HAWAI‘I COMMUNITY DEVELOPMENT AUTHORITY The Hawai‘i Community Development Authority is a public entity created by the Hawai‘i State Legislature to establish community development plans in community development districts; determine community development programs; and cooperate with private enterprise and the various components of federal, state, and county governments to bring community development plans to fruition. The Authority’s work should result in economic and social opportunities and aim to meet the highest needs and aspirations of Hawaii’s people. The Kaka‘ako Community Development District consists of 600 acres of land. HCDA’s goal is to use sound planning to encourage use of Kaka‘ako land supporting the legislative intent of a mixed-use district where residential, commercial, industrial, and public uses would complement each other. HCDA has improved infrastructure and public facilities in the district to attract development to increase housing opportunities for all segments of the community. The Kalaeloa Community Development District encompasses more than 3,600 acres of land within the former Naval Air Station Barbers Point. The legislature designated the district to facilitate the redevelopment of the area in accordance with the Barbers Point Naval Air Station reuse plan. HCDA has been working on various projects to bring infrastructure improvements to the district, including projects to bring firm energy to Kalaeloa. The He‘eia Community Development District consists of 400 acres of land on the windward side of O‘ahu. In 2002, the Hawai‘i State Legislature assigned the Kalaeloa Community Development District (Kalaeloa), the former Naval Air Station Barbers Point, to Hawai‘i Community Development Authority (HCDA).

The Navy is interested in transferring or selling its Kalaeloa electrical system in its entirety. The entity that obtains the electric grid will be required to maintain service to current users, while upgrading the system to modern commercial electric utility operational and safety standards with inter-est in maximizing the deployment of cost-effective invest-ments in clean energy production and management for the purpose of promoting Hawai‘i’s energy security.

In July 2016, the Department of Energy’s Office of Energy Efficiency and Renewable Energy collaborated with HCDA, the Hawai‘i State Energy Office (HSEO), the United States Navy, and Sandia National Laboratories to assess the current energy infrastructure, and evaluate options to use both existing and new energy and storage resources to cost-effectively enhance energy security and reliability. Two large group meetings were held. The Kalaeloa Land-owners Summit “Establishing Energy Reliability and

Resiliency” in October 2016, and the Kalaeloa Reliable Energy Industry Briefing in April 2017.

In early 2017, Sandia National Laboratories prepared a report on Kalaeloa energy systems redevelopment, out-lining options including six steps toward a hybrid phased feeder/advanced microgrid approach.

Establish an entity to help manage and upgrade the electrical system. Construction of mircogrids at priority locations. Develop solar energy projects over a twenty-year period to support on-site tenant energy demands. Add a new substation at the northwest end of Kalaeloa, with underground feeders to support electric upgrades. (Years 2-3)Add a second substation at the northeast end of Kalaeloa with underground feeders. (Years 6-10)Coordinate energy improvements with other regional power system improvements to make sure they are consistent to help reduce regional integration and upgrade costs.
