01 INTRODUCTION

This Report provides a summary of the work undertaken as part of the Hepburn Youth Engagement Strategy, undertaken by CoDesign Studio on behalf of Hepburn Shire Council. The Hepburn Youth Engagement Strategy was undertaken across Hepburn Shire from March to July 2015. Working closely with Council officers, as well as key community stakeholders, CoDesign Studio sought to engage with young people (12 - 24 years old) across the Shire to understand their needs and wants for their shire. This Report will inform the preparation of Hepburn Shire Council’s Youth Strategy and Action Plan. The purpose of this strategy is to mainstream Youth across Council’s portfolio, rather than create stand-along “youth” activities.

CoDesign Studio is a placemaking and community engagement consultancy that specialises in rapid community building: an approach that uses low-cost improvements to streets and public spaces to help local communities get better connected to each other, and their local neighbourhood. For the Hepburn Youth Engagement Strategy, we sought high levels of youth participation, and increased awareness about the Youth Strategy and Action Plan by utilising an interactive place-based approach, centred around fun and interesting engagement activities.

In this reportThis report provides an overview of the project, include the aims and objectives, process undertaken, and a snapshot of who was engaged. Then a summary is provided of the key findings across the engagement period, broken down into five main themes: Activity; Clubs and Organisations; Private Sector; Social; and Transport. The outcomes of the Hepburn Youth Ideas Competition is

summarised, including a snapshot of the top fifteen entries and how they relate to the five main themes.

The final section of this report provides recommendations to the Shire on how the outcomes from the youth engagement across Hepburn Shire may inform the preparation of Council’s Youth Strategy and Action Plan. Some discussion is provided about how to prioritize projects, with a focus on what may be achieved in the short term.

2.1 PROJECT AIMSDuring project inception the CoDesign team worked closely with Council to develop the following high level project aims:• Connect widely with young people in places

where they are comfortable and familiar;• Increase awareness about the youth strategy, and

the youth services Council offers to youth; • Build the capacity of local young people

to plan and design initiatives for their local neighbourhood;

• Gather ideas for future youth activities, places and services;

• Commit to acting on what the young people want to see in the neighbourhood, through the youth strategy and action plan; and

• A success measure for this project will be the number of young people reached, with an ambitious target to reach 10 per cent of Hepburn’s youth population.

Initially set out in the Project Plan (Rev 2), these aims remained unchanged throughout the course of the project.

2.2 THE PROCESSOur methodology was structured to create meaningful participation from the target cohort, leading to real buy-in and commitment to Council’s youth program. This ensured that the project did more than just ‘consult’ the community, but rather leave the communities better than we found them by building the capacity of the Shire’s young people to achieve ongoing change.

Working closely with Council, CoDesign was commissioned to undertake the following scope of work:• Design and deliver a youth engagement strategy

that is creative and interactive, and seeks to engage a wide range of young people across the major towns in Hepburn Shire;

• As part of this strategy, engage with a youth reference group to support us through the design and implementation of the engagement;

• Deliver a series of place-based, pop-up workshops or early activation projects in the activity centres that, as part of the engagement strategy, enable participants to be actively involved in shaping their neighbourhood.

• Develop content for the online platform ‘OurSay’ to promote engagement with the project.

• Meet with Council and youth reference groups regularly throughout the project.

• Synthesise the feedback, and report back to Council and stakeholders on engagement activities, identifying short, medium and long-term ideas that will inform Council’s youth strategy and action plan.

This work was delivered over the following five phase process. Communication collateral produced for each stage is provided in Appendix A.

Phase 1- Getting AcquaintedDuring this phase the CoDesign team were familiarised with the project context, met with the project team and key stakeholders, confirmed the project deliverable and timing, and selected sites for the place-based community engagement. During this Phase we undertook a one hour Ideas Workshop with the ‘Youth Reference Group’ made up by 14 students at Daylesford Secondary College.

Potential project challenges As with all engagement strategies, the project faced a number of challenges in meeting the project objectives. These were discussed with the client group during Phase 1 to enable appropriate mitigation. • Reaching a wide and diverse range of youth

stakeholder groups, so that young people feel involved in the project.

• Providing opportunities for young people to participate that are relevant and interesting.

• Building a sense of youth ownership and support for the project, whereby participants don’t feel like they are just giving feedback, but are mobilised to remain engaged in project activities beyond this initial engagement phase.

Phase 2- Starting the ConversationThe purpose of this phase is to develop engagement material and the competition brief. We will also meet internally with Council stakeholders to review the program, issues and opportunities.

