H.E. Mr. Kris PEETERS Deputy Prime Minister and Minister of Employment, Economy
and Consumer Affairs
H.E. Kris Peeters (°18 May 1962) is Deputy Prime Minister and Minister of
Employment, Economy and Consumer Affairs in the Federal government
of Belgium that took office in October 2014. Previously, from 2007 until
2014, he was Minister-President of the Government of Flanders and
between 2004 and 2007, he served as Minister for Public Works, Energy,
Environment and Nature, in the Government of Flanders.
After attending secondary school in Boom, Peeters studied law
in Antwerp and obtained a law degree in 1986. He also obtained a
Master’s Degree in Accountancy and Fiscal Law and a Bachelor’s Degree in
Philosophy. Before starting his political career, Kris Peeters served as
Secretary-General and managing Director of UNIZO (Organisation for the
Self-Employed and SMEs).
Mrs. Mari KIVINIEMI OECD Deputy Secretary-General
Mrs. Kiviniemi is the OECD Deputy Secretary-General since August 2014.
Her role consists of sharing her extensive experience to help increase the
impact and relevance of OECD work and to contribute to the public policy
challenges of promoting inclusive growth, jobs, equality and trust.
She is responsible for the strategic oversight of the OECD’s work on
Efficient and Effective Governance; Territorial Development; Trade and
Agriculture, as well as Statistics. She is also responsible for advancing the
Better Life Initiative.
Ms. Kiviniemi was Finland’s Prime Minister from 2010 to 2011. Previously,
she was Special Advisor on Economic Policy to the Prime Minister, Minister
for Foreign Trade and Development, Minister for European Affairs and
Minister of Public Administration and Local Government. Elected for the
first time at the age of 26, she was a Member of Parliament from 1995 to
2014, chairing and participating in a vast number of committees. She also
held a variety of leadership positions in her political party, the Finnish
Center Party.
An economist by training, she studied political science at the University of
Helsinki and holds a Master's degree in Social Sciences. Born in 1968, she
is married and has two children.

Mr. Kalin TOMOV Counsellor for Economic Affairs
Permanent Representation of Bulgaria to the EU
Mr. Tomov is Counsellor for Economic Affairs and Member of the Council
High Level Group on Competitiveness and Growth. He represents his
country in the EU policy formulation process on issues relating to
industrial policy, internal market policy, competitiveness and growth.
Mr. Tomov has held various position in policy making and political
cabinets in the Government of Bulgaria and has been Chair of Board of
Directors of a company with approximately 500 staff.
Mr. Wei-Cheng SHEN Director
Ministry of Economic Affairs of Chinese Taipei
Dr. Shen has been the director of the Metal and Mechanical Industry
Division, Industrial Development Bureau (IDB) under the Ministry of
Economic Affairs (MOEA) since 2012. His division takes charge of the
development of steel, machinery, vehicle, vessel, aviation, and renewable
energy industries in Taiwan.
Dr. Shen attaches great importance to the balance of industrial upgrade
and a better living environment for people. His division is dedicated to
helping the steel makers replace obsolete facilities with modern ones. Dr.
Shen is also engaged in developing off-shore wind-power generation
industry, as the Taiwan Strait has one of the best wind farms in the world.
In addition, he is actively promoting the use of electrical motorcycles and
buses, which will guarantee a cleaner environment for citizenries.
Dr. Shen holds a doctoral degree in international business from the
National Taiwan University and a master degree in industrial engineering
from California State University.
Mrs. Cecilia MALMSTRÖM
EU Commissioner for TRADE
As EU Commissioner for TRADE since 1st November 2014, Mrs.
Malmström is pursuing an ambitious trade agenda to the benefit of
European citizens, SMEs and the broader economy. She is representing
the EU in the World Trade Organisation (WTO) and other international
trade fora. She is negotiating bilateral trade agreements with key
countries, including reaching a balanced and reasonable Transatlantic
Trade and Investment Partnership (TTIP) with the U.S. that respects
Europe’s safety,health, social and data protection standards, and our
cultural diversity.
As EU Commissioner for Home Affairs 2010-2014, she was responsible for
the European Commission’s work within the fields of asylum and
migration, police cooperation, border control and the fight against
organised crime and human trafficking. Formerly a Member of the
European Parliament and Minister for European Affairs of Sweden. As
Minister for European Affairs, Malmström was responsible for issues such
as the Lisbon Treaty, the EU strategy for growth and employment and the

review of the EU budget and for the preparation and co-ordination of the
Swedish EU Presidency.
Cecilia Malmström has a Ph.D. in political science and was a researcher at
Göteborg University in Sweden for several years, teaching in European

