Global endorsement of India’sspace capability: Modi

This is a “global endorsement of India’s space capability”, said PrimeMinister Narendra Modi after the successful launch of an Indianrocket that carried five foreign satellites.

Modi said: “Congratulations to everybody.”

“I feel specially privileged to witness this event in person,” said Modi whoclapped as the Polar Satellite Launch Vehicle-C23 (PSLV-C23) - standingaround 44.4 metres tall and weighing around 230 ton - tore into the brightmorning skies with orange flames fiercely burning at its tail.           The rocket’smain luggage is the 714 kg French earth observation satellite SPOT-7.Piggybacking on the main luggage are the four small satellites viz: 14-kg AISATof Germany; NLS7.1 (CAN-X4) and NLS7.2 (CAN-X5) from Canada eachweighing  15  kg;  and  the  7-kg  VELOX-1  of  Singapore.

PSLV-C23 placed all five satellites into their intended orbits, one after theother between 17 and 19 minutes of the launch, in textbook precision.Besides its primary payload of 714 kg French Earth Observation SatelliteSPOT-7, the rocket carried and placed in orbit 14 kg AISAT of Germany,NLS7.1 (CAN-X4) and NLS7.2 (CAN-X5) of Canada, each weighing 15kg, and the 7 kg VELOX-1 of Singapore.

Organisation’s mission control room, made a pitch for satellite diplomacyasking scientists to develop a SAARC satellite that could be of use to India’sneighbours.

In his first official visit to this spaceport, the prime minister said, “Today I askyou, the space community, to take up the challenge of developing a SAARCsatellite that we can dedicate to our neighbourhood as a gift from India. Sucha satellite will be helpful in SAARC nations’ fight against poverty and illiteracy,the challenge to progress in scientific field, and will open up avenues toprovide opportunities to the youth of SAARC countries,” he said.

Though the mission readiness review committee andlaunch authorisation board had on Friday cleared thelaunch, the launch time was rescheduled to 9.52 amon Monday, a delay of three minutes, attributed to“probable space debris” coming in the rocket’s way.

The five satellites were launched under commercialarrangements that ANTRIX (ISRO’s commercialarm) entered into with the respective foreignagencies.  

India’s age-old ethos of ‘vasudhaiva kutumbakam’(the world is a family) spurred the need for aSAARC satellite, Modi said, adding the fruits oftechnological advancement must be shared withthose who do not enjoy them.

“We provide benefits of telemedicine to Afghanistan and African

countries. But we must do more. ‘Yeh dil maange more’ (the heart desiresfor more),” Modi said repeating a famous tagline.The PM said the successful launch of the foreign satellites was a “globalendorsement” of India’s space capabilities developed by “our brilliantscientists”.

The space programme and its scientists came in for generous praise from thePM  who  said  that  the  success  “fills  every  Indian’s  heart  with  pride”.

“India’s advanced space programme puts her in an elite global group of five to sixcountries today. This is one domain in which we are at international cutting edge,pushing beyond mediocrity to achieve excellence,” Modi said and noted that thespace programme had made rapid  strides despite  resource constrains and“international hurdles”.  Stating that India had the potential to be a “large serviceprovider” in this area, Modi said efforts must be put in to achieve this which includeconstructing new infrastructure and upgrade to launching heavier satellites.

From the days of some rocket components transported in bicycles and India’sfirst satellite Aryabhatta, the space programme has come a long way, in theprocess becoming a cost-effective one, he said.  In a lighter vein, he said hecame to know that ISRO’s Mars mission cost less than Hollywood sci-fi‘Gravity’ a movie about space.  “The success has a deep historical root. Humanjourney started from Upanishads (vedic texts) to upagrah (satellites)....Our

ancestors conceived ideas like shunya(zero) and flying objects,” he said, addingbut for the idea of zero there could be no scientific progress.  Modi lauded thespace community, saluting among others its founding fathers Vikram Sarabhaiand Satish Dhawan, besides ISRO for the ‘perfect’ placement of the satellitesin intended orbit today.

“Our space scientists have made us global leaders in one of the most complexareas on modern technology. This shows that we can be the best and we mustfeel proud of it. If we apply ourselves, we can meet the aspirations of ourpeople,” the PM said.

