J. Thomas Creamer, Principal of MaysvilleHigh School, has been elected to membership onthe K.H.S.A.A. Board of Control, representing Sec-

tion 5, to fill out the unexpired term of WilUam C.

Doan.Mr. Creamer is a native of Ludlow, Kentucky,

where he graduated from High School in 1959. Heattended the University of Kentucky for one yearbefore transferring to Georgetown CoUege wherehe graduated in 1963 with a major in mathematicsand a minor in physical education.

Mr. Creamer began his coaching career at Rus-sell High School in Russell, Kentucky, as Assistant

Football and Assistant Basketball Coach from 1963

to 1965. He served as Head Football and HeadBasketball Coach at Beechwood High School from1965 through 1968.

In 1968, Mr. Creamer accepted the HeadBasketball coaching position at Maysville HighSchool. He was appointed Assistant Principal in

1970, and when Mr. Robert L. Biddle succeededMr. Earl D. Jones as Superintendent of the Mays-ville City Schools in 1972, Mr. Creamer was namedPrincipal.

in District 1 in the Class AAA Football. Theyshould have been in Class AAA, Region I, Dis-

I recently saw a high school basketball gamewhich brought tears to my eyes, gave me a biggerthrill than I've had in years and reinforced mybelief that participation in sports can be a greatinfluence on molding the character of our youth.

1 would like to tell you about that game . . .

not only because I am certain you will be inter-ested in hearing the story of its ending, but alsobecause I am greatly disturbed by the growingtrend in this country to dismiss the redeemingassets of athletics, with its stress on individualand team achievements, pride in oneself andthe team or group to which one belongs, and thehard-to-define feeling of caring for others whoshare with you the ecstasy and agony of victoryand defeat.

The game was played in a small town inCalifornia, which has a high school basketballteam that is young and inexperienced . . . yet en-thusiastic . . . and, but for its height in the frontcourt, had been written off as a contender by thelocal paper, by the community and judging by theattendance at the games by the student body andfaculty as well. They have a mediocre pre-seasonrecord, but that doesn't matter. What does matteris that the boys on the team, with the guidanceof their fine coach and their own concept of thetrue riches of life, have discovered at a very earlyage that there is an inner satisfaction derivedfrom sharing with others ... in this case, sharingthe joy of a two-point basket.

These boys, at the beginning of the season,voted to accept as a member of their team, amentally handicapped classmate, who was givena team uniform and numeral. He worked outdaily at practice and was fairly good at shootingbaskets, but was unable to remember all the playsor remember where he was supposed to positionhimself on the court. He tried his best to succeedand they admired him for his efforts. They gavehim encouragement on and off the field and al-

ways arranged rides for him to team meetingsand games. He seldom played in any games, yetalways participated in the warm-up drills, joinedthe handclasps at the huddle and rooted loudlyfor his team from the bench.

The other night, their team had a command-ing lead in the game and with 52 seconds left to

play he was sent in as a substitute. There wasonly one hope in the minds of those who wereaware of his presence in the line-up . . . that hewould score. With four seconds to go, there was ajump-ball called . . . the entire bench and all thefans were on their feet . . . the boj's were yelling

at him, telling him where to stand and what to do.(Contnued on Page Four)

Atlention, Principals and Basketball Coaches!K.H.S.A.A. By-Law 27, Section 5, "Practice

Games," states in part that prior to the openinggame of regular season play, a basketball teammay have only two practice games and/or "pre-view" with players other than members of thesquad. The following interpretations are beinggiven in an effort to prevent possible violations:

(1) Each school will be limited to two regardlessof the number of teams. There can be only twoincluding all levels of play.

(2) A scrimmage wiU be counted if one or moreboys from different schools engage one anotherin any way.

(3) Any scrimmage must be completed in onesession of no more than three hours.

(4) No admission may be charged to a scrim-mage, only to a "preview."

(5) A scrimmage can not be held under gameconditions, time or score can not be kept, coachesmust be on the floor and coach at intervals.

(6) Each team may engage only one other teamin a "preview."

This regulation, the same as all others, has beenwritten by you into the rules of your Association.It is the duty and responsibility of the coach, ath-letic director and principal, to see to it that yourschool abides by these regulations. There can belittle gained if a coach teaches and allows hisplayers to break rules to which he has agreed toabide.

Sports Can Mold Character

The ball was tipped to a teammate, who quickly

and deliberately passed it to him and from 25

feet out he sank the best swisher I've ever seen

just before the bell sounded endmg the game.With that, the entire team erupted onto the

court, throwing towels in the air, screaming, and

yelling. Thev engulfed him, slapped him on the

back and carried him off the floor on their shoul-

ders to the locker room.The few fans in the stands stood cheering

and clapping for several minutes.

