Highlights of the Observance of

25th National Statistics Month

The celebration of the National Statistics Month (NSM) started in October 1990 pursuant to Presidential Proclamation No. 647, Declaring the Month of October of Every Year as the National Statistics Month, issued on September 20, 1990.

Celebration of NSM is done nationwide, thru the guidance and direction of the NSM Steering Committee and Subcommittees, and the Philippine Statistics Authority (PSA), which served as the host agency for the opening ceremony. At the local level, PSA regional and provincial offices, Regional Statistical Coordination Committees (RSCCs), and National Economic and Development Authority (NEDA) Regional Development Councils (RDCs) steer the various NSM activities. NSM theme for each year is focused on a specific sector in which the main goal is the promotion and improvement of statistics in that particular sector. Participants in the NSM celebration include those in the government, private sector, academe and the public in general. The 25th NSM Theme was “NSM at 25 and

Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration”. The Opening Ceremony for the 25h NSM featured the ceremonial turnover of products and services of the former National Statistics Office (NSO), National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS) and Bureau of Labor and Employment Statistics (BLES) to the new National Statistician. Meanwhile, the Closing Ceremony was held after the conduct of the BSP-DepEd Oratorical Contest.

Preparations for the 24th National Statistics Month

Steering Committee and Subcommittees An interagency Steering Committee was established to provide overall direction and guidance in the conduct of the 25th NSM. The Steering Committee was Chaired by the PSA National Statistician, Dr. Lisa Grace S. Bersales, and Co-Chaired by Dr. Zita VJ. Albacea, the Executive Director of the Philippine Statistical Research Institute (PSRTI). Meetings of the Steering Committee were convened on July 1 and September 24, 2014 in preparation for the NSM celebration in October 2014. On 22 January 2015, the first-ever Post-NSM Meeting of the 25th NSM Steering Committee was held at PSA-Makati. Two interagency subcommittees with specific terms of reference were also established, namely: (a) the Subcom-mittee on Programs and Awards and (b) the Subcommittee on Promotion and Advocacy. An NSM Awards Evaluation Committee was also formed to review entries for the 24th NSM Awards and the 6th NSM Awards. The PSA Technical Staff served as secretariat of the Steering Committee and Subcommittees.

25th NSM Theme The 25th NSM celebration focused on the PSA’s vision of a solid and responsive PSS that meets the data and information needs of the Filipino society thus the

theme “NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration” (“Ang NSM

sa Ika-25 Taon at Higit: Matatag at Nakatutugong Sistemang Pang-estadistika ng Pilipinas bilang Pagtaguyod sa Globalisasyon at Integrasyong Pang-ekonomiya ng Rehiyon).

With a cohesive direction from the PSA, the continuing efforts of the PSS would be better harmonized and streamlined to exemplify efficiency in the management and use of public resources, dedication and improved capacity of the statistical workforce enough to adapt to the evolving information demands of the globalizing economy. The theme highlighted the collective role of the PSS in providing, managing and communicating objective statistics that will ultimately guide Filipinos towards reaping the optimal benefits from regional integration.

Celebration of the 25th National Statistics Month

Host Agencies of the 25th NSM In view of the establishment of the new PSA pursuant to Republic Act No. 10625 (Philippine Statistics Act of 2013), the PSA took the opportunity to host the 25th NSM Opening Ceremony. The Bangko Sentral ng Pilipinas (BSP), on the other hand, hosted the NSM closing ceremony. Since 2001, the BSP has pledged host to the NSM closing ceremonies.

25th NSM Opening Ceremony The opening ceremony was held on October 1, 2014 at the Bayview Park Hotel in Manila and attended by 169 guests from various sectors. An opening message was delivered by PSA National Statistician Lisa Grace S. Bersales. Meanwhile, the keynote speaker for the event was Socioeconomic Planning Secretary and NEDA Director General.

Key activities during the 25th NSM Opening ceremony include: (1) the ceremonial turnover of statistical products and services of the NSO, NSCB, BAS and BLES to the new PSA National Statistician; (2) launching of the PSA website; and (3) conferment of 24th NSM Awards and 6th NSM Media Awards.

6 The PSA website was launched during the 25th NSM Opening Ceremony held on October 1, 2014.

Awarding Ceremonies The 24th NSM opening ceremony also highlighted the awarding ceremonies for the 24th NSM Awards for Best Activity and the 6th NSM Media Awards. The certificates and plaques of recognition were handed to the recipients by NEDA Director General and PSA Board Chairperson Arsenio M. Balisacan, PSA National Statistician Lisa Grace S. Bersales and the 24th NSM Awards Evaluation Committee Chairperson and Epidemiology Bureau Director Enrique A. Tayag.

24th NSM Awards for Best Statistical Activity The NSM Awards for the Best Statistical Activity and Best Region was instituted to give recognition to the outstanding participation to the NSM celebration. It is also a means of providing incentives to participating individuals and collective agencies in the observance of the NSM. In addition, the awards encourage wider participation to the NSM celebration and promote the conduct of activities that will pursue the objectives and spirit of the NSM celebration. In the 24th NSM Best Statistical Forum category, the award went to the former BAS for its “Farmers’ Forum on Production Marketing Analysis”. The former Bas also received the Best Statistical Contest award for the “On-the-spot Essay Writing Contest”. Meanwhile, there was no awardee for the 24th NSM Best Region category.

