these villages for the development following the efforts of
local Telugu Desam MP Kesineni Srinivas, a leading transporter.
The development plan will be unveiled in the presence of Andhra Pradesh
Chief Miniser N Chandrababu Naidu and MP Srinivas.
While the Centre had asked every MP to adopt at least one village,
Vijayawada MP lobbied hard with the Tata Trust to adopt 264 villages of his
constituency at one go, a record of sorts.
Ratan Tata, who is also chairman Emeritus of Tata Group of Industries, will
also meet Chandrababu Naidu on Sunday evening in Vijayawada and discuss
various other proposals and ideas for the industrial development of the region.

India, US to sign pact on exchange of
information on terrorists
India and the US are likely to sign a pact on exchange of information on terroristson a real time basis during the counter-terrorism and homeland security dialoguescheduled to be held in December. The Homeland Security Presidential Directive(HSPD-6) is a model text agreement proposed by the United States to Indiafor exchange of terrorist screening information between Terrorist ScreeningCentre (TCS) of the US and an Indian agency.The agreement is likely to be signed during the US-India Counter-terrorismand Homeland Security Cooperation dialogue to be attended by Home MinisterRajnath Singh and his American counterpart Jeh Johnson in next December.
The US has already finalised such agreements with 30 countries.TSC is a multi agency organisation administered by FBI which consolidates severalterrorist watch list maintained by different US government agencies into singleterrorist data base on terror suspects. The data base include name of the terrorsuspect, nationality, date of birth, photos, finger prints (if any), passport number.
The US-India Homeland Security Dialogue takes place between India’s HomeMinistry and the US Department of Homeland Security to enhance homelandsecurity cooperation and discuss building capacity in cyber security and criticalinfrastructure protection, countering illicit finance, global supply chain security,megacity policing, and science and technology.
These senior-level exchanges facilitate strategic homeland securitypartnership and enhanced operational cooperation in investigations, capacitybuilding, and countering threats.

Andhra Pradesh government has floated tenders for the
Information Technology (IT) Signature Tower project in
Visakhapatnam. The AP government is planning to
construct the signature tower on an area of 10 lakh sft at
Rushikonda IT Hills as part of its plan to rope in major IT
players to invest in the Port City.IT advisor to the state
government, J Satyanarayana said that the IT department
is also opening IT layouts for big companies to come and
set up their campuses in Vizag as the city has a huge
talent pool available.He said Andhra Pradesh is looking
at big companies to come and build Visakhapatnam as an
ideal IT destination.

The Ministers from Women and Child Development, Human ResourceDevelopment, Water Resources and Food Processing made presentations tothe Prime Minister, where they presented a progress report of their Ministries.They also discussed the problems facing their functioning. Sources said that oneof the thrust areas of discussion were budget cuts across social sector Ministriesdue to which several projects in individual Ministries had to be cut short.

“We have made a decent progress on our set goals for the year. Wecould set up our first one stop rape crises centre, get the JuvenileJustice (Care and protection) Bill passed, make the requiredchanged in adoption procedures and start the process of revampinganganwadi centres,” said an official from the Ministry of Womanand Child Development.
“We have been a little perturbed about the budget cuts which cutshort our plans. The national nutrition mission has not been able totake off; the rape crises centres which were first planned for alldistricts have been cut short from 660 to 36 among the rest. Wewill be seeking for more funds,” said the official.
The Woman and Child Development Ministry’s funds were slashedto ‘10,382.40 crore from ‘18,588.39 crore last year. WCDMinister Maneka Gandhi has taken up the issue of fund shortagewith the Ministry of Finance several times in the past few months.
On top agenda for the Ministry of Water Resources was thegrowing problem of water shortage in 91 important reservoirs ofthe country.
“As on August 27, 2015, the water storage was 91.84 BCM whichis 58 per cent of total storage capacity of these reservoirs. Thepresent storage position during current year is less than the storageposition of last year and is also less than the storage of average oflast ten years,” said an official.
“Ganga cleaning and rejuvenation is also a priority for theGovernment. Several Ministries, including that of Shipping areworking towards it,” said the official.
The allocation of Ministry of Water Resources, RiverDevelopment and Ganga Rejuvenation was also reduced from‘6,009 earmarked last year to ‘4,232 crore this year.

HOME GUARDS IN DIRE STRAITS
In April this year, Trinadh, a home guard posted at Harbour Police Station,
died in an accident near Kancharapalem while returning home from duty. It
has been four months and his family members have not received any com-
pensation from the government. And his wife, despite running from pillar to
post, has not been given any job. The only compensation the family has
received is the individual contributions made by Trinadh’s comrades-in-
arms. All the 800-odd home guards have donated a day’s salary to the
bereaved family. There is no provision of compensation for home guards,
or, for that matter, PF, ESI or any kind of insurance scheme. This is despite
the personnel being given the same duty as any other constable in the po-
lice force. “We are given duties in Law and Order enforcement, crime
investigation, traffic regulation, VVIP security, and bandobust. But we are
not treated on a par with men in the police force,” says N. Rama Krishna
Yadav, secretary, A.P. State Home Guards’ Welfare Association. In Andhra
Pradesh, there are about 15,200 home guards. In Visakhapatnam, their
strength is about 1,190 under the Commissionerate and another 690 under
the district police. Home Guards was originally raised as a voluntary and
auxiliary force to the police in 1946 under the Home Guards Act and Rules
of States and Union Territories, under the Ministry of Home Affairs, and
later reorganised in 1962 after Sino-Indian war. “It was initially a voluntary
force and men in service joined to serve the organisation. But later, it was
given a relook with proper recruitment procedure, which included a rigor-
ous physical activity on a par with police constable recruitment such as
800 m and 100 m run, high jump, long jump, and shot-put. We also have to
undergo a 45-day training regime,” says Mr. Rama Krishna Yadav. “Home
guards are not given their due. They are paid a paltry sum of Rs. 300 per
day, which amounts to Rs. 9,000 per month. They do not enjoy any leave.
A day’s absent means losing Rs. 300,” said Suryanarayana.