That was when I started crying. I wept not

onlv because the boy had scored the only twopoints of his varsity career, but also because I'd

seen it ... a beautiful thing happen. I regret I

had no camera to record the event, but I will

never forget it . . . nor will I be swayed from mybelief, which was reinforced that night . . . that

there is a goodness in all of us which, if properly

directed, can have a beneficial effect on our lives

and the lives of our associates. I also believe that

participation in sports can provide that guidance.

I concede that there is much more in life than

sports and that it should not be the all-consuming

passion in American society. I concede that there

is much beyond it in the fields of music, litera-

ture, art, science, and social awareness. However,I would argue vehemently with anyone whowould deny its worthwhile qualities or discour-

age its continuance in the school system.

I have never felt more strongly about the

merits of sports than I did that night, when I

wept as a young man of limited intellectual ca-

pacitv felt "the glow of receiving an ovation, andhis teammates the excitement of sharing hap-piness with another human being.

My son is a member of that team ... he is

the varsity captain. He didn't play his best gamethat night" and was discouraged with what he felt

was a bad performance. I tried to cheer him upwith little success. Then I told him that 20 years

from now he probably won't remember the nameof the school they played against, the final score

or how many points he scored . . . but he'll al-

ways remember how he felt when the last shot

of the game went sailing through the air andinto the hoop, and though he won't admit it now,the tears he choked back. Then I left him aloneto contemplate my words and the impact of theevening upon him as an individual.

Do organized sports always live up to their

potential in building character in our youngpeople? Of course not . . . but they should. Wheth-er we are athletic directors, parents, educators,politicians, little-league coaches or concerned citi-

zens, our goal should be to utilize that potentialand capitalize on the lessons it can teach aboutlife to the youth of this country.

The intent of my letter is twofold.

First, to relate a story that I think is veryinspirational.

Second, to call attention to the threateneddemise of the athletic program in our school sys-tem unless those who wisely support its continu-ance make their views widely known and negatethe power of its most vocal critics.

I hope it will prompt you to reflect on whatyou, as an individual, can do to positively in-fluence the structure of athletic programs withinyour own community. —Sportscope

There was a mother who was having a hardtime getting her son to go to school one morn-mg. "Nobody likes me at school," said the son."The teachers don't and the kids don't. Thesupermtendent wants to transfer me, the busdrivers hate me, the school board wants me todrop out. and the custodians have it in for me. I

don't want to go."

"You've got to go," insisted the mother."You're healthy. You have a lot to learn. You'vegot something to offer others. You are a leader.Besides, you're 49 years old. You're the princi-pal, and you've got to go to school."

Requirements for Registration

Girls' Basketball Officials

Interscholastic contests between memberschools will be played according to the rules ofthe Division of Girls' and Women's Sports asstipulated in the K.H.S.A.A. By-Laws. Accordingto DGWS regulations all officials must be regis-

tered with their group and all applicants mustpass a test to qualify for registration the first

.year. Officials will not be required to take thetest to re-register each year. The method of ob-taining higher ratings will be explained at somefuture time.

The $6.00 fee will cover the cost of registra-tion with the DGWS as well as the K.H.S.A.A.If you want to register accordingly, will yousend the name of a school administrator thatwould be willing to give you the test. The test

will be furnished by DGWS through this office.

Materials will be sent for you to study. Officials

who have been or are currently registered withthe DGWS as an official will not be required to

take the test on proof of such registration.

If you do not wish to register because of thetest, please advise and your fee will be returned.

Registered Girls' Basketball Officials

We would like to call your attention to thefact that this is the first year the K.H.S.A.A. is

registering officials for girls' basketball. A separ-ate registration is required to officiate girls' andboys' games. The $6.00 fee includes registrationwith the Division of Girls' and Women Sports andalso the K.H.S.A.A. All officials not previouslyregistered with the DGWS will be required to takethe test to register for the first time. Anyone de-siring to register should contact the K.H.S.A.A.office.

