    Soliciting community participa-tion in tackling the Sonsodowaste problem, Fomento Greenand Waste Management Serv-ices has maintained that thewaste treatment plant at theSonsodo site would be opera-tional by March 2011.

    The company, however, laidgreat stress on community par-ticipation, especially on the vitalaspect of segregation of wasteat source to deal with the dailygeneration of waste in the Com-mercial Capital.

    Work on the setting up of thetreatment plant would begin fromOctober 1 this year. We hope tocomplete the plant in early 2011and the plant would be opera-tional in all respects by March2011, maintained the Chief Ex-ecutive Officer of Fomento Greenand Waste Management Servicesat an interaction with the citizensat the Ravindra Bhavan here onSaturday evening.

    Incidentally, the company hassaid the proposed land fill sitecreated at Sonsodo will be cappedafter a period of five years and itwould be the responsibility of theMargao Municipal Council to iden-tify alternate land for the land fillsite to take care of rejects for thenext 25 years.

    The tussle over handing over of Campal Footballground continues with Urban Development Min-ister Joaquim Alemao claiming that he has noidea of the Corporation of the City of Panjim(CCP) moving file to take over the project.

    They need to consult me before putting upany such proposal. Neither the corporation northe Directorate of Municipal Administration (DMA)have given any idea about it, Alemao said.

    He said that till date no such proposal is beenplaced before me by the corporation.

    Alemao, who is also a chairman of Goa Foot-ball Association (GFA), said that SAG has alsonot approached him over any such letter fromCCP.

    The corporation in March, 2010 had written aletter to the Sports Authority of Goa ((SAG) askingto hand over he football ground for the develop-ment. But the SAG had said that they have notreceived any such proposal.

    If such proposal comes in near future, SAGwill completely oppose to it as it is maintainedwell by Goa State Infrastructure DevelopmentCorporation (GSIDC), SAG Director V M Prab-hudessai had told Herald earlier.

    Meanwhile, a senior CCP official has said that

    the role of the minister doesnt come into pictureas SAG is also an autonomous body.

    The corporation can take its independentdecision. CCP has just written letter to hand overthe ground. If SAG agrees then the proposal willbe placed before Urban Development Ministrythrough Directorate of Municipal Administration(DMA), senior official said.

    Alemao said that its not possible to take upthe developmental work of the ground as GFAdoesnt have enough funds. Even the corporationis going under same crisis, he added.

    The corporation is planning to opt for fundsunder Jawaharlal Nehru National Urban RenewalMission (JNNURM) for carrying out the develop-mental work of the football ground.

    Orlim villagers cried foul as directions by the Town and CountryPlanning Department to the Colva police to stop land filling atOrlim by a mega housing project builder went abegging since thelast five days.

    It was on May 10 that Town Planner Rajesh Naik asked the Colvapolice to stop the land filling immediately and to direct the partyto clear the dumped mud from the property and restore the landto its original form since no permission has been obtained for themud filling.

    Its five days now since the Town Planner wrote the letter to theColva Police Station incharge, but theres change in the groundsituation, claimed local villagers.

    In fact, the villagers claimed that when they approached theOrlim police outpost, they were told by the men-in-uniform theycan stop the work on condition they receive the request from thepanchayat body.

    We have knocked the doors of the TCP, the police and the Pan-chayat body, but the violations by the builders continue on theground. Why are the villagers made to run from pillar to postwhen the authorities ought to act on their own, remarked KimMiranda,

    Incidentally, Town Planner Rajesh Naik had requested the Colvapolice to take necessary action as per the provisions of Section17-A of the TCP Act.

    Interestingly, TCP officials say the police are supposed to actbased on the request made by the Town Planner, reminding thatland filling prior permission of the Chief Town Planner undersection 17-A of the TCP Act and that the violation of this provisionof the Act is a cognizable offense.

    The Orlim villagers have been waging a battle against a megahousing project consisting of 66 flats in the village. In the past,the TCP had issued a notice to the builder to discontinue fillingor development in the low lying area. However, inspection by theTCP officials on May 10 revealed that the directions issued earlierwere literally thrown to the winds as evident by the developmentwork in the property in question.

