Dear New Employee, Congratulations and welcome to Hillsboro Tower! You are joining an amazing team of dedicated and hard-working professional air traffic controllers. We are delighted to welcome you aboard! At HIO you will have the opportunity to work and train with some of the most professional and competent air traffic personnel in the world. This is a challenging and rewarding career and your role is critical in fulfilling not only the mission of our facility, but the agency as a whole. The enclosed information is designed to serve as an introduction to HIO and provide resources that will help you make the transition into your new role as smooth as possible. Hillsboro Tower Today

The Columbia Terminal District

Hillsboro Tower (HIO) is part of the FAA’s Columbia District. The District includes ten other FAA facilities (Portland Tower, Portland TRACON, Eugene Tower/TRACON, Boeing Tower, Spokane Tower/TRACON, Moses Lake Tower/TRACON, Paine Tower, Seattle Tower, Seattle TRACON and Pasco Tower/TRACON), several Federal Contract Towers and Department of Defense Airport Traffic Control Towers.

The Tower

Hillsboro Tower was commissioned on August 18, 1966. The tower was the 300th tower to be operated by the FAA. The tower is made up of 6 levels. Mechanical equipment and offices occupy floors 1-3. The Supervisors office and Managers office are on the second floor. A break room and the NATCA office occupy the 4th Floor. A short stairway leads to the tower cab on the 6th floor. The overall height of the tower is 60 feet with the tower cab floor at 49 feet. Typically 14 controllers and 3 Operations Supervisors are assigned to HIO. The tower cab is comprised of five positions: Local 1, Local 2, Ground, Flight Data and Watch Supervisor. During an average day, both Local Controls, Ground Control, and Watch Supervisor positions will be staffed.

Airspace and Operations

Hillsboro Tower (HIO) class Delta airspace includes a five-mile radius around the Portland-Hillsboro Airport from the surface to 2700 MSL. During peak traffic season HIO will work up to 1200 daily operations. Starks Twin Oaks Airport is located 6.5 miles south and Olinger Airport is located 4.5 miles northwest. Portland International Airport (PDX) is approximately 15 miles northeast.

Facility Staffing

The Air Traffic Controllers at Hillsboro Tower are supported by: Air Traffic Manager The Air Traffic Manager is Joe Fiala. He is responsible for the day-to-day operations and administrative duties. His office is located on the second floor of the Tower. Front Line Manager (Watch Supervisor) There are two Front Line Managers assigned at HIO; Chandler Godin and Lisa Grab. The Front Line Manager’s office is located on the 2nd floor. Support Staff HIO is supported by a temporary staff support specialist, Clint Bedwell. Additional support is provided by the Columbia District staff. Their responsibilities include Training, Quality Assurance, Airspace and Procedures, and Plans and Programs. Administrative Personnel HIO has one part-time administrative professional, Danette Koehnke. Her office is located on the second floor of the Tower. The administrative responsibilities include personnel, time and attendance, budget, medical and security. Be sure to grab a piece of candy on your way up to the cab and thank Danette for all her hard work.

Training Training is an extensive and ongoing process. Air traffic controllers receive approximately one year of training prior to attaining the certified professional controller (CPC) level. Training consists of classroom/lab instruction and computer based instruction (CBI). After completion of each phase of academic and lab training, on-the-job training (OJT) is conducted in a live environment. The training program at HIO is not easy. The amount of student pilots and GA aircraft we work on a daily basis require all the controllers to have the ability to think outside of the box and make quick decisions. You will be briefed your first week here on all of the details of the training program and what is involved. HIO has many OJT instructors that are here to help you through the program. Feel free to ask anyone if you have any questions or concerns. Generally a developmental or CPC in training will start out with classroom, then progress to on- the- job training upstairs. Ground control is usually the first position you will train on. At HIO, Ground Control and Flight Data are usually combined into one position. After you certify on GC/FD, you will start training on both of the Local Control positions. Our training program is reviewed and revised on a yearly basis.

Policies

Reporting for Duty

On your first day, report at 7:00 a.m. to the Tower: 3119 NE Cornell Rd. Hillsboro, OR 97124. There are security gates which must be accessed in order to gain access to the tower. Prior to reaching one of the gates, call the facility at 503-615-5470, select one of the options from the menu, and identify yourself. Proceed to the Tower parking lot and press the intercom buzzer for the ATM next to the front door. You will be escorted into the tower to begin your day.

Hours of Duty

While in classroom training, you will be assigned an 8-1/2 hour administrative schedule Monday through Friday. Hours will be set by the ATM, typically 7:00am - 3:30pm. After you complete the classroom phase of training you will be placed on a schedule that mostly aligns with your OJT instructors. Hillsboro Tower’s hours of operation are from 6:00am to 10:00pm daily.

