services to BMA for both the design & construction of the replacement of 3.4 Km of one of their major

water supply pipelines.

Pipeline Route Reconnaissance & Route selection – QGC – Carrying out a high level review of

proposed routing for three 145Km pressure pipelines associated with the LNG industry. This was

followed by actual on-site route reconnaissance & finalised route selection. The review and route

selection led to a 20 kilometre reduction in total route length and the selection of more favourable & cost

effective construction conditions, which together resulted in significant capital and ongoing operational

cost reductions.

Independent Quality Verification and Certification Services - Providing independent quality

verification and certification services to BMA and Anglo American Mining for the construction of major

water main pipeline relocations and replacement together with the construction of a land-bridge over

one of the main replacements.

Curtis Island Water and Sewerage Services – Responsible for carrying out a concept, route

reconnaissance, route selection and constructability study for the provision of water supply and

sewerage service connections from Gladstone to new LNG processing facilities proposed to be

developed on Curtis Island. The recommended project solution included carrying out 2,200 metre HDD

drives beneath the harbour from the mainland to Curtis Island. The project was successfully constructed

and commissioned and is now providing WS & S services to Curtis Island.

In the interim, whilst permanent works were designed and procured, carried out the design & detailing of

temporary water supply & sewerage ‘hire-in’ pumping systems to provide interim services to LNG

facilities under construction on Curtis Island. Provided procurement services as well as installation and

commissioning support to get the temporary systems up and running.

Carried out a similar concept study for making a 132 kV mainland electricity supply available to Curtis

Island which was also subsequently implemented.

Proposed Moranbah To Alpha Pipeline. Appointed by Hancock Coal Pty Ltd in 2011 to carry out a

Peer Review of the design of the proposed 25,000 ML per annum 220 Km Moranbah to Alpha Pipeline

and pumping system. As an outcome of the reviews alternative pipeline routings and pumping system

configurations were developed and proposed that offered a saving of twenty per cent in capital costs

and eleven per cent in NPV terms as compared to the original design.

Victorian Desalination Project. Responsible for carrying out and leading a small team in 2010 for the

Thiess/Degremont Joint Venture ‘Proof Engineering’ and ‘Peer Reviewing’ the hydraulic design of the

transfer pumping system and approximately 100 Km pipeline required for The Victorian Desalination

Project. The reviews included the hydraulic design and optimisation of the pipeline & pumping system as

well as independent surge analysis of the system together with a review of proposed surge mitigation

measures. As an outcome of the reviews alternative system configurations and surge protection

measures were developed that delivered savings to the project capital cost in excess of $60 Million.

Western Corridor Recycled Water Project in Brisbane and South East Queensland – In 2006 Harry

carried out the preliminary engineering configuration, sizing and optimisation of the 200Km+ transfer

pumping system for the above project. Activities included:

– Preliminary route reconnaissance;

– Route selection;

– Concept design;

– Preliminary system design & optimisations; and

– Preliminary estimates for the whole transfer pumping system.

For Project delivery purposes the Western Corridor Recycled Water Project was divided into a number

of separate but interlinked Alliance work packages. One of those packages was the Eastern Pipeline

Alliance. Harry was the Engineering Manager for the Alliance from 2007 to 2010 and represented one

of the Alliance NOPs on the Alliance Management Team.

The Eastern Pipeline Alliance was responsible for the design and delivery of some 37Kms of trans-

urban pipeline, interception works, low-lift and high-lift pump stations to transfer up to 121MLD of Class

D effluent from three wastewater treatment plants to an Advance Water Treatment Plant as the Stage 1

works; together with 76Kms of trans-urban pipeline, through and around the eastern suburbs of

Brisbane, and two major high-lift pump stations to transfer up to 112MLD of RO treated water as the

Stage 2 Alliance works. The total value of the delivered Alliance works was $550M

Rockhampton to Gladstone Pipeline. Preliminary route reconnaissance, route selection, engineering

design & optimisation of a proposed 106 Km and 22,000 Megalitre per annum capacity pipeline from

Rockhampton to Gladstone

Burdekin River to Moranbah pipeline in North Queensland – Preliminary route

reconnaissance, route selection, preliminary design and estimates for the 218Km ~ $250Million

Burdekin River to Moranbah pipeline in North Queensland with a design capacity of 23,000

Megalitres per annum. Mr Holland carried out the detailed engineering configuration, sizing and

optimisation of the system and went on to become the Design Manager for the project, leading the

team completing the detailed design and tender documentation which was required to be

expedited under a ‘fast-track’ project delivery approach.

