The committee was briefed that the matter mainly concerned the diploma pass-out students from NTTF willing admissions in degree courses through lateral entry in the State.

Any Technical Institute/ University catering to degree level courses are required to make admissions as per the regulations prescribed by the statutory regulatory body i.e., AICTE. In case, any clarification regarding the eligibility of diploma pass-out students from NTTF to a degree level technical course is required by any Technical Institute / University, the same may be got clarified from AICTE, being the
regulatory body.
As such the HSBTE does not prescribe the criteria for admissions nor does it fall under its purview.
Accordingily, NTTF may be intimated that their diploma level courses cannot be considered equivalent to diploma courses offered by HSBTE. However, the matter regarding the eligibility of their diploma pass out students to degree courses through lateral entry in the State may be taken up at appropriate level with the
Concerned Universities/ AICTE. | All India Council for Technical Education Recognition / approval and mode of
Diploma awarded by the various (AICTE) vide its letter dated 13.03.2003 Defence Forces under Gol had granted approval to certain defence
| institutions subject to the condition that the duration of the diploma programmes will be 03 years with entry level 10th qualification.

various Defence Authorities or in some cases
|duration of the courses is less than 03 years.
The matter was pursued with AICTE, the
Council vide AICTE/P&AP/MHRD/Misc./2019/879 dated
04.09.2019 has clarified that AICTE is
granting approval to various defence institutions for conducting diploma / degree
program. As per the norms of the AICTE diploma should be of 3 year duration and degree course of 4 year duration. It was concluded that:

The Naval Trade Certificates issued by Indian Navy place reliance upon the National Classification of Occupation (NCO) Codes published by Directorate General of Training (DGT), Gol from time to time.

The DGT frames overall policies, norms and standards for vocational trainings craftsmen and crafts instructor trainings under the aegis of Ministry of Labour thereby catering to Vocational and Industrial Training Institutes in the Country whereas, the diploma engineering qualification in technical fields is regulated by AICTE, the Apex body regulating technical education in the Country.

University may be recognized subject to the condition that such courses are offered by
the concerned University at its own Campus in Regular Mode and not through a Learning Resource Centre in Distance Mode.
However, it was observed that we may seek clarification from HVPNL Assam University whether the diploma in Electrical Engineering
run in collaboration with CIDC is recognized by the State Government of Assam or not. If so, the relevant State Notification to this effect may be sought from
the quarter concerned before deciding the