Besides Modi, Andhra Pradesh Chief Minister N Chandrababu Naidu, AndhraPradesh Governor E S L Narasimhan and Union Minister M Venkaiah Naidualso witnessed the launch from the Sriharikota spaceport, about 100 kilometresfrom Chennai.                                                                                The PM hadon Sunday arrived in Chennai enroute to Sriharikota to witness the event.  Frenchsatellite SPOT 7, identical to SPOT-6, which ISRO had launched in 2012,would be placed diametrically opposite to SPOT-6, forming part of the existingEarth observation satellite. European space technology company AirbusDefence  and  Space  has  built  SPOT-7.Germany’s AISAT satellite would focus on the global sea-traffic monitoringsystem with special emphasis on high traffic zones using AIS signals. It is alsoGermany’s  first  DLR  satellite  in  the  nano-satellite  class.

NLS 7.1 and NLS 7.2 are from the University of Toronto, Institute of AerospaceStudies/ Space Flight Laboratory in Canada. Both payloads would performtwo-spacecraft precision formation flying using differential GPS with centimetre-level relative position and sub-metre level accurate position control system.Satellite VELOX-1 from Nanyang Technological University, Singapore is atechnology demonstrator for in-house design of image sensor, MEMS-basedattitude  determination  and  control  system and  inter-satellite RF  link.

ISRO has so far launched 35 satellites from 19 countries around the globe —Algeria, Argentina, Austria, Belgium, Canada, Denmark, France, Germany,Indonesia, Israel, Italy, Japan, Korea, Luxembourg, Singapore, Switzerland,The Netherlands, Turkey and the United Kingdom, bringing a huge sum to thecountry  as  foreign  exchange.

Over ten lakh devotees witnessed the world famous annual Rath Yatra of Lord

Jagannath held here today with fanfare, religious fervour and enthusiasm amid

tight security as the practice of people climbing the chariots was stopped in a

major reform initiative.  However, Puri Shankaracharya Swami Nischalananda

Saraswati did not visit the chariots before they were pulled accusing the Odisha

government of interfering in religious matters by asking him to ascend the raths

(chariots) alone without his disciples.  “The state government has dared to dictate

terms to the Shankaracharya of Puri. I will not visit the chariots before they are

pulled for Rath Yatra,” Saraswati had told reporters at the Govardhan Peeth in

Puri yesterday.  Devotees from across the country and abroad descended on

the pilgrim town of Puri in Odisha for a glimpse of the presiding deities of the

12th century shrine of Sri Jagannath and mingled with the sea of humanity during

the  annualfestival  of  chariots.

“The festival was held peacefully in a smooth manner. There was no untoward

incident as elaborate security measures were taken,” a senior police officer said.

Force (RAF) and sharp shooters were deployed at vital points while the Coast

Guard kept a vigil on the sea. The annual event was marked by a major reform

– the practice of devotees climbing the chariots and touching the deities was

put to an end.  Devotees poured in to the seaside town since early morning to

watch the ceremony and pull the three majestic and colourful chariots on the

‘bada danda’, the grand avenue.  A host of VIPs including Odisha Governor

S C Jamir and Chief Minister Naveen Patnaik witnessed the proceedings. As

the presiding deities, Lord Jagannath, Lord Balabhadra and Devi Subhadra –

set out from the sanctum sanctorum of the temple, a number of special rituals

like  ‘Mangla  Arati’  and ‘Mailam’  were  performed.

Descending from the Ratna Sinhasana, the bejewelled throne, the three deities

were taken out of the temple down the 22 steps known as ‘Baisi Pahacha’

through the Lion’s gate in an elaborate royal ritual called ‘Pahandi’ as devotees

and  sevayats  jostled  to  have  a  glimpse  and  touch  them.

In a rhythmic style, the deities moved froward step by step to the accompaniment

of beating of ‘ghantas’ and ‘kahalis’ and blowing of konch shells.  The temple

was thrown open to public only yesterday for ‘Naba Jaubana Darshan’ of the

deities as they remained confined in ‘Anasara Pindi’ (recovery chamber) after

the  grand  bath  on  ‘Snana  Purnima’  held  on  June  13.