    A day after newly-elected Da-vorlim Sarpanch FranciscoSebestiao Dias claimed that hisruling is aligned to the LuizinhoFaleiro group; the PWD Ministersaid his group of Panchas in theDavorlim panchayat is with theCongress party.

    I have five panch memberswith me in Davorlim panchayat.They are the Navelim block Con-gress president Leon Raicar,Mahila Congress president RajiniRaicar, Arcanjo, Fatima andMinguelina. My group did notcontest elections for the postof Sarpanch following the stayobtained by the disqualifiedpanch member. I will ascertainthe grounds for granting thestay by the court.     In a tragic incident, a first year BCom studentdied by hanging himself on Saturday.

    Cuncolim police said the 19-year old youngster,Omkar Kumbarlkar, who was residing at Cuncolim,

    was found hanging dead on the wooden frameof the kitchen door. He used a jute rope to hanghimself on the wooden frame, the police said.

    The Cuncolim police have registered a case ofunnatural death. The police are conducting furtherinvestigations.

    North Goa Bharatiya Janata Party MP Shripad Naik on Saturdaysaid the law and order situation in the State was deterioratingday after day and directly placed the onus for the situation onsenior police officers from the State cadre.

    Naik reinforced his partys demand for having Indian PoliceService (IPS) officers in important postings such as district super-intendents and in the Crime Branch. Having IPS officers in key po-sitions will help the State in controlling the narcotics-relatedcrimes, he asserted.

    Presently, the State with just two districts has three Goa PoliceService (GPS) officials holding three crucial posts, which includesposts of two district SPs and one SP Crime. The former BJP Presidentstressed on posting of IPS officers in these positions to tackle thecrime scene effectively.

    A senior IPS official said the posts of district SP and SP Crimein the State have been held by IPS officers because they were lessprone to succumbing to pressure by politicians and also they havelesser local stakes or interests.

    The official said the Home Ministry was using the State cadreofficers to put pressure on IPS officers thus holding them to ransom.

    However, as of late, insiders in the police department are openlyspeaking about a rift between the state cadre and IPS officers.However, at a recent press conference Deputy Inspector Generalof Police, Ravinder Singh Yadav said all these were rumours andthere was no such rift. SP Crime Atmaram Deshpande, who waspresent, supported Yadavs comment.

    The renovated Childrens Parkof Mormugao Municipal Council(MMC) is serving as an idealplace of leisure for children dur-ing summer holidays.

    The newly renovated park hasa colourful caricature paintingof Disney World and latest play-ing equipments, courtesy ZuariIndustrial Limited and City Coun-cillor Daji Salkar for his constantfollow-ups with corporate houseto take up the work.

    During the last two years, thepark has undergone a majorfacelift that has attracted many

    children to visit the park.As radio was part of the en-

    tertainment in the park, whichwas abandoned nearly fourdecades ago, we thought of re-viving it to entertain the parents,who come along with their chil-dren in the park, said Salkar.

    He appreciated the assistanceof ZIL for providing new addi-tional equipments and takingminor repair and painting workof the park.

    The Childrens Park in theheart of Vasco city, which wasestablished in 1939, had limitednumbers of equipments.

    It may be recalled that two

    years ago, then MMC chairper-son Carlos Almeida had garneredhelp from ZIL and installed latestplaying equipments and carriedout renovation work.

    During our childhood, wehad very limited equipments,but things have changed in therecent past, as number of play-ing equipments has attractedthe children, said Reshma Mam-lekar, who brings her two chil-dren for leisure activities at thepark.

    She said the authoritiesshould maintain the park, as thisis the only park which has anumber of playing equipments.

    Renovated MMC Childrens Park attracting many kids

    Deputy Director of TransportPrakash Azavedo on Friday as-sured members of QuepemTaluka Mining Affected PeoplesFront (QTMAPF) that miningtrucks with planks will be di-rected to remove it from May17 or they will not be allowedto ply along the roads.

    Azavedo gave the assuranceat a joint meeting with transportofficers and QTMAPF membersin Quepem DySPs office. Themeeting was called to discussand find a solution to overload-ing, over speeding and non-im-plementation of the High Courtorder.

    The Front members broughtto the notice of the deputy di-rector of transport that all min-ing trucks operating in Quepemhave planks attached to thetruck.