district administration stop shifting the hostels for SC and BC students to its

ENC EXPEDITION TO MT. KUN FLAGGED OFF
A mountaineering expedition to Mt. Kun to commemorate the golden
jubilee of the first successful Indian expedition of Mt. Everest was flagged
off on Thursday. Chief of Staff, Eastern Naval Command, Vice Admiral
Bimal Verma, flagged off the eight member expedition team, comprising
four officers, including a woman, and four sailors, from the Command.
The team is being led by Lt Cdr S. Karthikeyan. Mt. Kun at 7,077
metres is the second highest peak of Zanskar region of Jammu and
Kashmir. The team will travel to Srinagar and Kargil by the end of the
month and proceed to the last point by road, from where they will embark
on the expedition. The climbers will undertake 12 to 15 days of arduous
trek and establish five camps in the higher altitudes of the mountain range
before the final Summit Attempt planned between September 12 and 15.
The expedition will culminate in the team’s visiting New Delhi to facilitate
accomplished Naval mountaineer Captain M.S. Kohli. Captain Kohli led
the first record-breaking Indian Everest Expedition, which thrilled the
nation. Nine climbers from the Army and the Air Force reached the
summit in September 1965, creating a world record.
MODALITIES BEING WORKED OUT TO HELP A.P.
Union Minister of State for Commerce and Industry Nirmala Sitharaman
on Thursday said that the BJP led NDA Government was not shying away
from its responsibility of implementing the provisions of the Andhra
Pradesh Reorganisation Act. Without mentioning the growing demand for
fulfilling the promise on granting special category status, she told the
media, after inaugurating a Container Freight Station at the industrial hub
of Gajuwaka, that unfortunately there was an attempt not to understand
the view expressed by the Finance Commission on according the special

undertaken by the NDA Government on how to implement the AP
Reorganisation Act. We are aware of our responsibilities and whatever has

became a revenue deficit State after bifurcation, it was the responsibility of
the Centre to fund liberally for various projects. “We are also committed to
financing the new capital being built at Amaravati in the Vijayawada-Guntur
region. Asked why nothing had been granted for building the new capital,
she said that the Centre would give funds when time was ripe.
STEPS AFOOT TO PROVIDE AMENITIES IN HIGH SCHOOLS
The Supreme Court order in May last year directing the State government to
provide adequate number of toilets separately for boys and girls and drinking
water at schools has set the government on a mission mode. It could not
achieve the target as expected since the task was huge and associated with
many practical difficulties. It, therefore, settled for providing one functional
toilet in each school initially. In Visakhapatnam district, there are 4,097
government schools that need toilets and drinking water facility and, among
them, nearly 1,200 are the Agency area, which has its own drawbacks like
lack of proper access and high cost of construction. In this backdrop, the
district administration has decided to take up the exercise in high schools first
and provide in all the 497 of them toilets with running water, drinking water,
and furniture and desks in classrooms before the 2015-16 academic year
ends, Collector N. Yuvaraj has said He was addressing a press conference
on Thursday along with District Education Officer M.V. Krishna Reddy and
Executive Engineer of AP Sarva Siksha Abhiyan K. Bhanu Prasad. All the
4,097 schools will have the facilities within two years. The Central
Government has increased the allocation under Swachh Vidyalaya scheme for
toilets under different categories and Rs. 8.8 crore is being spent on 2,055
toilets. All of them, except 92, have been completed. PSUs under their CSR
activity are constructing another 1,220 toilets in schools. Toilets with running

laboratories across the country are being asked to deliver and questions are
being asked on the return on investment on these laboratories, Distinguished
Scientist and Director General Naval Sciences and Materials, DRDO, V.
Bhujanga Rao, has said. Addressing the 46th Naval Science and
Technology Laboratory Raising Day celebrations as chief guest here on
Thursday, he said that while the zero tolerance to time and cost overruns
was welcome, it was not easy to quantify all the services these labs
provided to the Defence sector. The award of new projects to the NSTL
by the Indian Navy like the Rs. 714 crore project to create a facility to
protect strategic assets like submarines at the jetty from magnetic field
triggered mines was an endorsement of the faith the Indian Navy had in the
capabilities of the laboratory, he pointed out. The production value of the
technologies developed by the NSTL was very high compared to many of
the government laboratories. The production values of all DRDO products
stood at Rs. 1,75,000 crore, he pointed out. “The NSTL has come a long
way since its inception 46 years ago, moving from the tactical to strategic
domain and a collective effort of every employee is needed to cope with the
emerging challenges,” NSTL Director C. Durga Malleswar said. Awards