Prof. Dr. Kirsti LOUKOLA-RUSKEENIEMI Director
Ministry of Employment and the Economy
Prof. Dr. Loukola-Ruskeeniemi has worked since September 2012 in the
Ministry of Employment and the Economy (www.tem.fi). Previous posts
include 1) Manager of the Bedrock and Raw Materials Division in the
Geological Survey of Finland (www.gtk.fi) with international projects in
developing countries in addition to Europe and Russia, and 2) professor of
Engineering Geology and the Head of the Geo-environmental Technology
Section in the Helsinki University of Technology (www.tkk.fi/en/). Kirsti
Loukola-Ruskeeniemi has acted as the international vice-leader of three 5-
year IGCP (UNESCO) projects. Altogether 130 publications reflect
cooperation with various scientific branches. In addition to scientific
papers Dr. Loukola-Ruskeeniemi has written articles and books targeted

Kirsti Loukola-Ruskeeniemi was the first female president of the
Geological Society of Finland with a history of 120 years. Membership in
Research Council of the Academy of Finland has provided a wide
academic perspective. Professional activities in research projects, councils
and committees have resulted in active internationals networks.
Finland has developed the concept of sustainable extractive industry and
aims to become one of the global forerunners for sustainable Mineral
Industry Ecosystems.
H.E. Mr. Emmanuel MACRON Minister
Ministry of Economy, Industry and Digital Affairs
Emmanuel Macron was born in December 1977 in Amiens. He studied
philosophy before graduating from the Ecole Nationale d’Administration
(ENA) in 2004.
Emmanuel Macron then joined the Inspectorate General of Finance (IGF)
and, in 2007, became expert adviser to the head of department. He then
was appointed in the banking sector. In May 2012, he took up the position
of Deputy Secretary General of the President’s Private Office in charge of
strategy and economic affairs, and supervising fiscal, financial, tax and
sector-based issues.
On the 26th of August 2014, Emmanuel Macron was appointed Minister for
Economy, Industry and Digital Affairs in Manuel Valls’ government.

Ministry of Economic Development
Ivan Scalfarotto, MP, is the Italian Undersecretary of State at the Ministry
of Economic Development from April 8th, 2016.
He was previously Undersecretary of State for Constitutional Reforms and
Government Liaison to Parliament from February 2014, when he joined
Prime Minister Renzi’s Government in his current capacity.
Mr. Scalfarotto has a professional background as a Human Resources
Director. He has worked for over 20 years in the Financial Services,
covering senior International HR positions in Milan, London and Moscow.
He has been active in politics after his return to Italy, covering roles of
increasing responsibility: he was Deputy National Chairperson of Italy’s
Democratic Party between 2009 and 2013. In the same year he was
elected to Parliament as a Member of the Chamber of Deputies (Lower
House).
On October 2015, The Economist included Ivan on its “Global Diversity
List” among the 50 figures in public lives that distinguished themselves
globally for the spreading of “diversity” culture and equal opportunities.
He graduated in Law cum laude at Naples University “Federico II”.
Mr. Martins KREITUS Director of Foreign Trade and Foreign Economic Relations
Promotion Department
Ministry of Foreign Affairs
Martins Kreitus is Director of Foreign Trade and Foreign Economic
Relations Promotion Department at Ministry of Foreign Affairs of the
Republic of Latvia. The department is responsible for promotion of
bilateral economic relations as well as Latvia’s foreign trade policy,
including on matters related to the common trade and investment policy
of the European Union and Latvia’s membership of the World Trade
Organization. Martins Kreitus joined diplomatic service in 1997 and has
been posted to Latvia’s Permanent Representation to the European Union
(2003–2006) and Latvia’s Embassy in the United Kingdom (2011–2014).
H.E. Mr. Ildefonso GUAJARDO-VILLARREAL Secretary of Economy
Ministry of Economy
Mr. Ildefonso Guajardo Villarreal was born in Monterrey, Nuevo León, on
April 19, 1957. He obtained his B.A. in Economics at the Autonomous
University of Nuevo Leon, and later pursued graduate studies in
Economics at the Arizona State University and the University of
Pennsylvania.
Mr. Guajardo was Chief Economist of the Brazil Section, and Associate
Economist in the Fiscal Affairs Department at the International Monetary
Fund (1988-1991), before becoming Director of the North American Free
Trade Agreement Affairs Office, based at the Embassy of Mexico in

