    Four gold miners killedWhen two separate incidents kill four miners working for the samecompany on the same day that a rival mining entity holds a safety

    summit, one can only shake one's head in shock at the unfortunatetiming of the events.

    Both incidents were due to a fall of ground. Three workers at GoldFields' Driefontein mine died yesterday morning and another two wereinjured, one seriously, nearly 2km below the surface. Two hours later,at Gold Fields' South Deep mine, a driller's assistant was killed 2.7kmdown.

    At about the same time, minister of minerals and energy BuyelwaSonjica was telling Anglo American officials and trade unionists thatthe primary responsibility for ensuring safety in the workplace lay withemployers.

    In December miners embarked on a national safety strike to mark theend of a year when nearly 250 miners died in accidents, an increaseof 10 percent over the previous year. At the time, Chamber of Minesexecutive director Frans Barker said of the rising rate of accidents:"We don't know if it's terrible luck or a trend."

    The Anglo safety summit came in response to the protest action.Anglo chief executive Cynthia Carroll, who has prioritised safety sincetaking the helm of the mining group last year, told delegatesyesterday that the group was prepared to shut down mine shaftswhere safety performance was not up to standard.

    What do her words mean for Anglo's gold operations? The extremedepths of South Africa's gold mines is a major factor in their poor

    safety record, as deep underground mining leads to earth tremorswhich in turn cause rock falls. This is the underlying cause of thedeaths of the four Gold Fields miners yesterday.

    At any rate, outgoing Gold Fields chief executive Ian Cockerill, whotakes the reins of Anglo Coal from June, will probably be somewhatrelieved that the coal sector is a lot less prone to deadly accidentsthan its gold counterpart.

    Cyclist killed in truck accidentA student cyclist was killed in a collision with a rubbish lorry yesterdaymorning. The cyclist has been confirmed as a student at Worcester

    College. The crash happened at the junction of Parks Road andHolywell Street, near The Kings Arms pub, at 9.50am. Afterattempting to resuscitate him, paramedics pronounced the cyclistdead at the scene soon after 10am.

    Fifteen traffic-accident investigators were present at the scene, andthe junction was cordoned off for several hours while the accidentwas investigated. The driver of the rubbish lorry was arrested on thescene. Sgt Peter Jell, of Bicester traffic base, said, At 9.50am, acollision occurred between a dustcart and a pedal cyclist at thejunction of Holywell Street and Parks Road. The cyclist has died as aresult of the injuries he sustained.

    The driver of the dustcart has been arrested and has been taken to StAldates police station to assist with inquiries. There were quite anumber of witnesses at the scene, and we are collating theiraccounts. Window cleaner Gordon Sims, 35, was working at WadhamCollege in Parks Road and witnessed the accident.

    He told a reporter from The Oxford Times, The dumper truck wascoming down past Blackwells to turn left to go past Wadham College- I dont know where the cyclist had come from but he went straightunder truck. The truck was not going very fast. Whether he wentunder the front wheel or back wheel, it dragged the bike behind. TheOxford Student spoke to a student from Wadham, who witnessed theaccident. The rubbish lorry had driven down Broad Street to turn leftonto Parks Road.

    The collision pushed the cyclist under the lorry. The Oxford Studentspoke to another eyewitness, a first-year student at Queen s College,who passed the scene just seconds after the collision. He said, I sawthe remnants of the bike under the truck that had hit it. A couple ofparamedics were administering CPR, but by the time Id locked mybike up outside the New Bod, theyd stopped and put a blanket overthe body.

    A second year student at Wadham said, The whole area wascordened off so I couldnt get back to college. The poor guy had ablanket over him. The lorry was three or four metres along the road,and you could see the mangled bicycle with its front wheel bent.Several students have voiced concerns about the safety of the ParksRoad junction. The Wadham second year said, Its such a dangerouscrossing because you never know which way to look.