LAND SOUGHT FOR SETTING UP TWO PHARMA UNITS
The Bulk Drug Manufacturers Association India has urged the State
government to allot 6,000 to 10,000 acres for establishing two industrial
estates between Visakhapatnam and Kakinada and at Naidupeta near Nellore
exclusively for pharmaceutical units. BDMA I president Jayant Tagore told
The Hindu that the two industrial estates would give a big boost to the Make
in Andhra Pradesh campaign. He wanted appointment of an international
consultant to design the industrial estates, taking into consideration the
experience from the Jawaharlal Nehru Pharma City at Parawada near here.
The JNPC is developed in 2,400 acres, but one third of it is blocked for
green belt and 15 per cent used or roads and common effluent treatment
plant. Prohibitive land cost “This has made the land cost prohibitively high,
with an acre costing over Rs.1 crore, making business unviable,” he stated.
Before bifurcation, the bulk drug industries mushroomed in and around
Hyderabad, he said. Visakhapatnam and its neighbourhood have attracted
pharma industries due to the JNPC, which was set up 15 years ago compared
to investments in bulk drug industry in Hyderabad 55 years ago. The
Visakhapatnam region has attracted investments to the tune of over Rs.20,000
crore, with direct and indirect employment to 20,000. He said that earmarking
sufficient land for the two new industrial estates and allotting it at an affordable
cost would bring an investment of Rs.50,000 crore in seven to eight years and
create five lakh jobs. It would also fetch huge revenue to the government, Mr.
Jayant Tagore said. Pharmexil Welcoming the decision to open the office of
Pharmaceutical Export Promotion Council (Pharmexil) at Parawada on the
backyard of JNPC, he said facilities like training, testing, R&D, and
convention centre in the area would give a fillip to export of bulk drugs from

JOINING THE MAINSTREAM
Three women among four Maoists surrender Four Maoists, including three
women, surrendered before the Superintendent of Police of Malkangiri,
Mitrabhanu Mohapatra, in Malkangiri district of Odisha on Friday.
According to police, the surrendered have been identified as Sunita
Wonchemi, Kushi Kuthami, Iti Kunjami and Ganga Karatapi and all of
them are members of the Padia Dalam armed cadre of the banned CPI
Maoist, and were involved in many incidents of violence reported from
Odisha. They decided to surrender, as they were not happy with the goals
of the Maoists and the way of functioning, such as exploitation and torture
of tribal people in Maoist camps and relentless attack by police.

SRINIVASA RAO SELECTED FOR IPM
R. Srinivasa Rao, Deputy Superintendent of Police of District Training
Centre, has been selected for the Indian Police Medal 2015. The award
will be presented to him at the Republic Day celebrations in January 2016.
A Sub Inspector of the 1991 batch, he had received the Police Seva
Padhakam for 2010. He had so far received 250 rewards, nine
commendation letters from the DGP Additional DGP, and 13 merit
certificates from District Collectors. He emerged victorious at the All India
Police Shuttle Badminton tournament 2014 and bagged gold medals thrice
at the AP Police Pistol Firing events. Mr. Srinivasa Rao was felicitated by

HARIBABU SPELLS OUT THRUST AREAS FOR LAD FUNDS
Inaugurating the DCIs portacabin toilets at Gopalapatnam ZP Schools for
Boys and Girls, MP K. Haribabu has spelt out his plans for spending his
local area development funds with thrust on health, education, drinking
water, and skill development. On Friday, two toilet blocks of 10 and 14
units were inaugurated at the two schools at a total cost of Rs.15 lakh under
the CSR initiative of the DCI. Improving amenities would benefit one lakh
students, Mr. Haribabu said, adding during the first year of his term he had
allocated Rs.33 lakh for providing toilets in schools as most of the money
came from government funds and under CSR. In the second year, he would
focus on providing furniture in government high schools. After contributions
from social service organisations and under CSR, the gap would be met
from LAD funds. The estimated cost is Rs.4 crore. The priority in the third
year would be on improving the quality of teaching by giving training to
teachers and providing mobile and computer labs. On the health front, he
would ensure that all areas would get ambulance coverage. For drinking
water in S. Kota and Bhimili constituencies not covered by the GVMC, he
had allotted 220 bore-wells, Mr. Haribabu said. DCI CMD Rajesh Tripathi
said that during the previous year 100 toilet units were provided under the
CSR and during the current year 102. They would be completed by
August. Mr. Haribabu later inaugurated an ambulance he had sanctioned
under the MPLAD at Kottapalem. Visakhapatnam West MLA P.G.V.R.
Naidu (Ganababu) He wanted the DCI to provide labour room equipment
and X-Ray plant for the hospital at Gopalapatnam. DEO M.V. Krishna