Seeking thoughtful participation from a cross section of Hepburn’s youth was one of the project’s biggest challenges. The ‘Youth Ideas Competition’ was created to address this issue. The Youth Ideas Competition provided young people in Hepburn Shire with the opportunity to receive a $1000 to put towards turning their idea for the Shire into action.

During Phase 2 OurSay built an online platform to host the competition by collecting ideas and votes from members of the community. The OurSay platform went ‘live’ on 7th May 2015 as the ‘soft’ launch of the competition.

About the Competition1. Young people (aged 12-24 years old) were invited to come up with ideas for how Hepburn Shire could be a better place for young people to live; examples include a mountain bike club, dance group, mentoring opportunities or a place for bands to practice.

2. Young people submitted their ideas for Hepburn via the OurSay platform at http://oursay.org/hepburnideas, and support their favourite ideas submitted by others.

3. A judging panel shortlisted five finalists*, who will be featured in the local press and have the opportunity to present their ideas directly to Council.

4. Two winners will each be granted $1,000* support from Council and ongoing media coverage to help their idea come to life.

5. All ideas were considered as part of the development of Council’s Youth Strategy and Action Plan

Phase 3- Competition Launch and PromotionFollowing the launch of the OurSay page, the project team utilised a range of tools to generate awareness of the project and engage young people in order to: improve awareness about the project, promote the big ideas competition, provide information about the upcoming pop-up workshops. During this Phase we undertook two meetings with key stakeholders in Daylesford and Creswick. These sessions provided the project with a broader understanding of the challenges facing young people across the Shire. We also met with Daylesford Secondary College’s Student Representative Council for 30 minutes to promote the pop-up events and competition.

The Council team undertook a significant amount of work promoting the Ideas Competition, including visiting schools and sporting clubs across the Shire. This was complimented by a social media campaign.

Phase 4- Place-Based Engagement ActivitiesThe most significant component of the engagement strategy was the design and execution of four pop-up events held across the Shire’s major towns: Trentham, Daylesford, Clunes and Creswick. These events were well advertised through postcards distributed across the Shire’s primary and secondary schools, and to local businesses and other organisations.

Comprised of giant letters spelling ‘HEPBURN’, inflatable furniture, eye-catching decorations, digital media connections, and free hot food, the Pop-ups were a playful way to spread the word about the competition, as well as gain additional ideas and comments for the needs of the Shire’s youth.

While inclement weather across the weekend limited attendance at the events, most of the participants were familiar with the Hepburn Youth Ideas Competition through their schools or peers, and a

large proportion of those who stopped contributed ideas to the ‘HEPBURN Vision’ letters. Digital tablets were available on site for participants to view the OurSay competition page and to submit an idea on the spot. The OurSay platform enabled users to submit an idea to the competition, as well as vote or comment on the ideas of others.

The events were staffed by CoDesign, OurSay and Council representatives who were able discuss ideas with the young participants and encourage a deeper level of consideration prior to entering the competition.

Phase 5- Synthesis and ReportingAt the close of the competition CoDesign worked with Council to synthesise feedback received across all mediums and prepare a shortlist of competition entries for consideration by Council. This Report is the outcome of this stage of work, and the key findings are provided in the following section.

2.3 WHO WE REACHEDThe project set an ambitious target of reaching 10% of the Shire’s young people across the course of the project, which is around 200 people. While it is difficult to get an accurate picture of the total number of people engaged across a diverse engagement program such as this, 271 people aged 25 and under registered on the OurSay platform alone, indicating that the engagement goal was certainly reached. Adjacent is a snapshot of other key engagement statistics.

The CompetitionThe Hepburn Youth Ideas Competition received exactly 300 submissions, 1,659 votes, and 177 comments across its six week duration. While the forum was accessible to anyone, information gathered when participants registered indicates that 85.5% (271 of 317) of contributors were under 25 years of age, and 86.4% (274 of 317) reside within Hepburn Shire. The adjacent figure illustrates the postcode locations of people who submitted an entry to the competition. It can be clearly seen that 3363, the postcode for Creswick, Mount Beckworth and Langdons Hill was the origin of the largest number

of ideas. There may be a number of reasons for this large disparity in numbers, not least of which is that Creswick proximity and connectivity to Ballarat means that the town retains its young people after finishing school. This is in stark contrast to Clunes, Daylesford and Trentham whose youth population is seen to drop by 40 - 50% after high school graduation.

