Thank you for choosing to attend the 2017 Arizona Chapter American Public Works Association (APWA) Statewide Conference. On behalf of the Conference Planning Committee and the APWA Arizona Chapter Board of Directors, welcome to the Hilton El Conquistador. This year’s conference theme is LEADERSHIP in INFRASTRUCTURE - Motivate, Innovate, Elevate. Our goal is to provide attendees with opportunities to learn, network, have fun, and become more effective leaders of our industry.

To kick-off this year’s conference you won’t want to miss the opening session with JJ Birden, former NFL wide receiver and now leadership and opportunity trainer. Whether you work in the public or private sector, design, construction, or operations and maintenance, you will be energized by his presentation on “How to Lead and Perform at the Highest Level.”

Make sure to stop by the exhibit hall to spend time with engineering and construction firms, equipment/material suppliers, and other industry-related firms. Also, thank the exhibitors and all of our sponsors for helping to make this a great event. Without the support of these companies, this conference would not be possible.

Thursday highlights include the opportunity to learn how your peers are approaching challenges, as well as technical sessions on leadership, finance, marketing, and other general interest topics. Celebrate the best in Arizona public works at the Awards Luncheon and have fun with your fellow conference attendees at the legendary “Fun Night.”

This year, we are excited to roll out a new Friday program. Breakfast will be in the exhibit hall, followed by exhibitor door prize drawings. The morning session will lead off with a panel discussion by some of the most dynamic economic development leaders in Arizona on “How Economic Development Leadership is Elevating Arizona Communities.” After that, you’ll have the opportunity to interact with owners, project managers, and decision makers from 20 different Arizona municipalities/agencies. As an added bonus, everyone who attends the Friday session will be entered into a drawing for a chance to win raffle prizes ranging from $200-$500. You must be present to win.

10:30 TO 11:00 AMPROVIDING CAP WATER FOR RECLAIMED WATER USERS AT THE CAVE CREEK WRP (Coronado 1)Presenters: Breanna Connolly, Entellus; Gordon Thelin, Carollo EngineersDescription: The City of Phoenix operates the Union Hills WTP (UHWTP) and the Cave Creek WRP (CCWRP) in northeast Phoenix. The CCWRP has been offline for several years. As a result, reclaimed water customers were provided potable water in lieu of effluent. The City elected to replace the potable water by connecting the UHWTP to the CCWRP to provide pumped raw CAP water. Entellus and Carollo Engineers were selected to design the pump station, pipeline and to oversee construction. This presentation will provide an overview of this project and how communication and cooperation among the design team and the many stakeholders was essential for this project’s success.

As such, the Arizona Chapter recognizes its part within this priority by continuing to build quality local training programs as well as working to promote the national educational offerings. This session will provide information on and cover how to participate in the Arizona Chapter Education Committee’s training/educational programs offered throughout the year; the cost effective Public Works Institute with its focus on supervisory and management training; and, the national professional development programs and educational outreach programs offered to all APWA members.

WIFA offers below-market interest rates to finance important water and wastewater infrastructure projects. Nate starts with an in-depth discussion about how to scope projects for the best results anticipated, and shares insights about accuracy needs. He also addresses format requirements, and helps the audience understand the nuances of historical and current survey results. Finally, he helps dispel concerns about survey services pricing, and concludes with time for audience questions and discussion. His presentation balances technical information with case studies so the audience is much better informed at the conclusion of the session.

11:00 AM TO 12:00 PMTODAY’S MARKETING IN A HIGHLY COMPETITIVE LANDSCAPE (Coronado 1)Presenters: Brandi Barr, T.Y. Lin International; Maureen Varela, Pulice ConstructionDescription: Today’s AEC marketing is centered on relationships, strategy, psychology and content communication. Where is the “how-to” manual for AEC Marketing and Business Development? Surveys have been conducted with public agencies and marketers. This session will provide proven marketing best practices, pursuit leadership qualities and a clear understanding of what it takes from first hearing about a project, to advertisement, proposal, interview and selection by using the framework of the Society of Marketing Professional Services’ Six Domains of Marketing. Walk away with historical statistics on proposal costs and an in-depth perspective on how understanding the Domains can serve as a guide for AEC companies to win work through, methods for market research, establishing the right pursuit leadership, capture planning techniques, and helping to navigate today’s proposal technical design.