STONE LAID FOR RINL, POWERGRID JOINT VENTURE
Rashtriya Ispat Nigam Limited RINL took a step towards forward
diversification with the laying of the foundation stone for its joint
venture with PowerGrid Corporation to manufacture Transmission
Line Towers. RINL CMD P. Madhusudhan, along with CMD of
Powergrid R.N. Nayak laid the stone for the Rs.330-crore TLT
Project on the Visakhapatnam Steel Plant campus here on Friday.
The project envisages production of 1.20 lakh tonnes of
Transmission Line Tower products per annum. In the highly
competitive business scenario, such synergetic initiatives would
help both the companies, Mr. Madhusudhan said, and evinced
confidence that the JV would grow to great heights and play a vital
role in TLT sector. This was the first manufacturing unit of the
Powergrid Corporation, Mr. Nayak pointed out, and hoped that
production would begin within a year to enable both the partners to
realize the benefits at the earliest. The RINL-PowerGrid TLT
Private Ltd Company is 50:50 JV by RINL and Powergrid. It has
facilities such as TLT Fabrications unit and TLT Galvanizing unit to
produce 1,20,000 tons per annum of TLTs. The inputs like angles

CAPACITY BUILDING OF WORKERS ON SAFETY NEED OF
THE HOUR
All accidents at the workplace, big or small, are due to someone
not following safety guidelines. Capacity building of workers on
safety will not only reduce incidents but also improve the
performance of the organisation. Strict adherence to safety
guidelines is the cornerstone to achieving the triple bottom line of
People, Profits, and Planet, experts said at a one day seminar on
Safety for Sustainable Development organised by CII Vizag chapter
here on Friday. “However minor an incident is, it takes time for the
workers to regain confidence and bring back normalcy in
production. Workers have a right to a workplace free of potential
hazards and they have to be provided personal protective gear,”
Chairman of CII Vizag chapter Neeraj Sarda said. He urged Joint
Chief Inspector of Factories D. Chandrasekhara Varma, who
attended as chief guest, to take a proactive role in dissemination of
safety guidelines. He suggested that the Factories Department
played a major role in training of contractors and contract workers
on safety issues. Industries and establishments should focus on
safety, right from the design level. There was a need for change in
the attitude toward safety, Mr. Varma said. “The law is clear that
there can be no mishaps at the workplace. The factory inspector
only enforces the law,” he added. The community expects zero
impact on their lives from industrial units in their vicinity. The
international accreditation for safety standards is changing and ISO
45001 would come into effect from October 2016. These
standards would help improve all the existing standards, he said. A
number of other experts and practitioners of safety in workplace
participated in the workshop. Predictive maintenance With
increasing deployment of technology in operations, the trend is

towards smaller number of skilled teams managing larger factories
and establishments. “In this scenario, failure of any equipment could
result in disruption in operations,” Gopi Bulusu of Sankhya Techologies,

DUPED YOUTH COMPLAINS AGAINST JOB CONSULTANCY

It collected Rs. 4.5 lakh promising a job in VIMS Santosh from Isukathothaapproached the Fourth Town Police Station on Friday alleging that he was
duped by a local job consultancy firm after promising him the job of a clerkat Visakha Institute of Medical Sciences VIMS. As per the complaint,Raman Bhalla alias Ramana Bhalla, a resident of Muralinagar, who has hisoffice at Dwarakanagar, had promised Santosh the job in VIMS andcollected Rs. 4.5 lakh for the purpose. It is learnt that five youths hadapproached the City Task Force CTF a few days ago with a similarcomplaint. The police suspect that the accused might have duped 40 youths,including those from districts such as Srikakulam and Vizianagaram. SHO ofDwarakanagar Police Station P.V. Narasimha Rao said that Raman had beenrunning the show since 2013. Apart from VIMS, the accused had beenpromising jobs in various other companies too, including PSUs, he said.Speaking to The Hindu , Santosh said that he had paid the money to Ramanin three instalments and was even interviewed by a man claiming to beDirector of VIMS at a private hospital. “I paid the money in December2014. I was sent for training in first-aid to a private institute by Raman. Butthereafter, whenever I approached him seeking the job, he kept avoiding me.Now, he has gone missing,” he said. Another victim from Srikakulam saidthat Raman boasted of his closeness with the person claiming to be VIMSDirector. “We believed him and paid the money, hoping to get a job in
VIMS,” he said. The police booked a case and are investigating. Apart from

A LOT TO LEARN FROM TANGUTURI, SAYS AYYANNA There
is a lot to learn from the life of Tanguturi Prakasam, who lived a life of
values and gave up everything to uphold his values, Minister for Panchayat
Raj Chintakayala Ayyanna Patrudu has said. Prakasam Pantulu was not
willing to compromise on his values for the sake of holding on to a position,
it was difficult to believe that such a principled man would survive in today’s
politics, the Minister said speaking at the official celebrations of the 144th
jayanti of Andhra Kesari here on Sunday. “There are former MLAs who
still travel by RTC bus and work in the farms shoulder to shoulder with
other farm workers, but the general perception is that elected
representatives are corrupt and opportunistic. People’s representatives and
political parties have to make sincere efforts to fight the image.” Children
should take inspiration from the life of Andhra Kesari and work hard to
bring back value-based politics, he said in a candid speech that struck a
cord with the audience. ‘Prakasam Pantulu, who was born in a family with
limited means, struggled to make a name for himself and earned wealth
through his hard work. However, he spent all his earnings for welfare of
society and to fund the freedom struggle and died in penury. During his final
days he did not have enough to buy groceries for his home,’ Durgabai

Planetarium sought atop Kailasagiri Hill Rajya Sabha Member T.
Subbarami Reddy has sought the establishment of a planetarium atop the
picturesque Kailasagiri Hill, which is already a major tourist attraction with
parks and a museum. In a letter to the Union Minister for Science and
Technology, Mr. Reddy wanted a survey team from the Department of

prepare estimates for the planetarium project.