GAIL pipeline fire toll goes up to

19, three still critical

With two more persons succumbing to their burn injuries on Sunday, the toll in

Friday’s deadly fire-blast, apparently caused by leakage from a GAIL gas

pipeline in Nagaram, Andhra Pradesh, rose to 19 even as the condition of at

least three others remains critical, police said.

“Two men who were undergoing treatment at a private hospital in Kakinada

succumbed to their burns in the early hours. With this, the toll has risen to 19,”

East Godavari District Superintendent of Police G Vijay Kumar told to press.

The condition of at least three among the 15 others who are undergoing

treatment in different hospitals remains critical as they have suffered around 80

per cent burns, the SP said.  The massive blaze started early Friday morning

in Nagaram village in the coastal district, about 560 kms from Hyderabad,

apparently after leaked gas from the pipeline got ignited when a tea vendor lit

his stove. Following a blast, the gigantic flames scorched houses, coconut

palms and everything else in a radius of half a kilometre.

Police, who on Saturday registered a case of negligence against the Gas

Authority of India Limited (GAIL), after examining eyewitnesses, recording

statements of victims’ relatives and based on preliminary investigation, said

they have begun the probe by collecting documents relating to the pipes laid.

Some residents of Nagaram had alleged GAIL had failed to act on their

complaints of gas leaks from its pipeline in the past few days. Police were

also ascertaining whether the PSU had taken necessary safety measures for

the gas pipeline passing through a populated area.

“The investigation process in on... the investigating officials are collecting

material and documents and finding out what precautions the company had

taken (with regard to pipeline)...the GAIL officials will also be questioned,”

the senior police official explained.   Meanwhile, East Godavari district

Collector Neetu Prasad on Sunday held a meeting with GAIL officials and

discussed the impact of explosion and damage caused to the human lives and

property. The Collector discussed the quantum of compensation and also

relief and rescue operations in the village.

She explained to GAIL authorities that earlier also some incidents of gas

leakage had occurred, but not to such a devastating extent. She urged the

authorities to take stringent steps to stop recurrence of such incidents in future

and to replace the damaged and rusted pipelines passing through the village

and other areas in the district. The district administration will submit a

comprehensive report on the incident, including rescue and relief operations

and the list of deceased persons and those injured, to the state government,

she said.  Prasad also urged the GAIL authorities to pay an ex-gratia to the

kin of the victims and help in construction of their houses and job to at least

one member from the families of the deceased.   GAIL (Project) Director A

Karnataka assured that ex-gratia will be paid to the mishap-affected persons

and that they would also look into the other demands. The pipelines were set

up in 2001 and will work till 2016, but keeping in view the preventive

measures, the pipeline will be shifted away from the houses and a survey will

be conducted of all the existing pipelines in the district, he said.

Eleven bodies have been recovered so far as massive rescue operationscontinued at the building collapse site at Mugalivakkam near Porur in Chennaieven as police said they have arrested five persons in connection with thetragedy.  Several persons are still believed to be trapped under the debris andhundreds of personnel are engaged in clearing the rubble as part of the rescueeffort.  Two alleged owners of the building were arrested on Sunday morningalong with two engineers as police rounded up five persons in connection withthe  incident  and  booked  them  under  various  sections  of  IPC.“The Chennai Police Commissioner has already visited the spot. Five personshave been secured and inquiry is on into the incident,” Director General of Police

others from National DisasterReponse Force are taking partin rescue operations at the siteof the tragedy, which is beingdescribed  as  the  largestbuilding accident in the recentpast in Chennai.

“Rescue operations are on in fullswing. Our priority is to locatesurvivors. We are using moderncameras to locate them and arewatching closely for any voicesfrom within  the debris,”  saidNDRF  DIG  SP  Selvan.Sniffer  dogs,  too,  have  beenbrought  in  to  locate  personstrapped in the rubble.  Officialsare speaking to those who havebeen  rescued  to  gatherinformation about the number ofpeople who were in the buildingwhen the mishap struck at around5  PM  on  Saturday.

