San Francisco-Oakland Bay Bridge (SFOBB) Approach Design, California. Produced plans, specifications, and estimates for the westbound approach structure, which spans from Oakland to the main span bridge that ends on Yerba Buena Island in San Francisco Bay. The cast-in-place concrete box girder approach structure consists of 12 spans divided into 4 frames. The foundations of two frames are located underwater in the soft bay mud, requiring a special foundation design. The final structure meets the latest California Department of Transportation seismic design criteria for bridges.

Transportation planning and NEPA services

2. High Speed Rail Project Development and Environment (PD&E) Study, Florida High Speed Rail Authority. Evaluated the social, economic, and environmental impacts; established preliminary engineering criteria for potential design-build contracts; and to implementing high-speed rail between Tampa and Orlando, as well as establishing preliminary engineering criteria The PD&E study resulted in a draft and final environmental impact statement and record of decision to implement this 100-mile long Orlando-Tampa corridor.

3. Buford Highway Planning, DeKalb County Department of Transportation, Georgia. To address concerns with high pedestrian fatality rates, the Georgia Department of Transportation (GDOT) co-sponsored this project to more comprehensively address the pressing issue of improving pedestrian safety. Provided NEPA services, design, public outreach, planning, and landscape architecture.

4. I-70 Corridor Environmental Impact Statement, Colorado Department of Transportation. Prepared a complete environmental impact statement for potential roadway and transit improvements.

5. Monroe Connector/Bypass Environmental Impact Statement, North Carolina Turnpike Authority. Completed an environmental impact statement and record of decision for a 20-mile, new alignment toll highway in 42 months.

6. Gaston East-West Connector (Garden Parkway), North Carolina Turnpike Authority. Managed environmental impact statement (EIS) through the February 2012 Record of Decision for this 21-mile new location toll road.

1. Mobility Access and Pricing Study, San Francisco County Transportation Authority, California. Established policy goals, evaluated the system framework, established a work plan, and developed a public communication and involvement campaign for congestion pricing.

Atkins has designed and overseen the construction of thousands of miles of highways and bridges, and our efforts have assisted clients in delivering their programs. We partner with clients across the U.S., and abroad, to develop innovative solutions to their mobility needs. From feasibility studies to conducting preliminary and final engineering, the depth of our expertise enables us to take a project from concept and see it through construction. Atkins’ transportation practice is dedicated to the planning, design, and construction of transportation systems that function successfully within the environmental, institutional, and societal contexts in which they operate. We provide the full range of services required to plan, design, construct, operate, and maintain transportation projects for public and private owners.

We have successfully completed projects ranging from the design of large urban interchanges in the country’s biggest cities to the design and construction of rural roadways in our nation’s most scenic and remote national parks. Atkins understands the many elements that provide the framework for urban design. We design complex interchange systems, optimize traffic programs, and rehabilitate and replace bridges/structures on the country’s interstate highway system and local roadway networks. We promote and facilitate the increased use of non-motorized transportation by improving pedestrian and bicycle safety. Atkins also provides small-scale neighborhood improvement

projects, such as streetscape enhancements, traffic-calming measures, and safe routes to schools.

1. US 95 Widening, Summerlin Parkway/Rainbow Blvd. Interchange, Nevada Department of Transportation. Provided preliminary and final design to reduce congestion, improve roadway geometrics, and create an enhanced corridor.

2. I-580 WB-US 101 NB Connector, Transportation Authority of Marin (TAM), California. Prepared the environmental revalidation to the Final Environmental Impact Statement /Final Environmental Impact Report; a supplemental project report; and the plans, specifications, and estimates package.

3. Nevada Department of Transportation, Nevada Department of Transportation. Provided preliminary engineering and final design services for the widening of this 35-mile section of I-15.

4. Lake Mary Road Reconstruction, Federal Highway Administration, Central Federal Lands Highway Division. Provided NEPA compliance and engineering design services to widen over four miles of Forest Highway 3 (Lake Mary Road) through the Coconino National Forest in Arizona.

5. 40th Street Corridor Improvements, City of Tampa, Florida. Provided design services for multilane improvements to Hillsborough County’s 40th Street and the 40th Street Bridge over the Hillsborough River.

1. Courtney Campbell Causeway (SR 60)/Veteran’s Expressway Interchange, Florida Department of Transportation, District Seven. Designed this award-winning three-level directional interchange and reduced traffic signals, weave movements, and conflict points, creating a gateway to the Tampa Bay.

2. Maynard H. Jackson Jr. International Terminal, Hartsfield-Jackson Atlanta International Airport, Georgia. As a joint venture partner, provided bridge design, road design, site design, parking design, and security systems design for the multilevel terminal access roadway system.

3. I-95 over Turtle River, Georgia Department of Transportation. Provided bridge design for the widening and substructure rehabilitation on the 3,500-ft-long bridge near Brunswick.

Atkins’ bridge staff excels in analyzing and designing all types of structures ranging from rural stream crossings to multi-level interchange structures, to complex and state-of-the-art signature bridges. Along with hundreds of conventional grade separations, Atkins has designed long-span steel truss, bascule, segmental concrete, long-span steel plates and boxes for aircraft taxiway bridges, pedestrian bridges, transit and railroad bridges, river crossings, and wildlife crossings. Atkins expertise includes design for extreme events including earthquakes, hurricane force winds, flooding and scour, and excessive snowfall. Our staff is experienced with the design of spliced and segmental concrete, high strength steel, and cable-supported bridges and will work with clients to ensure that the most suitable structure is selected. We also understand that bridge construction impacts facility users and surrounding residents or businesses, and we incorporate accelerated construction features to minimize these impacts where warranted.

