COMPANY HISTORY

From Montreal to Multi-national

The Harvey Law Group started out as an immigration and

business law firm in Montreal, Canada. Founded by the

highly respected lawyer Jean Francois Harvey in

1992, HLG has steadily grown and built a solid reputation

over the course of 20 years. With a service and expertise

that’s spoken well of in Montreal, it was only a matter of

time before the firm branched out into other countries.

Jean François Harvey -Founder, Managing Partner – Worldwide

Harvey holds a Bachelor of Law Degree and is a member of both the Quebec

and Canadian Bar Association. Highly reputable and respected for 18 years,

Harvey is the Past-Chair, Citizenship & Immigration Law Section, Canadian Bar

Association as well as the Former-Chair, Citizenship and Immigration Law

Section, Quebec Section, Canadian Bar Association.

MikaëlCharette -Managing Partner – China

经营合伙人- 中国区Mikaël Charette has been the managing director of HLG Beijing office since 2005. He

graduated in 2002 from the Faculty of Law at the University of Ottawa, where he

completed a License in Civil Law. He completed a bachelor’s degree in Common Law

from the faculty of Law of the University of Victoria in 2003. While studying at the

University of Victoria, Mr. Charette was a participant in an exchange program at the

University of Oxford, England, where he undertook a rigorous program in International

Intellectual Property Law. Mr. Charette has also completed in 2005 a Master in Law at

the City University of Hong Kong with honors, where his research was mainly focused

on International and Chinese Business Law, namely issues on Word Trade organization

(WTO). He is a certified lawyer from the Quebec Bar since 2005, as well as duly

registered foreign lawyer in People’s Republic of China, Hong Kong and Vietnam.

After having graduated from the faculty of Law of the University of Laval (Quebec) in 2005,

Elvire-Sabrina Barrucco was admitted to the Quebec Bar in 2007. She then received an

attestation of continuing education, in Corporate Tax, from the Association of Tax and

Financial Planning. She also completed a Specialized Graduate Diploma in Corporate Law,

at University Laval, in 2011.

2005年毕业于拉瓦尔大学（魁北克）法律系，Elvire-Sabrina Barrucco于2007年加入魁北克律师协会随后她在税法与金融计划金融机构继续学习并获得公司税法学习认证书。此外她还于2011年拉瓦尔大学专业研究生课程获得公司法学位。

Business Law, Civil Law and Administrative Law dominate her practice. She had pleaded in

front of several Quebec courts and she has worked for various private practice firms in

Canada, Hong Kong and China, more precisely in Beijing, where she joined Harvey Law

Group in March 2012.

In addition to have worked for many government organizations, including Revenu Quebec,

she had also collaborated with the advisory committee of the Quebec’s Ministry of Finance

on the major reform of the Business Corporations Act in 2009. Moreover, she published an

article entitled "A Radical Reform" in the Bulletin of Economic Rights of the Centre of Study

for Economic Rights, in 2010, "vol.1, no.3".
