Sffaccive April 20, 1979, the Arizona Departinent of''-Kealth'"Ser^/ice, Bureau
of Waste Control, with the cooperation of the Maricopa County Health Department
and the Maricopa County Highway Department, initiated the use of the Hassayampa
Landfill as an interim site for the disposal of hazardous wastes. The site,
located in Maricopa County near Buckeye, Arizona at 309th Avenue and Baseline
Road, has separate areas designated for municipal refuse disposal, and hazar
dous waste disposal. The area of the landfill designated for the disposal of
hazardous wastes was permanently closed on October 28, 1980.
The hazardous waste site of the Hassayampa Landfill operated with a series
of four (4) disposal pits. The four pits were unlined surface impoundment sys
tems designed to discharge waste streams to the soil, as well as ser^/ing as
evaporation ponds. Each pit was designated for a specific classification of
liquid hazardous wastes: Pit 1 was for the disposal of organic and oil wastes;
Pit 2 was for the disposal of acids and acid sludges; Pit 3 was for the disposal
of alkaline and metallic sludges, and Pit 4 was fcr the disposal of pesticide
and alkaline sludges. An isolated area of the landfill, termed ''Special Pit",
x as designated for the disposal and burial in isolated cells of low-volume solid
wastes, containerized wastes, or other wastes not acceptable for disposal in the
four pits.
To control and monitor the disposal of hazardous wastes', the Arizona Depart
ment of Health Ser'/ices (ADHS) implemented a modified "mini"-manifest system for
Maricopa County in April, 1979. With the promulgation of Articie 18 (the Arizona
Hazardous Waste Regulations), this was replaced with the statewide manifest
systeni on July 31, 1980. The Hassayampa Landfill continued co accept only hazar
dous wastes generated in Maricopa County. .All hazardous waste loads wera reviewed

inaccordance to chemical composition, concentration, characteristics, and volume,
and were evaluated to determine the proper disposal option. The Hassayampa Land
fill was the only sanitary landfill in Maricopa County approved to accept delivery
of hazardous wastes for disposal. All waste shipments transported to Hassayampa
were accompanied by an Arizona Hazardous Waste Manifest issued by ADHS, designating
the particular area of the site which was specifically approved for the disposal
of each type of hazardous waste. The following data concerning waste discharges
and waste types disposed of at the Hassayampa Landfill was compiled from manifests
issued by the Department. Not all of these completed the disposal sequence.
Therefore, volumes listed in this report are greater than those hazardous waste
shipments actually delivered for disposal at the Hassayampa Landfill. Some volumes,
such as those listed as a numbered amount of cartons or boxes, could not be com
puted into the final volume tabulations. However, these volumes are listed in the
appendices. The data covers a time period from the initiation of the manifest
system on April 20, 1979 to October 28, 1980 (the closing date for the Hassayampa
Landfill).
Since the initiation of the manifest system, 101 Maricopa County generators
have utilized the Hassayampa Landfill for the disposal of approximately 3,278,538.25
gallons and 4149.7 tons of hazardous waste. A total of 1562 manifests were issued
approving the disposal of these waste shipments at Hassayampa. Of these, 150
manifests were cancelled leaving 1412 approved manifests designating waste to the
site.
Appendices 1 - V summarize the total amounts of wasta discharges and waste
types deposited at the Hassayampa Landfill. The charts are arranged by disposal
areas (i.e. Special Pit, Pit Numbers 1 - 4 ) , with waste types, components, con
centrations, and volumes being listed by Generators. Appendix VI presents a
monthly sxnmnar / of manifests issued, cancelled, and waste volumes compiled from
the previous appendices (Tabel 1). Also, in Tables 2 - 6 , is listed a summary
of the total volume of hazardous waste disposed of in the five disposal areas
at Hassayampa.
