SUBJECT: Quarterly Development Tracking Report (April – June 2011)

This report contains information on development activity in Arlington County between April 1

and June 30, 2011. This development information is based primarily on data from the County’s permitting system and County staff reports. This report is divided into four sections that describe residential and commercial development activity:

• Site Plan and Other Approved Projects (Not Yet Under Construction). • Completed Projects. • Projects Under Construction. • Demolitions.

Types of construction are reported separately within each section, these include:

• Major Projects (commercial and non-single family development). • Single Family Houses.

Development data is reported for each of Arlington’s seven Metro Station Areas, as well as Columbia Pike, Shirlington, Lee Highway, Nauck, and other areas. A map and pictures of development projects are available on the web at http://www.arlingtonva.us/PRAT => Development Information => Development Highlights (July 2011 Update). Maps are provided through the OnPoint mapping application, which allows users to view the location of development activity and click on individual development projects to get detailed data. Highlights from the second quarter 2011 report: • Approved Projects - No new projects were approved by the Arlington County Board

during this quarter.

Planning Division


• Completions – The square footage of retail space completed in the second quarter of 2011 is up compared to the second quarter of 2010; this is primarily due to the opening of a Giant grocery store at Penrose Square. During the same period the square footage of completed office space declined and the square footage of completed other space remained at zero (the same as the previous year). The amount of completed office space remains well below its previous second quarter peak in 2006. No hotel rooms were delivered in the second quarter between 2001 and 2011. The number of residential units completed this second quarter is higher than the number of residential units completed in the second quarter of 2010, but it is below the second quarter for calendar years 2001-2002, 2004-2007, and 2009.


Planning Division


• Started Construction – The amount of office space that started construction this second quarter is the second highest of all second quarters since 2001. This is due to the commencement of construction at the 800 N Glebe Site (Peck/Staples/AHC Office building). Only the second quarter of 2003 shows a higher square footage of office space construction starts. Construction starts for ‘other’ space, office space, and retail space were all much higher in the second quarter of 2011 than in the second quarter of 2010. Residential unit construction is up in the second quarter of 2011 compared to the second quarter of 2010.


Planning Division


Demolished – In the second quarter of 2011, about 8,339 square feet of office space, 130,129 square feet of other space, and 42 residential units were demolished. The commercial demolitions that occurred in the 2nd quarter will allow for the construction of Three Metropolitan Park in Pentagon City (Site Plan #105) and Dominion Heights in Cherrydale (Site Plan #395). These quarterly development tracking reports are generated from data on Certificate of Occupancy (CO), building and demolition permits, as well as from County staff reports and County Board minutes. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. The projects contained in this report are only those that add new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space inventories in the County.