    Its really quite deceptive because you think youre safe - youre nearthe Bod and theres not much traffic on Broad Street or HolywellStreet. I think sometimes people are a bit more relaxed about theroads there than they should be. I know I have been in the past. Atthe end of the day its a fourway junction and its clearly verydangerous. A second year from Balliol agreed, There must besomething that the Council can do to make the junction easier tonegotiate.

    Ive always been terrified of that spot, even when Im on foot. Whathappened today just proves how dangerous it is. It s such a tragedy.In 2004, first-year St Catherines student Emilie Harris was killed

    The fire was reported to emergency workers shortly after midnight atthe Edojo club - named after Tokyos main castle in the samurai era -

    in the Susukino district of the northern city of Sapporo, police said.The man in his 30s and two female workers in their 20s wereconfirmed dead after firefighters found them in a small room on thetop floor of the four-storey building, decorated with castle-like rooftiles.

    "A female employee of the establishment found a fire starting from astorage room on the third floor and made a call to the fire andrescue," a police spokesman said.

    The fire was put out within an hour and officials were investigating thecause, the spokesman said.

    Witnesses reported hearing men shouting for help as the blazeengulfed the third and fourth floors of the establishment.

    Three other male clients were transported to a hospital forobservation, but they were not injured, the police spokesman said.

    The fire was a grim reminder of a massive 2001 blaze in Tokyo sKabukicho red-light district that killed 44 people.

    The Tokyo building was not fitted with emergency evacuationequipment such as ladders or a chute, and automatic shutters to stopfires did not work as they had been taped to walls or blocked bystacked boxes.

    Prostitution is technically illegal in Japan but widely available.

    International Workers Memorial DayInternational Workers' Memorial Day (IWMD) is intended to rememberall those killed at or by work, and to strengthen our resolve to reducerisks and protect people from injury in the workplace.

    International Workers Memorial Day originated in Canada. 28 Aprilwas chosen for International Workers Memorial Day as it is theanniversary of the Occupational Health and Safety Act in the USA

    and also commemorates the day that 28 people were killed in aconstruction incident in Connecticut. Since 1989 trade unions in theUSA, UK, Asia, Europe and Africa have organised events on andaround 28 April. IWMD was adopted by the Scottish TUC in 1993,followed by the TUC in 1999.

    Events are held on the day to commemorate those who have diedwhilst at work. The intention is to focus and reflect on workplaceillness, injury and death and their causes. It is hoped that the eventswill appeal to everyone.

    Two dead in falls from London building sitesTwo men have died after falling from building sites at Westminsterand Wandsworth in London.

    A scaffolder in his 20s died in hospital yesterday afternoon afterfalling from a building in Horse Guards Avenue, Westminster at11.25am.

    He was taken to hospital in a critical condition but died as a result ofhis injuries.

    A 28-year-old man, believed to be a builder, also died after fallingfrom a building on Shuttleworth Road, Wandsworth at around12.30pm yesterday.

    He died at the scene.

    Police and the Health and Safety Executive (HSE) are investigatingthe accidents but have not released the names of the men.

    The deaths come only days before International Workers MemorialDay on Monday.

    Federation of Master Builders director of external affairs Brian Berrysaid the government needed to provide the HSE with more resourcesto stop workplace deaths.

    He said: Sadly, too many workers are being killed on constructionsites. All those involved in the construction sector need to ensure thathealth and safety is given the highest priority but the Government alsohas a responsibility to ensure that its Health and Safety Executive

    Man Named Following Tractor DeathPolice have named the man who was killed when his tractoroverturned on a road in Lincolnshire as John Dale.

    Despite emergency services trying to free him the 45 year old localfarm worker died on the scene at Hallington near Louth.

    In total, 10 people have died in road accidents in Lincolnshire so far in2008. Diversions have been put in place while police investigate andthe tractor is recovered.

    David Urpeth, a Partner at law firm Irwin Mitchell said:

    "Whilst this incident can be initially viewed as a road traffic accident, itis also a workplace accident.

    "Employers of farm workers have a duty to ensure that their workersare provided with a safe place and a safe system of work so as toavoid industrial accidents. This duty extends to the safe operation offarm machinery.