The trough of low pressure on surface level running from Odisha to South
Tamil Nadu, across Coastal AP persists. An upper air cyclonic circulation lies
over west central and adjoining northwest Bay of Bengal between 5.8 and
7.6 km above the Mean Sea Level. Under its influence, a low pressure area
is likely to develop over north Bay of Bengal during the next two to three
days, according to the IMD website. Moderate to rather heavy rain or
thunder showers would occur at a few places over Coastal AP and
Rayalaseema during the next four days. Rainfall The chief amounts of rainfall

Vested interests are said to be creating hurdles in the smooth transition of the
jurisdiction of the Tirupati PSK and the remaining districts in the State even
after the initial apprehensions that having the RPO in Visakhapatnam would
make it difficult for passport seekers from Tirupati and Nellore to travel all
the way to Visakhapatnam were allayed. It is wrong thinking on the part of
those insisting that the RPO should be in Vijayawada. They should
understand that they need not come to Vizag for their passport but apply
through the nearest PSK, Visakhapatnam MP Kambhampati Haribabu had
said in the past. He finds it amusing that they do not seem to have any
objection travelling all the way to Telangana Hyderabad but do not want to
travel to Vizag. The passport authorities had clarified in the past that less than
5 per cent of the total applicants might be required to visit the RPO in
Visakhapatnam in case of complications. They had even offered to make

alternative arrangements for those applicants. The Vijayawada PSK and the
districts of Guntur and Krishna apart from Yanam (Union Territory of
Puducherry) were brought under the purview of RPO, Visakhapatnam, from
May this year. Passport applicants from Guntur, Krishna and Yanam may
choose either the Passport Seva Kendras (PSK s) at Vijayawada or
Visakahaptnam under the Passport Office, Visakhapatnam, while registering
on the passport portal for passport services. Though the Ministry of External
Affairs had agreed to bring entire Andhra Pradesh under the Visakhapatnam
RPO, post-bifurcation of the State, it was opposed by local politicians. The
four districts of Rayalaseema as also Prakasam and Nellore districts are
continuing under the Hyderabad RPO on the plea of proximity. The people
of Prakasam district have been demanding that they be brought under the
purview of the Visakhapatnam RPO as the Vijayawada PSK is closer to
them. They are now compelled to either go to the Tirupathi PSK or to the
Hyderabad PSK, both of which are far away, for submission of their
application. “I have received mails and SMS from the people of Prakasam
saying it was unfair to ask them to go all the way to the PSKs either at
Tirupathi or Hyderabad, when the Vijayawada PSK is closer to them. I am
trying to take it to the notice of the government and get it resolved,”
Passport Officer Choudhary said.
OFFICIALS TOLD TO UTILISE MNREGS FUNDS TO
IMPROVE AMENITIES
The Centre has allowed taking up creation of community assets like
underground drainage, CC roads in villages under the Mahatma Gandhi
National Rural Employment Guarantee Scheme MNREGS. With this
provision the gram panchayat need not depend exclusively on its revenues
for taking up development works. The Centre has allocated Rs. 6,000 crore
to the State under the MNREGS and is considering allocating another Rs
1,000 crore to the State. The Centre also releases up to 40 per cent of the
amount paid as wages as material component. In the last year
Visakhapatnam district has paid on an average Rs. 134 as daily wages

resulting in a loss of at least Rs. 40 towards material component. The MDOs
should group the job card holders into different categories to ensure higher
productivity and higher wages, Commissioner of Panchayat Raj and Rural
Development B. Ramanjaneyulu told officials at a review meeting here.
Grouping The job card holders up to 50 years of age could be in one group
and those between 50 and 65 in another group, similarly pregnant women,
elderly, infirm and physically challenged could be formed into separate
groups. This would also inspire others in the group to work well. He urged
the officials to ensure that all those seeking work were given wage labour
under the MNREGS. He suggested that the youth be motivated to take up
tasks that interest them and also ask those who are not willing to take up
wage employment to do shramdaan. Visakhapatnam District Collector N.
Yuvaraj asked the officials to work out a plan in consultation with the
villagers for more works to be taken up under the MNREGS. The officials
should ensure that the wages were paid within three days, he added.

two awards will be presented during the Engineers Day on September 15 at
the Institution of Engineers (I) in Udaipur, the other two awards will be

CIVILS PRELIMS ASPIRANTS FIND PAPER II TOUGH
Coming out of the preliminary examination for Civil Services on Sunday,
the aspirants exhibited a mixed mood. In general, the feeling was that
PaperI, comprising questions from a myriad subjects such as history, polity,
economics, science and technology, international relations, geography,
ecology and environment, biology, arts, and culture, was not that hard, but
the question setters had made the Paper II, comprising English and
arithmetic, a tough proposition. Time was a problem while writing Paper –I.
In general, we have 185 questions for 200 marks, but this time we had 200
questions and the focus was on economics, environment, and politics, said
an aspirant. In Andhra Pradesh, three cities, Visakhapatnam, Vijayawada,
and Tirupati, were selected for hosting the examination. Visakhapatnam,
which caters to students mainly from the three coastal districts of