Washington, D. C. (1994).
At the Federal Government, Mr. Guajardo has held different positions.
From 1994 to 1997 he was Chief Clerk at the Foreign Affairs Ministry; in
1997 he became Undersecretary of Tourism Development; and in 1998 he
was appointed Technical Secretary for Planning, Communication and
Liaison for the Trade and Industrial Development Ministry, positioned he
held until 1999.
Mr. Guajardo was elected Federal Deputy in the LVIII Legislature (2000 –
2003), before being appointed in Nuevo Leon as Head of the Governor’s
Executive Office (2003 – 2006). In 2006, he ran as candidate for Congress
for the First Local District of Monterrey, position that he won, becoming
leader of the Minority Group of the Nuevo Leon State Congress, in the LXX
Legislature.
His latest positions were as Federal Congressman for the Second District
of Nuevo Leon; Chairman of the Economics Commission; Member of the
Treasury and Public Credit Commission; and President of the Mexico-
U.S.A. Friendship Group at the LXI Legislature of the Mexican Chamber of
Deputies; Coordinator of the Entrepreneurial Liaison in the Presidential
Campaign of Mr. Enrique Peña Nieto; and Vice Coordinator of Political
Economy in the Transition Team of President-elect Mr. Enrique Peña Nieto.
He has been a full time Professor at the Autonomous University of Nuevo
León; and Assistant Professor at the Arizona State University and the
Wharton Business School of the University of Pennsylvania.
On December 1st of 2012, Mr. Guajardo Villarreal was appointed as
Secretary of the Economy by President Enrique Peña Nieto.
Mr. Ji ZHANG Assistant Minister
Ministry of Commerce (MOFCOM)
Zhang Ji, male, a Han national, was born in Jingmen, Hubei Province in
May 1963. He started his career in August 1984 and joined the CPC in June
1984. Zhang obtained a bachelor’s degree in industrial management and
engineering from Wuhan University of Technology, a master’s degree in
business administration from Hunan University and a PhD in management
from the Hong Kong Polytechnic University.
He worked successively as Deputy Director of the Policy Group of the
Office for the Export of Mechanical and Electrical Products of the State
Council, Director of the Policy Division of the State Office for the Import
and Export of Mechanical and Electrical Products, and Director of the
Policy Division and Director of the Export Division of the Department of
Import and Export of Mechanical and Electrical Products of the Ministry of
Foreign Trade and Economic Cooperation (MOFTEC). Since August 2001,
he has served successively as Deputy Director-General of the Department
of Import and Export of Mechanical and Electrical Products and Deputy
Director-General of the Department of Scientific and Technological
Development and Trade in Technology of MOFTEC, Deputy Director-
General of the Department of Scientific and Technological Development
and Technology Import and Export, Deputy Director-General of the
Department of Import and Export of Mechanical and Electrical Products,
and Deputy Director-General of the Department of Mechanical, Electrical