The competition also received entries from a broad range of ages both in (271) and out (46) of the target range (Refer to Table 1). While age data cannot be further disaggregated, it was seen that there was much higher participation from persons aged

15 years or younger, than 16 - 25 years olds. This disparity is not unexpected, as effectively engaging with post-school aged youth is very difficult in a decentralised region such as Hepburn Shire. While school-aged youth may be reached through their schools and school transport, school leavers are not so easily accessed. Considering these limitations, achieving participation from 79 15 - 25 year olds may be seen as a significant achievement.

It should be noted that in some instances proxys submitted ideas or comments on behalf of youth participants. This may skew the data slightly, and also account for higher number of ‘adult’ submittors.

03 WHAT WE HEARD

3.1 OVERVIEWAcross all the consultation activities, over six-hundred ideas to support young people in Hepburn Shire were collected. Input was received from all over Hepburn Shire and included feedback from the stakeholder and high school workshops, from the pop up engagements held at Clunes, Creswick, Daylesford and Trentham as well as from the OurSay online competition forum.

The feedback falls broadly into the following five themes:

Theme One: Activity Ideas centred on activities young people can do, whether improving existing facilities or creating new spaces that are conducive to different activities.

Theme Two: Clubs and Organisations Upgrades to established clubs such as football netball clubs. This includes opportunities for the creation of new clubs, such as the visual arts, music or gaming.

Theme Three: Private Sector Projects driven by the private sector to improve things for young people. This was largely access to retail stores and also opportunities for entertainment and employment. This theme has a strong relationship to the Shire’s economic development strategies.

Theme Four: Social Increased opportunities for safe, low-cost social interactions. This includes movie nights, festivals and a youth hub that could be utilised on weeknights and weekends.

Theme Five: Transport Improved transport, with an emphasis on improved services to and from Ballarat, and at times that would enable inter-town employment after school and on weekends.

The following pages provide a snapshot of what we heard about the existing services and facilities for young people; their aspirations for the future; and a summary of the top ideas from the OurSay online competition forum.

A detailed breakdown of the feedback received is provided in Appendix B.

3.2 EXISTINGIn general there was less recognition from participants of existing services. Ideas were predominantly centred upon new facilities and initiatives. Feedback on current provisions are summarised within the five themes as follows.

Theme One: Activity• Swimming pools are very popular in all towns

which have them, however some young people are frustrated that outdoor pools are unable to be used all year round.

• Football and netball clubs are very popular, and offer young people positive opportunities to meet and socialise.

• Young people enjoy having access to skate parks, but there is a view that they do not particularly cater for all skill levels. They are also seen as few and far between.

• Mountain biking and BMX riding are popular activities but there is a common view that existing facilities are lacking.

Theme Two: Clubs and Organisations• Sporting clubs are popular and were discussed

across all the forums, including many of the existing clubs located within Hepburn Shire.

• Current facilities available to youth are not conducive to starting small group activities such as gaming and theatre clubs.

• There is a significant lack of multifunctional space that is accessible after school hours and on weekends.

Theme Three: Social• There is a lack of low-cost events specifically

catering to young young people.• Many town centres are seen as unwelcoming

places for young people. • In general there is a lack of places for young

people to socialise, and this is seen as a pressing issue.

• There is a strong desire among young people to organise social events, however the majority do not know where to start.

• There is a lack of opportunities for under-aged live music performances.

Theme Four: Private Sector • Many young people feel like there is a lack of

places for them to visit after school.• There is a lack of employment opportunities

locally, and young people do not want to travel to larger towns in order to work.

• Many young people don’t like what they perceive to be as upmarket shops that are not for locals.

• The lack of fast food chains and large retail outlets (i.e. McDonalds and Kmart) is seen to limit social gatherings and employment options for young people.

• Daylesford Secondary College students identified that there is a lack of diversity in the shops on offer.

Theme Five: Transport• Currently there are limited public transport

opportunities, which creates issues of social isolation for young people.

• Specialised bus trips for high school students to Ballarat exist but for most there is only a single bus to catch in order to get home.

• A clear message was received that existing transport options for young people are inadequate, and as a result they rely heavily on parents and friends for transport.

• Bike paths are seen to be lacking and connectivity is minimal.

3.3 FUTUREIdeas put forward for new facilities, activities and opportunities were imaginative and diverse. Many of the ideas incorporate several themes and are pragmatic and achievable.

Theme One: Activity• With approximately 320 ideas recorded across all

the engagement forums, the ‘Activity’ theme was the single most popular.

