Aloha everyone,

We were very fortunate in July that Tropical Depression Flossie’s impact was not as bad as originally predicted by the National Weather Service. Although we had more than 9,700 homes without power, numerous trees and poles down and some incredibly powerful ground strike lightning, we got lucky because it could have been much worse.

Welcome to hurricane season! We are in a very interesting weather pattern with a lot of activity brewing in the Pacifi c and making its way across the ocean towards Hawaii. Let’s be mindful and ensure we are prepared.

Before Flossie arrived, I had heard some rumblings out there in the community about how we gave county workers the day off for nothing and that we were over-reacting. We made that decision for many good reasons, all of them related to the well-being of our entire community. I’d like to share some of those decisions here today:

To allow non-essential county workers time to prepare for the oncoming storm and be with their families when it hit.

To remove our county workers from potentially deadly situations. One example is the fact that our DMVL offi ce at Maui Mall has a lot of glass windows, which could be dangerous if high winds picked up debris and sent it fl ying everywhere.

To lessen the impact on the community. Imagine 2000 plus county workers at the end of the day rushing to get back home at 4:30 p.m. on Monday, before the storm hit? I think we would have seen more traffi c accidents if we had done that.

As it turns out, it was the right call. Hawaii County, the state and the City and County of Honolulu all made the same call eventually. There is a diff erence between being panicked and being prepared and I thank all of our county workers for helping us to do the latter.

Our highways division worked hard to clear culverts to prevent fl ooding. Our parks crews went from beachpark to beachpark to get campers out of there in case of high surf. Our Civil Defense staff convinced the state that they should open up schools as shelters, out of the same concern that the glass windows at some of our community centers along with high winds just weren’t a good mix.

Our police and fi re crews responded quickly to emergencies and our road crews got debris cleared as fast as they could. Overall I am very proud of our county workers, in their preparation and in their execution of their duties once the storm was actually here.

And just remember, Hurricane Season isn’t over yet. Keep an eye on the news and restock your emergency supplies because as we have proven to the rest of the state, it helps to be prepared.

BETTER CHOICES BETTER HEALTH

WORKSHOP

The Maui County Office on Aging will sponsor a six-week “Better Choices Better Health” workshop series beginning Wednesday, August 14, from 1 p.m. to 3:30 p.m. at the West Maui Senior Center located at 788 Pauoa Street in Lahaina.

The course is designed to help people living with chronic conditions better self-manage their health.

The course will run on six Wednesdays: August 14, 21, 28 and September 4, 11 and 18.

Cost of the workshop is $10 for those 60 and older, and $30 for those under 60. The course fee includes the text book, “Living a Healthy Life with Chronic Conditions,” and a relaxation CD. PRODUCT ENRICHMENT PROPOSALS

SOUGHT

The County of Maui is soliciting proposals for tourism programs on Maui, Molokai and Lanai for calendar year 2014 under the County

Product Enrichment Program (CPEP).

Supported through the Hawai‘i Tourism Authority (HTA), the intent of the program is to diversify and enrich Hawai`i’s tourism product by developing new and enhancing existing community-based events, experiences, and projects related to the niches of agriculture, culture, education, nature, health and wellness, sports and technology.

Examples of programs supported during year 2013 include: Maui Open Studios art tours; the annual Hawaiian Slack Key Guitar Festival; Ka`anapali Fresh - a culinary event taking place during the weekend of August 30, and next month’s Pailolo Challenge Canoe Race from Maui to Molokai. Ongoing activities feature the Hawaiian Music Series of free monthly concerts at the Baldwin Museum and community Theater on the Isle attractions at the historic Iao Theater.

Mayor Alan Arakawa led a dele-gation from Maui County at the 8th Ambassadors, Consuls Gen-eral and Tourism Directors Tour to Philippines last month. Oth-ers who joined the trip include Maui County Council Chair Gladys Baisa and her husband Sherman, Councilmembers Don Couch and Don Guzman, Sharon Zalsos representing the Maui Filipino Chamber of Com-merce and Lynn Araki-Regan, Publisher of The High Street Journal.

“We had a very productive time in the Philippines and made great connections with their local government,” said Mayor Arakawa. “I am happy to return to Maui though, because the weather at that time was really warm.” The delegation stayed at a hotel in the heart of Ortigas Center in Pasig City surrounded by sky-scrapers and malls.