(Continued from September ATHLETE)9. Play: When quarterback Al comes to the lineof-scrinimage. it is noted that he is not wearingthe required mouthpiece. He sets his team andbegins calling signals, but before the ball is

snapped, the umpire sounds his whistle to pre-vent the ball from becoming alive.Ruling: The covering official is authorized toprevent the ball from becoming alive when heobserves a player is improperly equipped and it

is imminerl that the ball will become alive. Hemay take the prerogative of preventing the ballfrom becoming alive and penalize- for failure towear player equipment as a dead ball foul fromthe succeeding spot.Comment: This interpretation is made in the in-terest of player safety. It is granted, the absenceof required player equipment does not technical-ly become a foul until the ball is alive. How-ever, in this situation, the penalty may be as-

sessed during the dead ball period, because theplayer is, m truth, not ready to participate. Anofficial must use judgment in making this deter-mination. If he believes there is a possibility theplayer may be able to comply before the ball be-comes alive, he can permit the ball to becomealive. If the ball is snapped and player is notproperly wearing required equipment, the fouloccurs simultaneously with the snap and thebasic spot is the previous spot. It is not antici-

pated this situation will occur frequently.10. Play: Prior to a game, the home manage-ment provides the referee with a leather footballwhich has 12 cross laces and which has: (a)

solid and continuous 1-inch stripes 3 to 3% inchesfrom each end; or (b) solid and continuousstripes completely ai^ound the ball excepting for

a space 1 inch away and directly over the last

cross laces on each end.Ruling: The ball in (a) is legal and may be usedby both teams if the visiting team agrees to its

use. The visiting team may elect to use a leatherball with the more traditional 8 cross laces or a

ball of a different covering during the downs inwhich it snaps or kicks. In (b) the described balldoes not meet rules specifications and thereforemay not be used. The stripe must be solid andcontinuous.11. Play: During the last timed down of thegame team A scores a touchdown making thescore 12-12. During the try, Al is offside andthe place-kick goes through the uprights abovethe crossbar.Ruling: This is a foul during the try and team BwiU have the option of accepting the result ofthe play or accepting the penalty with the downreplayed following measurement. The succeedingtry by A would be from B's 8 yardline. Becausethe try is an untimed down, the game may beextended by another untimed down which wouldhave been necessitated by the foul.

12. Play: A kick-off by Kl is muffed by Rl atthe 15 yardline. In attempting to recover, K2: (a)

muffs the kick so that it goes out-of-bounds atR's 15: or Cb) bats the ball out-of-bounds on R's10.

Ruling: In (a) R may put the ball in play 10 yardsbehind its free kick line which ordinarily is the40. In (b) if the penalty for the illegal bat by K2were accepted, it will be administered from theprevious spot, since this is a loose ball foul. Inthis situation, K would re-kick from its 25 yard-line. If the penalty for the illegal bat by K2 were

accepted, ^t will be administered from the pre-vious spot, since this is a loose ball foul. In thissituation, K would re-kick from its 25 yardline.If the penalty for the illegal bat were declined, Rwould be privileged to put the ball in play 10yard.s behind its free-kick line at the 40.

13. Play: During a forward pass play in whichthe ball crosses the line-of-scrimmage, an in-eligible receiver is illegally downfield and: (a)Bl illegallv contacts him with an elbow; or (b)Al blocks Bl.Ruling: In (a) the foul by Al and Bl combine tomake a double foul and the down will be re-played. In (b) it is a multiple foul for an ineli-

gible illegally downfield and offensive pass in-

terference. Team B will undoubtedly accept thepenalty for the offensive interference.Comment: Even though the pass may have beenintended for Al, the contact by Bl is not de-fensive pass interference because Al was an in-

eligible receiver. Defensive pass interference mayoccur only against eligible receivers. Had therebeen no contact and ineligible Al had receivedsuch a pass, the result would have been offen-sive interference.14. Play: During a kick-off to start the secondhalf, K2 recovers the bounding free-kick beforeit crosses R's free-kick line and before beingtouched by R.Ruling: This is first touching by K2 and theclock will not be started. R will put the ball in

play from the spot of recovery and the clockwill start with the snap.15. Play: Following a change cf team posses-sion, team B has 12 players on the field whenthe ball is snapped. During the play, Al is

downed for a 5-yard loss.

Ruling: This foul for illegal substitution by Boccurred simultaneously with the snap. The pen-alty for the foul would be from the previousspot and will result in 1st and 5 for A.16. Play: During a scrimmage play, Bl chargesthrough the offensive line and is blocked from:(a) behind in the free-blocking zone by A6, whowas adjacent to the center at the snap; or (b)

the side below the waist by running back A4who was not in the free-blocking zone and the

direction of the block is away from the spot

from which the ball was snapped; or (c) behind,

while 2% yards behind the line, by A5, who wasnot in the free-blocking zone at the snap.

Ruling: Legal blocks in (a) and (b). In (a) thecontact must have been made within the free-

blocking zone. In (c) it is clipping.