    Warehouse accident kills workerA complicated rescue unfolding over six hours in a southeastwarehouse ended in tragedy Thursday morning when the body of aforklift operator was recovered.

    69th Avenue S.E. to find a worker was buried under a collapsedstorage rack, said public information officer Jeff Budai.

    "The chances of surviving something like that would be very, veryrare," Budai said.

    The employee had been using a forklift when the racking -- holdingpallets bearing items such as auto parts, pressure washers andcompressors -- gave way, Budai said.

    Firefighters had to gingerly remove piles of pallets from above and

    around the victim.

    "The way the structure was standing, the instability of the shelvingunit, was cause for concern," said Budai.

    "We had to evaluate every time we removed something."

    Police officers, paramedics and on-call employees for the distributioncentre were asked to help.

    Employees who witnessed the deadly incident were moved awayfrom the scene to meet with members of the Calgary Police Service'svictim assistance unit, and on-call staff were brought in to operate theforklifts, Budai said.

    At the same time, crews had to ensure their own safety and that ofothers participating in the recovery.

    Members of the fire department's confined space team -- 14 in all --were also called out because of their expertise and experience.

    The team is comprised of firefighters who have received training fordealing with incidents involving confined spaces, such as buildingcollapses.

    After six hours of cautious work, emergency workers uncovered theworker's body.

    Provincial occupational health and safety spokesman Barrie Harrisonsaid investigators were on the scene Thursday morning, but the casehas been turned over to federal officials.

    "It's federal jurisdiction because it's considered an inter-provincialtrucking and storage company," he said.

    News of the workplace fatality hit home for Maryanne Pope,managing director of the John Petropoulos Memorial Fund. The fundis named after her husband, John Petropoulos, a city police officerwho died after falling through a false ceiling while investigating a call.The organization works to educate the public about workplace safetyfor emergency personnel.

    "We know what it's like to lose someone due to a preventable injury atthe job," Pope said.

    "It's devastating and it shatters lives."

    While the focus is keeping emergency workers safe, part of thatcomes from making all workplaces safe, Pope said.

    "People have to do the best they can to ensure they make it homesafely, and the people who work for them make it home safely," shesaid.

    Two-year-old boy run over by train

    A 2-year-old boy has died after being run over by a train inTeckomatorp in southern Sweden on Wednesday afternoon.

    "As far as we are aware, the boy ran out on to the track. It is a very,very tragic accident and our thoughts of course go out to the family,"said Martin Wex, a spokesman for the train driver's employer Arriva.

    The boy's family lives near the railway track, which is protected by afence, Sydsvenskan reports. But there is also a railway crossing nearthe site of the accident where it is possible to gain access to thetracks.

    The train was travelling from Malm to Helsingborg when the accidenttook place.

    "The train travels at a speed of 80 kilometres per hour but we don'tknow if it had begun braking as it approached the station," saidPernilla Klft, a spokeswoman for the Swedish Rail Administration(Banverket).

    Stock car driver hurt in Foxhall smashA STOCK car driver who broke ten of his ribs in a serious crash hastoday been praised by a racing commentator.

    Nigel Trench was initially thought to have sustained life-threateninginjuries when his V8 stock car smashed into a barrier after he suffereda suspected heart attack.

    The accident happened just five minutes into a race at Foxhall

    Stadium at about 6.50pm on Saturday.The 56-year-old, of York Crescent, Claydon, who has been driving formore than 35 years, needed to be cut from his car by firefightersbefore being taken to hospital with at least two breaks to ten of his 12ribs. It is also thought he may have suffered a heart attack behind thewheel.

    The race was called off and an investigation has since been launchedby the Health and Safety Executive.

    Today, track commentator Jim Gregory, who was at the stadium atthe time of the horror smash, said: Nigel is a lovely bloke. A typicalsalt-of-the-earth type. He lives for his racing.

    He's a big old chap, very quietly spoken, very gentle and a very niceman.

