    HCDJLS DEDICATION

Fred L. Speck Jr. has been involved with livestock all hislife. He grew up in Rocksprings, Texas on a ranch wherehis family raised Angora goats. He has been involved withHCDJLS for over thirty years as a director. His childrenshowed pigs andAngora goats and his grandchildren showAngora goats. Fred showed in Kerrville in the 1960’s. In1999 he became superintendent of the Angora goat show(a state wide show). He wanted to enhance the show byoffering scholarships and added money to keep the showstrong. Today it is the largest youth Angora goat show inthe world and gives more scholarship money than theother major shows including San Antonio. The show offersadded money that covers the entry fee for eighty percentof all entries and two $10,000 scholarships per year aregiven. Fundraising is never easy and Fred is grateful to allthe individuals that support the show. Mentoring 4-H kids isalso a joy to Fred. For over thirty years he has coachedwool and mohair judging teams, teaming earlier with EddieHolland and now with Roy Walston. He believes the youthinvolved in the stock show and 4-H and FFA activities arelearning important skills that will make them future leaders. He is blessed to be a part of that involvement.

Protests concerning ages of theanimals must be filed with the Livestock Show management two hours prior to thecommencement of judging in the department.ELIGIBILITY OF ANIMALS: Upon reasonable request at any time during the feedingperiod, each Exhibitor agrees to produce for inspection by the Inspection Committee, his or her exhibits and documentation evidencing his or her ownership. Presentationof such documents shall also be required by the Show officials who receive the animalat the time of its arrival at the show. ETHICS: THE SHOWING OF ANY ANIMAL THATHAS BEEN ADMINISTERED ANY QUANTITY OF DIURETIC, UNAPPROVEDGROWTH STIMULANT OR OTHER UNAPPROVED MEDICATION, OR THAT HASNOT BEEN PROPERLY WITHDRAWN FROM APPROVED DRUGS IS PROHIBITED.This prohibition applies to all market animal entries, regardless if the animal isentered in the sale and to all breeding entries. “Unapproved” is deemed to meannot approved by the Food and Drug Administration (FDA) and/or the U.SDepartment of Agriculture (USDA) for that species.

As a condition for participation in the HCDJLS every exhibitor must agree to submit anyanimal so entered by him or her to inspection by a veterinarian appointed by the HCDJLS,and agrees to have such animal submitted to any tests as may be designated andrequested by the veterinarian, and agrees that the conclusions reached by theveterinarian shall be final, without recourse against the HCDJLSA, or any of its officers, directors, or employees.

Also as a condition for participation in the HCDJLS exhibitor (market or breeding) entry willbe required to have a certification form signed by: 1.) Junior Exhibitor, 2.) Parent orGuardian, 3.) County Extension Agent or Ag Science Teacher. This certification form mustbe signed and returned with entry card. No animal will be allowed to show without thiscertification form properly signed.

The HCDJLSA reserves the right to have blood, tissue, urine, or DNA laboratorial analysismade on any animal entered for competition. All samples shall be taken by personsdesignated by the HCDJLSA and tested in a laboratory chosen by the HCDJLSA.Reasonable care shall be taken with blood, urine, or other body substances to maintain thepurity and identity of the sample. The only chain of custody required will be that routinelyrelied upon by veterinarians practicing in and around the Kerr County area, or as otherwisedesignated by the HCDJLSA. The exhibitor agrees that he or she will cooperate with theperson or persons charged with the responsibility of taking the sample from the animal.Failure to cooperate with testing procedures, or any doing or failing to do any act which willmake it unreasonably difficult for the person with the responsibility of taking the sample shallbe deemed a voluntary withdrawal by the exhibitor of the animal from the competition. Thiswill result in forfeiture of placing, premium money, prizes, auction money, scholarships, andthe exhibitor will be subject to being barred from future competition at the HCDJLS.

  • 20

(Continued)An exhibitor of any market animal producing an analysis with any quantity of diuretic, unapproved growth stimulant or other unapproved medication, or any approvedmedication within any withdrawal time will forfeit all premium money, prizes, auctionmoney, scholarships and will be subject to being barred from future competition at theHCDJLS.An exhibitor of any breeding animal producing an analysis with any quantity ofdiuretic, unapproved growth stimulant or other unapproved medication will forfeit allpremium money, prizes, auction money, scholarships and will be subject to beingbarred from future competition at the HCDJLS.

Unapproved Drug Use:The showing of any animal that has been administered during its life any quantity of anyunapproved drug, chemical or medication is strictly prohibited. HCDJLSA maintains aZERO TOLERANCE POLICY for unapproved drug use and unethically fitted livestock.Such drugs include, but are not limited to, any diuretic, any unapproved growthstimulant or other unapproved medication. Unapproved means not approved by theFood and Drug Administration (FDA) and/or the U.S. Department of Agriculture (USDA)for slaughter animals including that may be destined for human consumption. Abuse ofthe extra-label privilege by veterinarians is unethical and is subject to seriousconsequences such as license revocation.

Approved Drug Use:If an animal has been administered a drug that is FDA approved for its species, sufficient time must have passed so that the animal does not test positive for that drugupon arrival to the grounds. Animals must remain free and clear of all drug andchemical residues while on show grounds. Please note that elimination time (the time ittakes for no drug residue to be found in the system) is typically longer than the labeledwithdrawal time for most

Consequences: In the event any animal is declared by the veterinarian or testingagency to be unethically fitted or disqualified for any reason the HCDJLSA Presidentwill present the case to the Executive Board for evaluation. The exhibitor will likelyforfeit all titles, awards, prizes, auction proceeds, premiums and scholarships for allentries if the animal and/or exhibitor is disqualified. Market/Floor money will be forfeitedif the animal is condemned at slaughter. The Executive Board may temporarily decideto permanently bar the exhibitor and his or her family from any further participation inthe Hill Country District Stock Show. Reinstatement of anyone barred may be madeonly by the Executive Board.Probation: An exhibitor may be placed on a probationary status if results of drug testsare inconclusive, confirmation of a primary test cannot be granted, or another situationquestioning the ethical fitting of livestock arises. The probation grants the right for theHCDJLSA to collect ultrasound, D.N.A., blood, tissue and/or urine samples forlaboratory analysis on any animal entered by an exhibitor on probation at theexhibitor’s expense. An exhibitor may remain on probation for any amount of time andmay be released from probation only by the Executive Board.

Examples of unethical fitting include, but are not limited to:• Treating or massaging any part of the animal’s body, internally or externally, with

It is the sole responsibility of the exhibitor to insure that the animal is free of theprohibited drugs and substances. Knowledge on the part of the exhibitor with regardto the drugs or substances found in an animal is not relevant to any issue, and itshall not be a defense that a person or persons unknown introduced the prohibitedsubstance into the animal.