• Pools are extremely popular as they provide low cost activities for a range of ages, and also provide socialising opportunities. Over 30 OurSay posts relate to pools (both indoor and outdoor), particularly improvements to extend the months of operation.

• In all towns there were requests for basketball hoops, skatepark upgrades as well as mountain bike and or BMX tracks that cater to a more highly skilled cohort than skate parks.

• Less popular but still prominent were equestrian facilities. The expense and relevance of this idea to a broad user group was identified as a potential issue.

• Console gaming is very popular, with many requesting spaces to game with others as well as places to buy games. Gaming was not only seen as a key activity for young males, but also considered a social event.

• Young people want classes and activities that are centred on visual arts, dance, theatre and music. There was some discussion about existing

facilities not being well utilised, perhaps through lack of information about what is available.

• There were a few requests for niche activities such as parkour, fishing, and knitting.

• Existing activities and infrastructure could be improved (i.e. new sports equipment, better lighting for outdoor courts).

• There was an interest in activities that provide a positive learning environment. While cooking and drawing lessons were popular, there was also an emphasis on the need to prepare youth for the job market.

• Direct engagement with Daylesford Secondary College unveiled a general desire for access to more physical activities that utilised the surrounding natural assets of Hepburn Shire. From mountain biking and dirt bikes, to water sports and the construction of a high ropes course.

• There is a preference for introductory classes that give young people the opportunity to try and experiment with new activities.

• Investing in technology is seen as important to enable youth activities, including the provision of free wi-fi hotspots around the municipality.

• There was some interest in environmental sustainability, with ideas including community gardens where produce can be grown locally.

“(Build) job skills other than just hospitality, so we don’t lose kids to

Melbourne for employment”.

“My idea is a theatre group for the people of Hepburn. Many people in this area

love live theatre but wouldn’t it be great to actually be able to do it? I think so!”

Theme Three: Social• Lots of requests, especially in Daylesford for a

youth café or common area. This likely reflects Daylesford’s role as a key after-school meeting place for secondary school students before travelling home.

• Movie nights are popular, and many have been proposed as an appropriate family friendly activity.

• Gaming was very popular with participants wanting a facility where they could access consoles and games to play with their friends.

• A need was expressed to reduce barriers to youth participation by introducing all ages social events, such as underage live music.

• Feedback from the Daylesford Secondary College workshop was mixed, with suggestions ranging from cheaper food outlet options to movie screenings. However all suggestions were underlined by the need to provide more places where youth can just ‘hang out’.

• Technology is seen as an important factor for enabling young people to maintain their social network (i.e. Facebook), and the idea of facilitating public access to Wi-Fi was very popular.

Theme Two: Clubs and Organisations• The majority of ideas for clubs and organisations

was received via the OurSay forum.• There was also much discussion about the

availability of youth clubs and organisations at meetings with Key Stakeholders, however many of the youth did not appear aware of these.

• Football and netball clubs are popular, with requests to improve many facilities around clubs; to improve the canteens at clubs; and to create new clubs for different towns.

• There were many ideas for new clubs, including equestrian, biking, gaming, book reading and dancing.

• There is a view that many clubs would not require large amounts of space to operate, simply a multi- purpose room with Wi-Fi.

• Gymnasium facilities are a popular suggestion for locals in towns outside of Ballarat.

• There is a need for a school holidays program that is accessible. School holiday programs were seen to provide excellent access to a range of activities for young people, however there were significant barriers to accessing these for youth who did not have access to transport.

• An underlying theme is the need for clubs to foster a welcoming environment where young people with similar interests can come together and form new friendships.

• Neighbourhood house programs were well loved in some towns, but lack of resources limited their ability to operate more than once a week.

have to be purchased and stored. Like drums and microphones.”

“A community radio station with no ads, run after school by kids.”

stores. Toy/gaming shops and lolly stores rated highly in addition to fast food chains. There is a view that these fast food chains would provide more affordable food options, and act as a meeting/gathering place for young people.

• There is a desire for more place that provide activities for young people, such as cinemas and bowling centres.

• Theme parks such as Bounce Inc. are popular ideas and this is seen as a family friendly activity.

• It was suggested that advancement in technology and better internet access could be addressed through the rollout out of the National Broadband Network (NBN) to Hepburn Shire.

• Encouraging a more diverse retail mix is seen as necessary to increasing youth employment.

• It was suggested that the provision of hard infrastructure such as stadiums and swimming pools could be leveraged to attract bigger events to the municipality.