The Ambassadors Tour is an an-nual event put together by the Philippine Department of Tour-ism tapping on various consul-ates in the U.S. and Canada. The Maui County group joined the delegation of more than a hun-dred participants from Hawaii, led by Philippine Consul General Julius Torres.

The week-long trip started with a ferry-ride to the island of Cor-regidor. This island played an important role during World War II and now has become a popu-lar visitor destination. Ruins from the war remain on the site and the popular Malinta Tunnel, said to be the last stronghold of the Philippine and American military, off ered a dramatic audio-visual presentation in re-membrance of our fallen heroes.

Jejomar Erwin “Junjun” Binay Jr. of Makati City, the fi nancial capital of the Philippines. Mayor Binay Jr. is the son of the current Vice President of the Philippines Jejomar Binay. His sister, Nancy Binay was recently elected as a Philippine senator.

The Maui County delegation also visited local offi cials of Que-zon City, our Sister City since 1970. Vice Mayor Josephine Belmonte and Councilmember Allan Reyes greeted the delega-

tion and gave them a tour in their Council chambers.

In Philippine local government structure, the community-elect-ed Vice Mayor is the Presiding

Offi cer of their respective Coun-cil, similar to our Council Chair.

At the Senate of the Philippines in Pasay City, the Maui County delegation had the opportunity to meet and greet former First Lady Imelda Marcos and her son Senator Ferdinand “Bongbong” Marcos. Mrs. Imelda Marcos is a current District Representative in Ilocos Norte. Daughter Imee Marcos is the current Congress-woman of Ilocos Norte, region where most immigrants to Hawaii are from.

A Friendship City Agreement was ceremoniously signed between Maui County and the municipality of San Juan, Metro Manila led by Mayor Guia G. Gomez. San Juan is known for its Water festival, in commemo-ration of St. John the Baptist, where locals and visitors enjoy a parade of dances and fl oats. Instead of confetti or candies thrown in the crowd, everyone gets wet with water guns, water hoses and buckets water.

Speaking of water, a private tour of an underground wastewater facility with a park on top, run by Manila Water in West Bicutan, Taguig City was given to the del-egates. The 5.4 acre facility costs $21M and is projected to serve 374,523 customers by 2037.

A breakfast meeting was also set-up with the members of the American Chamber of Com-merce of the Philippines at their headquarters in Makati City. The delegates met fellow Americans who have decided to invest and live in the Philippines.

The Maui County group rejoined the Hawaii delegates at the wreath-laying ceremony at Rizal Park – the site where Philippine national hero Jose Rizal was executed. Similar to the Tomb of the Unknowns at the Arlington Cemetary in Washington DC, two guards are also stationed by

Mayor Arakawa recently signed

revisions to the Subdivision Code to help streamline the approval process for both applicants and County staff .

The Mayor expressed his thanks to Department of Public Works staff for their work on the bill, which he said brought back much-needed effi ciency to the subdivision process.

“We need more common-sense changes to our laws like these revisions,” Mayor Arakawa said. “I want to thank the Department of Public Works, other departments aff ected by the bill, the public and the Council for getting this done so smoothly. This bill will save the public and

County staff signifi cant time and eff ort in processing future subdivisions, while retaining the needed safeguards to protect our community’s health, safety and the environment. Job well done.”

The code revisions simplifi ed the number of tax clearances required; eliminated redundancies with the building code; clarifi ed that Council-approved zoning conditions prevail over subdivision requirements; simplifi ed when and how extensions to subdivision applications are granted; and eliminated

language that indicated some leases were subject to subdivision.

The Planning Department is very pleased to announce that on July 1, 2013 John Rapacz has joined the Department as a Planning Program Administrator for the Zoning Administration and Enforcement Division.

John has previously worked for the County of Maui as a Deputy Corporation Counsel advising the Planning Department, the Maui Planning Commission, the Council Land Use and Planning Committees, the

Board of Water Supply and the Liquor Commission. John has also worked as an assistant to a Council Member and most recently has spent many years as an attorney in private practice.

John is originally from Massachusetts (between Boston and Cape Cod) and has lived on Maui for 25 years. He has a passion for all things related to cars, motorcycles and motor sports.

