Hazardous Building Materials Survey 1844 C Street Residence

INTRODUCTION This report summarizes the results of a hazardous building materials survey of the residence located at 1844 C Street in Forest Grove, Oregon (project site). The residence consists of an 892-square-foot, vacant residence with an approximately 240-square-foot addition. The hazardous building materials survey was conducted in anticipation of upcoming demolition of the residence. Acronyms and abbreviations used herein are defined at the end of this document. SCOPE OF SERVICES The hazardous building materials survey included a pre-construction ACM survey, an LBP survey, and a universal waste evaluation. Conducted an initial reconnaissance of the project site structure to verify building

construction and layout, verify building mechanical components, measure building dimensions, and gather additional information to develop an appropriate sampling plan.

Reviewed available permits and online property information to verify building conditions and construction details.

Developed an ACM sampling plan based on the initial building reconnaissance and review of the floor plans.

Collected 17 samples of homogenous suspect building materials, including appropriate sample population, taking into account material quantities and location.

Submitted the samples to EMC Labs, Inc. of Phoenix, Arizona, for analysis of asbestos content by PLM/EPA Method 600/R-93-116.

Summarized the results of the pre-construction ACM survey in this report. LBP SURVEY The purpose of the LBP survey was to evaluate paint throughout the project site structure for the presence of lead at a concentration greater than 1.0 mg/cm2. The LBP survey was performed by GeoDesign personnel and included the following: Evaluated painted surfaces throughout the project site structure for the presence of LBP

using a Niton Model XLp-306A XRF detector to identify the potential presence of lead in paint.

Summarized the results and findings of the LBP survey in this report. UNIVERSAL WASTE EVALUATION The universal waste evaluation was performed to evaluate the project site structure for the presence of universal waste that may require special handling and/or disposal. The universal waste evaluation included the following: Evaluated the project site structure for the presence of universal waste, including pesticides,

batteries, potential mercury-containing equipment (including thermostats, thermometers, barometers, and mercury-containing switches), potential PCB-containing equipment, and lamps.

Summarized the results and findings of the universal waste evaluation in this report. PROJECT SITE STRUCTURE The project site structure is an approximately 892-square-foot, wood-framed residence supported by a pier foundation. The project site structure has an approximately 240-square-foot addition attached to the west side. According to Washington County Building Services, the residence was reportedly constructed in 1921 and is currently owned by the City of Forest Grove (City).

RECORDS REVIEW GeoDesign requested available permits and building plans from City’s Building Department staff on September 3, 2019. According to City staff, the City has a certificate of occupancy dated 1971 and a demolition permit currently pending. Records pertaining to hazardous building materials were reportedly not available. PRE-CONSTRUCTION ACM SURVEY On August 29, 2019 GeoDesign personnel certified under EPA’s AHERA program performed a pre-construction ACM survey of the project site structure. The purpose of the pre-construction ACM survey was to evaluate the structure for the possible presence of ACM. EPA’s AHERA program defines ACM as materials containing asbestos at a concentration greater than 1 percent. Materials sampled from the project site structure included roofing materials, insulation materials, wall coverings with associated mastics, flooring materials with associated mastic, ceiling tile with mastic, caulks, drywall with associated joint compound, cloth wire insulation, and pipe insulation. GeoDesign submitted 17 suspect ACM samples to EMC Labs, Inc. of Phoenix, Arizona, for analysis of percent asbestos content by EPA Method 600/R-93-116. EMC Labs is accredited by the National Institute of Standards and Technology under the procedures of the National Voluntary Laboratory Accreditation Program for bulk sample analysis. The suspect ACM sampling results are presented in Table 1. Sample locations and the locations of the rooms are shown on Figure 1. The EMC Lab report and accompanying chain-of-custody documentation are presented in Attachment B. Asbestos was not detected in the 17 samples of suspect ACM analyzed. LBP SURVEY The LBP survey was conducted on August 29, 2019 by GeoDesign personnel. The LBP survey was conducted using an XRF manufactured by Niton (Model XLp-306A Spectrum Analyzer Lead Detector). Bulk paint chip samples were not collected from the project site structure during this survey. According to the Performance Characteristic Sheet for the Niton Model XLp-306A XRF detector, there are no inconclusive readings; therefore, bulk paint chip samples are not necessary. LBP is defined by EPA/HUD as paint that contains at least 1.0 mg/cm2 of lead. Therefore, XRF readings that are equal to or greater than 1.0 mg/cm2 are considered positive for LBP. A total of 17 representative painted surfaces were analyzed using the XRF and were visually assessed for general condition. The following LBP was identified at the project site: Blue exterior siding paint contains up to 4.6 mg/cm2 lead. White exterior window trim paint contains up to 4.3 mg/cm2 lead. Black door trim paint in Room 1 contains 4.6 mg/cm2 lead.