17. Play: Interior linemen Al and A2 who werein the free-blocking zone at the time of the snap,

pull out to act as interference during a screen

pass. After the pass is caught behind the line,

Al and A2 block opponents below the waist in

the 6-yard belt so tnat the blocks are towardthe spot from which the snap was made.

Ruling: The blocks by Al and A2 are legal be-

cause both players were in the free-blockingzone at the time of the snap. The free-blockingzone disintegrates following the initial chargesor when the pattern of play changes, but the 6-

yard belt remains in effect throughout the downor until the ball is advanced beyond it. Theplayers who were in the free-blocking zone at

the snap are privileged to legally block oppon-ents below the waist in the 6-yard belt regard-less of the direction of the block.

18. Play: With 3rd and 8 from. B's 40, Al is

downed on A's 45, where he crawls. During theplay Bl held at the line-of-scrimmage.

Ruling: The penalty for holding by Bl will beadministered from B"s 40. This will result in anew series for A at B"s 25. From there, the pen-alty for the dead ball foul of crawling by Al willbe administered resulting in 1st and 15 for Afrom B's 30.

19. Play: During a running play which was thelast timed down of the second quarter. Al is

tackled and Bl contacts A2 after the ball is dead.The covering official does not judge the contactto be unsportsmanlike.Ruling: If the act is not deemed to be unsports-manlike, there will be no penalty. Only unsports-manlike foals by either team following the last

down of the first half will be penalized prior to

the second half kick-off.20. Play: Rl signals for a fair catch and catchesthe scrimmage-kick at K"s 40. With the scoretied near the end of the 4th quarter, the captainof R decides to put the ball in play by a snap. Althrows a legal forward pass intended for A2. Blinterferes with A2 and the pass falls incomplete.Following administration of the penalty, the cap-tain of R requests to put the ball in play by afree-kick from K's 25 as a field-goal attempt.Ruling: The ball may be put in play either by afree-kick or a snap for the replayed down.

CORRECTIONS:RULE BOOK:RULES ILLUSTRATED AND SIMPLIFIED:Page 46T: Caption should read: "Even thoughthe whistle were sounded inadvertently duringthis pass, the down will not be replayed. Theball is dead immediately and the illegal pass in-complete.21. Play: Rl makes a vahd fair catch signal andcatches the scrimmage-kick at K's 35. The cap-tain of R chooses to put the ball in play by a free-kick as an attempted field-goal. R2 is beyond R'sfree-kick line before the ball is kicked. The kickattempt appears to be unsuccessful. K acceptsthe penalty and the captain of R then indicateshis team will put the ball in play followingmeasurement by a snap from K's 40.

Ruling: This is legal. R will have the same optionswhen the penalty is accepted for a foul occuringduring the down following the fair catch for thereplayed down as it was entitled to originally.

22. Play: During a run by Al from his 40 it is

noticed that Bl, at the 50, is not wearing a mouthand tooth protector. Al is downed on B's 40.

Ruling: The failure of Bl to wear a mouth andtooth protector occurred during a running playand will be penalized in accordance with theall-but-one principle. The spot of the foul is the50. The penalty will be administered from theend of the run or the basic spot because the foulwas by B.

23. Play: The ball is snapped from the 50 yardlinaand Al advances across B's goal line. While Alis in the clear, A2 takes his helmet off at B's 40yardline and throws it into the air about the timeAl is crossing B's 10 yardline.Ruling: If the penalty were accepted, there is notouchdown. The penalty for the foul by Al is

administered from B's 40 because the spot of thefoul is behind the basic spot. The down will bereplayed from A's 45.

24. Play: From A's 35, Al advances to B's 40 andduring the run: (a) Al removes his mouthpieceon A's 30: or (b) Bl was detected with his chin-strap unsnapped at B's 35; or (c) A2 was notproperly wearing his mouthpiece at the time theball was snapped.

Ruling: In (a) if the penalty were accepted, ad-ministration would be from the spot of the foul,that IS, A's 30 yardline and the ball next put inplay from A's 15 yardline. In (b) if the penaltywere accepted the ball will be put in plav by Afrom B's 20 yardline. Because the foul 'in "(c)occurred simultaneously with the snap, the pen-alty, if accepted, will be administered from theprevious spot and the ball next put in play by Afrom its 20 yardline.

25. Play: Just prior to the snap Al notices thathis team has 12 players on the field and he leavesthe field across B's sideline.Ruling: This is a type of illegal substitution. Thefoul occurred when Al crossed B's sideline, there-fore, in this case, a dead ball foul. The penaltywill be administered from the succeeding spot.

