    HILLTOP AREA UPDATEEarlier this year Waltham Forest Council carried out a public consultation exercise with residents in the Hilltop area regarding highway improvement plans. Thank you to everyone who took part and provided feedback on the proposals. This leaflet explains the outcome of the public consultation proposals and the next steps.

  • In Autumn 2015 we carried out a public consultation with the local community regarding proposals for the Hoe Street and Wood Street area scheme. A number of the original Hoe Street and Wood Street area scheme proposals were subsequently delivered, however in response to local feedback and to align with proposals for the Bell junction, the council decided to defer the introduction of proposals in the Hilltop area. The council agreed that it would undertaken further engagement with then when it was in a position to revisit the area.

    In September 2019 a workshop was conducted for the Hilltop area. The workshop included several exercises to help us understand local priorities and views towards potential solutions to local transport related concerns, as well as giving residents the opportunity to develop their own ideas for the area; there were 43 residents who attended the workshop from the local community. Thank you to everyone who took part and provided feedback on the proposals.

    The feedback from the workshop helped to shape proposals that were included in a public consultation exercise in early 2020, which was conducted in the Hilltop area via printed consultation leaflets and questionnaires. There was a 25% response rate from the residents in the Hilltop area. The consultation also included a drop-in session on 19 February at a local school, to allow the local community to see more detailed plans and discuss the scheme with project officers, which 56 residents attended.

    Following an analysis of the responses received and taking in to account issues that were raised during the consultation, we have decided to go ahead with the proposals. A summarised analysis of the responses is shown below.

    The proposed improvements are outlined below and also on the plan overleaf:

    PROPOSED IMPROVEMENTS:Modal filters• Howard Road - junction with Church Hill. This will require the removal of approximately three parking spaces.

    • Rectory Road - junction with Church Hill. This will require the removal of approximately two parking spaces.

    • Seaford Road - between Hurst Road and The Drive. No loss of parking due to adjacent side road turnings.

    Public realm improvements, pocket parks, landscaping or trees:• Howard Road - junction with Church Hill.

    • Rectory Road - junction with Church Hill.

    • Seaford Road - between Hurst Road and The Drive.

    • The Drive - outside Emmanuel Community School. This will require the removal of approximately two parking spaces.

    At the current time we are not planning to go ahead with the Howard Road no entry/one way as its primarily required for the Bell Junction scheme, which is on hold due to funding constraints. Subject to future funding availability we will proceed with this as part of the Bell Junction redevelopment, and will provide a further update to residents nearer the time.     WHAT’S NEXT?Construction will commence in early July 2020 and will take around four months to complete. Works on the Hilltop area are planned to commence during the week starting Monday 6 July with construction of the modal filter in Howard Road at its junction with Church Hill.

    Residents and businesses directly affected by the works will receive further updates as construction progresses across the area. Please bear with us while we aim to implement these improvements as soon as possible; and we apologise for any inconvenience the works may cause. Our contractors will be working to keep disruption to an absolute minimum.
