    INTRODUCTION

    Kolar district located in the south eastern part of Karnataka state is bounded by Ananthpur and Chittoor districts of Andhra Pradesh in the Northand East and by North Arcot and Dharmapuri districts of Tamil Nadu in theSouth. It lies between 12 Degree 46 Ft and 13 Degree 58 Ft North Latitude and77 Degree 21 Ft, 78 Degree 38 Ft East Longitude. The district has an altitudeof 2727 Ft. above the sea level.

    The district is almost rectangular in shape. The total geographical area of Kolar district is 779467 Hectares. It comes under the category of maiden groupof districts(plains).

    Kolar District is one amongst twenty seven Districts of Karnataka state.The District has 11 Taluks. For administrative convenience district has beendivided into two sub divisions, namely Kolar and Chickballapur. Kolar sub -division comprises of Kolar, Bangarpet, Malur, Srinivaspura & Mulbagal.Chikballapur Sub - division includes Chikbhallapur, Gowribidanur, Bagepalli,Gudibande, Sidlagatta and Chintamani Districts.

    Kolar District Industrial Development Plan

    As per 2001 census the total population of the Kolar district was2536069 comprising 1286193 Males and 1249876 Females. Of the total

    population, 1910546 are staying in rural area and 625523 people are staying inurban areas. The urban population in the district is only 24.75% of the total

    population. Sex Ratio of the district was 972 females per thousand Males.

    Literacy rate of a district has a direct impact on the entrepreneurship andhence on industrial development. Total Percentage of literacy in the district was62.8 comprising male literacy rate 73.2 and female literacy 52.2.

    The district is endowed with agricultural, horticultural, minerals, rock stones / rocky hills, grey, black granite, building stones, corumdum, limestone, graphite, quartz, kaolin, China Clay, etc. The district produces avery wide variety of fruits and vegetables. The principal fruits that aregrown in the district are Mango, Banana, Grapes, Citrus, Sapota, Jack Fruit,Guava and Papaya.

    Kolar district ranks first in the state in respect of area and productionunder Mango. The important mango growing taluks in the district areSrinivaspur, Chintamani, Mulbagal and Kolar. Mango is cultivated as a rainfedcrop. The common varieties of Mango are Neelam, Puri, Apus or Alphonsonand Bangalore Mango.

    Cultivation of vegetables is becoming more popular in the district. Thisis because of the fact that it provides high returns and requires very shortduration for cultivation. Every year the area under vegetable cultivation isincreasing in the district. The main vegetables grown in the district arePotatoes, tomatoes, Brinjal, Beans, Beat root, Carrot, Chow-Chow andCabbage. Malur is the prime vegetable growing taluk. Chickballapur taluk iswell known for Potato cultivation in the state.

    Though the district is endowed with rich agricultural horticutural and plantation resources, these resources are not at present put to much industrialuse. Only less than 1 % of the total production is commercially processed. It is

    strange irony of fate that Kolar district being the birth place of the eminentengineer-Statesman Bharata Ratna Sir M. Vishweswarayya, has remainedindustrial backward so far. Absence of adequate infrastructural facilities, lack of entrepreneurship, lack of industrial awareness among people of the district are

    the main reasons for this industrial backwardness

    The Department of Industries & Commerce has entrusted SmallIndustries Service Institute, Ministry of Industry, Government of India the

    preparation of District Industrial Development Plan (DIDP) of Kolar District for the period 2006-2011. This Report gives Industrial Perspective Plan of Kolar

    District.

    Objectives of the Study

    Primary Objectives

    To Identify the potential investment opportunities in manufacturing andservice sectors and to suggest Action Plan for materializing the potential.

    Secondary Objectives The strengths & opportunities and weaknesses & constraints based on

    Resource base-trend and growth rate Existing industrial and other infrastructure facilities and recent

    developments Existing industrial base Recent trends in industrialization Other important factors available in the District.

    The Report is prepared based both on primary data and secondary data.The primary data was collected by contacting and interacting withresource persons, stakeholders in Government Departments /Organizations, Industry Associations, Industrialists, NGOs, etc., both at

    District & District levels. The secondary data was collected from published sources including internet. The collected data was analyzedand utilized for the preparation of District Industrial Development Plan.

    POTENTIAL INVESTMENT OPPORTUNITIES

    Keeping the importance of industrialization and the said parameters inview, the prospective plan as suggested year-wise potential investment

    opportunities, Micro, Small and Medium Enterprises which could be set up inthe District for five years.

    Considering the resources available in the District, the plan suggestedfollowing large, medium and thrust sectors that could be setup in the next fiveyears.

    Potential investment opportunities have been suggested based onResource base, Demand in the location & surrounding areas, Entrepreneur skill/possible 'footloose' investment opportunities, Innovative projects and

    emerging service sector, Scope for Tourism based enterprises, Existingindustrial base and present rate of growth. The identified industrialopportunities may be taken as indicative and not exhaustive.

    The sector-wise details of number of units proposed , likely investmentand employment opportunities expected during 2006-11 are presented inannexure-I.