Parks & Recreation Dept conducts

Moloka`i Skate Jam By Kaeo Ah SauPhotos by Treat Kalilikane

On Friday, July 12, Moloka’i Parks and Recreation staff conducted a youth Skate Jam. There were 235 kids that participated in the skate jam event. Due to the large amount of participants, Parks staff teamed up with PALS staff , Alu Like summer workers and the Moloka’i Youth Center to accommodate all participants. Participants were able to enjoy a day of activities at the skate park, Kaunakakai ballfi eld, gym and the swimming pool. Groups participated in activities at the diff erent facilities while waiting for their turn at the skate park.

Special thanks go out to Malia and Jaia Waites who were the skate instructors for this event. Participants were provided instructions on skate board

safety, equipment and then treated to obstacle courses and tricks. Moloka’i Parks and Recreation staff would like to thank all the participants and

volunteers for all of the time and energy that was spent on preparing for the event as well as the event itself.

Goyang students on Maui for Global Leadership experienceTwenty fi ve student Leaders from Maui County’s sister city of Goyang, South Korea are here on a 2-week Global Leadership experience.

Part of their experience is reading aloud to 1st graders at Wailuku Elementary School. They read aloud to 1/2 of the fi rst graders yesterday and will read aloud to the other 1/2 on Friday between 9:00-9:30 a.m. in the cafeteria. From the looks on these kids’ faces you can see this is a great cross-cultural educational experience for both

the Korean students and the Wailuku children. The teachers are delighted. At the end of the

read-aloud session, each 1st grader gets to select a book to take home.

As part of the Maui Global Youth Leadership Program, the Korean students visited with the Maui County Council and Mayor Alan Arakawa, talked stories with previous Council Chair Danny Mateo, previous Council Vice-Chair Joe Pontanilla, Mayor’s Executive Assistants Mike Molina and Randy Piltz, and had an educational tour of County departments: transportation, fi nance, public works, and water.

There’s been quite a buzz about the Aff ordable Care Act since it was conceived and signed into law. Like it or not, the way we deal with healthcare costs as individuals and as business owners will now forever change. Are you a small business owner who is worried how all these changes will aff ect your bottom line? This workshop will help you understand some of the basics of Aff ordable Care Act, Small Business Health Options Program (SHOP), the Hawaii health insurance marketplace (the Connector) and the small business tax credits. Heart Association invites county personnel to participate in WalkCounty employees and their families are encouraged to participate in the 2013 Maui Go Red for Women Ambassador 5K Walk on Saturday, September 21, 2013 in Lahaina.

Go Red for Women is the American Heart Association’s movement to save women’s lives. Heart disease is the number one cause of death for women over 25,with one in three women dying of heart disease each year.

Go Red for Women celebrates

the energy, passion and power we have as women to band together and wipe out heart disease. The Maui Go Red for Women Ambassadors gives local women tips and information on healthy eating, exercise and risk factor reduction, such as smoking cessation, weight maintenance, blood pressure control, and blood cholesterol management. They also empower other women and the men who love them to join the movement to save women’s lives.

Join the Maui Go Red for Women Ambassador’s on Saturday, September 21 at the 2013 Maui Go Red for Women Ambassador’s 5K Walk! All proceeds from the 5KWalk will be donated to the American Heart Association’s Go Red for Women movement.

State Junior Lifeguard Championships held on MauiState Junior Lifeguard Championships were held at DT Fleming Beach Park on July 27.

120 registered Jr. Guards from Kauai, Hawai`i, Moloka`i and Maui participated in fi ve events, 1000 meter run, 200 meter swim, 100 meter run/swim/run, 6 person 100 meter paddle board teams and beach fl ags.

The J. Walter Cameron Center is celebrating 40 years as a place of hope and service to the residents of Maui Nui. The center opened its doors on April 23, 1973 with 15 resident agencies.

Today, the mission of the Cameron Center is “To assist people with special needs by providing a home for Maui’s social service agencies.”

Alan Kaufman, the president of the Cameron Center board has called the Center a “place of hope where miracles happen.”

The Center currently accommodates the Dept. of Housing & Human Concern’s Offi ce on Aging, as well as a variety of non-profi t organizations that provide a diverse range of health and social services including day care for persons with developmental disabilities,

vocational rehabilitation, infant and toddler care for low income families, mediation services, credit counseling and health education.

The total number of Maui residents served through these organizations averages over 30,000 per year.

The J. Walter Cameron Center facility consists of over 48,000 square feet of accessible space, which also includes large public meeting rooms that are available

to a variety of community organizations and public agencies. As many as 40,000 persons attend meetings, workshops, training sessions and other community events at the Cameron Center facilities each year.