    He's been racing an awfully long time, never with an ambition ofbeing world champion - he's quite happy just taking part.

    My thoughts are with him and his family - I hope he gets better in thefullness of time.

    Mr Gregory said once the crash happened St John Ambulance staff,

    firefighters, police officers and paramedics all attended the scenequickly. The roof of Mr Trench's car was removed so he could betaken to Ipswich Hospital.

    He is continuing to be closely monitored by staff at the hospital but hiscondition is no longer critical.

    Mr Gregory: Everyone wants the sport to be as safe as possible fordrivers, promoters, spectators and everyone. We need to establishwhat happened and why.

    Crashes are part and parcel of stock car racing. It is probably as safeas it can be but car racing by its nature will always have its momentswhen we need help from emergency services.

    Man loses legs in industrial accidentA Taranaki man is seriously injured in hospital in New Plymouth afterlosing both legs in an industrial accident today.

    The accident happened at a Waste Management site at Bell Block,northeast of New Plymouth, when the man became trapped in abaling machine at the recycling plant, the Taranaki Daily Newsreported.

    The man, believed to be in his late 20s, is understood to have lostboth legs from the knee down.

    A spokesman at Taranaki Base Hospital said the man wasundergoing surgery.

    His condition was serious but not life-threatening and he wouldremain in the intensive care unit overnight.

    Five hurt in city pub explosionFive people have been injured in a gas explosion at a disused pub inLeeds.

    The blast happened at the Florence Nightingale on Beckett Street,close to St James' Hospital, in the Burmantofts area of the city at1338 BST.

    West Yorkshire Police said the injured were receiving hospitaltreatment, but their injuries were not thought to be life-threatening.

    A spokesman said a gas leak had caused the explosion and gasofficials had been called to the scene.

    One eyewitness Lucy Murgatroyd, who was in the hospital at the time,said: "I heard a bang and when I got to the main entrance the wholepub was gone."

    Gas canisters

    Five fire engines attended the site of the boarded up pub which sits

    opposite the hospital which forms part of the biggest hospital trust inthe country.

    The public are being kept away from the scene amid fears there maybe gas canisters on the site which could lead to secondaryexplosions.

    "The control room confirmed that the gas board has been called.There is a smell of gas," a spokeswoman said.

    Joe Walsh, 14, who was passing the site with his father when theexplosion happened, told the BBC he thought a car had exploded.

    He said: "It was really loud and lots of people were screaming.

    "I saw nurses from the hospital running out."

    Eyewitness Andrew Bannister said debris from the explosion hadspread across a large area.

    He said: "It is lucky there are not more injuries. It could have been alot worse.

    "We are being kept well away from the scene as I think there arefears of a second explosion."

    The ambulance service said a paramedic with specialist trainingattended the scene with two ambulances.

    The explosion has not affected services at St James's Hospital, aspokeswoman said.

    Eyewitness reports said a number of walking wounded had madetheir own way to the hospital across the road from the pub.

    Arc welder dies in explosion wh ile using an old barrel as a work tableSUMMARY

    A 38-year-old male arc welder died as a result of an explosion at aconstruction company. The victim was working at a rural shop

    location to repair a large garbage truck, which was brought to theshop for repairs that morning. Several items were to be added to therear of the truck and on the main box. The victim was working near afarm building, a 2-story large wood frame structure, which was usedas a workshop and for storage of material used in connection with theconstruction business.

    The victim was arc welding some brackets on the back of the truck.He was apparently welding with a wire welder and used a metal 55-gal barrel as a worktable while welding. Apparently the heat or sparksfrom the welding ignited residual vapors and/or material in the barrel,causing it to explode. The explosion knocked the victim down, andstarted a fire in the immediate area. An employee heard the firstexplosion and saw the building on fire near the back of the garbage

    truck. The employee ran to the area and found the victim, a large/obese man, lying on the ground, with exploded portions of the drumfalling about him. The victim was unconscious, and not breathing.When the employee attempted to move the victim, there weresecondary multiple explosions and fires, which forced him to stop.The fire increased rapidly and involved propane and acetylene tanksin the establishment. The employee ran and called the local firedepartment and county sheriff for assistance.