Atkins recognizes that fiscal limitations can sometimes prevent structure replacements; we can assess the condition, load capacity, and remaining life and develop innovative rehabilitation solutions to satisfy today’s needs and extend the life of existing structures. At any level of involvement, our experience, expertise, and commitment will contribute to economical and practical structure designs.

While bridge design is more visible, miscellaneous structure design, including sound walls, drainage structures, sign support structures, and retaining walls, can be just as demanding. Atkins designs a vast array of miscellaneous structures including retaining walls; utility vaults; junction boxes; sign bridges; light supports; port structures including wharfs; and hydraulic structures such as drop structures, energy dissipaters, and channels.

4. Haven Avenue Grade Separation, City of Rancho Cucamonga, California. Provided the structural planning, design, and construction support services for this award-winning grade separation structure, which is a six-lane divided arterial near freeway interchanges.

5. SH 45/Loop 1 Interchange, Texas Department of Transportation. Performed schematic refinement and detailed design services for this $60-million section of the SH 45 corridor.

6. Castle Oaks Bridge over Cherry Creek, Town of Castle Rock, Colorado. Provided preliminary and final design services to replace the bridge with a three-span prestressed girder bridge.

7. I-4 and Lee Roy Selmon Crosstown Connector Interchange, Florida Department of Transportation, District 7. Provided roadway and bridge design services for this extremely complex project, representing one of the largest construction projects undertaken in the area.

8. C-470/Santa Fe Flyover, Colorado Department of Transportation, Region 6. Provided conceptual and final design to upgrade the existing diamond interchange and add loop and fly-over ramps to increase interchange capacity.

9. SC 41 (US 17A) Santee River Bridge Replacement, South Carolina Department of Transportation. Provided preliminary engineering, construction plans, and special provisions for the replacement of the existing US 17A/SC 41 Bridge over the Santee River.

1. SR 22 HOV Widening Design-Build, Orange County Transportation Authority, California. Lead structure design firm for 34 new or widened bridges, four travel lanes, added HOV and auxiliary lanes, and retaining and sound walls.

2. Capital Circle SE Widening Design-Build Services, City of Tallahassee, Florida. Services included design-build permitting, roadway and structural design, landscape development, public information management, construction management, and scheduling for this widening of Capital Circle southeast from two lanes to four lanes with sidewalks.

3. King Abdulaziz International Airport Airside/Landside Design Services Design-Build, Jeddah, Saudi Arabia. Provided design of the airside and main arterial approach roads for Phase 1 of the $7-billion development expanding and upgrading the airport’s existing.infrastructure and facilities.

2. Morgan Street Two-Way Conversion, City of Raleigh, North Carolina. Prepared plans for the permanent conversion of Morgan Street in downtown Raleigh from one-way traffic flow to two-way traffic flow between Hillsborough and Daw son Streets.

3. 21st/22nd Street Improvements, Florida Department of Transportation, District Seven. Evaluated future anticipated traffic and level of service impacts with a reduction from three to two lanes in each direction on this one-way pair through Ybor City Historic Districts, providing improvements to sidewalks; addition of bike lanes; and aesthetic treatments such as historic themed lighting and signage, benches and trash receptacles, brick crosswalks to better accommodate pedestrians and bicyclists.

4. I-15 HOT Lanes, Utah Department of Transportation. Awarded the 2010 Engineering Conference Award Consultant of the Year for services including project management and contractor oversight, requirements and design and test plan review, CSC and transponder procurement support, and dynamic tolling algorithm and trip-building formula.

Right-of-way is a critical component of any project and an essential element of integrating multiple modes of transportation. Atkins assists our clients secure new right-of-way, manage their right-of-way and real estate assets, and facilitate the development and construction of transportation systems. Atkins right-of-way services provides a full range of support to local, state, and federal agencies involved in property acquisition for public

works projects. Our right-of-way staff comprises full-time right-of-way survey and mapping and real estate professionals with experience in real estate title, appraisal, property acquisition, relocation assistance, litigation support, property management, database systems, project management, and program management. Atkins assists state and local governments and private entities in acquiring property for transit systems, roadway improvements, utilities, and airport facilities. Many of our projects have involved federal aid and have been completed in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act.

1. SR 826/SR 836 (Palmetto/Dolphin Expressway) Interchange, Florida Department of Transportation District Six, Florida. Managed 111 acquisitions/negotiations and identified 318 relocations using Atkins’ ROW TrackerTM, a Web-based management program.

2. US 95 Widening, Nevada Department of Transportation. Provided right-of-way appraisal, acquisition, relocation, and property management services.

Atkins’ approach to utility coordination focuses on minimizing impacts to utilities, thereby reducing project delays, construction costs, and contractor claims associated with utility issues. >

Utility coordination is an essential element of highway design as most projects involve the utility industry. The advances in utility types and design create interesting challenges for roadway projects being constructed in old, urban areas or newly developed environments. Even the relocation of a short section of a buried utility line can add further items to the project scope, and Atkins understands that additions, deletions, and changes affect utility locations and relocations by adding time and expense to the project and utility owners.

Atkins engages utility owners early in our design process, which facilitates communication, provides affected utilities sufficient time to plan new routes, and gives our project designers time to reach a design that benefits all stakeholders. Through building strong relationships and close coordination, Atkins works with our clients and each utility owner to determine conflicts and to develop the most cost-effective alternative for addressing existing or planned utility facilities. This collaboration results in keeping projects on schedule, minimizing project and utility relocation costs,

and decreasing inconvenience to the public. Once the best alternative is determined, the information is either incorporated into the design plans to make accommodations for each utility, or to coordinate the relocation of the utility, so that no conflicts are encountered during construction. Atkins’ professionals monitor, report, and ensure plan compliance during the construction of utility relocation or installation. This approach has proven successful in reducing project delays and costs.