The Cameron Center has successfully supported the mission and the operation of the facility for over 40 years and is a 501(c)(3) non-profi t organization

administered by a volunteer community-based Board of Directors, which provides oversight, direction and supervision to a full-time Executive Director.

Bob Straub, Offi ce Manager of the Mayor’s Offi ce would like to share the accomplishment of Daniel Field, Department of Parks and Recreation,

Recreation Aide. At the Senior Games in Cleveland, Ohio, Dan won a silver medal in the Men’s 65-69 4x100m relay. In addition, he placed fi fth in both the triple jump (8.57m) and the long jump (4.3m). Dan also competed in the 50m and 100m dash placing 12th (7.88 sec.) and 17th (14.62 sec.), respectively. Dan barely missed qualifying for the medal round in the javelin, placing 9th (31.55m).

The Games resulted in several world records. Over 15,000 Senior Athletes competed in 21 sports in a dozen age categories. Congratulations Dan and thank you for representing Maui so well.

Christiana’s 14-yr.-old sister, Kayla, took fl ying lessons in MPD’s Summer DARE Leadership Program that she completed this summer, and mom was amazed by all the confi dence Kayla and her 31 new friends gained in the awesome program. Kayla

loved the trapeze on the ropes course, the snorkel trip, the horseback riding, the zipline, and even all the homework

and pushups they had to do... Okay, maybe not the pushups. But both girls had an amazing summer as part of County of

Maui programs, and Mom is extremely proud of them!

Alexander & Baldwin has again made a substantial donation to Maui County’s Nutrition Program for senior citizens. A $20,000 contri- bution was presented to Mayor Alan Arakawa and Department of Housing & Human Concerns director Jo-Ann Ridao by A&B Senior Vice President Meredith J. Ching and HC&S General Manager Rick Volner Jr. during a cultural celebration event, Kumiai Day - Mixed Plate, at Kaunoa Senior Center in Spreckelsville.

A&B’s funding for Kaunoa’s Congregate Nutrition Program dates back to 1976, with its fi nancial support helping to provide nutritious meals at its satellite centers throughout Maui County. Special activities and events for people age 60 and better are also supported by this

grant.

Alexander & Baldwin, Inc. business activities on Maui include Hawaiian Commercial & Sugar Company, East Maui Irrigation Company, Kahului Trucking & Storage, Inc., A&B Wailea and A&B Properties, Inc.

The Kumiai Day – Mixed Plate event was reminiscent of early sugar plantation days and was co-sponsored by HC&S, drawing 300+ seniors from all over Maui, who enjoyed a bountiful farmer’s market, plantation-days style games and activities, multi-cultural food and entertainment, in an authentic ambience. The day was complete with sugar cane

centerpieces and stalks, plentiful scrumptious snacks (fortune cookies, shrimp chips, raw sugar cane), plantation trivia, creative displays of ethnic apparel and fabulous door-prizes. Emcees ‘Manuel and Mary’ added their unique brand of humor throughout

the day. Event co-sponsors A&B and HC&S produced a Mixed Plate fashion show representing various cultures, featuring Mayor Alan Arakawa as a surprise celebrity model. The fashion show models went above and beyond everyone’s expectations with their lively fi nal number, dancing Gangnam Style!

The photo on the top left is from a recent site visit that Managing Director Keith Regan conducted to the Lahaina Wastewater Reclamation Facility. Regan visited the facility to tour the work being done on the aeration basin. It had been 30 years since the last time this basin was drained and likely to be another 30 years until the next time this type of work will be done. Special thanks to Virgil Viernes for giving a tour of the plant and special thanks to all the hard working men and women of the division for making this project a success. During the tour, Viernes also showed Regan the extensive PV project that provides substantial energy to the plant and helps them control their energy costs and the new Ultraviolet Disinfection channel that will increase the capacity to produce more R-1 water that can be used for irrigation by local hotels, golf courses and other users.

The Disaster Responder/Worker Introduction Training is a training program for Disaster Site Workers who provide professional and skilled support services, (e.g. fire service, police, utility, demolition, debris removal, or heavy equipment operation) or site clean-up services in response to natural and man-made disasters. Specifically, it is recognized that all workers at disaster sites need to be aware of the differences between disaster sites and regular construction or demolition worksites and be able to inspect, don, and doff air-purifying respirators. Also, the program will make management and labor aware that pre-incident training is essential for ensuring disaster site worker safety and health.