“Twenty-two fire tenders fromChennai  and  neighbouringdistricts  like  Kancheepuram,Tiruvallur, Vellore as also fromTiruchirappalli have been keptready near the site along with over50 ambulances.  Constructionequipment and JCB vehicles havebeen rushed to the spot and have

been taking part in rescue efforts since lastevening,”  said  Kancheepuram  DistrictCollector,  Baskaran.  Chief  Minister  JJayalalithaa has announced a solatium of Rs 2lakh each for the families of the deceased whileRs 50,000 has been extended to those whohave been injured in the building collapse.Roads near the building collapse site havebeen cleared to allow smooth conduct ofrescue operations while  Jayalalithaa hasdirected  the  Kancheepuram  districtadministration to ensure medical treatmentfor the injured and also arrange for their safejourney  back  home  at  the  government’sexpense. Many of those feared trapped underthe debris are believed to hail from AndhraPradesh.    Minister  of  State  for  HeavyIndustries  Pon  Radhakrishnan,  MDMKleader  Vaiko  and  MMK  chief  MHJawahirullah, who visited the site on Sundaymorning, called for those responsible behindthe incident to be brought to book. DMDKleader Vijayakant,  meanwhile,  issued  astatement condemning the incident and soughtaction  against  those  responsible.

India, China release first

encyclopedia of cultural contacts

India and China on Monday released the first encyclopedia on their age-old cultural contacts, tracing back their history to over 2,000 years, startingfrom the visit of Chinese scholar Huen Tsang to India in the 7th century tobring Buddhist scriptures to China.

The two volumes of the encyclopedia jointly compiled by scholarsof India and China was released by Vice President M H Ansari andhis Chinese counterpart Li Yuanchao during their bilateral meeting inBeijing.

Ansari is on a five-day visit to China which ends today. The idea ofencyclopedia of India-China Cultural Contacts, which also coversthe trade and diplomatic ties, was mooted during the visit of formerChinese Premier, Wen Jiabao to India in December 2010.

The book traces back the centuries old civilisation links that startedwith the visit of Huen Tsang to India in the 7th century to bringBuddhist scriptures to China.

India-China relations have expanded significantly in both scope andintensity over the past decade, according to an official statement.

Both sides have attached great importance to cooperation on awide range of issues with people-to-people exchanges forming animportant aspect of our bilateral relations.

The two sides recognise the importance of expanding such contacts,thereby contributing towards enhanced mutual understanding.

With this shared understanding, during the visit of Wen to India in2010, the leaders of India and China agreed on a project involvingcompilation of an encyclopedia of India-China cultural contacts, itsaid.

The work of compilation of the encyclopedia was undertaken by ajoint compilation committee comprising of officials and scholarsfrom both India and China.

The encyclopedia was released in both English and Chineseversions. It features over 700 entries, encapsulating the rich historyof contacts and exchanges between the two countries in the trade,economic, literary, cultural and philosophical spheres.

Chinese tried to enter Indian waters

in Ladakh: Reports

After making incursion bids in Ladakh through land route, Chinese troops

have made several attempts to enter Indian waters at Pangong lake nestled in

the higher reaches of Ladakh with the latest incident reported on Friday.

According to reports reaching various government agencies in New Delhi,

the Army had a face-off with the Chinese People’s Liberation Army as recent

as June 27 in the lake when their troops tried to enter the Indian waters.

Udhampur-based Northern Command Army spokesperson Col S Goswami

declined to answer a query from PTI about the latest incursion attempts and

instead was asked to “approach PRO (Army)”.

However, there was no reply from his side when it was pointed out to him

that he was the spokesperson of the Army.

The External Affairs Ministry spokesperson — when asked by reporters on

Saturday about reports of fresh incursions by Chinese troops in Ladakh

region — merely said Indian soldiers guarding the country’s borders will be

able to provide an appropriate response should any incident occur on the

border.  According to sources privy to the development, Chinese troops

were intercepted at the imaginary line that is supposed to be the Line of

Actual Control (LAC) in the lake and sent back after the face-off drill during

which the army personnel on both sides wave banners claiming it to be their

territory.   The incursions have taken place in eastern Ladakh and on the

northern bank of PangongLake, located 168 km from Leh, the sources said.

The Chinese patrols used to come frequently from the northern and southern

banks of this lake, whose 45 km stretch is on the Indian side while another

90 km is on the Chinese side.

However, every attempt was foiled by the Army which has been equipped

with new boats.  The high-speed interceptor boats, that were bought from

the US, can accommodate nearly 15 soldiers and are equipped with radars,

infra-red and GPS systems.

