HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 231 Engineering Report
June 17, 2020
1. Service Requests
• HEB is under contract to sell 20.7 acres for a charter school. The closing is currently scheduled for June 30th. The capacity requirement is 28 Equivalent Single-Family Connections (ESFCs) for wastewater and 46 ESFCs for water, including irrigation. HEB has a commitment for 120 ESFCs for water, they have used 56, leaving 64. A commitment of 46 ESFCs to the school leaves 18 ESFCs remaining to serve the balance of the tract.
Since the Charter School is tax exempt, payment of a Capital Recovery Fee (CRF) is required. A payment of $7,500 to cover legal and engineering costs associated with calculating the CRF was paid by the purchaser. The CRF was calculated to be $1,714,630. The fee is based on the construction costs for the water, sewer, and drainage facilities to serve the 53-acre tract. Also included are costs associated with the purchase of water capacity, wastewater capacity from the City of Houston and participation in the wastewater conveyance system with Northwood MUD No. 1. A copy of the spreadsheet providing a detailed breakdown of the costs and an exhibit showing the service area of the utilities is attached.
2. Northwood MUD No. 1 Emergency Water Well Rework
• Northwood determined that their water well needed to be evaluated and reworked because of vibration that was occurring within the well. Attached is a copy of the bid tabulation and Northwood engineer’s letter recommending award of the contract to C & C Water Services in the amount of $139,292.
• MUD 231’s share of the repair costs is 42.2% or $58,781.22.