    Though potential industries have been identified considering variousfactors like resource base , demand in the location and surrounding areas ,availability of skills etc. , it is necessary for the investors to properly assess theactual demand for the specific product(s) / service(s) and take appropriate stepsfor manufacturing / delivering quality product(s) / service(s) at competitiverates to consumers.

    It is also necessary to deliver products in good and attractive packages to penetrate the market for the products. Branding of consumer products may benecessary to compete. Wherever branding is not feasible , manufacturing of consumer products should be ventured into by seeking marketing support from

    big manufacturing companies who have established brand image for their products. First generation entrepreneurs who do not possess marketing acumen ,can choose intermediates and not consumer products / end products.

    INDUSTRIAL FACILITATION PLAN

    Promotion of small scale industries has gained considerable importance inrecent years. The potential for promoting value added micro, small, mediumand large scale enterprises is yet to be tapped in the District. The District isideal place to promote various small scale industries in multi-dimensional way.

    The District is endowed with abundant of natural and human resources.The rich dividends derived from these resources have not been invested inindustries. Thus it offers immense scope for wide range of micro, small,medium and large scale enterprises to come up which in turn may add to the

    prospects of production of agricultural resources.

    Keeping the important role played by the micro, small, mediumenterprises in respect of agro - based and food products, mineral based,mechanical, electrical, electronics, IT, ITES, Chemical based, textile / hosiery

    products and service activities suggested in above, the study has proposed thefollowing Action Plan for development of these industries .

    Industrial Awareness Programmes

    1. Industrial Awareness / Motivation Programmes :

    During the five year plan period the Plan suggested to conduct 78Industrial Awareness / Motivation Programme in all 11 Taluks of theDistrict with active involvement of Banks, Finance Institutions, State &Central Government and other Promotional Agencies to createAwareness among the educated youths about the Schemes available for Development of Industrial Service Sectors and an important role played

    by the manufacturing and Service Sector to achieve the twin objectivesof employment generation and utilization of local resources. TheGovernment Departments like Small Industries Service Institute,Government of India, Technical Consultancy Services Organization of

    Karnataka, KEONICS, CEDOK, VITC, NGOs etc., are the mainProminent Organizations for conducting the Programmes. Therequirement of funds for conducting these programmes is estimated toRs. 7.80 Lakhs.

    2. Entrepreneurship Development Programmes : -

    The District lacks in entrepreneurship among the local people,hence it is suggested that 57 Entrepreneurship Development Programmes

    may be conducted in all 11 Taluks of the District to promoteentrepreneurship among the local people. For conducting the training

    programmes an amount of Rs. 37.05 Lakhs is required.

    3. Skill Development Programmes : -

    To augment the skill for local people of the District, the plansuggested for conducting 79 Skill Development Programmes in variousfields such as chemical, computers software, hardware, electrical,electronics, mechanical, minerals, food processing and servicing An

    amount of Rs. 51.35 Lakhs is required for conducting the programmes.

    4. Industrial Seminars :

    Industrial Seminar may be held in important Taluk and HobliHead Quarters of the District, wherein, scope for setting up newindustries and problems of existing industries would be discussed andoffered solution to solve them through various Schemes launched byCentral and State Governments with active participation of Banks,Financial Institutions. An amount of Rs. 11.10 Lakh is required for

    conducting the Seminars during the Five Year Plan.5. Industrial Exhibitions :

    In order to exhibit and sell the industrial products the five year Prospective Plan suggested five industrial exhibitions mainly in Taluk and Hobli Head Quarters of the District. . Rs. 35.50 Lakhs is requiredfor organising these Exhibitions.

    6. Showrooms :

    Exclusive Showrooms may also be opened by District IndustriesCentre, Government of Karnataka in the District and Taluk HeadQuarters and also at various Hoblis of the Districts to sell the productsmanufactured by the industries.

    7. Study Tours :

    The Study Tours of Industries and Prospective entrepreneurs toimportant areas / towns in and outside the State may be organized to

    provide them with an opportunity to study the industries. For this, it issuggested to conduct two study tours per year from each Taluk of theDistrict.

    8. Agro Complexes :

    The District is rich in agriculture, horticulture resources. It istherefore, suggested that agro based industrial complex may be set up inthe District and Taluk Head Quarter.

    9. Medium and Large Scale Enterprises :

    In order to create necessary industrial climate, a few medium andlarge scale industrial enterprises may be established in all 11 Taluks of the District.

    10. R&D Institutions :

    The District is in urgent requirement of R&D Institutes for providing technical know how to the prospective entrepreneurs for

    establishing the industries based on the resources available in theDistrict.

    11. Industrial Estates :

    The Industrial Development Plan 2006-2011, recommended for construction of Industrial Estates, mainly at Srinivaspur, Gudibande,Bagepalli, Chintamani and other Taluks of the District for promotion anddevelopment of Micro, Small and Medium Enterprises.

    12. Industrial Areas :

    The Plan has suggested to create Industrial Areas mainly, atGudibande, Gowribidanur, Bagepalli, Srinivaspur, Mulubagal,