and Hi-tech Industries of the Ministry of Commerce (MOFCOM) and at the
same time, Deputy Director-General of the State Office for the Import and
Export of Mechanical and Electrical Products. In October, 2008, he was
appointed Director-General of the Department of Mechanical, Electrical
and Hi-tech Industries of MOFCOM and Deputy Director-General of the
State Office for the Import and Export of Mechanical and Electrical
Products (he served as member of the Standing Committee of the
Guangzhou Municipal CPC Committee and Vice Mayor of Guangzhou
from Feb. 2012 to Feb. 2013). In April 2014, he became Director-General of
the Department of Foreign Trade of MOFCOM and Deputy Director-
General of the State Office for the Import and Export of Mechanical and
Electrical Products. He was appointed Assistant Minister and member of
the CPC Leadership Group of MOFCOM in June 2015.
Mr. Tadeusz KOŚCIŃSKI Undersecretary
Ministry of Economic Development
On 27 November 2015, Tadeusz Kościński was appointed Undersecretary
of State in the Ministry of Economic Development. He is responsible for
the development and implementation of rules governing trade between
the European Union and third states, issues related to economic security
and supervising the provision of services related to electronic signature.
Tadeusz Kościński is in charge of the implementation of European
Neighbourhood and Partnership Instrument 2007-2013 and programs
under the European Neighbourhood Instrument 2014-2020. He supervises
tasks which are related to functions performed by the Minister in the
capacity of a Certifying Authority.
He has been working in the banking sector throughout his professional
career.
From 1997, he served as a director at Bank Zachodni WBK S.A. Previously,
he had worked at Polski Bank Rozwoju S.A., Bank Przemysłowo-Handlowy,
Bank Śląski and Bank Pomorski, and at two banks in London.
He is a graduate of the Goldsmith’s University of London. The founder of
the “Kresy Historii” Foundation.
Mr. Artur LAMI Director-General for Economic Activities
Ministry of Economy
Born on November 25th, 1955, Artur Lami is a Portuguese citizen who
holds a Degree in Business Administration and a Bachelor’s Degree in
Economics.
Mr. Lami has been the Director-General for Economic Activities in the
Ministry of Economy since February 2013. He is the coordinator of
international relations of the Ministry which includes industry, commerce
and services, trade and investment policies, transports and
communications.
Mr. Lami is a Government adviser and a representative at the European
Union as Member of the High Level Group for Competitiveness, Member
of the Enterprise Policy Group and Member of the High Level Expert

Group on Energy Intensive Industries.
Mr. Lami has enjoyed a distinguished career in the public and private
sector offering 35 years of cumulative experience in the areas of strategic
analysis, business restructuring, financial management, reporting, business
organisation, people management and due diligence across financial
sectors. Before being in the Ministry of Economy, he was the Vice
President Executive and Member of the Board of Administration of the
Institute for Co-operation Development, from 2005 to 2012, where he
served the Ministry of Foreign Affairs. Earlier in his career Mr. Lami worked
as a Financial Director of the Angola Operations in the Financial Sector.
Ms. Sorana BACIU State Secretary
Ministry of Economy, Commerce and Relations with the Business
Environment
Sorana Baciu is a State Secretary with the Ministry of Economy, Commerce
and Relations with the Business Environment where she is responsible for
the Industry, Competitiveness and Corporate Governance sectors.
She has extensive expertise in general management, corporate strategy,
and corporate finance, with over 20 years of experience in the private and
public field in senior positions.
Mrs. Baciu had an international career in investment and commercial
banking (within ING Bank and Porsche Finance Group Romania), as well as
in oil & gas (within OMV Petrom S.A). In October 2014 she established a
consultancy practice focusing on business performance improvement,
change management & turnaround, and investment advisory. In the past
year she was a non-executive director for the largest gas producer in
Romania, Romgaz, and the Chair of the Audit Committee.
Mrs. Baciu graduated the Academy of Economic Studies in Bucharest,
Romania with an M.A. in International Economic Relations, as well
as McGill University in Montreal, Canada with a M.A in Economic Policy
Management.
Mrs. Baciu is a committed civic activist and has held different positions
within non-profit organizations.
H.E. Mr. Etienne DAVIGNON Minister of State / Vice-Chairman
ENGIE
In 1959, Mr. Davignon joined the Belgian Ministry of Foreign Affairs and
was Head of the Cabinets of Ministers Spaak and Harmel. From 1969 he
was responsible for the Political Department of the Ministry until his
departure in 1977 when he joined the EEC.
During his career at the Ministry of Foreign Affairs, he was directly
involved with Belgium's policies in Africa, the independence of Rwanda
and Burundi and the solution to the Belgium and Zaïre conflict.
He was also a key figure behind the report on the future of the Atlantic
Alliance (Harmel report) and he presided the committee which prepared
the first proposals regarding political cooperation between EEC members