    When the fire department and county sheriff arrived on the scene, theentire building was in flames. The fire was extinguished and thevictim's body was found near the garbage truck parked to the side ofthe building. The body was taken to a local hospital for an autopsy.

    INTRODUCTION

    At 10:35 AM on May 21, 1998, a 38-year-old male died as a result ofan explosion, which occurred while he was welding parts on agarbage truck. The Iowa FACE program became aware of the fatalityon May 22, 1998 from a newspaper article. Information was gatheredfrom the county sheriff, fire department, and medical examiner'sreport. Photographs taken by the state fire marshal s office werereviewed.

    The construction company was owned and operated by the victim'sbrother, who was also living on the property where the incident tookplace. However, there was no indication that the victim was workingfor his brother at the time of the incident. He was working for thegarbage truck owner as a freelance welder, repairing and modifyinghis trucks.

    The farm building contained typical electric and water utilities, butthey were not involved in the fire. Other environmental conditionswere not a contributing factor in this incident.

    INVESTIGATION

    The victim was at the location to repair a large garbage truck, whichwas brought to the shop for repairs at 7:00 am. Several items were tobe added to the rear of the truck and another item needed to bewelded on the main box. There were two heavy pieces of steel thatneeded to be welded together and then attached to the truck. The

    base piece was approximately 6 inches by 6 inches and then asecond piece was attached to the top. The garbage truck was backedup to the building near a large overhead door on the east side of thebuilding. Another employee noticed the victim welding, with a 'stinger'in his hand just minutes before the explosion. The employee alsonoticed a large 55-gal drum at the rear of the truck, which was beingused by the victim when he was welding.

    An employee heard the first explosion and saw the building on firenear the back of the garbage truck and the overhead door. Theemployee ran to the area at the rear of the truck and attempted to

    move the victim, but was unable to. He then ran and called for help.The local fire department received the call at 10:35 am with areported fire and explosion. When the fire department and countysheriff arrived on the scene, the entire building was in flames. As theybegan to control the blaze, they were told that one person was still inor near the structure. A short time later the victim's body was locatednear a garbage truck parked on the side of the building. The victimwas found at the rear of the truck laying face up on the ground. Thebody had sustained major damage as a result of the fire. The victimwas removed and taken to the hospital and an autopsy wasperformed. Autopsy revealed that the victim died from a severe blowto the head and was not killed by the fire. The top of the drum had theimpression of the steel piece that was being made for the back of thetruck. There were two heavy pieces of steel welded together. A small

    section of the welding wire was attached to the item. Apparently, thevictim was working on this at the time. There were also some areason the drum where hot metal from the welding process had attachedto the top of the drum in the location where the impression was found.

    The steel item had not been added to the rear of the truck prior to thefire. The top section of the 55-gallon drum was found in the firedebris. The bottom of the barrel was found at the rear of the trucknear the victim's body. A heavy steel plate item that was to be addedto the rear of the truck was found lying near the drum bottom.According to the State Fire Marshal's report, it appeared that the drumexploded and the bottom stayed in the location where the drum hadbeen.

    The State Fire Marshal concluded that the explosion took place whenthe victim was welding two sections of heavy steel together on top ofthe 55-gallon drum. The victim had apparently attached the groundlead from the welder to the barrel, which may have caused the barrelto heat up during welding, to the point of igniting the flammablematerial inside. Another more likely scenario is that the welder simplyburned through the lid of the barrel with his welding rod, and directlyignited vapors inside the barrel.

    Hotel guest died from carbon monoxide poisoningA GUEST found dead at a hotel which was evacuated after highlevels of carbon monoxide were discovered, was poisoned by thegas, police said today.

    The body of the man, in his fifties and understood to be from theDyfed area of south Wales, was discovered at 1pm on Saturday atthe Great Western Hotel in Cliff Road, Newquay, Cornwall.