Turquoise baseboard paint in Room 2 contains 3.5 mg/cm2 lead. White wall paint in the laundry room contains 6.1 mg/cm2 lead. UNIVERSAL WASTE EVALUATION On August 29, 2019 GeoDesign personnel conducted a universal waste evaluation at the project site, including an evaluation for the presence of pesticides, batteries, potential mercury-containing equipment (including thermostats, thermometers, barometers, and mercury-containing switches), potential PCB-containing equipment, and lamps. Pesticides, lead acid batteries, potential PCB-containing equipment, metal halide lamps, high-intensity discharge lamps, or other universal waste-qualifying lamps were not observed at the project site. GeoDesign personnel observed three potential mercury-containing switches on baseboard space heaters within the residence at the time of the universal waste evaluation. CONCLUSIONS AND RECOMMENDATIONS GeoDesign performed a hazardous building materials survey of the residence located at 1844 C Street in Forest Grove, Oregon, including a pre-construction ACM survey, an LBP survey, and a universal waste evaluation. The pre-construction ACM survey was performed in general accordance with ASTM E2356-14, Standard Practice for Comprehensive Building Asbestos Surveys. The results of the hazardous building materials survey indicated the following: Asbestos was not detected in the suspect ACM samples analyzed. The following LBP was identified at the project site:

Blue paint on the wooden exterior siding of the residence White paint on the wooden window trim of the residence Black paint on wooden door trim in Room 1 Turquoise paint on wooden baseboard in Room 2 White paint on an interior wall of the laundry room

Universal wastes observed at the project site consisted of three potential mercury-containing switches on baseboard space heaters in the residence.

Contractors and their employees should be notified of the presence of LBP at the project site and should employ lead-safe work practices when conducting renovation or demolition activities in these areas. The LBP identified during this survey does not require removal or abatement and may be disposed of with the remainder of the demolition debris at a landfill approved to accept demolition/construction debris. Metro recommends wetting LBP-painted surfaces prior to transport and disposal to reduce flaking. The potential mercury-containing switches identified as universal waste should be removed and properly disposed of prior to demolition and renovation if future use is not anticipated. These items must not be broken to qualify as universal waste and should be packaged to avoid

breakage during transport. If the switches contain mercury, they should be disposed of as universal waste at a hazardous waste-accepting facility, such as Metro Central Hazardous Waste, located in Portland, Oregon. LIMITATIONS This Hazardous Building Materials Survey report has been prepared for use by Kittelson & Associates, Inc. and the City of Forest Grove. This report is not intended for use by others, and the information contained herein is not applicable to other sites. Reliance by other parties must be approved by GeoDesign in accordance with our standard contractual process for third-party reliance. Our interpretations of the presence and distribution of ACM is based on data from select samples analyzed from a limited sample population. Additional suspect ACM not sampled during this survey should be assumed as ACM unless additional sampling demonstrates the materials are not ACM. It is always possible that ACM could exist within concealed areas, inaccessible areas, or between sample locations. Analytical results from the laboratory should only be considered indicators of site conditions and not a guarantee of the lack of ACM at the project site. Our interpretations of the presence and distribution of LBP is based on data from readings at select locations. Additional suspect LBP not analyzed during this survey should be assumed as LBP unless additional analysis or sampling demonstrates the materials do not contain LBP. It is always possible that LBP could exist within concealed areas, inaccessible areas, or between sample locations. Results from the field investigation should only be considered indicators of site conditions and not a guarantee of the presence or absence of LBP. The conclusions presented in this report are based on the observations made during our field investigation and laboratory analytical data and are representative of the project site as it appeared at the time of the survey. If demolition or redevelopment of the project site is delayed, it may be necessary to reinspect the project site structure to assess if building materials have been modified, added, or altered. The findings of this survey should be considered as a professional opinion. Our services have been executed in accordance with the generally accepted practices at the time this report was prepared. No warranty or other conditions, express or implied, should be understood. Further conditions and limitations to this report are included in the contract between Kittelson & Associates and GeoDesign.
