Background The Provincial Client Registry (PCR) business requirements validation and solution recommendation project final report dated September 07, 2004 proposed that “… a Core Data Set (CDS) be created and adopted by all stakeholders as the information to be shared through a common Source of Truth”.
Objectives Subsequently, the Client Registry Working Group Sub-Committee was established in Phase 1 of the Provincial Client Registry Project. The Working Group comprised of representatives from Alberta Health and Wellness, Alberta Cancer Board, Capital Health, Calgary Health Region, RSHIP and Canada Health Infoway were tasked with the following objectives:
1. Develop a proposed Minimum Data Set that defines all data elements that are MANDATORY to establish a new Client Identity in the Provincial Client Registry – that is, to add a new person and attach a Unique Lifetime Identifier to a new person.
2. Define Search Client data requirements that define the data elements to be used by all
stakeholders in the process of searching for a person.
3. Develop a proposed Core Data Set that defines all data elements that stakeholders agree will be provided by the Provincial Client Registry in response to a request for Client Demographics.
4. Define the Source of Truth for each data element that is provided by the Provincial Client Registry
and define any business rules that govern the addition and update of this information. The Client Registry CDS/SOT WG members contributed their knowledge and professional opinions to facilitate the development of a Provincial Client Registry Minimum Data Set, Core Data Set, Search Data Requirements, and the associated Source of Truth Model to support these Data Sets. Upon completion and acceptance of the MDS/CDS by the PCR Working Group and the PCR Steering Committee and subsequent review as part of the detailed planning and design Phase 1 Architecture, it was determined an amendment to the Health Information Standards Committee for Alberta (HISCA) Stakeholder Demographic Data Set (SDDS) was required. The following documentation outlines the changes that have been approved by HISCA. The SDDS standard is now partitioned into two major categories: Stakeholder -Client and Stakeholder -Provider for ease of use. Common data elements such as person name, address, and communication have been synchronized between the two standards and are reflected in the SDDS.

Requirement for the Standard A unique identifier, along with a unique combination of ID Type + ID Domain provides the ability to uniquely identify stakeholders within the health system. The assigning authority identifies the issuer of the identifier.
These data elements provide the standard information required for stakeholder identification. No matter what type of id is assigned, the standard is the same. ID Types apply to a person, organization or to a person or organization in a specific role. Business rules are used to identify the type of object to which an ID Type can be assigned.
The value of the assigning authority can be changed without affecting the other elements of the ID. This ID structure provides the ability for applications to assign/restrict security permissions at various levels.

Photographs are often viewed as not falling under the definition of biometrics as biometrics have to include some form of automated recognition system. While this view might be valid with respect to analogue photography, it is not so with digital photography.