26. Play: During a running play to the left, Al,who was on the right side of the line, crossesthrough the free-blocking zone and blocks Blfrom the side and away from the spot of the snap,below the waist, m leading interference for a de-layed play to the left side.

Ruling: Legal block by Al since the direction ofthe block was away from the snap.

27. Play: During a counter play, Al, who wasin the free blocking zone at the snap, takes twosteps behind the neutral zone and then turnsback to block within one yard behind A's line-of-scrimmage and contact is made with Bl frombehind and below the waist.Ruling: Legal block by Al since the free-blockingzone has not disintegrated in this instance.28. Play: Prior to the snap, snapper Al adjuststhe ball so that: (a) its long axis is in a nearlyvertical position; or (b) its long axis is parallelto the line-of-scrimmage. He then pauses momen-tarily and snaps.Ruling: This is an illegal snap in both (a) and(b). It is a snap infraction whenever the ball is

tilted to more than 45 degrees or whenever thelong axis is not perpendicular to the line-of-scrimmage. A snap infraction is a foul betweendowns and the official should immediatel.v soundhis whistle and cause the ball to remain dead.The penalt.y is 5 yards.

29. Play: After the snapper has adjusted the ball

and paused momentarily, he then moves or lifts

it without completing the snap. At the move-ment, Bl charges and causes a loose ball whichis recovered by B2. Is this a snap and does theball become alive?Ruling: The ball became alive as soon as it wasmoved by the snapper. Even though it is not alegal snap, B may choose to decline the penaltyand retain possession.

Comment: 'Wlienever an official observes the snapinfraction, he should sound his whistle to preventthe ball from becoming alive. As a dead ball foul,

the penalty will be administered from the suc-ceeding spot. There are some snap infractionsin which the ball becomes alive because it is

lifted in other than a legal snap. In these situa-tions, the official will not have an opportunity to

prevent the ball from becoming alive becausethe illegal action by the snapper could not beanticipated. Because the ball becomes alive andplay has started in these types of snap infrac-tions, the whistle should not be sounded to stopplay. While there are some unusual situations

which can develop in these rare occurrences,officials will let the play continue once it hasstarted. The spot of the foul for a snap infractionis the previous spot.

30. Play: Quarterback Al forward passes com-plete to ineligible A2 behind the line, who thenthrows a forward pass which crosses the line andis: (a) complete to A7; or (b) intercepted by BLRuling: The pass from Al is an illegal pass. In(a) B will undoubtedly accept the penalty whichIS 5 yards from the spot of the pass because thedown will be counted. In (b) B would probablydeclme the penalty in order to retain possession.

31. Play: Quarterback Al receives the snap andstarts to fade back, but hands the ball forwardbehind the line to interior lineman A2, who hasturned to face his own goal and is at least 1 yardbehind the line. A2 then throws a forward passcomplete to end A7, who advances across B'sgoal line.

Ruling: Touchdown for A. The handling of theball by Al is legal. After having received theball in this manner, A2 may legally throw aforward pass provided it is from behind the line-of-scrimmage and all ineligibles remain in theneutral zone expanded until the pass is in flight.

Comment: The purpose of these two plays is to

clearly illustrate conditions under which an in-terior lineman may legally throw a forward pass.The difference between the two plays calls atten-tion to the limitation which may make the actillegal. A pass from the quarterback to an eligiblereceiver beyond the line who returns behind theline to throw a second pass which crosses theline is a legal act. It is also legal for an eligiblereceiver to receive a forward pass behind theline and then throw a legal pass which crossesthe line. Of course, in all of these situations,it is understood the ineligibles must remain onthe line until the last pass is in flight.

32. Play: During a scrimmage-kick, HI is offsideand R2 makes an invalid fair catch signal.

Ruling: These two live ball fouls by the sameteam do not constitute a multiple foul becausethe first was followed by an unsportsmanlikeconduct foul by the same team. Therefore, thepenalty, if accepted, would be measured from theprevious spot 5 yards for the offside, then fol-lowed by a 15-yard penalty for the unsportsman-like conduct.

33. Play: During a running play, Bl is offside,

B2 removes his mouthpiece, after which thereis clipping by Al.

Ruling: The offside by Bl and the clipping by Alconstitute a double foul which will cause thedown to be replayed. Because failure to wearplayer equipment is an unsportsmanlike conductfoul, which followed the previous live ball foul byBl, it is necessary to tack on an additional 15-

yard penalty against B.
