1. Competency Based Education• Competency education:

– Competency assessment replaces the credit hour (seat time) with student mastery of specified skill set

– Traditional transcripts replaced with reports that include e- portfolios with work samples and projects demonstrating mastery

– Prior learning assessment: credit granted for prior learning/work experience

• Conference included sessions from institutions sharing degree granting education models developed with funds from Next Generation Learning Challenges program– Ten grants awarded to institutions to develop and launch their

Example: The Global Learning Qualifications Framework

• SUNY Empire state college is developing a framework to assess university-level learning, regardless of where it was required

• The Model provides a structure to assess ‘untethered’ learning, in other words it does not rely upon the credit hour format to assess learning

Competencies: Key Takeaways• Competency-based education is viewed as a promising model for

higher education given its potential to reach non-traditional students, is gaining acceptance from institutions and employers

• Competency-based systems create multiple pathways to graduation, serves diverse population of learners resulting in expanded base of educated individuals

• Competency education is gaining acceptance given the Department of Education’s support—promotes competency education as an effective method, provides funding

• Degree programs developed from scratch, face fewer barriers than those trying to fit program into traditional education models

2. Personalized LearningStudents are in the center of learning paradigm…

• “Curriculum is individualized” session: Competency Based Education

• Advice to tech leaders “The student will be in the driver’s seat” “start with the student in mind – design the way you interact with them” session: The four futures of IT and Their Implications for CIOs

• Mobile devices create need for learner-centered approach

• Platforms with Intervention Dashboards where learning analytics trigger responses to individual student needs determined by keystroke patterns

• Ed tech applications allow student control over learning, i.e. with lecture capture systems, mobile access to content

Personalized Learning: Key Takeaways• The Personalized learning movement is fueled by:

– student data collected by institutions for learning analytics – student demand for learning anytime, anywhere with mobile device– competency-based approach which adapts learning to students’

previous experience, prior learning

• Cultural norms and values have changed as a result of technology use: learners will expect accessible learning tools, learning that will fit their needs and wants---institutions will need to adapt accordingly

• Personalized learning will develop and grow as analytics provides more customized data: face-to-face instructors will need to adapt by using data available on each student: learners will expect feedback and instruction customized to their needs

3. Disaggregation• The disaggregation--separating of operational functions within a

university system [assessment, athletic departments, counseling, etc.] is called unbundling, disaggregating or untethering

• Fueled by political pressures to reduce costs and make education more accessible

• As institutions look for ways to differentiate their programs, reduce costs, and raise quality to attract students—disaggregation is viewed as a method to do so

Disaggregation: Key Takeaways• Many higher education institutions will consider disaggregation within

their operational systems as political pressure mounts to reduce costs

• Creative analysis of traditional education operations will present challenges for institutions– existing systems lack flexibility

• The significant funding available for exploring new degree models, i.e. through next generation learning challenges, will create numerous new degree granting models within next few years

• New models will not replace traditional models anytime soon, but traditional models will need to become more cost efficient, and in some cases more effective
