SCIENCE & TECHNOLOGY FOR MANAGING DISASTER RISK

The DRM heavily dependent on Scientific knowledge & Techniques:• China: Flooding in 1931 and 1959 (caused huge loss (37 and

20 lakh respectively), but now with good warning system, the risk is reduced to great extent.

• Bangladesh- National Flood Warning System: 9-10 days lead time helped defend against regular flooding (40 US $ saved/ per $ spent).

• India: INCOIS timely warning helped in evacuating large population during recent earthquake near Indonesia.

• Under NCRMP, NSSP and other projects; S&T being used for DRR.

USAGE OF TECHNOLOGY FOR DRR:

To analyse the process of new trends of DM (Preparedness & Mitigation)To access the vital information of Disaster preparedness for peopleIT based (GIS) decision support system for DM planning at national, state, district & panchayat levelsDesigning early warning systemEmergency communication for quick & timely relief and response measuresBuilding knowledge & skills to facilitate DM Planning & Policy making

S&T are accelerants of progress: create new insights & Methods; Solve old Problems

ESTABLSIH HIGHER STANDARDS & BETTER EVIDENCE BASED POLICIES

Neglect of Science & Technology

(In 2005 Katrina (overtopping of dykes) & In 2011 Japan tsunami (Fukushima Daiichi Nuclear Plan Failure)

Challenge: Coordinate and Integrate Potential inputs of Science & Technology to produce the Comprehensive Knowledge and practical tools needed to reduce risks.

Huge loss of Life & Property

Far reaching Socio- eco Damage

SCIENCE & TECHNOLOGY FOR CAPACITY BUILDING

"efforts aimed to develop human skills or societal infrastructures within a community or organization needed to

reduce the level of risk”.

• Training

• Awareness generation

• Strengthening Institutional Mechanism

• Knowledge Management and Integration

• Strengthening Policy and Legal Framework

Capacity building for DRR involves:

NIDM’S PROGRAMMES & USE OF S&T:

Online training programme (NIDM & GFDRR) Face to Face training through Video Conferencing

National Disaster Management Portal (NDMP)India Disaster Resource Network (IDRN)

Self study e-learning programme

Satellite based programme (SATCOM)IEC material – Computer Games for children, School safety tips, Using Electronic media.

E- LEARNING COURSES:

Since 2006, NIDM is offering online courses in partnership with the World Bank (GFDRR)Courses are based on MOODLE (Modular Object Oriented Dynamic

Learning Environment) -- a free source e-learning software platform.

Page 5: HARNESSING TECH FOR CB- 14 - NIDM : Home · Satendra, Executive Director, NIDM CONTENT: 1) Science and Technology for Disaster Risk Reduction 2) Usage of Technology for /reducing

•Raising the level of Awareness and preparedness as well as to enhance analytical skills and professional competencies of distant key stakeholders

•Helping distant users in acquiring knowledge base in the subject and also facilitates participants to globally share their views, ideas and information on a common platform

•Two types of Courses-•Basic Course (01-Comprehensive Disaster Risk Management Framework )•Specialized courses (09-DRM related subjects)

• About 2500 participants trained during 2010-11 & 2012-13

NIDM: SELF STUDY PROGRAMME (SSP)

NIDM in collaboration with C- DAC launched e- learning self study programme on disaster management for general public as well as government officials and other stakeholders who have role and responsibility of managing disasters

Accessed by anyone from anywhere in the world as per user's convenience in flexi time free of cost

10 courses going on currently

1000 participants registered in various SSP courses till date

SATELLITE BASED (SATCOM) PROGRAMMES

NIDM collaborates with some of the Administrative Training Institutes (Vigyan Prasar, Delhi & ATI, Karnataka) to conduct satellite based training programmes through the ISRO community centres that have satellite based one-way video and two-way audio communication system.Since 2005, 07 programmes conducted and 12500 approx. participants attended till the last session of 2012-13

INDIA DISASTER RESOURCE NETWORK

India Disaster Resource Network (IDRN), a web based information system, is a platform for managing the inventory of equipments, skilled human resources and critical supplies for emergency responseDatabase will also enable them to assess the level of preparedness for specific vulnerabilities

EOC AT NIDM A BACK-UP FACILITY FOR MHA

Back up EOC at NIDMA redundant EOC facility has been set up at National Institute of Disaster Management (NIDM), Delhi. EOC at NIDM also utilized for training purpose8 Mbps data link to Harmonisation network which connects POLNET, NICNET and SPACENET VSAT HubsVoIP Phones and exchange for communication with State and District level EOCs2 Mbps link to the network connecting to all Ministries and Departments of Government of India responsible for providing Emergency Support.

NIDM : FUTURE STRATEGY FOR MAKING MORE USE OF S&T FOR CB

ResearchProposed Higher studies in collaboration with Universities for doctorate/ post doctorate research related to DM Proposals to be invited from Universities/ Other Training Institutions for collaborative training, research and developing awareness material

Academic and professional courses/higher studiesDevelop more self-study and e-learning courses for the benefit of masses; upgrade the courses.Collaboration with the Universities to start new courses.

Knowledge Portal on DRR- on the pattern of Prevention web, interactiveIEC Material: Develop Computer games and other technology based programmes/ tools for DRR knowledge Devt. INDIGENOUS TECHNOLOGY for DRR