Visakhapatnam, Vizianagaram, and Srikakulam, and parts of Odisha, had 18
centres. It is learnt that the attendance was between 60 and 70 per cent.
According to Mr. N. Sreenivasa Rao of Vinex Academy, though Paper-I
was within the grasp of a well-prepared student, the UPSC had balanced
the equation by making Paper-II tough. “The focus was on English
comprehension. Normally, we get about six to eight comprehension
passages, but this time there were 11. Due to this, many of the students were
not able to complete the paper on time,” he said. A student has to get at
least 33.33 per cent in Paper II, which is the qualifying paper. Subject to
getting 33.33 per cent, Paper –I will be evaluated. The result is expected to
be out in the second week of October and the Main examination is
scheduled for December. In the city centres, out of 12,133 candidates who
registered for the examination, 4,950 candidates appeared and 7,183 were
absent. District Collector N. Yuvaraj and Special Observer and
Commissioner of Fisheries Ramsankar Naik visited the exam centre at Dr.
Lankapalli Bullayya College. Another observer, Srinivas Srinaresh, also
visited some centres in the city.

Tribal Welfare and Social Welfare Minister Ravela Kishore Babu on Sunday
released multilingual tribal dialect primary education material as part of the
drive to facilitate easy learning among tribal children. The education material
has been prepared in Adivasi Odiya, Kui, and Konda Bharathi. In his
address, Mr. Kishore Babu said the educational material in local dialect
would help more children in the Agency areas continue their education. He
said the government was extending several benefits to the tribal children to
pursue higher education. The material was released at a function organised
at Araku Valley by Nature, a local NGO, in association with the supporting
agency, New Education Group Foundation for Innovations and Research in
Education (NEG-FIRE), which developed the material. The Minister lauded
Nature and NEG-FIRE and their partners for their role in promoting

innovations in tribal education. Telugu Desam Party women’s wing State
president Sobha Hymavathi, former MLA of Araku Silveri Soma, Nature’s

Abhiyan, DIET, women and child resource persons were involved in the
exercise. The material was compiled under the guidance of founder-director

50 schools in the areas bordering Odisha in Dumbriguda mandal, in 10
model primary schools, and 10 anganwadi centres for replication in other

GADKARI RULES OUT RELOCATION OF FISHING HARBOUR
Union Minister for Road Transport, Highways and Shipping Nitin Gadkari
has ruled out the relocation of existing fishing harbour in the city.
Visakhapatnam Port, which is on an expansion mode, has been
contemplating shifting the fishing harbour to Mulakedu near Bhimili so as to
utilise the space to be available in lieu of relocation for stacking and other
purposes. The Navy has also been raising objections over continuation of
the fishing harbour near the port particularly after Mumbai terror attacks. In
response to a representation by AP Deep Sea Fishing Technocrats
Association president Capt. N. Venkateswarulu, Mr. Gadkari said he had
the matter examined. “Visakhapatnam Port Trust has no proposal at present
to shift the existing fishing harbour,” he stated in reply to a letter sent by local
MP and State BJP president K. Haribabu. Capt. Venkateswarulu in his
representation sought a clarification on the plan of the port to shift the
fishermen and expressed fears over encroachment of the fishing harbour
area – now under the custody of the port. The proposal to shift is being

opposed by the Association of Indian Fishing Industry, AP Mechanised
Boat Operators’ Welfare Association and Dolphin Boat Operators’ Welfare
Association. Mr. Gadkari, however, pointed out that whenever such a
proposal (shifting) was considered all the facilities would be created as per
the requirement of fishermen and norms for fishing harbours, including
facilities for drying of fish. The port would not allow anybody to encroach
part of the fishing harbour area and the fears expressed in the petition were
unfounded, the Minister said.
HAWKERS SEEK PLACE IN SMART CITY
Hawkers on Monday made a plea to VUDA to safeguard their interests in
making plans for the development of the city as a smart city by the Central
and State governments. In a representation to VUDA Vice Chairman T.
Baburao Naidu, they said over 500 hawkers were selling eatables to
tourists and making a living all along the beach from Coastal Battery to
Rushikonda for nearly three decades. They have been issued identity cards
by Zone I, II, and III of the GVMC.
IICT READY TO HELP PHARMA INDUSTRY
Institutions like universities are engaged in fundamental research but are not
into manufacturing products and the CSIRs Indian Institute of Chemical
Technology, based at Hyderabad, would fill this gap to help the small and
medium industries and the young entrepreneurs by providing them the R and
D which they cannot have on a large scale. As far as Andhra Pradesh is
concerned, this is the right time to extend help to the State. Pharma industry
has over expanded in Hyderabad and they want to come to Visakhapatnam
which already has some industries. The Government is also proactive and
start up companies are coming up, IICT Director S. Chandrasekhar said
while talking to The Hindu after addressing a business summit organised at
Andhra University on Monday. “By using Andhra University as a base we
can help the industry in making a product. This is in tune with Prime

Minister’s slogan of make in India,” Dr. Chandrasekhar said. He is confident
that in health care products the industry could come out with a competitive
price and more than that self-sufficiency could be achieved, since the
products are now being imported from China. “We want to provide

attended and the discussions were fruitful, he said. The participants wanted
finished school graduates made ready since it was taking two years for them

