New law changes (effective from Jul 01, 2015)

- Developers must have at least VND20bil (VND6bil in the past)- Future completion housing, developers can collect not over 30% for the 1st installment, not over 50% applied for Foreign developers when not yet handover the houses, not over 95% when not handing ownership cert.- Before selling, developers’ projects are guaranteed by a bank is a must

Foreigners’ owning houses

- Foreign developers; foreign branch and representative offices, foreign investment funds; and foreign bank branches- Foreign individuals can buy, receive, or inherit apartments and houses in commercial projects and not in areas that limit or ban foreigners- Foreign individuals can buy a maximum of 30 percent of apartments in a block and 250 houses in a given ward- Individual foreigners may extend their home ownership after 50 years, according to their need- Foreigners can lease their properties but must also inform the provincial house management agency before leasing the properties- Foreign companies can buy properties for their employees to live, but they are not able to lease or use it toward any other purpose.

Market news

Supply:- In Q1 2015, 6,600 new units for sales within 20,000 units on the apartment market- In Q1 2015, there are about 4,200 units sold successfully- In 2017, there will be 70,000 units on the market, about 20,000 units completed in 2015 & 2016

Demand:- Buyers receive benefit from finance support such as flexible payment, competitive loan interest rate, economic leverage package from Gov- Buyers interest in reputation of developers- Area of apartment decreased to meet buyers’ budget
