praised by the crime fight-ers for their efforts to standtogether and share informa-tion via social media as thisshows they are alert and en-ables them to provide valua-ble information to the po-lice.Former chairman of the

FNW, Tony Korck, and histeam have played a key rolein mobilising an effectivestrategy and it’s thanks tothis community initiativethat Fisherhaven can stillboast the lowest crime statswhen compared to othersuburbs in the Overstrand. The neighbourhood

Sandbaai se riool bly ’n probleemELBÉ VAN HEERDEN

Alhoewel die rioolprobleem byOnrusriver se strandmeer op dieoomblik onder beheer is (HT 31Julie), is daar tans nog nie ’n op-lossing vir die oorloop van rioolin Sandbaai nie.Volgens Chris Nieuwoudt, on-

KalfiefeesArt Exhibitionbreaks recordsFor thesecondyear theHermanusTimesKalfiefeeshosted anart ex-hibitioninthefoyeroftheMunic-ipal Auditorium.

This year there were nine fullybooked shows at the auditoriumthereby exposing the art on displayto a potential 1 800 people attendingthe performances.

Unlike last year when the exhibi-tion hall was virtually empty whilethe shows were on, this year therewere 20 to 30 people visiting theexhibition between shows. Most ofthe audiences moved between theexhibits before and after shows, which was the whole idea behindhaving the exhibition at the samevenue.

The Kalfiefees has now become acultural feast of theatre, music andartandoffersa full spectrumofcrea-tive work to Hermanus and Over-strand residents and many out oftown visitors.

The works of 47 artists and 12 gal-leries were on display, satisfying

many different tastes. Each artistaveraged five works and the galler-ies eight, representing approxi-mately 315 works of art all in oneplace.

This year the public came to theparty and well over R27 000’s worthof paintings were sold.

History was made when amateurSunday painters and professionalartists stood in juxtaposition withone another without any drama ortemperamental outbursts, and forthe first time every artist was able

to judge their standards and levelsof skill against theircontemporaries.

Many of the lesser artists wentthrough a steep learning curve, andlearned from the experienced art-ists at the exhibition.

Those who exhibited last yearbenefited and a definite improve-ment in their standard and tech-niques was observed, proving thevalue of being able to judge yourselfagainst others.

The one prevalent comment fromartists and the public alike was howsurprisedtheywerethat therewereso many talented artists inHermanus, bearing out the hypoth-esis that Hermanus has one of thebiggestartcoloniesinSouthAfrica. The sad part is that many local resi-dents did not take the opportunityof attending the biggest exhibitionon their doorstep and therefore lostoutonthepleasureofbeingexposedto some very good and reasonablypriced art.

Daarnahetsyweergetoernaplek-ke soos Alaska, Tokio, Taiwan enDuitslandvanwaarbaievandie tee-lepels afkomstig is.

NATURE MATTERSDID YOU KNOW… The Camel Thorn or Kameeldoring (Acacia erioloba) of Southern Africa is very slowgrowing due to its harsh habitat. It is a beautiful, sculptural tree that provides shade and food for giraffe, rhino, eland, elephant, gemsbokand kudu. It is protected wherever it grows, be it South Africa, Namibia or Botswana. No person may cut, collect, remove, transport, export, purchase, sell, donate or in any other manner acquire or dispose of any protected tree – even adead one. What are you using for braai wood? This is aserious problem that not many people are aware of. Onesees kameeldoring braai wood for sale all over – mostlyfrom Namibia, I understand, where they can least affordto lose trees. ANINA LEE

Issues at schoolsA number of worrying incidents werereported at our local schools the pastweek. In one incident learners from Mount

PleasantwhoattendHawstonSecondary School were left stranded after theschool buses they commute inwere impounded due to various discrepancies. This meant more than 200 learners

could not attend school the past fewdays.Although the Department of Educa

tion has stepped in to try and find solutions, the children were the ones whoare most affected. With the matric exams around the

corner, the last thing learners need arereasons beyond their control keepingthem from school. In another incident, a young boy

fromHermanus High School allegedlyhit a girl in the face so much so thatshe ended up with stitches to her nose. This incident is alarming to say the

least, and especially during Women’smonth where all the different organisations are focusing on preventingwomen and child abuse.

Upgraded hospital sends patients elsewhereDriving past our gleaming new hospitalone cannot help feeling grateful to live inour wonderful town or so I thought untilI heard the story of our elderly bookkeep-er.

Last week she went to the local hospitalwith an eye infection and was referred toWorcester hospital and the procedurewasas follows.

She had to report to HermanusHospitalat 05:30 where they boarded a bus and de-parted at 06:00 from here to Hawston, Bot-rivier,Kleinmondandsomewherearound09:30 she went into a coma at Grabouw, becauseshe isadiabeticandhersugar lev-el dropped. She woke up at lunch time inthe intensive care unit at Worcester, wasstabilised, saw the eye specialist and ar-rived back home at 19:30 that evening.

Seeing and listening to our Minister ofHealth Dr Aaron Motsoaledi boastingabout our new health system I cannot be-lieve or understand why this can happenin 2014 where millions were spent to up-grade our hospital and an elderly personmust go through this trauma because ofthe lack of facilities locally.

Wehave somegreat doctors and special-ists in Hermanus. Can they not do dutyat thehospitalatcertaintimesandgetpaidby the state to help the local people. Thoseof us that are fortunate enough to have amedicalaidorahospitalplanandget treat-ed at our fantastic localMediClinic whereeverything runs like clockwork betterwake up. The way the monthly fees of themedical aids are increasing we may have

to sit in a little overcrowded bus on thewaytoWorcesterunlesswedemandbetterservice from our overweight government.