These boats are stated to be as good as the Chinese vessels and are used to

conduct reconnaissance and area domination patrols.

The sources said the Chinese patrol boats were backed up by PLA troops

from the banks of the lake and the move was apparently to put psychological

pressure on the Indian troops who man the area.

The situation along the banks of the lake has always remained volatile with

Chinese troops being intercepted by Indian Army patrol several times after

the three-week long stand-off in the Depsang plains of Daulat Beg Oldie in

May last year. The areas where the face-off frequently occurred included the

Finger-VIII area, also known as Siri Jap. China has managed to construct a

road up to Finger-IV area which also falls under Siri Jap area and is five km

deep into the LAC, the sources said.

China in its maps claim that this area belongs to it while the Indian Army has

been claiming it to be part of Ladakh.

However, as the Indian side was trying to back its claim during negotiations,

the Chinese army constructed a metal-top road and claimed the area to be

part of Aksai Chin area, the sources said, adding many a time the Indian

Army has used the same road to patrol the area and lay claim over it.

CHILD RIGHTS PANEL SEEKS GAIL REPORT

Member of State Commission for Child Rights S. Balaraju expressed

serious concern over death of children following blast in GAIL pipeline in

Nagaram village of East Godavari district on Friday. The member of the

commission spoke to East Godavari District Collector and other officials on

the incident. The member directed the officials of the GAIL to submit a

detailed action taken report to the commission within 15 days. The

commission directed the district officials to implement child safety measures

in the affected areas immediately, he told The Hindu.

VSP UNION CHALLENGES ORDER ON LEAVE

On a writ petition filed by Visakha Steel Employees Union challenging the

managements order on restriction of earned and halfpay leaves, the Andhra

Pradesh High Court has issued notices. In his petition, union general

secretary Padi Trinadha Rao said the management circular in December

2013 restricted EL and HPL put together to 300 from the eligible 300 EL

and 480 HPL for executives and to 200 EL and 320 HPL in case of non-

executives for encashment at the time of retirement. The union contended

that the circular restricted them from getting their legitimate leave encashment

Kantha Rao issued notices on June 25 to the Chairman of Visakhapatnam

Steel Plant and Secretary, Department of Heavy Enterprise and Pubic

Enterprises, Government of India asking them to submit their counter within

three weeks.

VIPT GETS NOD FOR PHARMA. D

Vignan Institute of Pharmaceutical Technology VIPT, Duvvada, has got

approval from the Pharmacy Council of India to launch Pharma.D course

from this academic year, on its campus. According to principal of VIPT Y.

Srinivasa Rao, the duration of the course is six years, of which five years will

be academic study and one year will be internship in a hospital. During the

six-year study, both pharmacy practice and clinical pharmacy will be taught.

The course is open to students who have passed Intermediate in BiPC or

MPC streams. Approved intake is 30 out of which 21 is through EAMCET

counselling. On clearing the course, the students will be awarded a degree in

Doctor of Pharmacy and are eligible to write the NAPLEX examination for

jobs and higher study in the USA. Other placement opportunities could be in

areas such as community pharmacy, geriatric pharmacy, government

agencies, home health care, hospital pharmacy, pharmaceutical industry,

pharmaco-economics, pharmacy education and specialised area

opportunities.

CABLE OPERATORS SEEK FRESH BILL

Local Cable Operators (LCO) have demanded revival of the Cable

Television Networks (Regulation) Amendment Bill 2011, as they feel the

present Bill has not only hit their business badly, but also lacks clarity.

Voicing their demand under the banner Seemandhra Cable Operators’

Welfare Association, the members said that the Bill has no provision for the

LCOs and they were marginalised and ignored. Addressing a press

conference here on Friday, association president P. Diwakar pointed out

that the then UPA government had passed the digitisation of cable network

bill under the TRAI guidelines but the LCOs, who are the implementers,

were neither consulted nor their interests taken care of. “The property and

infrastructure belong to the LCOs, but the cream is taken by the MSO

(Multi System Operator). There is an agreement between the Broadcaster

and the MSO and between the MSO and the consumer, but there is no

agreement with the LCO,” he said. Further, the consumers were being

taxed unnecessarily. “Earlier, the entire package would come at Rs. 150.