• There was a view that the private sector could do more to address social justice issues, such as social enterprises that focus on improving conditions for homeless people.

Theme Five: Transport• Young people from all the towns want improved

services to Ballarat as this is where the majority of students attend school. More flexible school bus services (i.e. multiple options) is seen as a possible solution.

• Transport options to larger destinations outside of school times, such as Melbourne and daytime and weekend options to Ballarat.

• An activity bus that takes young people to weekend events.

• There is a view among stakeholders that carpooling could be better utilised.

• There was little consensus among entries via the OurSay forum about travel options within Hepburn Shire.

• Ideas regarding transportation were comparatively low compared to other themes.

• There is a strong emphasis across all forums on providing better public transport networks to address issues stemming from social isolation.

3.4 COMPETITIONThe Hepburn Youth Ideas Competition received exactly 300 ideas across the six-week submission period. The ‘Word Cloud’ opposite provides a snapshot of the recurring ideas emerging from the competition entries. Despite much overlap with ideas such as ‘netball’ and ‘McDonalds’, when looking at the number of public votes each idea received a very different picture of priorities emerges.

The following pages provides a summary of the top fifteen ideas submitted to the Hepburn Youth Ideas Competition, ordered by number of votes (Table 4). When examining the top fifteen ideas submitted in the competition, the following interesting observations emerged:• The top four ideas received approximately 55% of

the votes (917 of 1,659).• Only the top five idea submitters responded to

Site Administrator requests for further information. This may be because the top ideas were more closely monitoring the OurSay page.

• Many of the top fifteen ideas were submitted at or immediately after the pop-up events.

• Despite collecting significant comments about improvements to existing infrastructure (swimming pool, netball courts, skate parks) at the pop-up events and stakeholder workshops, the top fifteen ideas were overwhelmingly related to ‘new’ ideas.

My idea is to develop a structured program that would be delivered over seven 2 hour sessions (one session per week for 7 weeks). This program would be open to any young person within the community and will be deemed a safe space for participants to be there true seltves without judgement. Over each session a number of workshops will be delivered. These workshops will be designed to challenge participants and will require them to push themselves out of there comfort zone, which will allow personal development and a boost in confidence levels. This program will assist individuals in identifying there own values, passions and personal narratives and how to apply them to have an impact on issues within our society. This safe space will allow individuals to share personal stories, ideas and talents that otherwise they may have not. At the conclusion of the program there will be a presentation for participants which will give them an opportunity to speak about there experience in the program. Alumni of the program could then potentially be trained to become involved in the delivery of future program’s to take ownership and to ensure they able to stay involved. This $1,000 grant would help with gathering recourses to ensure the program would be delivered to the best standard possible. Young people have incredibly powerful voices. This program will help them discover there potential, in which we believe there is no limit!

While service providers across the Shire offer a range of school holiday activities, many of these programs are not full-day events, meaning that young people are reliant on transport by parents or friends to access these programs. This limitation means that many young people miss out on these opportunities. Assisting organisations to coordinate their activity start times to better align with one another would enable individual providers to gain higher participation, while also making access easier for young people.

This program may be further augmented by the provision of a school holiday program shuttle bus that aligns with working hours of parents in full-time employment. Enabling children to be dropped at a central location before parents’ work hours, then shuttled to different activities throughout the day.

Young people were frustrated at the limited employment options facing them, and many young people leave the Shire to work, either in the evenings, or permanently relocate after completing high school. Although Hepburn has a diverse local economy that includes cottage industries, short-stay and high end tourism services, adventure sports and traditional agriculture, many young people are limited to employment in food and beverage, or retail operators. Council should work with relevant state government agencies to examine employment pathways within the Shire, and provide youth with a range of options to work locally.

Local businesses not only provide young people with employment, but also with valuable opportunities to socialise with their friends and participate in society. The short opening hours of many local businesses, particularly in tourist “low-season”, encourages young people to patronise large franchises that are often open longer hours. Encouraging local businesses to extend their opening hours would have the double benefit of providing young people with more employment and socialising options, as well as encourage patronage of locally owned businesses.

Ride Share system

With many young people relying on rides from friends to get to and from school as well as to attend extra-curricular events. There are many emerging ride-share technologies that may assist young people in getting around safely and cheaply.

While many of these are still in beta phase or not yet widely used in Australia, Council should investigate their use and promote them to the community. “Hitch-A-Ride” is a relevant example of a successful and safe ride-share platform.

Ride-share or carpooling apps could be piloted by clubs and organisation such as the Football Club to determine appropriateness of scale up.