    A Devon and Cornwall Police spokesman said today: The postmortem has been completed and the initial findings are that thedeceased did die from carbon monoxide poisoning.

    The police said they would now work with Restormel Borough Councilto carry out an inquiry.

    We will be talking to guests and staff to try and ascertain exactlywhat happened, said a Devon and Cornwall Police spokesman.

    Five people were taken to the Royal Cornwall Hospital, Truro,suffering from symptoms of carbon monoxide poisoning, and 95guests were evacuated from the hotel overnight, as well as 12members of staff.

    The hotel, which re-opened six weeks ago following a 1.1 millionrefurbishment, will remain closed to guests until further notice, andguests have been found alternative accommodation.

    The alarm was raised after ambulance staff Joanne Harris andChristian Brown felt unwell after going to the hotel following thediscovery of the mans body by a staff member.

    After going off duty, they called in sick at 10pm having recognised thesymptoms of carbon monoxide poisoning in themselves, and wereboth assessed at hospital.

    The three guests treated in hospital were a woman aged in herforties, a man in his twenties and a girl.

    Cornwall Fire and Rescue Service attended at 11pm and detectedhigh levels of carbon monoxide, and the building was evacuated.

    The fire service vented the area and the heating system, a possiblesource, was shut down.

    Adam Luck, estates director for St Austell Brewery, which owns thehotel, said: We were shocked and saddened to learn of the death ofone of our guests at the hotel on Saturday and we are co-operatingfully with the authorities as part of their investigation to determine thecause.

    Mobile tower platform plungeWest Sussex com pany f ined 2,500 for heal th & safetybreach

    West Sussex company RH Phillips & Sons Ltd was today fined2,500 and ordered to pay 1,600 costs, plus a 15 victim surchargeat Chichester Magistrates' Court in a case brought by the Health andSafety Executive.

    R H Phillips & Sons Ltd pleaded guilty to a breach of Regulation 4 ofthe Work at Height Regulations 2005. This follows an HSEinvestigation into an incident in June 2007 when an employee, JohnDennis suffered fractured ribs following a fall from the top platform ofthe unguarded mobile tower scaffold. The Court heard that Mr Dennishad received no training or instruction from his employer on the use oftower scaffolding.

    HSE Inspector, Russell Beckett, said:

    "Last year 45 workers died following a fall from height and 3,750 wereseriously injured. Reducing this unnecessary injury toll is a priority foreveryone. As well as the law, there is plenty of advice and guidanceto help employers reduce the risk of a fall from height. Mr Dennis,

    would not have suffered serious injury if his employer had heededthis."

    The HSE investigation also found that the persons setting up thescaffolding tower were not suitably competent to erect or dismantletower scaffolding, and the scaffolding itself was unfit for use in a workactivity.

    The prosecution comes at a time when HSE is running its "ShatteredLives" campaign aimed at reducing the number of slips, trips and fallsacross a range of industries.

    He was aged in his 20s and was pronounced dead after beingreleased from the trench in Langdon Avenue, Aylesbury, onWednesday.

    "All the emergency services at the scene worked extremely hard, butunfortunately he was pronounced dead," Darryl Keen, of the fireservice, said.

    The Health and Safety Executive has begun an investigation into thedeath.

    The 45-year-old man died at Queen Margaret Hospital, Dunfermline,around 11.30 am, after suffering a serious head injury while workingon the platform of the Bomber Mark 2 ride yesterday.

    A Health and Safety Executive inspector was called to the scene lastnight to begin an official investigation into the incident.

    Today, a Health and Safety spokesperson said, We had an inspectorat the site last night and the investigation was started straight away.

    The fair will be able to go on as planned at the operators discretionand, once the investigation is complete, a report will be sent to theProcurator Fiscal.

    The Bomber Mark 2 stands 200ft tall above the market, but the man isthought to have fallen and struck his head on the steel base.

    A police spokesperson said, Fife police are currently in talks with theHungarian consulate so that they can inform his next of kin.