But now for every a la-carte pay channel, the consumer has to pay Rs. 150

plus taxes,” said Mr. Diwakar. Substandard STBs According to association

general secretary B. Pothana Reddy, the set-top boxes (STB) that are being

imported are sub-standard and do not even have an ISI marking. So far the

government has imported about 3 crore STBs and in Visakhapatnam city

there are about 5 lakh STB installations. “Neither the STBs are of good

quality, nor the government has provided any service centre, and this is

making our life miserable as the consumers question us and not the MSO,”

he lamented. Mr. Diwakar opined out that a new bill should be drafted,

safeguarding the interest of the LCO. The association members plan to meet

Chief Minister N. Chandrababu Naidu and Information and Broadcasting

Minister Prakash Javadekar shortly with a memorandum. “It is nation-wide

issue and the digitisation concept was introduced in 38 metro cities and we

are in touch with other LCO associations in different cities,” said Mr.

Diwakar.

month ago. Municipal elections were held on March 30 and the MPTC and

ZPTC elections on April 6 and 11 while the results of the two came out on

May 12 and May 13. The elections were held at a short notice as the

Supreme Court had cracked the whip when the State had failed to keep its

promise of conducting elections on time. Counting of votes was taken up

after polling in general elections were completed in the then combined AP.

With TD sweeping the municipal elections and winning majority of ZPTCs

and MPTCs it is only a formality for its candidates to go through the election

procedure. To start with, on July 3, Telugu Desam’s Ch. Anitha and Pilla

Rama Kumari will get elected first chairpersons of Narsipatnam and

Elamanchili municipalities respectively as the party won overwhelming

number of wards in the two new towns. Party’s Lalam Bhavani, who won

from Rambilli ZPTC, is all set to be elected ZPP chairperson next Saturday

as TD won 24 out of 39 ZPTCs. On the first day elections will be held for

president and vice-presidents of MPPs in the district. TD which won 334

MPTCs against 254 by YSRC will win most number of MPPs. YSRC is

ahead of Telugu Desam Party in a few mandals like Madugula,

Payakaraopeta, Kotavuratla, Anandapuram and Sabbavaram while the two

parties are evenly poised in Munagapaka, K. Kotapadu and the two Agency

mandals, Araku Valley and Anantagiri. Election of co-opted members will

also take place along with MPP and ZPP elections.

killed 15 people and injured 18 on Friday, a few possibilities are being

have developed cracks due to two major factors. “Since the pipeline was

two decades old, it could have developed cracks due to external and

internal corrosion or due to thermal stress, as there is a variation of

temperature at times. The variation of temperature leads to expansion and

contraction and that could lead to cracks,” he said. But he was fast to add

that normally sub-soil natural gas pipelines can withstand the development of

cracks till 50 years, if periodic checks and audits are conducted. GAIL

would have its own checks and audits, but I am not sure if ‘pipeline integrity

management programme’, which is mandatory, was being followed, he said.

A former Chief Engineer of Oil India on condition of anonymity said gas

pipelines are designed to withstand twice or thrice the normal transfer

pressure and do not fail, unless and until they are rusted. “The pipelines have

cathodic protection, an anti-rust system. But cathodic protection might fail, if

periodic checks were not observed. And in such a case, the pipeline may

not withstand the pressure and cracks can develop,” he said. As such the

gas belonged to ONGC and GAIL was only a facilitator for transferring the

natural gas that was explored by ONGC, through its pipeline. Moreover,

natural gas or hydrocarbon is not inflammable until it comes in contact with

oxygen in the atmosphere. In this case the gas would have leaked and

spread into the atmosphere over a period of time and had become a heady

cocktail, said Prof. Rao. The igniting factor is methane in natural gas and the

upper lower limit is 4.42 and the higher limit is 15 to 17 per cent, said Prof.