6th NSM Media Awards The NSM Media Awards is given in recognition of the significant contribution of media practitioners in promoting, popularizing and using statistics in information dissemination. For the 6th NSM Media Awards conferred on October 1, 2014, media organizations are recognized for their use and promotion of official statistics. Certificates of recognition were given to the following 6th NSM Media Awardees:

25th National Statistics Month Closing Ceremony The 25th NSM closing ceremony was held on October 27, 2014 following the 16th BSP-DepED National Capital Region (NCR) Oratorical Contest at the BSP Assembly Hall, BSP Three-Storey BSP Building, Malate Manila. Dr. Felipe M. Medalla was the keynote speaker, while PSA Interim Deputy National Statistician Romeo S. Recode formally closed the 25th NSM.

Activities Undertaken in Observance of the 25th National Statistics Month

The NSM Calendar of Activities is prepared every NSM celebration to inform the public on the various statistical activities conducted nationwide by agencies/institutions for the month. The Calendar is distributed by the NSM Secretariat throughout the country through the Regional Statistical Coordination Committees and regional offices of the PSA. A total of 957 NSM activities have been undertaken nationwide (excluding ARMM). As noted in Figure 1, IEC activities (including hanging of streamers/tarpaulin/posters, conduct of trainings and lectures, radio and TV plugging/guesting/interviews) comprise the largest chunk (57.3%) of the activities undertaken in line with the NSM celebration. Other types of activities undertaken include: statistical contests, forums/workshops/seminars, exhibits, conduct of surveys, issuance of

memorandum circulars, etc. In general, there was 38.7% increase in the number of activities, i.e. from 697 activities in 2013 to 957 activities in 2014 (Table 1). The number of participating organizations/agencies/institutions was also observed to have increased by 127.3% compared to last year’s record of participation, i.e. from 209 participating organizations during the 24th NSM (2013) to 475 during the 25th NSM (2014).

Major NSM Activities

11th Philippine Statistical System (PSS) Tree Planting Activity

The 11th interagency tree planting activity was held at Barangay Pintong Bokawe, San Mateo, Rizal on October 28, 2014 as part of the annual observance of the NSM. The objective of the activity is to promote social relevance and environmental awareness and sustainability among members of the PSS. A total of 222 participants from 22 government agencies participated in the activity, spearheaded by the PSA and in coordination with the Department of Environment and Natural Resources (DENR). Certificates of appreciation and goodies were given to participating agencies by IANS Regina S. Reyes of PSA, DENR Regional Director Reynulfo A. Juan and Rizal PENRO Raymundo D. Crisostomo. The Early Bird award was won by the Philippine Reclamation Authority (PRA) while the Most Number of Trees Planted was awarded to National Food Authority (NFA) and the Philippine Statistical Research and Training Institute (PSRTI). First-timers in the PSS tree planting activity include: (1) PRA; (2) NFA; (3) Bureau of Animal Industry (BAI); (4) National Tobacco Administration (NTA); and (5) Philippine Coconut Authority (PCA). The following are other participating agencies in the 11th PSS Tree Planting Activity: (1) BSP; (2) Department of Agrarian Reform (DAR); (3) Department of Environment and Natural Resources (DENR); (4) National Mapping and Resource

16th BSP-DepEd Oratorical Contest – National Capital Region (NCR) The Annual BSP-DepEd Oratorical Contest, one of the major NSM activities of the PSS, has served as an avenue to promote and enhance nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society, particularly among public and private high school students. Senior high school contestants deliver oratorical pieces highlighting the importance of statistics

by applying this to the specific theme for the annual NSM. The winners of the 2014 BSP-DepEd Oratorical Contest were: 1st Place – Trisha Gwyne B. Arancon of Blessed Luisa School in Parañaque City; 2nd Place – Phoenix Anne Margarette L. Beronio of Caloocan City Science High School in Caloocan City; and 3rd Place – Claire Domingo of Navotas National High School in Navotas.

Regional Celebration of the NSM

Statistical activities were conducted in all regions nationwide. The NSM activities in the region include regional statistical congress, statistical forum and lectures, various statistical contests, exhibits, workshops, motorcades, radio/television interview/guesting, and hanging of streamers or displaying of NSM posters. These activities were designed to raise statistical awareness and appreciation focusing on the NSM theme for the year. The NSM celebrations in the regions were spearheaded by the Regional

Statistical Coordination Committees (RSCCs) with the PSA Regional Offices as well as the NEDA RDCs. For the closing ceremonies, the following regional BSP branches provided assistance to their respective regions: (1) Region 1 (La Union Branch); (2) Region V (Legaspi); (3) Region VI (Iloilo); (4) Region VIII (Tacloban); (5) Region IX (Zamboanga); (6) Region X (Cagayan de Oro); (7) Region XI (Davao); and (8) Region XII (Cotabato).

Figure 2 shows that Region X conducted the most number of activities, i.e. 17.7% of the total number of activities. Meanwhile, the region with the least number of activities (excluding ARMM) is Region II, with a share of only 0.6% of the total number of activities.

Across the regions, the most common type of NSM activity undertaken is the conduct of IEC. As noted in Figure 3, there were at least 60 IEC activities undertaken, which werw related to the 25th NSM observance in Regions I, VI, VIII and X.