Suryanarayana Dhanam qualified for his doctorate in Philosophy from
Andhra University. Andhra University Vice Chancellor G.S.N. Raju handed
over the degree certificate to Mr. Suryanarayana in his chambers here on
Monday. Mr. Suryanarayana, after graduating from AU in 1954, took up a
job as a lower division clerk in the State Government to meet family financial
commitments. Through grit and determination he utilised all opportunities
that came his way to become an executive director and joint managing
director in a petroleum refining, petrochemical and chemical industry. He
worked in India and overseas in Philippines, South Korea, Kuwait, Bahrain

With the worst ever share market crash since 2008 sending
shockwaves among investors on Monday, the union leaders of
Rashtriya Ispat Nigam Limited RINL appealed to the BJP led NDA
Government to drop for good the plan to disinvest 10 per cent of
the city headquartered public sector company. RINL union leaders,
reacting to 1,624 point fall in Sensex, the fourth largest in history,
and Nifty by 900 points, termed share trading as nothing but
gambling. “Learning lessons from the highly volatile share market,
the decision for raising funds for RINL, the corporate entity of
Visakhapatnam Steel Plant, should be dropped,” Steel Plant
Employees’ Union (CITU) deputy general secretary J. Simhachalam
told The Hindu on Monday. He said investments worth Rs.4 lakh
crore by small and middle class investors was lost in Monday’s
share market meltdown linked to withdrawal of investments by
foreign investors, falling price of yen, and slump in manufacturing
in China. The Centre had already taken a decision to offload 10 per
cent of its equity, amounting to Rs.489 crore. The RINL
management had appointed merchant bankers to manage the IPO.
The date had to be finalised by the Centre. Market regulator SEBI
approval for red herring prospectus has already been obtained.
Visakha Steel Employees’ Congress general secretary Mantri
Rajasekhar said since majority of the employees were against
disinvestment, the government should not go ahead with it. All the

TRADE UNIONS DECRY DILUTION OF LABOUR LAWS
Ahead of the general strike called by Central trade unions on September
2, a bus jatha, drumming up support for the all India stir, from Hindupur
arrived here on Monday. At an all trade union public meeting organised at
the Gandhi statue at GVMC, leaders assailed the governments for diluting
labour laws. CITU State general secretary M.A. Gafoor hit out at the
governments, accusing them of pursuing anti labour and anti people
policies. During elections, many promises were made to the working
class, but now unions were under attack and labour laws being diluted, he
said. The red carpet welcome to investors was at the cost of the public
sector, Mr. Gafoor said. AITUC honorary president and MLC
Chandrasekhar said the attempt to reduce 44 labour laws to five codes,
restrictions against unions and the right to strike work would be stiffly
resisted. CITU State vice-president Ch. Narsinga Rao said the
government was gifting away precious land and changing labour laws to
favour industry. It failed to control rising prices. CITU city general
secretary Jaggu Naidu and AITUC district general secretary Masen,
leaders of various trade unions, including HMS and IFTU, participated.
ONLINE NOD SOON FOR BUILDING PLAN Among the
municipal corporations selected for implementation of a pilot project for
online building plan approvals, GVMC will soon have the system in place.
Being the biggest municipal corporation in the State after bifurcation, its
choice for the pilot project is quite obvious. By virtue of its existing
position and infrastructure, it is better equipped for the project, it is said.
The State government has been working on introducing online building
plan approvals in all municipalities in six months and, as a forerunner,
taken up the pilot project. A total of 16 corporations and municipalities

have been selected for the pilot. “In the pilot project, the agency selected for
the work will study the zone system, officials in the hierarchy that will move
the files, and finally approve it before they come out with the software
required,” say sources. The software will also incorporate provisions of G.O.
625, based on which approvals are given. Once the pilot project gets ready
with the software, it will be implemented in the GVMC. The work orders
relating to the preparation of the software have already been given, paving
the way to take up the process, it is learnt. It is expected to be completed in
the next few months and implemented in the GVMC, apparently ahead of
the other municipalities. There has been a demand for a long time from
builders, bodies like the CREDAI, and individuals as well for introducing
online plan approvals to cut down delay. On an average, the GVMC
approves 5,000 plans every year, netting a revenue of Rs.100 core. The
GVMC may also provide a facility to scan and upload plan approval
documents for the benefit of those not well-versed with the online process,

Commander Retd Vallabhajosyula Sriramulu returned home in the city from
France after winning gold in the 10km speed walk for 90 to 94 year
category at the World Masters Athletic Championships 2015 held in Lyon
from August 4 to 16. “I participated in 5-km, 10-km and 20-km speed walk
and could complete the 10-km walk and get the gold. While 20-km walk is
my favourite I could not complete since I was disqualified from both 5-km
and 20-km events,” Commander Sriramulu told The Hindu on Monday.
While walking in the athletic events, the contestant has to stick to some
guidelines like both the feet should not be in the air together at any point of

time, the walker has to ground the heel and every time the knee should lock,
otherwise it is considered a run. Owing to this technicality, Cdr Sriramulu
was disqualified in two events and his competitor from Germany was