11:00 TO 11:30 AMREBUILDING CONFIDENCE IN A CRITICAL SEWER CONNECTION (Coronado 2)Presenters: Chad Talbot, EPCOR Water (Owner); Daniel Spitza, Achen-Gardner Construction (Contractor); Frederick Tack, GHD Inc. (Designer)Description: EPCOR Water replaced an aging 3.5 mile long, 18-inch asbestos-cement sewer force main that was serving 15,000 customers. Project challenges included horizontal directional drilling 1,600 LF of pipe under the Agua Fria River, coordinating with numerous public and private stakeholders, and completing both the design and construction within an accelerated 12 month timeframe - all while maintaining operation of the existing 2.5 MGD AC force main. This presentation will discuss how design and construction were successfully completed.

ALL WATER IS RECYCLED - WHAT IS THE STATUS OF WATER REUSE IN ARIZONA (Joshua Tree)Presenters: Chuck Graf, ADEQ; Maria Brady, StantecDescription: We are at the door of a new era in water and the need to use all water, in the highest and most beneficial use, is greater than ever. Direct potable reuse (DPR) is now talked about openly and water professionals are moving the conversation carefully to the public to prevent some of the misunderstandings in previous years about the concept of toilet to tap. The Arizona WateReuse Association has been working with ADEQ and other water professionals to identify the best approaches for regulating DPR. This presentation will provide you with the latest on WateReuse for the State of Arizona.

John Armstrong, Project Controls Manager with Kitchell CEM, will present a cost forecasting model and algorithm that is used in conjunction with technical reviews and analysis of design and construction CPM schedules. This measure brings an opportunity during schedule reviews to test the accuracy of designers’ and contractors’ schedule as well provides an independent forecast of likely project completion dates.

PASEO DE LAS IGLESIAS: LESSONS LEARNED IN SUSTAINABLE URBAN INFRASTRUCTURE (Joshua Tree)Presenters: Deirdre Brosnihan, Pima County Regional Flood Control District; Heidi Lasham, Town of SahuaritaDescription: Historically, the Pima County Regional Flood Control District has constructed river park infrastructure to provide recreational opportunities along water courses where erosion protection was needed. The Paseo de las Iglesias river park, located along the Santa Cruz River between Ajo Way and Silverlake Road, is unique in that it was conceptualized from its inception as a 2004 Bond project with three integrated focus areas: ecosystem restoration, erosion protection and river park. With approximately 400 acres, the Paseo de las Iglesias river park provides an example of what sustainable urban infrastructure can look like.

HIGH ACCURACY AERIAL LIDAR FOR LINE OF SITE STUDIES AND HYDROLOGY ANALYSIS (Agave)Presenter: Eric Cenovich, Wilson & CompanyDescription: This presentation is a case study of the high accuracy helicopter platform acquired LiDAR survey of the City of O’Fallon, Illinois. The GIS department of the City is currently utilizing this high accuracy LiDAR data for line of site inter-visibility analysis for optimizing tower placement needed for public safety communication. This LiDAR data set allows for quick and easy testing of multiple potential alignments and configurations between towers for avoidance of potential obstructions within the line of site that would impair the fidelity of the signal due to interference from trees, structures, terrain or other towers.

We have past accomplishments to be proud of, but what now? CULTURAL RESOURCES COMPLIANCE FOR THE PIMA COUNTY DEPARTMENT OF TRANSPORTATION (Joshua Tree)Presenter: Ian Milliken, Pima County Public WorksDescription: Pima County projects require an evaluation of a project’s potential to adversely affect cultural resources within the proposed project area. Early project planning allows for the identification of significant cultural resources in the project area, a determination of federal, state or local level of cultural resources compliance, and implementation of any required cultural resources mitigation measures in order to meet compliance requirements to meet necessary construction timelines. This session will present an overview of the award winning Pima County Cultural Resources and Historic Preservation Program, as well as an innovative case example that demonstrates that through early planning, even an unanticipated cultural resources discovery of unique value can be mitigated through successful collaboration with multiple stakeholder groups.