Parking

Employees assigned to Hillsboro Tower park in the parking lot located at the base of the Tower.

Security

You will receive instruction on airport security by the HIO ATM or one of the FLMs. You will also be briefed, as part of your facility orientation on emergency evacuation procedures, information security, and other safety and security issues.

Building Access & FAA ID Cards

You will be assigned a facility key which is used for gaining access to the Tower. NOTE: The key does not open the gate. You will also be required to display your FAA ID card at all times while in the facility. FAA ID’s are to be displayed on the front of your person, between the neck and the waist. If you forget your FAA ID you will be required to obtain a temporary Employee badge from the Front Line Manager on duty.

Guests and Visitors

The Air Traffic Manager must approve any visits to the facility by guests or family of employees.

Cell Phones

Cell phones must be completely powered off when in the Tower Cab.

Hillsboro / Portland Area Information

There are a few employees at the tower that live in Washington. The rest live in Portland or Hillsboro. Either way, as an employee working in the state of Oregon, you will be subject to Oregon state income tax. Washington has sales tax, while Oregon does not. There is no self-serve at the gas stations in Oregon: By law, your gas is always pumped for you!

Hillsboro is the government seat of Washington County and a thriving center of both agriculture and high-technology. Even with its recent growth, Hillsboro has retained its small-town charm and tradition. Hillsboro has the distinct advantage of being geographically close to both the coast and the mountains. It is only a 17 mile drive to Portland and a short drive to golf courses, wineries, museums, hiking, boating, fishing, and sight-seeing.

Spectator Sports

The ultra-modern Rose Garden arena is home to the NBA's Portland Trail Blazers and the Portland LumberJax professional indoor lacrosse team, as well as countless concerts and special events. The Portland Winter Hawks hockey team plays at the Memorial Coliseum, which is located next door to the arena.

Portland’s loyal and enthusiastic sports fans cheer on the Portland Timbers MLS Soccer team to JELD-WEN Field.

Speed is the name of the game for fans at Portland International Raceway; different events are held throughout the year.. And if you're feeling lucky, place your bets at Portland Meadows, a horse-racing track.

Outdoor Activities

Special Events

From sporting events to special events, Portland hosts all kinds. In June, Portlanders welcome the annual Portland Rose Festival and it’s collection of parades and concerts. The city really heats up in winter with the Rivercity Bluegrass Festival in January and the Portland Jazz Festival in February.

Celebrating a tradition in Hillsboro for 29 years, the Hillsboro Farmers’ Market is a seasonal outdoor event that supports the local farming and small business community. Each market features fresh local produce and specialty foods, garden products, arts and crafts, live music and educational information. Oregon International Air show

The Oregon International Air Show is an annual event held at the Hillsboro Airport in Hillsboro, Oregon. The event began in 1988, and has an annual attendance of 65,000. It is the largest civilian air show on the West Coast of the United States. Profits from the show are distributed to local charities. The air show includes static displays as well aerobatic flight demonstrations.

The 2012 air show featured the Air Force Thunderbirds.

Portland Farmers Market

Portland Farmers Market was established in 1992 by three founders – Craig Mosbaek, Ted Snider and Richard Hagan.

These three local activists worked with local farmers who wanted to supply fresh produce, meats, and prepared goods to the people of Portland. Marketing costs for classified ads, posters and flyers were a mere $30 that first year. The original market – held in a parking lot at Albers Mill – had 13 vendors on opening day, then grew to 22 that first year. Soon thereafter, the main Saturday market moved to the PSU campus, and a second market was added on Wednesdays in 1997. By 1999, the number of vendors had grown to just short of 50, and additional markets were added on Thursdays – first in the Pearl and then in Southeast Portland. In 2009 a market was added in the King Neighborhood of Northeast Portland. 2010 brought the migration of the Pearl market to NW 23rd as well as a market in Pioneer Courthouse Square. Each year the number of vendors has grown and today operations have been expanded to manage more than 250 vendors at six sites in Portland’s urban core. Total sales for all vendors are nearly $6 million annually, with the majority of that income going directly to vendors themselves.

And how does the Portland Farmers Market continue to operate each year? It relies upon its customers, first. PFM raises money to fund its operations through weekly stall-based vendor fees, which vendors are willing to pay because of the dedication to our market from customers throughout the metro area. Also, the market funds its operations by holding an annual fundraising auction and dinner, as well as through the generosity of corporate sponsors. Working together with the community, PFM will flourish into the future... and continue to bring the best of the country to the heart of the city.