National Tricolour being hoisted at the medal award ceremony after the
event, but it was disappointing to see a nondescript volunteer presenting the
medal,” he recalled. There is no sponsorship for the senior events and the
participant has to pay for everything. The event had 8,059 representatives
from 98 countries, including 2,505 women. Interestingly there were three
men competing in pole vault event in 95-99 year category. Very conscious of
his fitness, the 92-year-old does weight training at home and is a regular
walker. Cdr Sriramulu, who retired from Indian Navy in 1975, worked from
some time in Dredging Corporation of India. Noting his approach to walking,
the then district veteran sports association secretary, Tripura Sundara Rao,

SIGNATURE TOWER TO BE BUILT IN TWO PHASES
The Signature Tower proposed on the sea facing Rushikonda hills in the
Madhurawada IT Special Economic Zone in Visakhapatnam will be
developed in two phases to make it a Global IT Hub if the efforts being
made by the government fructify. For construction of the tower as part of
the first phase, an investment of Rs.290 crore is envisaged in the Public
Private Partnership mode. Private investor or consortium will take up the
project under Design, Build, Operate, and Transfer basis. American
property firm Jones Long LaSalle LSS has already made several visits to
Visakhapatnam after its appointment as a project consultant. It will help the
APIIC in selecting the development partner. “The pre-bid conference on the
project, which is aimed at enhancing the brand image of Andhra Pradesh,
will be held on September 9 at Hyderabad,” APIIC Chief General Manager
(Projects) Ch.S.S. Prasad told The Hindu . Of the 17.98 acres earmarked
for the project, eight acres will be allotted for the first phase. The developer
will develop 9,05,292 sq. ft. of the built-up area with a provision for parking
of 1,350 cars. The super-structure will also have support facilities for IT and
ITES units such as hospitality, retail, and recreation. APIIC officials said that
they were expecting a good response to the Request for Proposal (RFP)
notification, which was issued on August 17. Chief Minister N.
Chandrababu Naidu, during an investors’ meet here last year, had declared
that the Signature Tower would have better architectural design than the
Cyber Towers of Hyderabad to make Visakhapatnam the IT Capital of A.P.
by attracting national and international investors.
ROOFTOP SOLAR SOLUTION IS THE FUTURE
A space measuring about 25 sft on the rooftop is sufficient to install two 125
watts solar panels, which can light up at least two lights and run two fans for
a minimum of four hours. Installation would cost about Rs. 38,000, but it

can reduce the electricity bill by about Rs. 200 on a monthly basis. And,
more importantly, solar is green energy and it reduces the carbon dioxide
emission into the atmosphere. These apart, the life of each solar solution, be
it domestic or agriculture, is about 20 to 25 years. Rooftop solar solution is
the future. It will not only reduce the load on the central grid but also lessen
the financial burden on domestic consumers. This was the theme at the
three-day solar expo organised here by the Andhra Pradesh Eastern Power
distribution Corporation Limited in association with NREDCAP. Both the
Central and State governments have laid huge emphasis on rooftop solar
solution, and the country’s target is to generate 40,000 MW by 2022. “For
Andhra Pradesh, the target is 2,000 MW, of which the share of the
APEPDCL is 750 MW and that of APSPDCL 1,300 MW,” CMD of
APEPDCL R. Mutyala Raju told The Hindu . The exhibition was organised
to create awareness among people and the response appeared to be
rewarding. In the last few years, the APEPDCL had given 28 connections,
resulting in the generation of 413 KW across the five coastal districts.
Whereas, in the last three days, the discom has received about 120
applications, with the generation capacity being about 574 KW. “Our target
for this year is 3.5 MW for the five districts, for Visakhapatnam alone it is 1
MW. In the exhibition, we have already achieved 0.5 MW,” said Chief
General Manager (Commercial) of APEDPCL B. Ramesh Prasad. To keep
the campaign going, the Discom plans to hold the exhibition in all the five
districts and approach government hospitals and offices for rooftop solar
solutions. Agri solution The APEPDCL has installed solar solution to 600
farmers across the five coastal districts. Of them, 500 are 5 hp motors and
100 are 3 hp motors. It has set a target of 2,000 agri pumps this year. For 3
hp pumps, a 3 KW solar plant has to be installed and the space required for
setting it up is about 300 sft. The total consumption for 3 hp pump, if it runs
for seven hours per day, is about 460 units a month. By installing a solar-run
pump-set, a farmer can save about Rs. 4,000 per month. The total cost of
installation will be about Rs. 3 lakh, which can be recovered in about five
years, says the APEPDCL CMD.

An awareness meet on how to file income tax returns online and through
mobile app evoked good response from the employees of Visakhapatnam
Steel Plant on Tuesday. The programme was organised under the guidance

with business and professional income. Depreciation is a tool as per Income
Tax Act to encourage investment and industrial activity. “By investing on
solar roof-top panels, individual house owners are becoming deemed
‘manufacturers’ and thus deserve depreciation benefits. So, the government
should extend the benefit of accelerated depreciation to all consumers
including individual house owners, when they have taxable income to
absorb/serve depreciation,” he says. The second aspect is removing the
procedural wrangles in the extension of subsidy to those going for roof-top
solar installation. The subsidy should be credited to the consumer’s account

Station will be developed into an Adarsh Station model station, according to
Railway Minister Suresh Prabhu. In a letter to former Union Minister D.
Purandeswari earlier this month, the Railway Minister noted that on her Ms.

200 Adarsh Stations which he had announced in his budget speech 2015