(Davignon report) : 1974-1975.
Following the oil crisis in 1973, Mr. Davignon chaired the International
Conference which established an oil sharing treaty. From 1974 to 1977, he
was the first President of the International Energy Agency created
November 18, 1974.
After leaving the civil service in 1977, Mr. Davignon was appointed Vice
President of the EEC, in charge of industry, research and energy up until
the end of 1984. During this period he was active in the restructuring of
European industry (steel, textiles, synthetic fibres) and promoting new
research cooperative ventures in Information Technology and
Telecommunication (Esprit, Race). He negotiated on behalf of the EEC, key
agreements with the US, Japan and China.
In the beginning of 1985 he joined Société Générale de Belgique,
Belgium's leading holding company of which he became Chairman on
April 11, 1989 and Vice-Chairman on February 28, 2001. From October 31,
2003 till 30 September 2010, he served as Vice-Chairman of Suez-
Tractebel. He is Chairman of Genfina.
Mr. Davignon is Chairman of CMB, Recticel, Genfina, Palais des Beaux-Arts,
SN Airholding, Fondation P.-H. Spaak, the Royal Institute for International
Relations, Ichec.
He is also a member of the Board of Gilead, and Royal Sporting Club
d'Anderlecht.
He was teacher at Université Catholique de Louvain from 1980 to 1983
and is Chairman of the Board of Institut Catholique des Hautes Etudes
Commerciales (Brussels).
Mr. Davignon was born in Budapest, Hungary on 4 October 1932 and is
married with three children.
He is Chairman of the “Advisory Board” of “Business Network for
Corporate Social Responsibility” (CSR).
Mrs. Christina NORDIN Director General
Ministry of Enterprise and Innovation
Born 1962 in Malmö, Sweden, Mrs. Nordin completed her studies at the
nearby University of Lund. Starting her career as an analyst and project
leader at the Swedish Competition Authority, she joined the government
offices for the first time as a desk officer at the Ministry of Agriculture in
1987. In 1992 she left the government offices to become head of the Food
Security Unit at the Swedish Board of Agriculture. After a number of
leading positions at several agencies in the fields of agriculture and
business, she joined the Ministry of Enterprise and Innovation in 2015 as
Director General and Head of the Department for Business, Competition
and Agriculture. Mrs. Nording is married and has two children.

Ms. Dominique JORDAN-PERRIN Head of the OECD and G20 Division
State Secretariat for Economic Affairs (SECO)
Ms. Dominique Jordan Perrin is Head of the OECD & G20 Division at the
State Secretariat for Economic Affairs (SECO), Federal Department of
Economic Affairs, Education and Research. She is the Swiss delegate to the
Trade and Steel Committees.
She holds a PhD degree in Economics from Universities of Fribourg and
Paris I.
The Rt. Hon. Sajid JAVID Secretary of State
Department for Business, Innovation and Skills
The Rt. Hon. Sajid Javid MP was appointed Secretary of State for Business,
Innovation and Skills on 11 May 2015.
Mr Javid was Secretary of State for Culture, Media and Sport from April
2014 to May 2015. Previously he was both the Economic and Financial
Secretary to the Treasury. He was a member of the Work and Pensions
Select Committee from June to November 2010.
Before being elected MP, he worked in business and finance. Aged 25, he
became a Vice President at Chase Manhattan Bank. He later moved to
Deutsche Bank in London to help build its business in emerging market
countries. Mr Javid left Deutsche Bank as a senior Managing Director in
the summer of 2009 to give something back through politics.
As Secretary of State, he is responsible for strategy and policy across the
Department for Business, Innovation & Skills (BIS). The department’s main
policy areas are: business law, consumer issues, employment relations,
enterprise and business support, trade policy, higher education, further
education and skills, science and innovation.
Mr Javid’s responsibilities also include overall responsibility for the
department, strategy and all policies, overall responsibility for the BIS
budget, President of the Board of Trade and lead Cabinet minister for
reducing regulatory burdens across government.
Ambassador Robert HOLLEYMAN Deputy United States Trade Representative
Office of the U.S. Trade Representative
Robert W. Holleyman II serves as Deputy United States Trade
Representative with the rank of Ambassador at the Office of the U.S. Trade
Representative. He was confirmed by the U.S. Senate for this position on
September 18, 2014.
Ambassador Holleyman’s responsibilities include U.S. trade and
investment relations with Asia, as well as trade negotiations and policy
coordination in the areas of services, investment, intellectual property, and
innovation. In addition, he represents USTR on the Committee on Foreign
Investment in the United States (CFIUS) and serves on the board of
directors of the Overseas Private Investment Corporation (OPIC), the U.S.
Government’s development finance institution.