After hearing this story our new hospi-tal remindsmeof a gravewith a gleaming, shiny new tombstone, flowers and insidedust, dirty linen, bones and a bad smell.

HANNES STEENKAMPNatasha Peterson, Communications

Officer: Overberg District for WesternCape Government: Health responds:Optometry services, such as eye testing

andprovision of prescription spectacles areoffered at Hermanus Hospital weekly. Pa-tients requiring ophthalmology servicesare, however, referred to Worcester Hospi-tal where they receive the necessary treat-ment. There are Healthnet buses availableto transport the outpatients to and fromWorcester Hospital on a daily basis.Hermanus Hospital is currently receiv-

ing specialist outreach services fromWorcester Hospital and Tygerberg Hospi-tal to bring services closer to patients.Comment from the WCape health minis-

ter, Theuns Botha: “Our Healthcare 2030strategy spells out ourpathways to care.Weare gearing our health services to improvethe individual’s experience in our facilities, andtoensure that theyreceive thebestpossi-ble healthcare for their individual condi-tion. Diabetes sufferers requires exception-al care and we are aware of their needs.”Western Cape Government Health en-

courages all diabetic citizens to ensure thatthey pack a healthy snack whenever theyare away from home.

The great impositionI wish to complain about the municipality’sunheard of practice of increasing longstanding deposits – this must be stopped.

Years ago whenwe originally paid our de-posit for electricity we were given to under-stand that this was a once-off charge and nohint was I given or implied that the futureheld further increases, and why should it?

They held our money interest free for allthese years so when we eventually sell, thisgreatly devalued deposit money will proba-bly buy us a couple of hamburgers.

Why doesn’t the Municipality deductmoney every month from the salaries of theoverpaid bureaucrats and then repay themwhen they retire with interest-free moneyand see how they like it.

One way we can show our displeasurewith this is towithholdmunicipal paymentsuntil the last day due, that is the 19th or 20thof the month.

I always paid my account within two orthree days of receiving it, but will not doso in the future.

MILKED DRYResponse from Elmarie Hooneberg,

senior manager: revenue at the Over-strand Municipality:Consumersmust keep inmind that a depos-

it not only serves as a safeguard against de-faulters, it also provides the municipalitywith the required capital topurchase the serv-ice which, in the case of electricity, Eskom de-mands should be settled within ten days frommonth-end.This situation explains why deposits

should be equivalent to two month’s con-sumption. In general, meters are read duringthe first week of the month, consumption islevied against a consumer’s account at theend of the same month and the final settle-ment date is the 20th of the next month.Consequently, by the time the municipality

receives its first installment; it has alreadydelivered two month’s service and settled theaccount in full with Eskom. The following is according to our customer

care, credit control and debt collection policy:7.6.4 Security deposit for electricity custom-

ers on credit meters will be adjusted annual-ly, whichwill be equal to the average percent-age increase in electricity tariffs by NERSA.This year the increase is 7.39%.The consumer is welcome to convert to pre-

paid electricity, which is approximately 7cper unit cheaper and the deposit is only R424.

Ripoff time againSo our municipality has again seen fit to in-crease existing electricity deposits. This isa most unheard of practice and somethingI have never come across in all my yearsin business and so it needs to be called whatit really is. Plain and simple “extortion”,which after some years when you sell yourhouse, they will repay you with grossly de-valuedmoney that they have not even givenany interest on.

What a lovely “ponzi” scheme. This needsto be legally challenged. What about baddebts? The municipality will cry.

Well if some don’t pay for their electricitythen, cut their supply. If they are rentingthen the owner is liable. Should the housebe sold with an outstanding account? Thenwithhold transfer until it is settled. Sowhere is the risk? The municipality ofteninforms us how well they are runningthings, but should that not be the case? Theyare getting paid to perform these duties andonly stand out because of the chaos in 90%of countrywide municipalities. I would likeanswers to the following:

1. What measures are being taken to re-duce running costs?

2. What has happened to the road sweep-ing machines and how much did they cost?

There are many struggling pensioners inthis town and they along with the rest needmore consideration from a municipalitythat’s running financially rampant.

Relief in sight forMasibuleleELBÉ VAN HEERDEN

For the past three years Masi-bulele Educare Centre in Zwe-lihle was barely making endsmeet.

The crèche, with 48 learners cur-rently enrolled, has been survivingon the meagre school fees, whichcome in as the parents can affordit.

“Many parents don’t have themeans to pay the school fees and wecan’t just let the children stay athome. Here they are safe and caredfor,” said Sweetness Rwexana, theschool’s principal.

“We have four care givers on thestaff and at the moment we pay theirsalaries as well as we can. Somemonths they only receive R500 orR1 000 for the month’s work. Wecannot afford to feed the children, who are here every day between07:00 and 16:00, unless we receivefood donations.”

Their financial hardship is a re-sult of a dispute which was resolvedearlier this year.

“There used to be two crèchesbased here, Zwelihle and Masibule-le. Issues arose as to who was theprincipal. In the beginning of theyear, Zwelihle Educare Centreclosed down and we have sinceelected a new governing body.”

According to Melany Kuhn, spokesperson for the Western CapeDepartment of Social Development, their local office, together with theOverstrand Municipality, havebeen assisting Masibulele EducareCentre with the partial care regis-tration of the Centre, NPO registra-tion and the merging of the two fac-

tions that were at the Centre.“All this has subsequently been

resolved. The registration certifi-cate has been approved on 8 July2014. We have also approved theirfunding or subsidy for the financialyear 2014/2015.

“We are currently in the processof verifying the number of children, the ages of the children and the sub-sidy eligibility criteria of eachchild.
