HIV AND AIDS REPORT CARD FOR GOVERNMENT MINISTRIES, DEPARTMENTS

AND AGENCIES

Introduction Introduction of Performance Contracting in 2004 for state corporations and government

ministries aimed at improving efficiency and effectiveness required that all Ministries, State

departments, Public Universities, State corporations, statutory boards and tertiary institutions

report on a number of performance indicators including Prevention of HIV and AIDS infections

and submit quarterly reports to lead agencies for performance evaluation. This information is

collected every quarter through the Public Sector HIV Routine Monitoring System.

Kenya AIDS Strategic Framework (KASF) 2014/2015 to 2018/2019 defines a multi-Sectoral

approach to combat HIV and AIDS, where all sectors get fully involved in addressing the

pandemic. KASF expects to achieve this through leveraging on different sectors and emerging

technologies for HIV prevention (NACC, 2014/15-2018/19, p. xi). Despite the fact that the

Ministry of Health plays a key role in the multisectoral response with regard to providing

technical direction and service delivery in biomedical areas of prevention, treatment and care,

other sectors beyond health are expected to develop interventions and invest resources for the

HIV response.

Report Card for FY 2014/2015

Kenya Gazette (2013) describes the organization of the Government of Kenya. According to the

executive order No.2/2013 the government is constituted of 18 Ministires, 11 Departments, 168

state coporations under the ministries and 21 constitutional commissions and independent

offices. To create accountability to the public for trageted results, the perfomance contract

requires that all these Governmnet entities submit quarterly reports to NACC on HIV Prevention

activities for performance evaluation.

In the financial year 2014/2015 (11th Performance Contract cycle) 326 MDA’s were expected to

report on HIV Prevention activities however only 50.3% (190) reported. Inconsistent and late

reporting were identified as the major challenges during the reporting period (See Annex 1 for

the detailed MDA reporting).

Public Sector Contribution to the National HIV Response

Government through MDA’s contributed to the National HIV response during the reporting period. Over

1,849,309 Kenyans and their families were reached with HIV awareness messages through the public

sector HIV response. Of the 7.1 million persons tested for HIV in Kenya during the period under review

the public sector contributed directly to over 619,312. The sector further supported distribution of over

7,400,000 condoms and approximately 832,613 adults and children with HIV supported through various

Cooperate Social Responsibility initiatives. The MDA’s were able to link people to services through

referrals with 849,812 people referred for HIV services.

Reporting Challenges

Review of the reporting by quarter revealed that quarter 4 had the lowest number of MDAs

reporting but this can be attributed to the fact that the reporting deadline for is always the 20th

day following the end of the quater. Inconsistent reporting amongst MDA’s has been noted as a

major challenge amongst other challenges that include lack of understanding for HIV

mainstreaming, submission of incomplete data and late reporting. This calls for urgent Data

Quality Audits (DQA) to ascertain that the information captured is complete, accurate and can be

relied on for planning.