In the private sector, Ambassador Holleyman worked in technology and
internationally for over two decades. He founded Cloud4Growth, a cloud
technology development venture in 2013. Prior to that, Holleyman served
as President and CEO of BSA | The Software Alliance from 1990 to 2013. In
that position, he had considerable experience opening new markets in
Asia and globally. He is widely known for his engagement in the areas of
innovation, intellectual property, cybersecurity, e-commerce, and
emerging technologies. He worked earlier in his career as an attorney in a
law firm in Houston, Texas.
In his prior public service, Holleyman held the positions of Senior Counsel
for the U.S. Senate Committee on Commerce, Science, and Transportation,
as well as Legislative Director and Assistant to former U.S. Senator Russell
B. Long. He served as a law clerk for U.S. District Judge Jack M. Gordon of
the Eastern District of Louisiana in New Orleans.
Ambassador Holleyman received his J.D. from Louisiana State University,
and his undergraduate degree from Trinity University in San Antonio,
Texas where he was named Distinguished Alumnus in 2012. He has
studied at the Stanford University Graduate School of Business and
previously served on a number of non-profit boards in the Washington,
DC area related to the built environment, historic preservation, and
community health.
Mr. Stefan SELIG Under Secretary of Commerce for International Trade
U.S. Department of Commerce, International Trade Administration
Stefan M. Selig was confirmed on June 4, 2014, by the U.S. Senate to
serve as President Obama’s Under Secretary of Commerce for
International Trade at the U.S. Department of Commerce. As one of the
nation’s most senior commercial diplomats, Selig heads the International
Trade Administration (ITA), and is responsible for strengthening the
competitiveness of U.S. industry; promoting trade and investment; and
working with foreign governments to improve the global business
environment. Selig leads a team of more than 2,200 trade and investment
professionals—based in more than 100 U.S. cities and 75 countries around
the world—to assist in the development of U.S. trade policy in the global
economy; create jobs and economic growth by promoting U.S. companies
abroad; strengthen American competitiveness across all industries;
address market access and compliance issues; administer U.S. trade laws;
and undertake a range of trade promotion and trade advocacy efforts.
In his current capacity, Selig also serves as the Executive Director of the
Travel and Tourism Advisory Board; sits on the board of directors of the
Overseas Private Investment Corporation (OPIC), the U.S. government’s
development finance institution; is a Commissioner for the Congressional
Executive Commission on China; and is the Executive Director of the
President’s Advisory Council on Doing Business in Africa.
Previously, Selig served as Executive Vice Chairman of Global Corporate &
Investment Banking at Bank of America Merrill Lynch. In that capacity, he
focused on building and maintaining strategic relationships at the CEO
and board-level with important clients of the firm. Before then, Selig was
Vice Chairman of Global Investment Banking and Global Head of Mergers

and Acquisitions at Banc of America Securities. Under his leadership, the
bank advised its corporate and private equity clients on more than $1
trillion of strategic global transactions.
Selig is widely known as a highly accomplished banker and business
executive who is recognized for his experience and judgment in providing
strategic and financial advice to his clients. Throughout his nearly 30-year
career, he built a reputation as a trusted advisor and a
tireless advocate for American businesses both domestically and
internationally.
Prior to joining Bank of America in May 1999, Selig held various senior
investment banking positions on Wall Street including Co-Head of
Mergers & Acquisitions for UBS Securities. He began his investment
banking career in the Mergers & Acquisitions Group at The First Boston
Corporation in 1984, and subsequently was an original member of
Wasserstein Perella & Co.
Selig earned an MBA from the Harvard Graduate School of Business
Administration, a General Course Certificate from the London School of
Economics and Political Science, and a B.A. in economics from Wesleyan
University.
He has previously served as a member of the board of directors of Lincoln
Center for the Performing Arts and Services for the UnderServed which
supports individuals and families facing challenging situations. He is a
lifetime member of the Council on Foreign Relations.