    The planks are attached inviolation of Section 52 of MotorVehicle Act 1988 and Section136 of Goa Motor Vehicle Rules1991, members told Azavedo.

    They sought to know fromAzavedo whether the planksfixed are legal, to which hereplied: They are illegal.

    The members demanded im-mediate removal of the planks

    and those trucks not removingit should not be allowed to plyalong the road.

    Azavedo assured the mem-bers that his department wouldenforce the assurance givenfrom may 17.

    The Front members warnedAzavedo that if it is not imple-mented, then they will be forcedto take up the issue before highcourt.

    The members questionedAzavedo why High Court orderregarding overloading of truckswas not implemented. Azavedosaid his department had issuedchallans for over 116 trucks foroverloading, but despite issuingchallans, the trucks are contin-uously overloaded.

    There is shortage of enforc-ing off icers in RTO off iceQuepem and the number of min-ing trucks plying along the roadis more. Hence our officers can-not act on all the erring trucks,he said.

    However, he assured themembers that the number ofenforcing officers in Quepemwill be increased in the days tocome.

    The members also broughtto the notice of the traffic cellthat trucks are not regulatedproperly at the monitoring

    point.Instead of releasing one

    truck each from Cavrem andRivona side per minute, at least10 trucks are released in aminutes time from both thesides, claimed the members.

    The members requested thedeputy director of transport tocarry out on the spot inspectionof mining trucks whether theyare overloaded or not. Azavedoand other officers agreed to in-spect and the spot was fixednear Cindio Apartments.

    Media persons and memberswent forward and waited at thespot, but the traffic officer tothe surprise of the members andmedia persons instead of car-rying out inspection at CindioApartments went to Curchoremand did not turn up.

    Rejecting any differences be-tween the party and the gov-ernment on the issue oftackling Maoists, Minority Af-fairs Minister Salman Khurshidtoday said both are on thesame page on the issue.

    "Government and party areon the same page over theissue ... there are no differ-ences of approach, only the dif-ference of words. Who sayswhat is also related to what isone's responsibility," MinorityAffairs Minister Salman Khur-shid told reporters here.

    In the midst of the debateon the right approach to deal-ing with Naxalism, CongressPresident Sonia Gandhi has

    said the "root causes" of theproblem need to be addressedwhile tackling it decisively.

    "While we must address actsof terror decisively and force-fully, we have to address theroot causes of Naxalism", shesaid in the "Letter to the Con-gresspersons" in the first re-marks on the issue since acontroversy had broken outover Congress general secre-tary Digvijay Singh's article crit-icising Home Minister PChidambaram's handling of theproblem.

    When Singh's comments hadtriggered a controversy in thewake of April 6 Dantewadamassacre, Congress distanceditself from them and said suchviews should be expressed in

    party fora only.Asked about Gandhi's re-

    marks, Singh said there was "nodifference" between the ap-proach of the party and the gov-ernment in tackling the issue.He suggested he had pennedthe article at a time when therewas talk of a "military strategy"to deal with Maoists.

    Echoing similar views Khur-shid stressed that the contextin what something is saidneeds to be understood.

    A Delhi court today orderedframing of charges againstCongress leader Sajjan Kumarin a 1984 anti-Sikh riot case re-lating to murder and spreadingenmity between two communi-ties.

    Additional Sessions JudgeSunita Gupta allowed CBI's pleaseeking prosecution ofKumar under various sec-tions of IPC after findingprima facie evidence againsthim.

    The court said that thecharges under Sections 302(murder), 395 (dacoity), 427(mischief to property), 153A(promoting enmity betweendifferent communities) will beframed formally on May 18.

    The framing of charges willpave the way for trial in thecase. The Delhi High Court hadearlier issued direction to com-plete the trial within sixmonths of cases relating to

    anti-Sikh riots.CBI had accused Kumar of

    provoking people againstmembers of a particular com-munity during the carnage thatfollowed the assassination ofprime minister Indira Gandhion October 31, 1984, leadingto the killing of five persons inDelhi Cantonment area.

    On the other hand, Kumar

    had claimed the accounts ofCBI witnesses were not reliableas they had changed their ver-sions a number of times.