ARRANGEMENTS IN PLACE FOR ANNUAL RATH YATRA

AU PREPARING DOCUMENT ON SKILL DEVELOPMENT

Andhra University will submit to Chief Minister N. Chandrababu Naidu a

document on skill development, sought by him, in 10 days, Vice Chancellor

G.S.N. Raju said on Thursday. Andhra University has plans for a skill

development institute to prepare personnel for IT and other industries that

are expected to come up on a large scale as the city is being projected as an

industrial and IT hub. Just having a diploma or certificate is not enough and

proper training is needed. This is the area we take care of, Prof. Raju said at

a press conference. During last two days, Prof. Raju and other university

officials were in Hyderabad meeting Mr. Naidu, Ministers and senior officials

to press the case of AU as a Central University and to secure funds and

other benefits for the university. Mr. Naidu was requested to pursue

converting AU into a Central University, since he had recommended the

same 10 years ago to the then Prime Minister A.B. Vajyapee. Prof. Raju

explained the various advantages of converting AU into a Central University.

It was now struggling with lack of sufficient faculty and facilities. Only 450

teachers were on rolls while 1,200 were required, and this had resulted in

the university not getting a large number of projects, he said. Mr. Naidu also

responded well to AU team’s request to release arrears of Rs. 93 crore and

wanted details. AU would send its Finance Officer to Hyderabad with details

interaction with The Hindu , he said as per the proposed PPA the State

would not only get about 400 to 600 MW extra power from the existing set

up, but the power that is likely to be generated from thermal power plant

project that is coming up on fast-track basis at Krishnapatnam will augment

the supply. At Krishnapatnam, Nellore district, two 800 MW coal-based

super critical thermal power units are being built by Andhra Pradesh Power

Development Company Limited. “In the first phase one 800 MW unit is

likely to be commissioned in a couple of months and both together, we will

have 1600 MW, which is sufficient to clear the deficit that we have in the

demand and supply equation,” said Mr. Rama Mohan. On the coal linkage

problem at APGENCO plants, he said APEPDCL had been receiving about

600 MW short from GENCO and the shortfall was being managed by

purchasing power at a higher cost from naphtha-based private power plants.

Right now the present demand of APEPDCL is about 2,144 MW per day

and the supply is about 1,800 MW. Mr. Rama Mohan said the power

generation at hydel plants has almost come to standstill due to lack of rains

and owing to the extended summer the demand has increased. “Due to the

extended summer, the load factor has increased from 50 per cent to 90 per

cent, when compared to the corresponding period of earlier years,” he said.

He also confirmed that the three-hour power cut for cities and four hours in

the rural areas would continue for some more time.

The 154 year old Mrs. A.V.N. College, which had produced several

name a few, has also been rendering yeomen services towards educating the

poor. Students of Mrs. AVN College Polytechnic, most of them hailing from

discontinue his studies due to poverty and problems in the family. I

expeditions are meant to draw children aged between 10 and 18, and family

members to sink in a whole new camping experience. “The budget-friendly

trips have a base camp, where people need to start their journey from a

particular destination. We are keen on safety, food, and hygiene aspects as

our team members, spread across the destinations, will guide the trekkers to

help provide a homely environment,” says N. Nageswara Rao, State

secretary of YHAI. The camps, varying from five to 10 days, are divided into

WORKERS UNION TO MOVE SC FOR REOPENING OF

CHITTIVALASA JUTE MILL

Chittivalasa Jute Mills Workers’ Union CJMWU has decided to knock at the

doors of the Supreme Court to seek a direction for immediate reopening of

the unit located near Tagarapuvalasa. The mill, which employed 2,800

permanent, 800 badli and 2,000 apprentice workers at the time of closure,

was shut down by the Kolkata based management on April 20, 2009. More

than five years have passed, but the lockout, imposed under the pretext of

deplorable power position, continues despite orders by the labour court and

the government. “The old management which entered into an agreement to

sell it off has run into rough weather over the modalities for change of

ownership. The issue has become sub judice . Hence, we will bring pressure

on the new government in Andhra Pradesh to seek a direction from the Apex

Court,” INTUC leader and CJMWU president K.K. Varahala Raju told The

Hindu on Thursday. He said the union also decided to file an affidavit in the

court seeking a direction to the management not to delay the reopening on

humanitarian point of view. Owing to the prolonged closure, several workers

moved to Vizianagaram, Nellimarla, Srikakulam and other places in search of

jobs in jute mills there. Others have been working as labour to eke out a

living. Oldest mill The union had signed an agreement with the management in

2011 to extend full cooperation for revival of the mill, one of the oldest

composite mills in the State built during British Raj with a capacity of 100

tonnes a day. Those who have already attained superannuation will be given