    The funfair opened as planned, with more than 100,000 people

    expected to visit the attractions on the promenade, during its six-nightstay.

    Man kil led changing school bus wheelA father-of-two from Bolton has been crushed to death by a coachwhich fell on him as he was changing a wheel.

    It is believed Jason Carroll, 37, became trapped under the vehicleafter the jack holding it up gave way.

    Mr Carroll, a tyre-fitter from Prestwood Close, Bolton, was working onthe coach in the car park of the 7,500-a-year fee-paying BoltonSchool.

    It was one of nine coaches owned by the institution used to ferrypupils from across the North West.

    Greater Manchester Police said they were called to the school ataround 9.50am. Paramedics and the fire service attended but MrCarroll died from his injuries at the scene.

    The Health and Safety Executive said a joint investigation with thepolice had been launched.

    Mr Carroll, who worked for Jay's Tyres, was engaged to JulieWaddington and the couple had two young children. The couple hadbeen together for 13 years.

    A school statement read: "We at Bolton School are deeply shocked atthis terrible tragedy. Our sincerest condolences go out to thebereaved relatives."

    Health and Safety Commission and Health andSafety Executive merge to form a single regulatorybodyThe Health and Safety Commission (HSC) and the Health and SafetyExecutive (HSE) today merged to form a single national regulatorybody responsible for promoting the cause of better health and safetyat work, announced Health and Safety Minister Lord McKenzie. The

    merged body will be called the Health and Safety Executive and willprovide greater clarity and transparency whilst maintaining its publicaccountability.

    The decision to merge HSC and HSE was reached after extensiveconsultation with stakeholders and through the process determinedby the Legislative and Regulatory Reform Act 2006.

    Welcoming the merger, Health and Safety Minister Lord McKenziesaid:

    "The Health and Safety Commission and Health and Safety Executivehave done an excellent job over the last 30 years in bringing aboutsignificant improvements to health and safety at work.

    "However, to face the challenges and demands of the changing worldof work, now is the right time to merge the organisations into onewhich can provide a platform for further improvements to health andsafety at work across Great Britain.

    Judith Hackitt, Chair of the new Health and Safety Executive added,

    The new Health and Safety Executive will strengthen the importanceof workplace health and safety in Great Britain. With a singleregulatory body we will be able to strengthen the links between

    strategy and delivery in order to provide the accountability expectedof a public body in todays workplace climate.

    The merger will not fundamentally change the day-to-day operationsbut will set the tone for closer working throughout the organisation.

    HSE will build on the independence, good relationships withstakeholders and in particular our relationship with local authorities todevelop a revised strategy for health and safety in Great Britain.

    HSE will retain its independence, reflecting the interests of employers,employees and local authorities and is committed to maintaining itsservice delivery. The Board of the new Executive will assumeresponsibility for running all aspects of the organisation, including

    setting the overall strategic direction, financial and performancemanagement and prioritisation of resources. HSE will be revisiting itsstrategy to develop a long term view for the next five years, which willbe published towards the end of 2008.

    The merger will mean:

    * There will be a single national regulatory body responsible forpromoting the cause of better health and safety at work* The current Chair of the Commission becomes Chair of the Board ofthe new Executive* Existing Commissioners are appointed as non-executive directors ofthe new Executive for the remainder of their term of office with therelevant responsibilities of the new roles

    * The potential size of the Board of the new Executive will be no morethan eleven members plus the Chair and members will continue to beappointed by the Secretary of State* All the fundamental contents of the Health & Safety at Work Actremain* None of the statutory functions of the previous Commission andExecutive will be removed* There is no change in health and safety requirements, how they areenforced or how stakeholders relate to the health and safety regulator no health and safety protections will be removed

    Kevin David Lodge, 33, was welding on top of a 30-foot biodieselsettling tank just before noon Tuesday at the Western Biodiesel plantnear High River when a buildup of fumes and methanol caused anexplosion, said RCMP Const. Ferida Balic.