    "There are contradictions be-tween different statements andaffidavits given by witnessJagdish Kaur. She did not nameSajjan Kumar either in her firststatement before police on No-vember 3, 1984, or before Jus-tice Rangnath MishraCommission and Jain-BanerjeeCommittee that inquired intothe riots," he had claimed.

    The former Outer Delhi MPhad also contended that thecase against him could notstand as CBI re-registered iteven though a Delhi court hadgiven him a clean chit, accept-ing a cancellation report filedby Delhi Police.

    The probe agency, however,had also sought framing ofcharges against Kumar for

    being involved in sedi-tion saying he had in-cited people belonging

    to one community against an-other.

    Besides Kumar, other ac-cused in the case are BalwanKhokhar, Krishan Khokhar, Ma-hender Yadav, Captain Bhagmaland Girdhari Lal.

    CBI had filed two chargesheets against Kumar and oth-ers on January 13 in the riotscases registered in 2005 on therecommendation of Justice G TNanavati Commission which in-quired into the sequence ofevents leading to the riots.

    Militants have regrouped inlarge numbers in Pakistan-oc-cupied Kashmir and are crossingthe Line of Control to sneak intothe Indian side of the Himalayanregion, local residents and po-litical leaders have said.

    The militants have regroupedand launched jehadi activitiesin the Neelum valley on the Pak-istani side of the LoC, localpolitician Arif Shahid said. Localresidents and Shahid said themilitants were not from PoK.

    "Jihadi activities have beenrestarted during the last fewweeks," said Shahid, the secre-tary general of the All PartiesNational Alliance.

    "Most of the activities are con-centrated in the Neelum valleyalong the LoC," Shahid told the

    region with other APNA leaders,said the militants were basedthere in large numbers and hadset up camps in the area.

    "The men are not locals theyhave long hair and beards. Mostdo not speak the local language,"he said.

    "We can make out from theirappearances and languages theyare not from any part of Kash-mir," the resident said.

    Shahid said he believed thatmilitants are planning to sabo-tage ongoing peace negotiationsbetween India and Pakistan.

    "They have set up camps inthe region and many are cross-ing the border... This is the startof another proxy war," he said.

    Following a meeting betweenPakistan Prime Minister YousufRaza Gilani and his Indian coun-terpart Manmohan Singh lastmonth, the Foreign Ministers ofthe two countries recentlyagreed to meet in Islamabad onJuly 15 to nudge the peaceprocess forward.

    Suspended IPL Commissioner Lalit Modi todayresponded to the first showcause notice servedto him for alleged financial irregularities with astaggering 12,000-page reply, which accordingto his lawyers, will leave BCCI with no choice butto re-instate him in the post.

    Modi, who had got an extension of five daysfrom May 10 deadline, submitted his reply throughhis lawyers, who brought in the papers in six car-tons amidst the media frenzy at the Cricket Centre,the Board's headquarters here.

    BCCI Chief Administrative Officer RatnakarShetty received the papers and documents onbehalf of the Board and said all the concernedpeople will be given the copies.

    Modi's lawyers Mehmood Abdi talked with thewaiting media for close to 30 minutes and saidthe reply had "sufficiently and fully addressed"all the allegations against his client.

    He expressed confidence that BCCI would dropthe showcause and re-instate Modi as IPL Chair-man after going through the voluminous reply.

    "We have given all clarification, nothing is leftfrom our side, except that the showcause noticemust be dropped immediately. All the allegationshave been sufficiently and fully addressed," Abdi

    told reporters.Modi's lawyer said the BCCI will not find it dif-

    ficult to read and scrutinise the voluminous replysince its President was himself a lawyer.

    "According to me, the suspension should berevoked today and Mr Modi should be reinstatedas IPL Commissioner because the BCCI Presidentis a renowned lawyer and has the habit of reading1,000 pages in a minute. So, I feel he should nottake much time in reading our reply.

    "There is no scope for BCCI to keep their chargesalive now. I am 100 per cent confident that BCCIPresident will be satisfied to drop all the chargesagainst Mr Modi.

    "I feel it has been painful for Mr Modi tohear that he has brought disrepute to thegame based on oral allegations. Just few daysearlier he was the hero. He was the subjectmatter of studies in universities and in onemoment he was turned into a fall guy," hesaid.