Wyaralong Water Treatment Plant – Design Leader for the detailed design and documentation of the

raw water pumping system for the proposed Wyaralong Water treatment Plant.

Woogaroo Trunk Sewer – Responsible for carrying out a planning review of the trunk sewer

infrastructure needs of the Amberley and Woogaroo Creek sewerage catchments for Ipswich City

Council / QUU, together with the completion of Concept Design Reports for future trunk sewer

augmentations.

Subsequently was the Design Manager for the detailed design and documentation of the trunk sewer

augmentations for both catchments. Augmentation of the Woogarroo Creek trunk sewerage system

comprised the construction of a new 4.6 Km gravity trunk sewer including 1.9 Km of micro-tunnel in

sizes from 1200mm to 1500 mm diameter.

Subsequently provided Independent Quality Verification and RPEQ Certification services to Queensland

Urban Utilities for the construction of the Woogaroo Creek Trunk Sewer Works.

Gold Coast Water - Project Plan for the Southern Regional Water Pipeline – The preparation

for Gold Coast Water of a Project Plan for the Southern Regional Water Pipeline Project together

with the preparation of Consultants Terms of Reference for engineering and business case

studies for the project.

Awoonga Dam Alliance . Design Manager for the Awoonga Dam Alliance for the detailed design and

documentation of the raising of Awoonga Dam & associated works.

Awoonga Dam Raising Feasibility Study. Project leader and Project Manager for Engineering

Feasibility Studies into the raising of Awoonga Dam for the Gladstone Area Water Board.

Water Supply System augmentation for the Gladstone Area Water Board. The project

management and conceptual engineering design of Stage 2 of the Raw Water Supply System

augmentation for the Gladstone Area Water Board. Subsequently, the Design Manager in 2003 for the

preliminary design and then the detailed design and documentation of the ensuing Mt Miller Pipeline

Project to be constructed after the raising of Awoonga Dam. Design activities for the pipeline included

route reconnaissance and route selection around and through Gladstone suburbs.

Pre Harry Holland & Associates Pty Ltd.

Director of Planning, Development & Professional Services at Brisbane Water, Queensland for

more than ten years.

Mr Holland was responsible for the engineering direction and executive management of three business

units within Brisbane Water providing professional services including the technical direction of some 140

employees, including professional, technical, administrative and customer service staff.

Responsible for strategic planning for the future water supply and sewerage needs of Brisbane City; the

formulation and development of scheme plans and projects to meet such needs; and the detail design,

documentation and procurement of project works to bring additional capacities on-line to meet

predetermined commissioning dates and maintain standards of service.

Responsible for the formulation and development of Brisbane Water’s forward capital works program

and annual capital budget submissions.

Study Director for the important Brisbane River and Moreton Bay Wastewater Management Study from

its inception in December 1993 until mid-1997. The study was a joint State and Local Governments

project which aimed to establish environmental values for the receiving waters of the region and develop

immediate and longer term wastewater management strategies to deliver and maintain those values.

Kinhill Consulting Engineers - Member of a multi-disciplinary team working on a feasibility study for

the siting of South Australia’s next 500MW power station. Responsible for all civil engineering inputs of

the study including particularly a major cross-country water supply pipeline for cooling water including

options development and optimisations.

Sir M. MacDonald and Partners - Resident Representative and Project Manager for the Northern

Plains Irrigation Project I Mauritius. Responsible for the construction supervision and commissioning of

Stage 1 of the Northern Plains Irrigation Project jointly funded by the Overseas Development

Administration and Commonwealth Development Corporation of the UK

Sir M. MacDonald and Partners - Resident Engineer for the Rahad Barrage and Canal Head Regulator

Contract, part of the World Bank funded multi-million pound Rahad Irrigation Project some 450 km south

west of Khartoum in the Sudan.
